Texas State University SystemTobacco Free Policy

Lamar State College – Port Arthur, along with all eight of The Texas State University System Colleges and Universities, seeks to provide a safe, healthy, pleasant environment for its faculty, staff, students and visitors. Because there are no safe tobacco products, the logical action is to promote a campus that is tobacco free. To this end, the use of tobacco products

shall be prohibited in the Lamar State College – Port Arthur campus buildings, grounds, and college vehicles. The policy extends to faculty, staff, students, vendors, guests, and visitors. Note, this policy applies to ALL Texas State University System Colleges and Universities. Tobacco use and second-hand smoke have been identified by the Surgeon General to be the cause of

preventable diseases. Lamar State College – Port Arthur encourages students, faculty and staff to support and use tobacco cessation programs. In order to support the health and welfare of visitors of all ages, Lamar State College – Port Arthur will be free of tobacco use and second-hand smoke.

POLICYA. Effective June 1, 2012, the use of tobacco products (including

cigarettes, cigars, pipes, smokeless tobacco, and any other items containing or reasonably resembling tobacco or tobacco products) by students, faculty, staff, and visitors are prohibited on all Lamar State College – Port Arthur properties.

B. The use of tobacco products (including cigarettes, cigars, pipes, smokeless tobacco, and any other items containing or reasonably resembling tobacco or tobacco products) is prohibited:

1. In all interior spaces of all Lamar State College – Port Arthur properties;

2. On all outside property or grounds of the Lamar State College – Port Arthur campus including parking lots, partially enclosed areas such as walkways, breezeways, and garages;

3. In Lamar State College – Port Arthur vehicles, including all vehicles leased for the purpose of transporting individuals on College business.

4. The College premises for this purpose, includes any property in use by the College, property leased or owned (including all grounds, buildings, facilities, vehicles, parking lots), property used for official functions sponsored by the College; and property used by the College in the conduct of any of its courses.

C. The College prohibits the campus-controlled advertising, sale, or free sampling of tobacco products on campus.

D. Littering the campus with remains of tobacco products or any other disposable product is prohibited.

E. Organizers and attendees at public events, such as conferences, meetings, public lectures, social events, cultural events and sporting events using Lamar State College – Port Arthur facilities will be required to abide by the tobacco-free policy and procedure. Organizers of such events are responsible for communicating the policy to attendees and for enforcing this policy.

F. Campus organizations are prohibited from accepting money or gifts from tobacco companies.

COMPLIANCEAdherence to the policy cited above is the responsibility of all LSCPA students, faculty, staff, and visitors. It is expected that all students, faculty, staff, and visitors to campus comply with this policy. Members of our campus community are empowered to respectfully inform others about the policy in an ongoing effort to enhance awareness and encourage a society of compliance.

ATTENTION—All Texas New, Re-Admit or Transfer Applicants:You are now subject to the New Texas Bacterial Meningitis Law

NEW LAWEffective January 1, 2012Bacterial Meningitis Vaccination is required for all new students under age 30. This includes ALL transfer students and students that have taken either a fall or spring semester off from college.

The state of Texas passed a new law (SB1107) effective Spring Semester 2012 that will require all new students under age 30 to have a vaccination against bacterial meningitis. All first-time freshman, transfer students, and students who have taken a leave of absence from school in either a fall or spring semester must have received this vaccination during the five-year period immediately preceding and at least 10 days prior to the first day of the semester enrolled or re-enrolled.

NOTE: This law, as of January 1, 2012, applies to every Texas public, private, and independent college and university. The Admission and Records Office has been designated to receive this student evidence of receipt of the vaccination certificate for verification and reporting to LSCPA. As prescribed by the Law, with this notification Lamar State College-Port Arthur is providing to you now, and with your registration materials the following : written or electronic notice of the right of the student or of a parent or guardian of a student, to claim an exemption from the vaccination requirement, as specified in Section 21.614; and written or electronic notice of the importance of consulting a physician about the need for the immunization against bacterial meningitis to prevent the disease.

The following evidence must be provided as a Lamar State College-Port Arthur/State of Texas admissions requirement:

1. Certification from a physician or clinic the date that the student has been vaccinated during the 5-year period immediately preceding and at least 10 days prior to the first day of class.

2. An affidavit or a certificate from a physician stating that the vaccination would be injurious to the health and well-being of the student.

3. Exemption form from the Texas Department of State Health Services approving exception for reasons of conscience. The approved form for exemption can be found at :

Students are strongly encouraged to visit with their primary care physician or area health clinic as soon as possible to receive the appropriate vaccinations.

