As a neutral convener, the Tahoe Truckee Community Foundation (TTCF) brought together several resources, community and media partners to start the conversation around regional housing, moving local leaders to fund a regional study. The study brought together data from Truckee, Placer County, and Nevada County to paint a broad picture of the issues. And while the conversations, policies, and solutions are still ahead of us, TTCF has committed not only funding, but continued leadership to ensure that the conversation continues and solutions are found. Stacy Caldwell, CEO of the Tahoe Truckee Community Foundation will share highlights of the regional housing study and its value to tackling this challenge. In a related topic, the short-term rental and house-sharing has grown rapidly in recent years. This has created challenges such as ensuring these rentals are paying their Transient Occupancy Tax (TOT), in addition to creating nuisances in neighborhoods and taking much-needed housing off the market. Addressing these challenges will be Ulrik Binzer, CEO and Founder of Host Compliance, the leading provider of short-term rental compliance monitoring and enforcement solutions to local governments. He will talk about Host Compliance, what they do, what they have discovered in Truckee and compare it to other communities they are working with. The Town of Truckee contracted with Host Compliance in July. Also speaking will be Hirsh Jain, Senior Manager, Global Public Policy for Airbnb. Jain helps craft legislative and regulatory approaches to home sharing in cities around the world. He will provide an overview of what Airbnb does, the growth in the company and industry, Airbnb’s role in the growing shared economy, an overview of their corporate philosophy, some things they are doing in communities that are concerned about the impact short term rentals are having on housing availability, and where the industry and Airbnb are headed. How long have you been conducting business in Truckee? We opened Full Belly Deli on December 7, 2007. It’s been nine years in the Pioneer Commerce Center. Who are your clientele? Locals, tourists, blue collar, white collar, fleece collar, no collar and dog collar! What has been your most rewarding project? Opening Full Belly Deli Reno. We expanded into an unknown market for us and dove into the Reno area. It has worked well and we are looking to open another Full Belly Deli in the surrounding area in the near future. What has been the greatest challenge overall to your business? The lack of qualified job applicants in the Truckee/Tahoe Area. The housing situation has proved to be the biggest difficulty with small businesses in the area and we have been no exception. What has been the most beneficial for your business? Great community! We have surrounded ourselves with positive people who have given us the confidence and optimism that we needed to keep moving forward to provide an excellent meal at reasonable price. What are your business goals? Ultimately we would love to open at least two more restaurants and ski more! Any tips or pointers for other small business owners in the region interested in continued success like yours? There's no question that owning your own business is a risky proposition. But, with risk comes reward.

How long have you been conducting business in Truckee? The bakery officially started in 1996. We started making our bread at our old deli, the Ponderosa Deli, which was located in Historic Downtown and did that for a number of months before we created Truckee Sourdough Co.

Who are your clientele? Our clientele is vast and from all walks of life. If you use, love, or enjoy bread, chances are we make something suited for you… unless you are gluten-free.

What has been your most rewarding project? The entire bakery is an ongoing project. There’s always things we can work on and improve. We can grow and expand our product mix to meet the changing environment. We can improve our efficiencies within the plant. Our distribution network can become better. We can become a more eco-friendly company. But looking back on all we’ve accomplished as a family is truly amazing.

What has been the greatest challenge overall to your business? There have been a number of challenges along the way, but the biggest remains being a year-round business in a seasonal/tourist-reliant area. Fluctuations in business levels to availability of employees makes that a hard thing to do. We end up relying a lot on family. This business wouldn’t be around today if it wasn’t for the love and support we all give each other.

What has been the most beneficial for your business? The most beneficial thing for us is the local support from the retail and wholesale customers. Everyone buying our bread in the grocery stores to the restaurants and schools that use our product, every loaf matters. We wouldn’t be anything without the support and love from our awesome community.

What are your business goals? Our main goals revolve around improving our product and efficiencies to cope with an ever-changing environment. Unfortunately, as you grow, some things slip through the cracks. We need to start from basics and work on creating a business and product that mirrors more closely the vision we had when we first started the business 20 years ago.

Any tips or pointers for other small business owners in the region interested in continued success like yours? Success in this area is not easy. It takes perseverance and hard work. You have to take the good with the bad, the busy with the slow. You have to do the hard work that no one else is willing to do. But most importantly, you have to support your local community, your neighbors and your fellow local businesses whenever possible, and they’ll support you back.

Truckee Tourism Business Improvement District (TTBID) Update The Truckee TBID Management Committee recently approved the FY2016/17 Sales & Marketing budget. This budget is allocated into eight focus areas:

1. Events: create grant, sponsorship, underwriting event program for funding of new or existing events to increase visitation in low season; development of event resource guide; work collaboratively with the Town of Truckee on an overall event strategy.

2. Frequent Independent Travelers (three target audiences: drive, fly, international): utilizing the most effective mix of media channels in order to reach each target audience (from awareness to conversion goals).

