It will be an integrated cluster of health services that is well connected to public transport, and supported by high-quality landscaping and open space. By 2051, the precinct will support more than 7,200 jobs in a welcoming and professional environment anchored by established key health and education institutions. Complementary uses such as allied medical services, commercial uses, housing, retail, open space and community facilities will be integrated into the precinct to accommodate the diverse needs of workers, residents, visitors and students. The Victorian Planning Authority (VPA), in partnership with Brimbank City Council and state government agencies, has prepared a draft plan to guide development within SHWEP. SHWEP includes approximately 67 hectares of land in St Albans, centred on the Sunshine Hospital including the Joan Kirner Women’s and Children’s Hospital. DRAFT PLAN The draft plan inside this brochure shows how SHWEP can develop over future years. The plan will allow new land uses in some parts of the precinct, whilst enabling additional jobs in the health, wellbeing and education sectors, and improving the local streetscapes and environment. The draft plan has been informed by background technical studies prepared in consultation with council and state government agencies and with input from a Strategic Plan Reference group. It will form the basis of a future planning scheme amendment to the Brimbank Planning Scheme, which will apply new zones and an infrastructure funding plan to ensure necessary transport and community infrastructure required for the precinct is delivered. It is proposed the area will be rezoned to Comprehensive Development Zone, with development to be generally in accordance with a Comprehensive Development Plan. SEEKING COMMUNITY FEEDBACK Brimbank City Council and the VPA are seeking your feedback on the key features and vision for SHWEP outlined in the draft plan. Details of how to provide feedback are at the back of this newsletter. Once feedback from the community has been received, the VPA and Council will update the draft plan and prepare planning controls. The community and stakeholders will have another opportunity to provide comment on the plan and draft controls during the exhibition of a planning scheme amendment later this year. WE SEEK YOUR FEEDBACK ON THE FOLLOWING KEY FEATURES:

6 NEW INTERSECTION & LINK ROAD WITH FURLONG ROAD

• Provide a new link road between Furlong Road and St Albans Road to improve traffic movement in the area. 

• Improve access to the Sunshine Hospital (including the new Joan Kirner building) and Club Italia through a new intersection on Furlong Road.

• Provide improved access to the business area and the proposed Sunshine Private Hospital.

7 SUNSHINE HOSPITAL

• Improve access to key health and education institutions, including the Sunshine Hospital and Joan Kirner Women’s and Children’s Hospital, Victoria University and Melbourne University.

• Support the growth of the hospital and allied health and education uses in accordance with hospital master planning.

• Gradually improve public access, open space and streetscapes.

Note: Sunshine Hospital site is not subject to planning controls but will develop in accordance with a master plan prepared by the Department of Health & Human Services Building Authority.

8 SUNSHINE PRIVATE HOSPITAL (PROPOSED)

• Proposed to include approximately 150 new patient beds.

• Provide expanded health care services and new jobs.

• Improve road access and car parking in appropriate locations.

9 BUSINESS

• Transition from a predominantly industrial area to a business and commercial area.

• Create additional job opportunities.

• Enable more activity and higher buildings.

• Maintain a mix of commercial and industrial land in the short to medium term to safeguard the operation of established businesses.

1 RESIDENTIAL• Maintain the residential character of the neighbourhood as

gradual residential growth occurs.

• Medium density residential buildings will provide housing for residents, students and workers close to the Sunshine Hospital and Ginifer train station.

• Preferred maximum building height of three storeys.

2 MIXED-USE

• Larger buildings along the major roads to accommodate expanded health related services.

• Encourage community and health services, commercial and retail uses at the first and second floors, with residential or office uses above.

• Provide appropriate setbacks to adjoining residential areas.

• Improved streetscapes and a better environment for pedestrians and cyclists.

3 FRONDITHA CARE

• Provide expanded aged care facilities in close proximity to the Sunshine Hospital and Ginifer train station.

• The facility will benefit from the improved connection, amenity and services planned.

• Proposed to include 40 new independent living units and an increase from 60 to 90 residential aged care beds.

• Potential new child care centre.

4 FURLONG ROAD

• Upgrade footpaths, bicycle paths and additional tree planting to improve user friendliness.

• Provide traffic calming measures for a slower-speed environment in sections.

• Encourage new health, retail and commercial uses to make a more friendly and active street.

• Prioritise bus movements where possible.

5 CLUB ITALIA

• Provides community-based sporting and hospitality activities, open space and public car parking.

• Improve road connections via a proposed new intersection on Furlong Road.

STRATEGIC PLAN REFERENCE GROUPA Strategic Plan Reference group was formed in September 2017 with members of the local community, property and business owners and state government agencies. The objective of the group was to provide a forum for discussion, identify issues and opportunities and provide feedback. The group was chaired and attended by Councillors from Brimbank City Council.

The reference group has met on four occasions and provided input into the vision and draft plan. The VPA and Council thank all residents and business owners who contributed to the reference group.

PROPOSED NEW INFRASTRUCTURENew infrastructure is needed to realise the full potential of the precinct. The following are major infrastructure items currently being investigated and proposed by the draft plan:

• New link road between Furlong Road and St Albans Road, with new intersections to those roads.

• Footpath, bicycle path, lighting and landscaping improvements for Furlong Road.

• Improved access for the Sunshine Hospital.

• Improvements for Stony Creek and associated open space and shared path network.

• Improved car parking arrangements.

COMMUNITY DROP-IN SESSIONYou’re invited to attend a community drop-in session hosted by Council and the VPA. This session will provide an opportunity for community members to ask questions about the draft plan and key features explained in this newsletter.

NEXT STEPS Later this year, Brimbank City Council will consider exhibiting a planning scheme amendment to introduce new planning controls and a development plan for SHWEP. Community members and landowners will again be invited to consider the planning scheme amendment and provide input at this stage. More information on this will be available in the coming months.