“USE THE CROSSWALK”When the pedestrian is in the crosswalk vehicles must yield the right of way to the pedestrian. However, a pedestrian may not proceed into a crosswalk, from a safe location, when vehicular traffic is in such proximity that it is impossible for the vehicle to stop. The Texas Transportation Code (Sec. 552.008) requires vehicle operators to exercise due care to avoid hitting

pedestrians on the roadway, allows the use of an audible device (horn) to warn pedestrians who are on the roadway, and requires drivers to exercise precaution upon observing a child or "obviously confused or incapacitated person" on a roadway.

You are subject to a fine (ticket) if these regulations are not upheld.

Lamar State College-Port Arthur will hold Web Registration for the Summer I & II 2012 registration period. In order to use web registration you must be a current student not subject to THEA (formerly TASP) restrictions. All students are encouraged to speak with an Admission Advisor before registering, especially those graduating in August. If you have any problems regarding your admission status, contact an Admission Advisor for assistance.

NOTE: Students planning to attend more than one Lamar campus must apply and be accepted to each campus they wish to attend.

Students may register by web or in person according to the alphabetic schedule below. Lamar student groups exempt from the alphabetic listing are students with disabilities and graduating students. THEA students who have not met ALL THEA requirements must register in person. Students with financial or other holds cannot register until holds are cleared.

SUMMER I 2012 Online CoursesCourses taught over the Internet provide an avenue for students to attain college credit outside the traditional classroom. A web-based course provides an interactive connection between students and teacher. Students have access to the course through the Internet from a computer at home or at work -- any time, day or night. Using the Internet, students receive instructional materials and interact with the teacher, who guides them through the course, monitors their progress and advises them as necessary.

Online courses present effective and flexible educational opportunities for busy students and professionals outside the traditional classroom,

and give students enormous flexibility in scheduling. Instead of going to class at regularly-scheduled times, students have access to course materials and the instructor from remote locations, including their own homes, at times convenient to their individual schedules.

Interested students must be aware, however, that the flexibility offered by the course shifts a great deal of responsibility to the student. This lack of a rigid class schedule may seem very appealing because it allows students to set their own schedule. It requires much self-discipline, however, and many students discover that they need a more traditionally-structured learning environment.

HYBRID COURSESSummer & Fall 2012

A "hybrid" course is one that combines traditional face-to-face classroom instruction with a significant online component. At LSC-PA, students enrolled in hybrid courses for the summer semester will meet in the classroom with their instructor three days per week (Mondays, Tuesdays, and Wednesdays). Students enrolled in hybrid courses for the fall semester will meet in the classroom with their instructor two days per week (Mondays and Wednesdays).

Hybrid courses offer students the advantages of the active, autonomous learning process of an Internet-based course, as well as the regularly scheduled interaction with the course instructor. Students also enjoy greater flexibility in scheduling, decreased travel to campus, and the opportunity for greater control of their own learning activities.

Lamar State College-Port Arthur will hold Web Registration for the Fall 2012 registration period. In order to use web registration you must be a current student not subject to THEA (formerly TASP) restrictions. All students are encouraged to speak with an Admission Advisor before registering, especially those graduating in December. If you have any problems regarding your admission status, contact an Admission Advisor for assistance.

NOTE: Students planning to attend more than one Lamar campus must apply and be accepted to each campus they wish to attend.

Students may register by web or in person according to the alphabetic schedule below. Lamar State College-Port Arthur student groups exempt from the alphabetic listing are students with disabilities and graduating students. THEA students who have not met ALL THEA requirements must register in person. Students with financial or other holds cannot register until holds are cleared.

Fall 2012 Online CoursesCourses taught over the Internet provide an avenue for students to attain college credit outside the traditional classroom. A web-based course provides an interactive connection between students and teacher. Students have access to the course through the Internet from a computer at home or at work -- any time, day or night. Using the Internet, students receive instructional materials and interact with the teacher, who guides them through the course, monitors their progress and advises them as necessary.

Online courses present effective and flexible educational opportunities for busy students and professionals outside the traditional classroom, and give students enor-mous flexibility in scheduling. Instead of going to class at regularly-scheduled times, students have access to course materials and the instructor from remote loca-tions, including their own homes, at times convenient to their individual schedules.

Interested students must be aware, however, that the flexibility offered by the course shifts a great deal of responsibility to the student. This lack of a rigid class schedule may seem very appealing because it allows students to set their own schedule. It requires much self-discipline, however, and many students discover that they need a more traditionally-structured learning environment.

