3. Rules regarding penalties imposed for various irregularities:-

The difference in fare will be collected from the point of detection or the passenger as per ticket held, if accommodated in higher class. If there is no accommodation, the passenger will be detained from the higher class and directed to go to the class for which he originally holds the ticket.
5 Passengers travelling on "e-ticket” without original identity card
Will be treated as travelling without ticket and charged as per rules.
6 Senior Citizens travelling without age proof
Will be charged the difference between full fare and the concessional fare. Senior citizens age eligibility male-60 years completed and above, Female-58 years completed and above.
6A Misuse of Senior Citizens concession Will be charged penalty in addition to difference in fare.
6B Misuse of Senior Citizen Quota Will be charged penalty, treated as travelling without ticket and charged as per rules.
7 Concessional ticket holder travelling without original certificate.
Person travelling senior citizen concession whose age is below 60 years for men and below 58 years for women will be treated as without ticket and charged as per rules. The original ticket will be forfeited. Whenever instructed the concessional ticket holders should carry the respective certificates in original and produce it on demand. Otherwise they will be treated as without ticket and charged as per rules. The concession ticket held by the passenger will be forfeited.

Male persons found travelling in ladies compartments/Persons travelling in coaches earmarked for physically challenged persons and their escorts.
Will be vacated from the coaches and if he resists, he will be forcibly removed from the coach, ticket forfeited and shall be punishable with a fine which may be extended upto Rs.500/-.

Will be charged with super fast surcharge and penalty of Rs.250/-.

Rs. 300/- as penalty will be imposed for each offence separately per person and per instance.

(a) Pasting or putting up any poster, writing/drawing/scribbling on walls of Railway stations and in any Railway compartment/carriage without any lawful authority.
(b) Defacing of Railway property in any other manner.
Rs. 500/- as penalty will be imposed for each offence separately for each poster/writing.
4. Rail Travel Concessions:-The Railways provided for a large number of travel concessions to various categories of travelers like students, sports persons, scouts and guides, farmers and industrial workers, nurses, teachers, senior citizens, physically handicapped, mentally retarded persons etc.
For easy reference, we have drawn up a Rail Travel Concession table, which gives you details of travellers eligible for concession, the amount of concession and the specific condition, if any, for availing the concession.
5. Refund Rules:-For the convenience of the passengers, Indian Railways have drawn up liberalized customer-friendly Refund Rules. To get the maximum benefit and to save on cancellation charges, Passengers are requested to cancel their tickets within the prescribed time limits, wherever possible. This will also help other RAC/Wait List passengers in getting confirmed accommodation. The Refund Rules are spelt out in detail in the following table:-

Note:- The passenger may get the ticket cancelled from any Passenger Reservation System (PRS) counters or the designated
current counters. No refund shall be granted on the reserved ticket if it is surrendered for cancellation after 4 Hrs. of the scheduled
departure of the train. No refund of fare shall be granted on RAC ticket or Waitlisted ticket after 3 Hrs. of the actual departure of the train. For the purpose of refund, the fare includes Reservation fee, Superfast supplementary charges etc., For night trains departing between 21:00 Hrs. and 06:00 Hrs. (actual departure) refund shall be granted at the station,
either within the specified time limit or within 2 hrs on the opening of Reservation Office in case of no current reservation counters are available at the station originating journey. Night refund counter for computerised tickets are available at select stations.
No refund shall be granted on cancellation of Confirmed Tatkal Tickets except in exceptional cases like disruption of Railway services etc.,
No duplicate Tatkal tickets will be issued. Duplicate Tatkal tickets may be issued in exceptional circumstances on payment of full fare including Tatkal charges.
In case of cancellation of partially confirmed Tatkal Tickets, refund will be given less clerkage if the entire ticket is cancelled upto 30 min. before the schedule departure of the train. Waitlisted passengers are also eligible for refund within the specified time limit.
Cancellation of PRS counter ticket through IRCTC website/139Confirmed PRS counter ticket for trains normally run departing between 17.01 hours and 06.00 hours (actual departure) is refundable through the above system. Refund amount can be collected across the counter during the first two hours of opening of the PRS counter on the next day on producing the original ticket along with OTP received through SMS. Mobile number is to be given while booking the reservation ticket.
6. Booking of Luggage:-
Guidelines for booking of Luggage:-a. You are requested to approach the luggage office atleast 30 minutes in advance before the schedule departure of
the train by which you want to carry your luggage.b. You can book your luggage by producing your reserved or unreserved ticket.c. Passengers are permitted advance booking of luggage only 24 hours in advance excluding the date of scheduled
departure of the train.d. You will be issued with a railway receipt. An endorsement will be made in your journey ticket with the relevant
details.e. Orthopedically handicapped passengers can carry their tricycle free of charge. They can carry modified scooter and
motorized triwheeler moped in brake van at free of charge on production of certificate from government doctor.f. Merchandised items will not be allowed for booking and carriage in the compartment as personal luggage.g. You are not permitted to carry offensive, explosive, dangerous, inflammable articles, gas cylinders, acids, oil, grease,
paint, Table top computers and goods of general merchandise can be carried provided you book them in advance and get them loaded in the luggage van.
h. You will be penalized if you carry un-booked or partially booked luggage beyond free allowance in your compartment.
i. You are requested to approach only authorized railway staff for booking your luggage. If there is any difficulty, please contact luggage supervisor or station master.
j. One portable Television set, laptop, Personal computer and children’s tricycle are permitted to be carried in person within free allowance. Passengers are permitted to carry walking sticks and food items required for use during journey.
No free allowances as applicable to booking of luggage will be granted on booking and carriage of desk top/table top computer. The monitor and CPU may be carried separately, and the keyboard and UPS should be carried inside the suitcase of a passenger. A portable TV set will not be permitted to be carried along with a PC. PC, Portable TV sets outside measurement should not exceed any one of the following dimension.
No claim for loss/damage will be preferred.Trunks, suitcases and boxes having outside measurements of 100 cms x 60 cms x 25 cms (Length x Breadth x Height) can be carried in the passenger compartments as personal luggage. The following maximum limit, free allowance, marginal allowances will be admissible for Carriage of luggage in the compartment:

