1 Introduction
On 1 July 2012, the standard ISO/IEC 17024:2012 Conformity assessment – General requirements for
bodies operating certification of persons has been published. According to the decisions of the
International Accreditat ion Forum (IAF), ISO/IEC 17024: 2012 replaces the standard ISO/IEC 17024:
2003 "Conformity assessment – General requirements for bodies operating certification of persons" for
accreditation of certification of persons.
The publication of this international standard includes several changes from the ISO/IEC 17024: 2003.
The changes are both new texts that add new requirements, changes of existing texts of ISO/IEC
17204: 2003 into other requirements, and reformulation of requirements, as well as deleting
requirements from ISO/IEC 17024: 2003 in the newly published standard.
This explanatory note describes the policy and method of the RvA for the implementation of ISO/IEC17024:2012. With this document RvA implements the policy of IAF. IAF will publish an "Information
Document for the Transition or ISO/IEC 17024".
This explanatory document is applicable for all bodies, which are until now accredited or accepted
under ISO/IEC 17024:2003, as well as bodies who have requested or going to request accreditation
regarding ISO/IEC 17024, and scheme owners who requested or going to request acceptance
regarding ISO/IEC 17024.
Bodies which certify persons under accreditation must comply with the requirements of the new
standard before the expiration of the transition period in order to maintain their accreditation.
Scheme owners which have accepted schemes for certification of persons must comply with the
requirements of the new standard before the expiration of the transition period in order to maintain
their acceptation.

2.2.2 Accreditation assessments
The accredited certification bodies are expected to perform an analysis regarding the differences
between the ISO/IEC 17024:2003 and ISO/IEC 17024:2012 (a gap analysis) to determine to what
extent they comply with the requirements of the new standard ISO/IEC 17024:2012 (including the use
of internal auditing) and where necessary, to draw up and implement an action plan so they will
comply with the ISO/IEC 17024:2012, taking into account 2.2.1 and 2.3 of this explanatory note.
The accreditation assessment to assess the implementation of the new standard will be carried out
during regular accreditation assessment, and will consist of:
document reviews of the management system documentation of the body;
review of documents of the certification scheme(s) (Note: where a scheme of an accepted schemaowner is used, the certification scheme will not be assessed at each individual certification body.);
assessment at the office of the certification body;
possibly a witness of an exam.
2.3 Nonconformities against the new requirements
All nonconformities against requirements of the ISO/IEC 17024:2012 that would not have been
nonconformities from requirements of ISO/IEC 17024:2003 will be categorizes as "(B)". This concerns
the requirements indicated as “new” in annex A of this explanation. The certification body has the
opportunity to take corrective actions until January 1, 2015 and submit a report on these to the RvA
(see RvA-BR004). The RvA shall assess these corrective actions before 1 April 2015, and take
accreditation decisions before 1 July 2015.
If the RvA is not able to take a posit ive decision before 1 July 2015 concerning the granting of
accreditation for ISO/IEC 17024:2012, due to the inability to close off the nonconformities, the
accreditation will be suspended for a maximum of three months, The accreditation shall be withdrawn
after this period of suspension if the nonconformities have not been resolved.
2.4 Valid guidance documents and explanatory documents
During the transitional period the IAF GD24: 2009 remains the guidance for ISO/IEC 17024:2003 as
long as the accreditation is granted for ISO/IEC 17024:2003.
In due time the RvA will adapt the current documents that apply to accreditation of certification of
persons, such as the Specific Accreditation Protocol (SAP C014) Accreditation of certification of
persons (general). Until then the present documents will be valid.

2 Transition to ISO/IEC 17024:2012
2.1 General
IAF has decided that the transitional period for the transition of accreditation of certification of personsfrom ISO/IEC 17024:2003 to accreditat ion according to ISO/IEC 17024:2012 is three years after
publication of the new standard. The new standard ISO/IEC 17024:2012 has been published on 1 July
2012. This means that starting from 1 July 2015 no accreditations against the withdrawn standard
ISO/IEC 17024:2003 may be valid any more.
The Chairman of ISO/CASCO WG 30, the Working Group that has prepared the text of the new
standard, has made public a presentation in which the amendments of the requirements in the new
standard with respect to the requirements mentioned in the previous standard are expressed. This
publication shows that the standard ISO/IEC 17024:2012 has been revised enormously. There arefundamental changes as well as many reformulations and additional requirements in the new

The RvA has, in line with IAF policy, decided that assessments regarding the transition to the new
standard will be carried out as much as possible with regular accreditation assessments. RvA has
defined the transitional provisions for the implementation of the ISO/IEC 17024:2012 as follows.
2.2 RvA assessment of the transition to ISO/IEC 17024:2012
2.2.1 Time limits and data concerning the transition to ISO/IEC 17024:2012
Regarding accredited certification bodies:
From 1 April 2013 onwards accreditation assessments at the accredited certification bodies will be
carried out against ISO/IEC 17024:2012, with the focus on the requirements which are – according to
the ISO publication referred to above – new requirements with respect to the requirements of the
withdrawn standard.
Nonconformities raised will be subject to the provisions for corrective actions, as described in section
2.3 of this document.
Regarding certification bodies that have applied for accreditation or that are going to apply:
From 1 July 2013 all applicat ions have to be made for ISO/IEC 17024:2012.
Regarding scheme owners:
Scheme owners with accepted schemes for certification of persons have to adjust their accepted
schemes in accordance with the requirements of ISO/IEC 17024:2012 (see RvA-T33). Scheme
owners have the obligation to take into account the procedure for acceptance of schemes and the
transitional period for accredited certification bodies.
From 1 July 2013 all applications for the assessment of new or revised schemes will be processed

2.5 Accreditation statement
The declaration of accreditation (including the scope appendix) shall be amended to show the
accreditation against ISO/IEC 17024:2012, after an assessment against the new standard has been
completed successfully, and a decision on the granting, continuation, or renewal of accreditation has
been taken. For existing accreditations the registration number shall remain the same.
The date of the accreditation statement shall be the date of the decision on accreditation against the
new standard. The date of the first accreditation for the previously issued accreditation for certification
of persons (against ISO/IEC 17024 2003 or EN 45013) shall also be stated on the new accreditation
statements. The expiry date for the new accreditation shall be transferred from the existing
accreditation.
