4.2 SPORT AND RECREATION PRECINCT

Intent:

Provision of a sport and recreation precinct for active public recreational use.

Desirable Aims and Outcomes:

- Provide a precinct within the open space zone suitable for future development of district level sports facilities as determined by the Local Authority;

- Provide support facilities; - Provide pedestrian and cycle linkages to surrounding areas; - Provide buffering to adjoining residential areas.

Design Parameters:

- Equitable Access; - ESD design and Sustainable design of facilities; - Localised WSUD treatment train; - CPTED Design; - Local Authority sport & recreational Codes, Plans, and needs assessment; - No encroachment into 100m buffer to Caboolture R; - Amenities and clubhouse wastes to be disposed of to mains; - Clubhouse facilities to be located above Q100 flood level.

1. General standards of service

Table 1 provides a guide for the general design of sports facilities in the region.

Table 1 – Sports facility size general standards – District Sports Facilities

General design guidelines:Small/specific facilities are not preferred by Council. Any proposed facilities that fall into this category need to demonstrate overwhelmingneed and an inability to co locate with larger facilities.

Access, location & connectivity:Sport parks should be generally accessible by public transport, bikeways and major roads and provide adequate vehicle parking.Park design should include well defined internal pedestrian and vehicle access.The location of formalised sporting activity should seek to minimise impact on residential amenity.

Physical design:Sport parks should have a square or otherwise compact overall shape that is reasonably flat.Sport parks should utilise a number of multi use fields where possible.Fields should be set back a safe and suitable distance from external roads or provide appropriate buffers and measures to ensureconflict between park use and vehicles is minimised.Outdoor sporting fields and courts should generally be oriented in a north south direction along the long access.Playing surfaces needs to be well drained.

Character, cultural and natural design elements:Sport parks should accommodate a range of formal and informal recreation activities.Sport parks should retain natural vegetation and other significant features where compatible with the function of the park.Sport parks should contain dense vegetation buffering of 10 metres to residential lots.WSUD elements may be included in landscape and should not interfere with the functionality of the park and or be at the expenseof sporting activities.

Safety and security:CPTED principles are used to guide the design and location of facilities.Vegetation should not block views to and from the main activity areas and play equipment.Bollards, slip rails, vegetation or other measures should be used to deter unauthorised vehicle access.

Flood ImmunityConstructed to a free draining profileClubhouse buildings and facilities to be located on land above the 1%AEP flood.Formal recreation areas, internal roads, hard courts and vehicle parking located above at least 2% AEPFields/courts to have at least 2% or 5% flood immunity as specified in Table 2.

User comfort:Adequate shade and shelter is provided over spectator areas.

Arthur Beetson Foundation Murri Rugby League Carnival The QAIHC Arthur Beetson Foundation Murri Rugby League Carnival will be held again at Redcliffe on 1st – 4th October 2015. The IUIH secured the naming rights for the Open Men’s Competition, promoting our ‘Deadly Choices’ Campaign throughout the Carnival and during the live national broadcast on NITV. The IUIH also delivered health education to over 1500 players and spectators over the three-day tournament. The Carnival involved Teams from across Queensland, competing in three (3) Competitions: Open Men’s; Open Women’s; and Under 15 Boys. A smoke and alcohol free event, the Carnival required ALL players to complete a ‘Health Check’ as a requirement of their registration/participation for the Carnival. Attended by over 35,000 Indigenous people, the Carnival was a huge success and further demonstrates the value of sport, particularly rugby league, as a vehicle for delivering healthy lifestyle messages and supporting behaviour change.

Conducted by the Arthur Beetson Foundation, the Murri Rugby League carnival will once again involve the teams from all over Queensland. The 2015 Carnival will hold the three competitions in the Deadly Choices Men, AEC Women & UQ under 15. The Under 15 Competition all players must have 90% attendance at school to participate & also all players must complete a 715 health check from QAIHC & IUIH. Last year the carnival had over 490 boys compete at carnival which is 14% of year 10 indigenous at school. The Arthur Beetson Foundation Murri Rugby League Carnival whole focus is health & education. With this

in 2015 the carnival is focusing on the under 15 teams talking to university about education pathways.

The Arthur Beetson Foundation Murri Carnival will be again tobacco, Drug, and alcohol free event, consistent with the messages promoted by the QAIHC & Deadly Choices Campaign. Similar to the 2014 event, the Foundation Murri Carnival will again have a sugar free. – With attendance expected to total up to 36,000over 4 days. The IUIH and QAIHC will establish/operate information stalls and conduct activities/ competitions throughout the day to promote the Deadly Choices Campaign. Ambassadors of the IUIH Deadly Choices Campaign/s will be in attendance, including: Damien Hooper - ‘Super Hooper’ (Boxer); Steve Renouf (NRL Legend); Sam Thaiday (Brisbane Broncos); A number of other leading Indigenous NRL players and identifies are likely to also attend and be available to support activities/promotions.

The Arthur Beetson Foundation has once again secured SBS/NITV coverage of the event, which will be broadcast nationally. Last year’s broadcast was seen by over 450 000 over the two days & was ranked as the top viewing program for September & October. These games are continually aired all year round.

Arthur Beetson lived and breathed the game of Rugby League for almost all of his life.

