SCHOA CONTINUES TO RESPOND TO SUN CITY RESIDENTS
During the past several years, Sun City residents learned that several utility rate cases have been filed and have the
potential of impacting them significantly. At this point in time, there haven’t been any final decisions made, but the
current ACC candidates will be voting on these issues during the next year. APS and EPCOR have both hosted forums
to offer information to their Sun City Ratepayers. Even though the recent EPCOR meetings held in July didn’t draw
the number of attendees expected, SCHOA has been fielding an unusually large number of questions, comments and
concerns from residents. This includes emails from residents who are away during the summer, but continue their
involvement and their concerns through emails.
SCHOA is committed to keeping Sun City informed and currently has scheduled three Rate Case workshops
scheduled in September to offer residents the opportunity to bring their questions and to understand what they can do
and the importance of their opinions being expressed to the ACC. Greg Eisert, Chairman of SCHOA’s Governmental
Affairs Committee, has been diligent in attending ACC meetings, preparing and submitting comments and testimony
for the past several years and bringing this information back to the Community in
order for citizens to have access to this information. SCHOA has recently made an
update to it’s website by adding “SCHOA in the News” that can be found at
www.suncityhoa.org and going to SCHOA Services. The purpose is to offer
residents a place to find information about each of these cases. There are articles
and comments that have been submitted by SCHOA on behalf of Sun City
residents.
The Rate Case workshops offer the opportunity first-hand to understand how to
have your “voices heard,” the need to have as many “voices heard,” and the
importance of everyone speaking up. Do you know how to contact the ACC commissioners, how to make comments
on line, important points to address in a letter? The workshops are being offered to answer these questions and many
more. The meetings will be led by Mr. Eisert and Governmental Affairs Committee members. The ACC
commissioners listen to numbers! Current dates for workshops are September 9, and September 19, at 10:00 a.m., at
the SCHOA office. Due to requests for these meetings, two evening sessions have been added; August 31 and
September 14 at 5:00 p.m. at the SCHOA office. It is important to “make your opinion” matter by taking action.

emailing [email protected] . Please be sure to mention the date you wish to attend.
At each workshop, SCHOA will provide sample letters addressed to the ACC Commissioners to all attendees.
SCHOA will hand deliver all signed letters to each of the Commissioner’s office to avoid the expense of mailing.
Sample letters have also been placed on the SCHOA website and can be downloaded allowing residents to email
them to their personal contact list. These letters may be mailed or can also be sent via email to each Commissioner.

SCHOA has scheduled two Community forums; the first is “Meet ACC Candidates” on Wednesday, September 28,
5:00 p.m. at the Sundial Center. The second will be a “Rate Case Informational Forum/Workshop” on Wednesday,
November 9, 5:00 p.m. at the Sundial Center. More information will follow regarding these events. These two
meetings will be open to Sun City RCSC cardholders only.

SUPERVISOR CLINT HICKMAN’S MONTHLY UPDATE
It’s barely the end of summer and we’re already back in full swing. It has been a busy month. Here some highlights.
We have selected a new Director for Maricopa County Animal Care & Control (MCACC). Mary Martin, who will
begin in November, has served as the Executive Director for the Santa Fe Animal Shelter & Humane Society since
2009. We have been impressed with her leadership and dedication to the welfare of homeless animal, which she has
been involved with for more than 30 years.
In other big news, the County Stadium District Board of Directors, of which I am also the Chairman, has voted to
explore the sale of Chase Field. The minimum purchase price would be $60 million and current agreements would
remain to keep the team at the stadium. We signed a letter of intent, which is a great starting point, we will have to
have an outside appraisal, to see what the stadium is worth and possibly put it in the hands of a developer who can
make the improvements that keep the team at Chase Field beyond the original agreement. I am proud to be a part of
a Board so dedicated to protecting the taxpayers of Maricopa County.
In last month’s message, I told you about the County’s Industrial Development Authority (IDA) funding a great
program that helps adults with autism. The program was featured in a two part series
on PBS’s News Hour, a national program! I encourage you to watch the series – it’s

