We are living in the time of big challenges and opportunities. The world as the whole of human civilization, as the socio-economic-political system of
humanity, with its global ecological system, is rapidly changing. It’s becoming smaller, more unstable, and more endangered. Everything is fluid and
fraught with volatility and uncertainty, the world population, world economy, world politics, world ecology, world religion, world network, world climate,
thus the world future.
Comprising 195 independent sovereign states, 60 dependent areas and five disputed territories, the world is going through the lasting global crisis,
when decisive changes are impending, when the whole world system is looking for a radical transformation in all the key spheres, sectors, parts and
systems.
The present world is a world of unsustainable growth, extreme inequality, overwhelming poverty, ill -gotten wealth. Its wealth is idiosyncratically
distributed between the few richest haves and the poor have-nots, with almost half going to the richest one percent and the other half to the remaining
99 percent, creating huge disparities in wealth and income, power and rights.
In 2013, the total global wealth amounted to $240.8 trillion. Share of wealth for the bottom half of the population was 0.71 percent, while the richest
one percent had 46 percent (amounting to $110 trillion).
The world's 85 wealthiest were worth a collective $1.7 trillion, while the same amount was owned by half of the world's poorest people, a total of roughly
3.5 billion.
Such extreme inequality has been ‘impacting social stability within countries and threatening security on a global scale’, according to the World
Economic Forum.
It poses a major risk to human progress, to building inclusive political and economic systems increasing social tensions and the risk of social unrest and
societal breakdown.
The Smart Nation Strategy is emerging in the quest for a New World of sustainable growth and smart economic, technological and socio-cultural
development and intelligent governance for international communities and states, regions and cities, and global virtual communities, as well as for
enterprises, industries and economies, local, regional and global.

I-GOVERNMENT:
SMART EXECUTIVES, PARLIAMENT AND JUDICIARY
The Government through the use of advanced ICT aims is to become smart, sustainable and innovative, more effective and efficient and more friendly to citizens and businesses.
I-Government (short for intelligent government, also i-gov, smart government, virtual/online cyber government, or smart connected government) is digitally intelligent interactions between a Government (Executive, Judiciary and Lawmakers) and citizens (G2C), government and businesses/Commerce (G2B), government and employees (G2E), and government to governments /agencies (G2G).
Formally, the i-Government delivery models can be summed up as G (E, J, L) x (C, B, E) U (C, B, E) x G (E, J, L):
G2C (Government to Citizens)
G2B (Government to Businesses)
G2E (Government to Employees)
G2G (Government to Government, international government, central/national government, local government, civil government)

As a smart government reference framework, the i-Government model will be applied as 4i-Government, innovated, integrated, instrumented and intelligent, figured as a 4-tiered i-Government Pyramid Model.
I-Government succeeds smart government, transformational government, as well as e-government, with its subdivisions: m-government (mobile government), u-government (ubiquitous government), and g-government (GIS/GPS applications for e-government).
4I-Government Platform provides an ultimate vision of an integrated portfolio of government activities and public projects, like optimal budgeting, smart civil technologies, natural resources protection, public space management, intelligent policing, finance control, transportation efficiency, etc.
SMART ECO INDUSTRY, a sector of nation’s sustainable economy; the stock of basic facilities of capital equipment to function for a smart
country/area/region; a group of advanced productive enterprises and organizations that produce or supply innovative goods, services, or sustainable
sources of income.
Smart industries are reclassified as primary, secondary and tertiary, but as closely interconnected, creating a single industrial smart ecosytem.
Primary industry
It covers genetic industries of renewable natural resources of agriculture, livestock, forestry, fishing, and natural processes as renewable energy
resources (solar energy, hydroenergy, geothermal energy, airthemal energy, wind energy, bioenergy and landfill gas, LFG, and energy from sewage
thermal technologies, WTE plants).
It is downsizing extractive industries of mining of mineral ores, quarrying of stone and extraction of mineral fuels, considering it as part of (unsustainble)
national infrastructure.
Secondary or smart manufacturing industry
Secondary or smart manufacturing industry, heavy and light industries, takes the replacable raw materials and goods to economically process into
resource-efficient consumer goods and products; building sustainable capital goods.
It is optimizing energy-producing industries, aviation, construction/housing, automobile, chemical, coal, electronics, computer, steel trucking, oil,
shipbuilding, fashion, film, show biz, fashion, and arms industries
Tertiary or smart service industry,
It produces no tangible goods, provide services, intangible gains or generate sustainable wealth and prosperity, a mix of private and government
enterprises.
It includes:
Smart banking, finance, insurance, investment and real estate services;
Smart wholesale, retail, and resale trade;
Smart transportation, information and communications services; professional, consulting, legal and personal services;
Sustainable tourism, hotels, restaurants and entertainment;
Smart repair and maintenance services;
Smart education and teaching;
Smart health, social welfare, administrative, police, security, and defence services.

SMART CONNECTED INFRASTRUCTURE
Physical/Hard infrastructure refers to the large physical/technical/fixed networks and capital assets, as ecological capital and digital
capital, serving to convey or channel or transmit people, vehicles, materials, fluids, energy, information, or electro-magnetic waves.
It is the base for the functioning of a smart industrial nation, as

SUSTAINABLE ENERGY NATIONAL POLICY: EE + ESC + RES
Energy Efficiency (EE), Energy Saving and Conservation (ESC), together with Renewable Energy Sources (RES) make the three pillars of
Sustainable Energy Policy.
EE, more efficient technology and production process, means using less energy inputs while maintaining an equivalent level of economic
activity or service; 'energy saving' is a broader concept that also includes consumption reduction through behaviour change or decreased
economic activity. [In practice, the two are difficult to disentangle and the terms are often used interchangeably.]
RES means applying geothermal energy, wind energy, bioenergy and landfill gas, LFG, and energy from sewage by industrial bioreactors,
waste-to-energy or energy-from-waste by incineration, as WTE plants, thermal technologies and non-thermal technologies.
Energy conservation is implying a synergy of policy programmes (tariff policy), technological development (solar passive and low energy
design, high levels of RES, integrated monitoring systems) and behavioral change (tendering procedures, PPP partnership, social mixing,
training activities, social monitoring…). Energy conservation is accompanied with rebound effect: energy-efficient technologies
paradoxically increase energy use, oil, gas and coal consumption and greenhouse emissions, over the long run and large space.
SMART WORLD’S ENERGY INFRASTRUCTURE
It is projected that by 2030 the entire world could be powered by renewables, with the following energy generation mix:
3,800,000 5-MW wind turbines; 49,000 300-MW concentrated solar plants; 40,000 300-MW solar PV power plants; 1.7 billion 3-kW
rooftop PV systems; 5,350 100-MW geothermal power plants; 270 new 1300-MW hydroelectric power plants; 720,000 0.75-MW wave
devices; 490,000 1-MW tidal turbines; Storage in grid-connected electric and hybrid-electric vehicles.
