resolutions to combat early school leaving, youth
unemployment, e.g.: establish better guidance and tailored career service centres,
equip young people with the right information, advice and guidance,
ensure appropriate and ongoing training of career guidance counsellors so that they can proactively engage with potential early school leavers
Missing: lifelong guidance as a European policy field of its own and the role of structured European cooperation (ELGPN)

2. Example Greece – Youth Guarantee
Evaluation of Youth Guarantee Implementation Plan in Greece for the Commission Task Force Greece (2014): … stresses the role of quality guidance which is considered a key driver for programme efficiency and “should not be underestimated in terms of quality and quantity”. Only skilled counsellors should carry out youth guidance.
Guidance is a substantial process that needs time.
Not a one-step process, but a systematic follow-up needed.
Requires adequate human and financial resources, not clearly addressed.

Topic for debate since more than a decade
2005 Commission study: Career Guidance in European Public Employment Services
since 2011 within mutual learning programme for European Network of Heads of PES (HoPES) – PES to PES Dialogue
Concept: employability and employment-oriented guidance by employment counsellors, transfer to career guidance counsellors for orientation, deeper assessment, complex interventions.
Preparation – series of research papers / learning activities:
Guidance for Jobseekers, Profiling, Individual Action Planning, Survey – Job tasks and training concepts, Professionalism of employment counsellors