3. Website + Tech: further development of Truckee.com, to include the research and implementation of a booking engine that satisfies the requirements for hotels, individual homeowners and property managers; hospitality specific content; events content and management.

4. TOT (Transient Occupancy Tax) Compliance: TTBID Committee will be working collaboratively with the Town of Truckee on TOT and TTBID compliance issues, especially in the area of communication with hoteliers, property managers, and individual homeowners. TOT is collected and managed by the Town of Truckee.

8. Staff Financial / Strategy Management: strategic planning, oversight and implementation of TTBID sales & marketing program, financial management, TTBID structure and legal oversight.

The Truckee Chamber of Commerce, as the TTBID’s Owners’

Association, is responsible for facilitation, managing funds and implementing programs in accordance with the Management District Plan (MDP) and by the direction of the TTBID Management Committee. All TTBID Management Committee meetings are open to the public with agendas, supporting documents, and reference materials (such as the MDP) posted on TruckeeChamber.com within accordance with the Brown Act.

Tourism Event Grant Program Being Revamped The Truckee Chamber's Tourism Event Grant Program is being reviewed and updated. The newly created Truckee Tourism Business Improvement District (TTBID) Management Committee has a strong desire to focus on events that increase hotel and vacation rental occupancy, especially in non-peak seasons. As a result, the Chamber is working with the TTBID Management Committee on the development of an exciting, more comprehensive, robust Event Funding Program. It is anticipated that guidelines, criteria and applications for this new program will be available by end of January.

Order Mandatory 2017 California and Federal Employment Poster from the Truckee Chamber

Recent changes have occurred to the California Labor Code resulting from the passage of Assembly Bill No. 2883. This bill amends the requirements related to the exclusion of officers and members of the board of directors of private or quasi-public corporations, general partners of a partnership and managing members of a Limited Liability Company (LLC) from coverage under a workers' compensation policy.

Some changes that will impact many policyholders include:

Corporations: Officers and directors of quasi-public and private corporations must now own 15% or more of the issued and outstanding stock of a corporation to elect exclusion from workers' compensation coverage. Each officer or director must sign a waiver of coverage under penalty of perjury stating they are eligible for exclusion.

Partnerships and Limited Liability Companies: Only general partners or managing members may exclude themselves from workers' compensation coverage if the entity is a partnership or limited liability

company. Each general partner or managing member must sign a waiver of coverage, under penalty of perjury, stating they are eligible for exclusion.

Changes in Workers Compensation Law

The New Year is always a time of change – and sales tax in 2017 is no exception. The statewide sales and use tax will decrease one quarter of one percent (0.25%) from 7.50 percent to 7.25 percent on January 1, 2017. The new Nevada County Library tax (Measure A) goes into effect April 1, 2017, at which time the sales tax rate in Truckee will be 8.25 percent.

Vail Resorts, Inc. recently announced the appointment of Nadia Guerriero as the new Northstar California Resort vice president and general manager, effective

Tahoe Donner Hires Cass Rodriguez as New Baker for the Alder Creek Café

The Alder Creek Café has turned up the heat with the addition of Cass Rodriguez a new baker. Longtime owner of Joe Coffee in downtown Truckee, Rodriguez

brings with her years of award-winning culinary experience and baking expertise.

“I like to use organic ingredients when available and try different flavor profile combinations to provide my customers with a variety of unique baked goods that are different than the same old thing,” said Rodriguez. “Our goal is to make the Alder Creek Café the new morning hot spot to grab fresh-baked goods or a morning quiche and cappuccino and get your day started.”

A former student at the New York Restaurant School, Rodriguez apprenticed

with the famous pastry chef Francois Payard at the Restaurant Daniel in New York City. She moved to Tahoe from Auckland, NZ where she was the pastry chef at Pandora Bakery. She was hired by owner-chef Douglas Dale of Wolfdale’s Cuisine Unique In Tahoe City where she created original recipes for pastries, cakes, pies, sorbets and tarts.

Truckee Tavern and Grill to Offer “Blueprint of the Cocktail” Class Craft cocktail enthusiasts and those who want to become one are invited to participate in Truckee Tavern and Grill’s new Blueprint of the Cocktail class. Offered on Saturdays from 6:00 to 7:30 pm from January 14 through the end of February, participants will learn a simple, executable formula to easily craft cocktails at home, as well as to be more confident and discerning when ordering at a bar.

“Our intention at Truckee Tavern and Grill is to consistently create innovative cocktails that are well balanced and memorable,” said Ryan Dierks, co-owner and Bar Manager of Truckee Tavern and Grill. “The Blueprint of the Cocktail class was designed to give our patrons a hands-on experience that is not only fun, but interesting and inspiring.”

