What is a Promise Zone?

A ten-year federal designation for selected communities with high poverty to target resources to address economic development, crime, education and leverage private capital.

Goals:

1. Job Creation

2. Increased Economic Activity

3. Improved Educational Opportunities

4. Leverage Private Investment

5. Reduced Violent Crime

Current five pilot sites:

1. Philadelphia

2. San Antonio

3. Eastern Kentucky

4. Los Angles

5. Choctaw Nation of Oklahoma.

20 more designations by end of 2016

RFP Fall 2014 with five chosen in January 2015

“Los Angles funding would go towards increasing

affordable housing, investing in public transit and

bikes lanes… giving people access to career and

technical training… [and} to increase support

services at schools.”

• Super Bowl Legacy Project “2.0” for the community

• Aligning local resources and efforts with new opportunities

• Building and deepening the capacities of neighborhood organizations

• Continuing to change perceptions about our neighborhood

Near Eastside Promise Zone Application

• Priority when applying for federal grants from HUD, DOE, HHS, DOJ, USDA, SBA and others.

• Federal technical assistance.

• Federal staff assigned to work directly with the neighborhood.

• VISTA members to work with local partners

• Proposed tax incentives for businesses to make capital investments and hire residents

• No $$s come directly with the designation

To form a coalition and pursue being designated as a federal Promise Zone to provide future opportunities for funding to support economic development, jobs, public safety, education and other goals in the QOL plan.