SENATOR DEBBIE LESKO’S MONTHLY UPDATE
I am honored and blessed to serve as your State Senator. I ran for office to make a positive difference in our state and
nation and I’ve developed a reputation for taking on big issues to accomplish that goal. Because of my hard work I
have been named “Senator of the Year” by the Arizona Chamber of Commerce, “Legislator of the Year” by the
American Legislative Exchange Council-a national
organization, “Friend of the Taxpayer” by Americans for
Prosperity, “Friend of the Family” by the AZ Family
Project and “Legislator of the Year” by the Arizona
Republican Party. I couldn’t have done that without the
help of many great people.
This year my biggest accomplishment was pension reform.
After working for a year with firefighters, police, cities, the
Reason Foundation, the governor’s office, and Republican
and Democratic legislators we negotiated legislation that
sustains the pension system for our firefighters and police
and saves taxpayers over $1.5 billion. I am pleased that
voters passed my legislation, Proposition 124, with a 70%
approval rate.
My next goals are to find a solution to “Surprise” healthcare
billing and to help improve the Department of Child Safety
in order to protect innocent children. To that end, I am
meeting with doctors, hospitals, and insurance companies
to find out how we can help prevent hospital patients from
being billed by out-of- insurance network providers when
the patient has no control over who is treating them. I am
also going on a series of ride-alongs with Department of
Child Service employees to better understand how the agency works.

SCHOA HOSTED SUMMER CC&R WORKSHOP
On Thursday, August 25, the Sun City Home Owners Association hosted its summer CC&R workshop. These meetings were
initiated in 2014 and offer the opportunity for realtors, rental companies, title companies as well as Sun City residents to come
together to learn about the value and importance of the CC&Rs. They will continue to be scheduled each quarter recognizing
the large number of new “Sun Citians” who are moving to the Community as well as residents who may have been residents for
a period of time and wish to have a better understanding of the Covenants, Conditions and Restrictions.
The SCHOA is committed to providing ongoing education and
support pertaining to the Community CC&Rs. Whether there
is a violation or someone is wanting to upgrade a home, this
workshop is an opportunity to learn the value the CC&Rs have
in Sun City before upgrades and/or renovations are made that
may cost unnecessary time and expense. Sun City homeowners
enjoy upgrading their homes and will find this workshop
helpful. The CC&Rs are designed to protect the property values
for all.
At the recent summer workshop, representatives from the
Registrar of Contractors as well as the Maricopa Planning and
Development Department were invited to attend. All

businesses that provide building/remodeling services are required by law to be licensed with the ROC according to their
guidelines. It is important when hiring a contractor to know they are licensed and that they understand Arizona building codes.
It is also important to understand that Maricopa County has requirements. Before having any remodeling done, it is highly
recommended to contact SCHOA as well as the Planning and Development Department to be assured proper guidelines are

able to provide information regarding contractors and whether or not there are licensed as well as whether there have been any
complaints filed against them.
It is important that realtors and title companies understand the Covenants, Conditions and Restrictions when homes are being
bought and sold as well as being upgraded. This will allow them to assure prospective Sun City buyers that they are properly
informed when purchasing a home in Sun City. Even though membership with SCHOA is voluntary; the CC&Rs are mandatory
and attached to all residences.
The next meeting CC&R meeting will take place in December.

