FBI DOCUMENT REQUEST NO. 30The National Commission on Terrorist Attacks Upon the UnitedStates ("the Commission") requests that the Federal Bureau ofInvestigation (FBI or the "respondent") provide the Commissionwith copies of the following docum ents no later than March 3, 2004(the "production date"):
1. A ll flight manifests for the following aircraft thatdeparted the U nited States in September 2001 withSaudi nationals (as indicated in the FBI's response toFBI D ocum ent R equest No. 1 4, item 4):a. R yan International Flight 441;b. Jetlease U SA charter which departed Lexington,Kentucky on or about September 16, 2001;c. Republic of Gabon-flagged charter DC-8-73,tail number TR-LTZ, which departed LasV egas, Nevada on or about September 19, 2001;d. C hartered flight B 727-21, tail number N7 27PX ,which d eparted Las V egas, Nevada on or aboutSeptember 20 , 2001;e. A merican T rans A ir flight AT A L-1011, tailnumber N189A T , which departed Las Vegas,Nevada on or about September 24 , 2001; andf. Northstar Aviation flight which departed fromProvidence, R hode Island on or aboutSeptember 14, 2001.
2. A ll interview reports for any passengers on the abov eflights.
3. A ll docum ents describing the clearance process forthese flights, including any restrictions placed on thedepartures of these flights (such as "prevent departure"orders), and the protocols u tilized in screening thepassengers on these flights prior to their departure.

The Comm ission requests that the documents requested above be provided assoon as they are available, even though all requested docum ents may not b eprovided at the same time, through means of a "rolling" production.If any requested docum ents are withheld from production, even tem porarily, based onan alleged claim of privilege or for any other reason, the Com mission requests thatthe respondent, as soon as possible and in no event later than the production date,identify and describe each such documen t or class of docum ents, as well as thealleged basis for not producing it , with sufficient specificity to allow a meaningfulchallenge to any such withholding.If the respondent does not have possession, cu stody or control of any requesteddocum ents but has information about where such documents m ay be located, theCommission requests that the respondent provide such information as soon as possibleand in no event later than the production date.If the respondent has any q uestions or concerns ab out the interpretation or scope of thesedocument requests, the Comm ission requests that an y such questions or concerns beraised with the Com mission as soon as possible so that any such issues can be addressedan d resolved prior to the production date.February 18, 2004 Daniel M arcusGeneral Counsel
