How Healthcare System Is Financed

• Public funding comes mainly from central and local taxation

• 70% local income taxes for budget as well as grants and user chargers

• Public funding accounted 81.4% of total health expenditure in 2009

• Cost Controlled:– County councils and municipalities required to budget and

balance funds– Central Government given financial penalties to local