Note: 1. The maximum limit includes free allowance. 2. Luggage beyond the above quantity can be booked in advance and carried in the Brake-van.
Children aged five years and above and below 12 years will be allowed half the allowances mentioned in the table, subject to the maximum of 50 kgs.
If any passenger wants to carry luggage in owners charge in the passenger’s compartment beyond the free allowance and upto the maximum limit as per class mentioned in the table, will be charged at 1.5 times the luggage rate (scale ‘L’).
Your luggage may be reweighed at your destination /enroute station to verify the correctness of luggage charges paid by you. The marginal allowance will be taken into account while calculating charges for the excess luggage carried by you and upto the maximum limit as per class mentioned in the above table.
Penalty for luggage exceeding Free Allowance:-
If your luggage marginally exceeds the free allowance, you will be charged at normal rates. Above marginal allowance penalty will be charged, if detected. Make sure to book your baggage in the Luggage office, pay the prescribed charges and get your tickets endorsed by cross-referencing the luggage ticket details, before commencing your journey.
Please note that Free Allowance is not admissible for articles such as scooters, cycles etc.,
Penalties for irregular carriage of luggage by passengers:-
If you are found travelling with un-booked or partially booked luggage in excess of the free allowance, you are liable to be charged a penalty, either at stations enroute or at the destination station. Luggage gets stolen en-route:-
In case of theft of luggage, robbery/dacoity in running trains, you can approach train conductors/coach attendants/guards or GRP escort. They will give you the FIR form, which may be duly filled in and handed over to them. The complaint will then be forwarded to the Police station for necessary action. You need not break your journey to lodge a complaint with the police. You can also approach the RPF Assistance Posts at major railway stations, if any assistance in lodging the complaint.
Compensation on booked luggage –lost or damaged:-
Where value of the luggage booked has not been declared before hand by the consignor and the prescribed percentage charges not paid, the monitory liability of the Railways has been limited to Rs. 100/- per kg. However, where the consignor has declared the value of the consignment and has also paid percentage charges, he will be entitled to get the claimed amount which will not exceed the value of the luggage so declared at the time of booking. The procedure of payment of percentage charge can be enquired from the luggage booking office.
Carrying of Pet Dogs:-Pet Dogs can be carried along with the passengers in Ac First Class or First Class provided, a two berth compartment or four berth compartment is exclusively allotted for these passengers and by paying the rate for 60 kgs. at scale ‘L’ rate + 25%.
Passengers travelling in other classes are not permitted to carry the dog along with them. The dog can however be booked in the luggage office and carried in the dog-box in the luggage /brake van paying the rate for 30 kgs. at scale ‘L’ + 25%.
The minimum rate is Rs. 30/-per dog. Passengers carrying un-booked dog will be charged six times at Scale ‘L’ rate + 25%.
7. Compensation Claims:-
Compensation for Train Accidents/Untoward Incidents:-
Indian Railways are liable to pay compensation to rail passengers against death or injury in train ‘accidents’ as defined under section 124-A of the Railways Act, 1989. Similarly, Railways are also liable to pay compensation against death or injury of rail passengers and platform ticket holders on account of ‘untoward incidents’ as defined under section 124-A of the Act. Untoward incidents include death or injury on account of commission of a terrorist act, violent attacks, robbery, dacoity,
rioting, shootout, arson by any person in or any train carrying passengers or in the waiting hall, cloak room, reservation or booking office or on any platform or in any other place within the premises of Railway station or accidental falling of any passenger from a train carrying passengers.
Compensation for death or permanent disability is Rs. 4 Lakhs. In case of injuries the minimum amount is Rs.32,000/- and maximum is Rs.3.60 Lakhs according to the gravity of injury sustained. Ex-gratia amount for injury varies depending on the gravity of the injury.
Ex-gratia to the dependents of the deceased is Rs.15,000/-. Ex-gratia to those grievously injured is Rs.5,000/- and ex-gratia to those with simple injuries is Rs.500/-.
How to apply?The dependents of the dead or injured passenger or his authorized agents have to approach the nearest Railway Claims Tribunal (RCT) which decides the claim amount payable. RCTs are located at Chennai, Ernakulam, Secunderabad and Bengaluru, serving Southern, South Central, South Western Railway and Konkan Railway.
Free Legal aid to the claimants:RCT does not charge any legal fee for filing a claim. The claimant may either appear in person or take the assistance of a legal practitioner of his choice to present his case before the Claims Tribunal. The poor and needy, who cannot afford the services of a lawyer, can approach the Legal Services Authority at any level-National, State, District and Taluk.
Claims for Goods and Parcels: Non-receipt of goods and parcels can be reported to the Not Received Cells (N.R.Cells) at the Headquarters office or at the Divisional offices at the following telephone numbers. Fares for Duronto Trains:-
The facility of Rail travel being provided to Hon’ble MPs/Ex. MPs and Hon’ble MLAs/Ex. MLAs will also be extended to Duronto Express trains. Children of 5 years and above but below 12 years will be charged half fare.
Bedroll will be provided in Sleeper class on demand. The requirement for Bedroll should be indicated by the passenger in the Reservation slip at the time of booking and Bedroll charges of Rs. 25/- per Bedroll will be collected.