Should I Enroll in an On-Line Course?Before you sign up for a distance education course, ask yourself if the following descriptions apply to you:

once you are at the web site, follow these steps to log into the system:

• Enter your username & password. If you do not know it, follow the directions using “Find your User Name and Password”. If you still have a problem, call IT at 409-984-6150.

• Once logged on, select the tab called “My Services”.

• Next select “Student” tab. At the menu, locate a link for “Student Payment Center”.

the “My Profile” menu item, allows you to set up new payment methods and edit or delete existing payment methods. the two types of payment methods allowed are electronic checks (Ach) and credit card payments.

• Ach can be utilized for refunds and payments. the set-up will require the check routing number, Account number, and cardholders name to process accurately.

• credit card set-up will require the credit card number, expiration Date, security code, credit card type and cardholders name.

the “Authorized User” menu item provides the ability for your parents and other parties to access the e-Bill system in order to view bills and/or make payments.

the “My Account” menu item provides every student the ability to view their balance due and the current payment activity by term.

• “current Account status” is the total Amount Due.

• click “view current Activity” to view 12 months of billing history.

• click “pAy” to make a payment.

the “Payment Plans” menu item provides every student immediate access to set-up an installment plan.

• you must enter the term and installment plan in which you wish to apply.

• the system will calculate the minimum amount due at this time which is equal to 50% of your tuition plus 1/2 the set-up fee of $10. this is due immediately in order to set-up the installment plan.

• the system will calculate 2 equal payments with fixed due dates at the time of sign-up. the system will also send you email reminders several days before your installment is due.

the “eRefunds” menu item, provides every student immediate access to view the status of an expected refund.

the “e-Bills” menu item provides the functionality to view the last six e-bills that were processed. use the pull down menu to pick the e-Bill you would like to view. you will receive an email every time a new e-Bill is generated.

As a result of discussion with students, student leader-ship, faculty and staff, a decision was made in spring 2004 that effective with the fall 2004 grading cycle, Lamar State College-Port Arthur changed to a single transcriptandGPAPGradePointAverage)forALLcollege work attempted. The College had a two track GPArecordsystemwithaseparateAcademicClassGPAandtranscriptandseparateTechnicalClassGPAand transcript. This action combined all classes from both systems into a less cumbersome and confusing singleGPAandtranscript,typicalofallothercollegesand universities in the state and nation.This change had NO impact on any grades a student had taken. Also this change had NO impact on deci-sions for graduation or graduation honors. This change

streamlined and more clearly presented all course work attempted as viewed by students, advisors, financial aid advisors and more importantly prospective employers and other schools you may choose to attend.NoteQ Any student who has taken only Academic or Technical courses will not see any change. LAMAR STATE COLLEGE-PORT ARTHURCORE CURRICULUM

In accordance with the Texas Education Code, Chapter 61, each state-supported college and university in Texas is required to design and implement a Core Curriculum, with the courses comprising the curriculum totaling no more than 48 semester hours. Each Core Curriculum must be consistent with the Texas Common Course Numbering System, and must be consistent with the framework identified in Charts I and II in this section. Chart I specifies the minimum number of semester credit hours required in each of the five major component areas that, by law, a Core Curriculum must include. Chart II specifies options available to students for the remaining 12 semester hours required for completion of the Core Curriculum.

A student successfully completing the Core Curriculum at Lamar-Port Arthur may transfer that block of courses to any other state-supported institution. When transferred, the receiving institution must substitute the block of courses for its Core Curriculum. A transferring student shall receive academic credit for each of the courses transferred and may not be required to take additional Core Curriculum courses at the receiving institution.

A student who transfers from Lamar State College-Port Arthur to another institution without completing the LSC-PA Core Curriculum shall receive academic credit

within the core curriculum of the receiving institution for each applicable course transferred. Following receipt of credit for these courses, the student probably will be required to satisfy the remaining course requirements in the core curriculum of the receiving institution.

Therefore, to eliminate the possibility of being required to take additional core curriculum courses at the receiving institution, Lamar-Port Arthur strongly encourages its students to complete its entire Core Curriculum before transferring.

A student concurrently enrolled at more than one institution of higher education shall follow the Core Curriculum requirements in effect for the institution at which the student is classified as a degree-seeking student.

Completion of the Core Curriculum is a requirement for earning an Associate of Arts or an Associate of Science degree at Lamar-Port Arthur. The regulations pertaining to it apply to students preparing for those degrees and/or a bachelor’s degree. Students pursuing an Associate of Applied Science degree are exempt from the Core Curriculum requirements explained in this section.