As a youngster in Roma, like many country kids, Arthur spent the winter months either listening to the "league" on the radio or heading out to the local Sunday games enjoying the occasion that only a game of "league" in the country can manage. The Arthur Beetson Foundation is grounded in the Rugby League community through its associations with events such as the "Indigenous All Stars" games and the annual "Queensland Murri Carnival". Now they have set out to achieve results for the wider Aboriginal community. The foundation has already secured commitments from leading schools to offer scholarships at some of the Brisbane's most prestigious schools, which will go a long way to helping young Aboriginal kids achieve their dreams academically, and with the help of the already established Murri Carnival organisers they are looking create a must attend Indigenous Rugby League carnival to help showcase talented indigenous players from the city and the bush. The Arthur Beetson Foundation is making a difference to young Indigenous children's lives. This is what Jackson Wier had to say about how his life has changed through his scholarship "Dear the Arthur Beetson Foundation, First of all would like to sincerely thank you for selecting me to nominate me for a scholarship. To say it has changed my life is an understatement. My time at Ipswich Grammar may have only just begun but it has already had a huge effect on me personally, I love it. I have made many new friends and I find the education at the school exceptional compared to others. I am learning so much every day and it's not a drag or boring. The sporting and the spirit that follows it at this school is amazing, everyone gets behind you. I love playing rugby with all the boys. I find the training intense and very skilful; it has definitely aided my skills on the league field greatly. I find that training for union has built more strength and made me think about spacing, fast ball playing a lot more. The level of competition down here has also aided my game. There are no lazy games; every week is a new challenge. Once again I would like to thank the Arthur Beetson Foundation for changing my life in the best way possible. Thank you and I look forward to hopefully seeing you all again".

Education It is mandatory for all U15's to attend School 90% of the time for three months prior to the Carnival. The foundation checks with the school to make sure that the participants have attended. In 2012 there were 46,000 Indigenous students in Queensland, of which approximately 3,500 young boys were eligible to compete in the Under 15 carnival. The 2012 carnival attracted around one seventh of all available boys or about 14%- a serious effort by any measure. In 2011, Mt lsa entered a team into the U15's however; they had to withdraw the team due to only four boys attending school for the required time. The four boys were placed into another team and participated in the carnival with one of the boys being selected to play for the QLD U 15' s team as part of the All-stars festival. In 2012, all 25 of the boys from Mt Isa attend School 90% of the time, 3 months prior to the carnival. In 2013, the Roma community disqualified 13 boys from taking part in the carnival due to not meeting the school attendance requirements. It has been reported to the ABF from the Roma district that the school and team manager have been keeping check on the team this year and so far all 25 boys have attended school100% of the time. The Torres Strait community sent one team of U15's to the 2014 carnival. This will be the first time an U'15 team has been sent to any carnival from the community. All 25 boys have been attending school100% of the time.

Health Checks It is mandatory for all players to undergo health checks prior to playing in the carnival through the foundations major health partners QAIHC and IUIH. 2011-1500 health checks were conducted in which only covered the players 2012- 3036 health checks were conducted which included families and players 2013- 3212 health checks were conducted which included families and players 2014- 3500 health checks were conducted which included families and players 2012 saw the program expand to include supporters, with passes for a family of four purchased by Deadly Choices and given away to families who all received health checks. In 2013 there was an increase in health checks due to the increase in awareness and supporters. There will be five teams from the Torres Strait in this year's carnival including an U'15's team. 125 people from an isolated and remote area like Torres Strait will receive health checks Over the past three years there has been an average of 20% of the completed health checks containing symptoms that lead to Diabetes- a chronic disease within the Indigenous community leading to a high mortality rate. Follow up of these identified incidents have been provided by the contributing health services. It is important to note that with the inclusion of a greater number of remote teams, an opportunity has arisen for members of remote communities to receive health checks. In 2012 an U'15 player was not allowed to participate in the carnival due to having the equivalent blood pressure of a 70 year old which risked serious heart trouble.

Spectators The first carnival in 2011 was held at Mudgeeraba on the Gold Coast and was well supported from the southern corridor of QLD. As the carnival was moved to Ipswich the following year it became more accessible to remote communities and the support grew dramatically. There has been a number of direct and indirect outcomes across health, education and employment by holding the Murri carnival and having access to over 35, 000 Indigenous people at Redcliffe same place at the same time. They include, but not limited to: Over the past 3 years there has been 26 trainees accepted into the Australian Federal Police. These trainees have come from the playing roster of the football teams attending carnival. In 2013, 1400 spectators received health checks while attending the Arthur Beetson Foundation Murri Carnival. • Deadly Choices subsidise single and family passes for spectators as incentives to have a health check • Single pass requires a health check and gets 4 day pass to carnival • Family pass (3 adults 2 children) requires 2 health checks and get 4 day pass to carnival All players and spectators are strongly encouraged to join the electoral roll with the AEC conducting surveys, verifications and new enrolments in person at the carnival. Teams In 2012 85% of teams came from the southern corridor of QLD with only one team north of the Sunshine Coast. In 2013 the number of teams from remote areas grew and only 65% of teams were from the southern corridor of QLD, teams from Torres Strait, Bamaga, Roma, Cairns, Townsville and Central QLD. In 2014 only 45% of teams were from the metro area with remote entry' growing. Included were four teams from Torres Strait, one from Palm Island, four teams from Cairns, two from Mt lsa and two from NT including one U'15. A Northern Territory family are looking to move from NT to QLD with their son being selected to play for the QLD Murri side after attending the 2013 carnival. This will provide a greater benefit for their son in terms of education and sport. Over the past two years, two U'15's have been accepted as part of the Arthur Beetson Foundation Scholarship program into Ipswich grammar with one of those boys going on to become a junior sportsperson of the year at last year's Australia day awards in the Central highlands.