This entertaining, educational experience will include conversation focused on the ratios and ingredients that make the most classic cocktails timeless, and the art of

simple modifications that allow for creation of sophisticated, complex, one-of-a-kind from scratch cocktails. Participants will have hands-on experience creating and sampling two cocktails while noshing on cheese and charcuterie.

Truckee Tavern’s spirit program draws from Truckee’s rich history of bootlegging during prohibition and focuses on artisanal small batch gin and whiskey, the two main distillation products from Truckee during that era. This is complemented by a thoughtfully chosen selection of fine rum, vodka, brandy, tequila, mescal, liquors and cordials that are used to create a themed cocktail menu that changes seasonally.

This winter, the restaurant’s cocktail menu is music themed, with favorites like the “Jolene” topping the list, featuring rye, apple, smoked tea, lemon, orange oil and nutmeg.

Blueprint of the Cocktail classes are $90 per person (gratuity included) and limited to

10 participants ages 21+ per session. Reservations are available on a first-come, first served basis, and can be made by calling the Truckee Tavern and Grill reservationist at 530-587-3766.

Audi FIS Women’s Alpine World Cup At Squaw Valley March 9-12

The Audi FIS Women’s Alpine World Cup at Squaw Valley marks the return of World Cup ski racing to California for the first time in 19 years. Events held will consist of a Women’s Giant Slalom on Friday, March 10 and

Women’s Slalom on Saturday, March 11. Olympic champions like Squaw Valley’s own Julia Mancuso and Mikaela Shiffrin will compete on the legendary Red Dog run, which also played host to the 1969 World Cup and 1960 Winter Olympics. With over 1,200 feet of vertical drop in the giant slalom and nearly 700 feet in the slalom, Red Dog run is full of excitement and challenges, including fall-away pitches, side hills and bank turns, and is expected to be one of the more difficult courses on the tour.

VIP 2-day passes are running out for your chance to view the World Cup action at Squaw Valley. Limited free standing room viewing will be available near finish arena as well as skier spectator viewing on looker’s left of Red Dog Face that is free.

In addition, Squaw Valley Alpine Meadows has announced the event will be entirely carbon neutral. “Environmental

stewardship is core to our mission here at Squaw Valley Alpine Meadows, and we will continue that mission by both materially reducing and offsetting emissions directly related to the World Cup event," said Andy Wirth, President and CEO of Squaw Valley Alpine Meadows.

This carbon footprint analysis includes all mountain operations (snowmaking, lifts and grooming), travel emissions of the athletes, coaches, and World Cup staff to and during the event as well as their accommodations and meals. The carbon footprint of the World Cup will be offset through the purchase of certified carbon credits as well as through a clean-energy project benefitting the local community.

KNACK Truckee Nancy Holliday and Lorien Powers have joined forces to open a new fine art gallery. The studio revolves around combining one’s photography with the other’s jewelry. “I wanted the walls, she wanted the floor, so it worked perfectly,” Holliday said.

Holliday, who is partners with her husband Rick at Holliday Development (the developer of the Truckee Railyard project) describes her work as an opportunity to “understand motion, design, and function in a new light,” and says her favorite images “capture fleeting details of everyday life that will never happen again in exactly the same way.”

Tahoe City PUD The Tahoe City Public Utility District was founded in 1938 to provide some of the governmental needs of the residents of Tahoe City. It is the oldest local government in the Tahoe Basin and was formed initially to provide public water service to the local community. Established under the State of California's Public Utility District Act, the founders of the District chose a form of government that could provide multiple types of services.

They provide sewer collection, parks facilities, and recreation services for the entire area of the District. Water service is provided in five separate systems and serves approximately half of the homes and businesses in the District.

Auburn Ski Club Training Center to host USSA SuperTour

Top cross country athletes from across America will converge at Auburn Ski Club (ASC) Training Center in January for the fourth stop on the USSA’s annual SuperTour, a series of International Ski Federation (FIS) sanctioned cross country ski races taking place across the U.S., produced by the USSA, together with its divisions and clubs. It’s a vital piece of the USSA’s development program and a proving ground for athletes with aspirations of making it to the U.S. Ski Team and competing on the FIS World Cup tour and in the Olympic Winter Games.

Athletes vie for points during the SuperTour to earn Continental Cup leader starts and World Cup starts. There will be spots available for the 2017 FIS Nordic World Ski Championships February 22 through March 5 in Lahti, Finland. Those spots will be awarded after the conclusion of the U.S. Cross Country Championships in January.

“Bringing high level races to our area shows the U.S. and the world what a prime location the Truckee Tahoe area is for Nordic skiing. It provides our young athletes with the opportunity to compete with some of the

best skiers in the world, and is a fabulous way to showcase our talent and our region as a destination,” Event Chair Maggie Shane commented.

The SuperTour stop at ASC Training Center will bring hundreds of athletes and support staff into the area for the weekend of January 21-22 to Auburn Ski Club on Donner Summit near Boreal.
