ENERGY EFFICIENCY STRATEGY
THE EXPERIENCE OF LAZIO REGION
ENVIRONMENT AND COOPERATION AMONG PEOPLE
Arch. Giovanna BargagnaDIRECTION
PLANNING RATIONAL USE OF ENERGY AND RENEWABLE SOURCESDr. Iosella Bruschi
The project has been carrying out with the collaboration of ECOLOGOS (Research Centre ) www.detersivisfusi.it
Good example of P.P.P.(Public Private Partnership)
THE “SOAP ON TAP” PROJECT
Dispenser installed in
Rome’s Supermarket
Sundsvall September 2009
•Saved resources:230 MWh of energy21 million of litres of water 15 ton of carbon dioxide not emitted
Sundsvall September 2009
Results: 34 points of unpacked sale on 16 project's months. 12 brands involved
•Projects results:89.000 refilled bottles240.000 litres of detergents issued
LAZIO REGION
•Future goal: 100 points of unpacked sales within the end of 2011

New Unpacked Foods
The interest on unpacked detergents sale, got to carry out a feasibility study on possibility for new unpacked foods sale.
The study checked current laws and possibilities and identified
raw milk like the right product to be sold “on tap” to the whole of Region. The milk should be supplied directly from local farmers.
With the “milk on tap”:
20 kg of saved matter 60 kWh of not utilized energy
(for an average family in a year)

REGIONAL OPERATING PLANNING MEASURES FOR ENERGY EFFICIENCY
Experience:Call for Tender “Efficiency improvement of the public
lighting network”
B
The procedure is divided into two steps:
Step 1 - Checking (energy audit) of the state of the art of the plant - Contribution is 100% of eligible expenses within the limits set by the call. Amount available: € 2.500.000,00
Step 2 - Contribution is 15% for energy efficient operations through ESCO service ( Energy Service Company). Amount available: € 10.000.000,00

Call for Tender “Efficiency improvement of the public lighting and traffic lights network”
Sundsvall September 2009
THE ENERGY EFFICIENT OPERATIONS ARE:
•networks of public lighting with photovoltaic streetlights
•reducing consumption of electricity for the provision of service of public lighting by replacing with energy saving bulbs keeping the same luminous flux emission
• replacement of traffic light systems with LED systems or photovoltaic lights•Installations of telecontrol equipment on street light networks
Call for Tender “Efficiency improvement of the public lighting and traffic lights network”
Sundsvall September 2009
Call for contribution “Efficiency improvement of private residential existing
buildings sited in Lazio Region”
REGIONAL POLICY FOR ENERGY SAVINGC
Experiences:
Sundsvall September 2009
• Total amount available € 5.500.000,00 • Contribution is 40% of eligible expenses
• Only for replacement of windows, inclusive of frames, the contribution is 20%
Call for contribution “Efficiency improvement of private residential existing buildings sited in Lazio Region”
Sundsvall September 2009
Energy-efficiency actions admitted to incentives are:
1. Building interventions to improve thermal characteristics and to improve the thermal transmittance of windows (double glazed windows)
2. Installing solar panels to produce hot sanitary water and heating
3. Installing condensing boilers or high efficiency heat pumps, or low enthalpy geothermal plants
4. Re-powering of the buildings efficiency: combined actions ones points above (1,2,3), to improve the 'index of energy performance”

PRO-STO/SEC-Bench/More4nrgPro-STO, spreading solar thermal obligations in Municipalities by sensitizing local policy makers, Municipal administrative staff and expertsSec-Bench, collecting data on energy consumption in municipal building by involving local authorities and doing a benchmark for energy efficiency at European scale.
More4Energy, exchanging best-practices on policies for
sustainable energy and contributing to enhance strategies of other
European regions by peer-reviewing regional legal and financial
frameworks.