SUN CITY FIRE DEPARTMENT UPDATE Other Important Items on the Ballot in November
It is already August and while voting is heating up in the primaries, most voters have their sights set on November.
While there is a big match up at the top of the ticket for President and United States Senate, voters should remember
to review their entire ballot and make their vote heard on all local issues.
For example, one important issue that will appear further down the ballot is the Sun City Fire
Bond. For the first time in its history, the Sun City Fire District is going out for a bond to address
our current public safety and emergency needs including:
New emergency medical equipment
Replacing or refurbishing emergency response vehicles
Replacing or refurbishing fire engines and a ladder truck
Replacing worn out and aging equipment
Constructing a new fire station to replace Station 133 originally built in 1966
Improvements to existing facilities
Paying all costs in connection with the issuance and sale of the Bonds
Emergency response calls in the district have increased by 11% from the year before – a total of more than 14,000
emergency response calls. The proposed bond was referred to the voters by the elected Sun City Fire District Board
to keep up with demand and keep response times low.
The proposal is a total of $10 million in general obligation bonds to be sold and be paid back over 20 years. The
average annual tax rate per $100 of assessed value will be estimated at $0.21. Arizona Department of Revenue
estimates full cash value of a residence within the district at $78,890, meaning the average tax impact for a
homeowner in the district is estimated at $16.57 per year or approximately $1.38 per month.
If the November 8, 2016 bond election is successful, the District expects to sell bonds by means of a phased bonding
program. The interest rate borne by the bonds would be determined by market conditions that exist at the time of

sale, but in no event would the maximum interest
rate on the bonds exceed 7.00% per annum.
Current projections assume a 5.00% average
annual interest rate. Repayment of both principal
and interest on bonds would occur over a period of
not to exceed twenty (20) years from their
issuance. The estimated total cost of the proposed
bond authorization, including principal and
interest, is $16,302,167.
On or around October 1, 2016, voters will receive
a publicity pamphlet in their mailbox. The
pamphlet can also be found at
http://www.suncityfire.com/2016-fire-bond-election/. Early voting for the November Election will start on October
12th. Voters have plenty of time to do their research and make informed decisions on the entire ballot – including the
local issues.

SCRAP (SUN CITY RESIDENTS ACTION
PROGRAM) UPDATE This wall on Bell Road and was in poor condition before SCRAP hired John
Morris, Phoenix House Painting, to clean, prime and paint this section from
98th Avenue to Burns Avenue.
About half of the 15-20 miles of walls in Sun City are now in need of
repainting. The last time these walls had any maintenance was about 15 years ago. SCRAP which is a 501c3 Non-
Profit Corporation was founded by SCHOA in 2009 to be of assistance to the needs of the Sun City residents.
Below is the same wall after cleaning and repainting. We invite everyone to drive by and take a look at the great
difference a little paint makes.
In April this year SCRAP put out an appeal for donations to support having
all the walls in need of maintenance brought up to Sun City standards. The
donations started coming in and SCRAP was able to address the bad condition
of the wall along 99th from Marinette Recreation Center to Concho Circle as
well the painting of the graffiti on the walls along Olive. SCRAP received a
very generous donation from the Sun City Men’s Club which allowed for the
most recent repainting on Bell Road.
If you like what SCRAP is doing and you have the ability to send in a donation large or small to support this valuable

85351). All donations are tax deductible. For those that have the ability to donate a large sum, SCRAP is an IRS-
approved 501c3 Non-Profit organization.
SCRAP will be determining which walls will be next in line to have maintenance performed by repainting. Some
will be sent out for bids by contractors and some will be painted by volunteers. We are waiting on cooler weather to
organize a painting party. If you would like to volunteer your time painting walls contact Lloyd Maple at 623 680-
0648 with your contact information or email [email protected] . We expect to have a painting party in
September/October. We can achieve a lot and save a lot with volunteers helping out. It will be fun and one will have
a good feeling in that they have contributed in this valuable program.
Each time another wall is painted, the SCRAP committee becomes more excited see the progress. Sun City is the
greatest retirement community in the country and we wish to support its appearance; “bit by bit” this is happening!

SCRAP tackled this huge program with the idea of “How does one eat an Elephant? - One Bite at a Time.” We are
doing the same by doing “One section of walls at a time.” We will continue until all the walls in need of attention
have been repainted. We hope the community understands this is going to take time and money.
Thank you to all who have made donations and as well as businesses that have helped by loaning equipment at no
cost. Paint has also been provided at cost that has helped out greatly; these business have requested their names not
be published. All we can do is give them a big “Thank You” for assisting in making this project a reality.

