Invest in people and regional networks Untill 2020: energy saving. In the meantime, the deployment of renewable energy and local heating networks must be prepared, for example through (spatial) planning. SEP is strongly related to urban and regional planning Top down- bottum up Sustainability criteria should address socio-economic context of the region Consider energy planning as an integrated part of sustainable development Use energy planning as a driver for regional economic and social development
