• All citizens (men, women, children), stakeholders (corporate,academia, civil society) & institutions have to work togetheras Partners with a Shared Vision.

• Government has to take the lead, with each State creating itsown vision and deciding its own priorities, strategies &pathways.

• The States should also work with other States and GoI.

• Time-horizon is 15 years (2030 AD), divided into smallersegments including 3 years/ 1 year Plans.

• Ensure drawing of entire funds allocated by GoI, andutilizing them fully, and maximize EAPs.

• Make “Value for Money” a strategic tool for resource-allocation and as key criterion for monitoring & evaluation.

Strategy & Action Plan Documents

• Goal-wise Strategy & Action Framework Document, & Three/OneYear Action Plans would flow from the Strategic Architecture.

• This Framework of three documents is in sync with the NITI Aayogrequirement of preparing Vision document, Strategy document &Action Plan, except that some overlap has been deliberately designedbased on Assam experience.

➢ Assam had finalized its Vision document in February 2016 whichenvisaged preparing Strategy Papers & Acton Plans (SPAPs) onthis basis.

➢ Departments found it extremely difficult to prepare SPAPs in theabsence of an over-arching Strategic Architecture.

• The State may finalize and implement the Plan inconsultation with NITI Aayog, Ministries of Govt. of Indiaand UN Agencies.