SUN CITY POSSE VACATION WATCH
A simply designed yellow card can mean the difference between receiving immediate emergency help or delays for
Sun City residents. The program instituted by the Sun City Posse nearly a decade ago is known as the Residence
Emergency Program and has been a success for more than 40,000 area residents since its inception.
New homeowners receive emergency contact cards along with their welcome packet when they arriving in Sun City
and are asked to provide their name and address along with contact information in the event of an emergency; many
residents list their children, siblings and friends. The information is maintained by the Posse and has been used from
a broken water pipe inside a house to a medical emergency involving the homeowner. The Posse asks residents to
contact their office if they are concerned about a neighbor; quite often they have contact information.
All information is confidential. The information is not shared with
anyone other than the Sun City Fire Department or the Maricopa County
Sheriff’s Department and that is only in the event of an emergency.
There is no charge for the Vacation Watch. Contact cards are available
at the Posse office, the Sun City Visitors Center as well as the SCHOA

MCDOT Update
Union Hills & 99th Avenue
Construction continues on the intersection improvement project
at Union Hills Drive and 99th Avenue. The work is expected to
go through the fall months. When complete, the project will align the left turn lanes and add a northbound
turn lane on 99th Avenue. The west leg of the intersection will be widened to increase capacity. Crews
will also upgrade the traffic signal, sidewalks and sidewalk ramps.
Please follow traffic control signs and watch for lane restrictions, including the restriction of left turns
from Union Hills onto 99th Avenue.
Preservative Seal Application
MCDOT crews will continue to apply a sealant to the roadways in the Sun City area through the summer
months. The sealant will to help extend the lifespan of the roads. Residents will receive a notice on their
doors at least two days in advanced of work being performed in front of their homes.

SUN CITY COMMUNITY FUND (SCCF) – “Neighbors Helping Neighbors”
The Sun City Community Fund is the Valley of the Sun United Way in Sun City and was founded by Sun City
residents over 40 years ago to help our neighbors. All gifts to the SCCF remain in Sun City.
The Personal Needs Fund of the Community Fund is unique to the United Way movement in the United States. The
fund is designed to assist Sun City residents who are experiencing a financial
crisis. The Fund is administered by SCHOA; staff members are working with
neighbors on a daily basis. The goal is to provide support in a “proactive” way
at the beginning of an emergency.
During the summer months when approximately 25% of Sun City residents are away, it is important that we all
remember “Neighbors Helping Neighbors.” In a retirement community, when we know a resident “isn’t away” and
we haven’t seen them for several days to make contact.

Posse office and they will follow up. Their number is

help our neighbors when they are experiencing an
extenuating situation. For more information and/or to

following testimony was received for Bob Patrone who
provides masonry services. A resident reached out to Bob
Petrone for a an estimate for constructing a masonry wall
across the back of my property. Bob was prompt and
returned the call and scheduled an appointment very
quickly after others had not returned calls. Bob understood
what I wanted and provided an estimate. The cost was very
reasonable and he provided a discount. The wall is
complete and they did an outstanding job including the
removal of the debris left and bused that had to be trimmed
in order to build the wall. I would highly recommend his
services.

Northwest Valley Connect (NVC) is a nonprofit transportation coordination service for residents of the
northwest region of the Phoenix metropolitan area. NVC aims to educate the population it serves on existing
transportation resources as well as provide new senior transportation options to service unmet needs. NVC is not
only meeting a demand, but it is an essential ingredient to ensure citizens of the
Northwest Valley are able to maintain a vibrant and independent quality of life.
The following is a testimony from a citizen who is using Northwest Valley Connect.
"It's tough to live alone and not have transportation.” "It can be very isolating. But
Northwest Valley Connect has relieved me of much of my anxiety, getting me where I need to go and that's a
wonderful thing. We are so lucky to have such a service here in the West Valley."
