SBA Loan Programs Update
• SBA is providing small business economic relief primarily through two loan programs – Paycheck Protection Program (PPP) and the Economic Injury Disaster Loan Program (EIDL).– For detailed information about each loan program, including a recording of CCAT’s

• The SBA is using the Paycheck Protection Program (PPP) economic stimulus funds quickly:– Nearly all of the $350 billion already obligated
– 1+ million applications approved
– Wide range of processing times from a few days to over a week
• SBA is also using the $10 billion provided for the EIDL loans and grants rapidly.– $10,000 loan advance will be up $1,000 per employee, up to $10,000 max amount

SBA Loan Programs Update
• Congress and the Administration are working now to provide an additional $250 billion for the Paycheck Protection Program (PPP), potentially additional funding for EIDL Program.– Potential changes to eligibility and additional clarification for the programs may
be included in the next stimulus package.
• Regardless of what you hear in the media related to the SBA running out of loan program funds, reach out to participating lenders and complete and send applications for SBA loan programs ASAP.– PPP and EIDL are not competitive programs and are operated on a first-come,
first-served basis for eligible applicants.
– Even if it might take time for the funding to arrive, get approved and get into the system queue.

SBA Loan Program Issues
• Certain qualified lenders that are participating in the Paycheck Protection Program are either only working with existing customers or prioritizing existing customers. – Start with your existing lender first. Reach out to several other financial institutions.

• Some lenders have stopped taking additional applications due to issues handling volume and demand.– Several CT lenders are still taking PPP applications and approving loans.
• SBA administrative “bottleneck” issues – Issues with the agency’s “E-Tran” system that banks must use to authorize loans.
– New SBA participating lenders getting vetted and approved.
– Rollout of SBA guidance documents for lenders.

Update on Federal Economic Stimulus to Date
• Phase I Stimulus Package: March 6th - Coronavirus Preparedness and Response Supplemental Appropriations Act– $8.3 billion for public health response. No small business/manufacturer relief.
• Phase II Stimulus Package: March 18th – Families First Coronavirus Response Act– Expansion of FMLA benefits and Emergency Sick Leave benefits for employees
who were affected by COVID-19. 100% refundable tax credits for employers. Affects all entities 500 employees and under.
• Phase III Stimulus Package: March 27th - Coronavirus Aid, Relief and Economic Security (CARES) Act– $2.2 trillion bailout that included over $350 billion for PPP and EIDL loan
programs, expanded unemployment insurance.

• Bipartisan support for $250 billion of additional funding for the Paycheck Protection Program (PPP), potentially additional funding for EIDL Program.
• Lawmakers are negotiating over next stimulus package legislation to replenish the small business loan programs and additional health care and state/local aid. – Expect deal in place this week/next week, House/Senate vote

Connecticut Response: Addressing the Need for Critical Medical Equipment & Supplies
• A State Taskforce was assembled to identify and quantify shortages of critical medical equipment and supplies across Connecticut.
• The CT Department of Administrative Services Purchasing (DAS) team is generating and following leads to purchase such items from traditional manufacturing and distribution channels.
• Traditional supply chains for these items are currently overwhelmed

• The specific shortage items being requested by the state and state healthcare organizations include:
• Ventilators
• N95 Respirators
• Face Shields
• Face Masks/Surgical Masks
• Governor Lamont has waived the registration requirement to produce alcohol-based hand sanitizer and personal protective equipment (PPE).
• A consortium comprised of the CBIA, CONNSTEP, CHA and the state’s Chief Manufacturing Officer (the Consortium) is working with the CT manufacturing base to meet needs that can’t be met through traditional sources.

• New website (ctcovidresponse.org) to organize manufacturers with capabilities and capacity who wish to help address the public health crisis
• Non-traditional manufacturers are provided technical information on needed products and linked with healthcare organizations which can evaluate designs and prototypes
• Once the product has been accepted by the healthcare organization as acceptable, it is deemed acceptable for the state to purchase and the manufacturer’s information passed along to the DAS team
• Website will evolve to be a clearing house to match non-traditional suppliers with consumers of critically needed medical equipment & supplies
• In addition to hospitals, organizations in need of PPE include local first responders, nursing homes, home healthcare providers, hospice, and workers in essential businesses

• Late last week the State launched a COVID-19 voucher program (ctmvp.ccat.us) through the Manufacturing Innovation Fund to provide grants of up to $75k for companies to help them “retool” their operations or expand capacity to meet the critical public health needs.
• There has been significant interest (>1,400 hits to the website) and applications currently are being processed and grants are being awarded

• In the past several weeks:
– Numerous CT manufacturers have developed the capabilities and added capacity to make significant quantities of face shields, face masks, hand sanitizer, isolation and surgical gowns, hospital beds, ventilators & ventilator components, and other critically needed items. Face shields are no longer a shortage item in the state.
– UCONN has designed and is building out a lab to test non-standard medical masks to NIOSH standards
– UCONN has developed a ventilator and is working with a CT aerospace company to bring it from prototype into production for use by UCONN Health.

• Updated April 7 to address the short term need for critical equipment & medical supplies due to the COVID-19 pandemic
• Priority and focus will be given to manufacturers realigning or expanding capacity and capabilities to respond to shortages– Includes but is not limited to: PPE, Eye Protection/Face Shield,
Isolation gowns, Face masks, N95 respirators, etc.
