• Forget SDGs; just draw your wish-list, your Government’s &people’s aspirations/dreams for Planet, State & Citizens.

• Check SDGs: You will find all these & more

• SDGs present a holistic dream & a huge opportunity tocreate a healthy, prosperous & sustainable State/India withhappy people.

• We must resolve to “ Invent the Future” to “Shape ThisTomorrow”.

SOME ANSWERS (2) : WHO & WHEN

• All citizens (men, women, children), stakeholders (corporate,academia, civil society) & institutions have to work togetheras Partners with a Shared Vision.

• Government has to take the lead, with each State creating itsown vision and deciding its own priorities, strategies &pathways.

• The States should also work with other States and GoI.

• Time-horizon is 15 years (2030 AD), divided into smallersegments including 3 years/ 1 year Plans.

• Government may develop 3 key documents fortransformational achievement of SDGs

• Essential to have intensive & extensive deliberations/consultations with all stakeholders for this purpose

➢ Implementing SDGs as a Single Synergized Initiative.

➢ Technology, Innovation, Knowledge Management,Management of Change.

• Future-ready & future-sensitive governance system.

➢ Exploding technologies & disruptive innovation will changeplanning platform on ongoing basis in the VUCA/SMACIworld of today & tomorrow.

➢ Need to visualize the future in this context and use backcasting

for planning.

➢ Redesign departmental structures and processes with focus onoutcomes and not on inputs/subjects.

➢ Adopt market-driven strategies for effective delivery ofservices

• Setup system for constant scanning of evolving technology &innovation scenario for realigning strategies dynamically.

• Setup of an effective Knowledge Management System (KMS).

• Pivotal role for UN Agencies as primary channel fortransferring UN systems/ network’s unique globalknowledge/expertise, and for capacity building.

• Design & implement an effective strategy for management ofchange.

Mobilization & Utilization of Resources

• Paradigm shift in resource management, looking at resourcesas “money plus” and “budget plus”.

• Redesign the financial & planning processes around SDGs.

• Ensure drawing of entire funds allocated by GoI, andutilizing them fully, and maximize EAPs.

• Make “Value for Money” a strategic tool for resource-allocation and as key criterion for monitoring & evaluation.

• Mobilize community & other resources.

Strategy & Action Plan Documents

• Goal-wise Strategy & Action Framework Document, & Three/OneYear Action Plans would flow from the Strategic Architecture.

• This Framework of three documents is in sync with the NITI Aayogrequirement of preparing Vision document, Strategy document &Action Plan, except that some overlap has been deliberately designedbased on Assam experience.

➢ Assam had finalized its Vision document in February 2016 whichenvisaged preparing Strategy Papers & Acton Plans (SPAPs) onthis basis.

➢ Departments found it extremely difficult to prepare SPAPs in theabsence of an over-arching Strategic Architecture.

• Each State may formulate its own Vision, Strategy andAction Plan Documents with the help of UNDP & other UNAgencies.

• The State may finalize and implement the Plan inconsultation with NITI Aayog, Ministries of Govt. of Indiaand UN Agencies.
