    uring my years as a concree pavemen promoer Ive been exposed o a number o unique perspec-ives and involved in a variey o concree pavemen promoion projecs. Te mos recen eor

    was geting lie-cycle cos legislaion passed in he General Assembly o he Sae o Illinois (many

    were involved, including some o you). For me i was a learning experience, and your Execuive Direcor, BruceGrohne, asked ha I convey o you a litle o wha I learned along he way.Passing lie-cycle cos legislaion required a lo o hard work, similar o wha we are used o doing bu wih a

    group and ype o individual o whom we are no used o alking. Following are a ew simple hings I have learnedha can be applied o any uure eor we migh like o make wih he Legislaure, bu keep in mind he same rulesapply wih your Ciy Councilman or Alderman.

    Prepare a writen message explaining he issue and he desired resoluion. Keep he message simple and1.concise. I i goes beyond one page, poliical olks rarely have he ime or desire o read i. Tey do like oengage verbally.Since hey are verbal people, ry o avoid he engineering jargon o which mos o our cusomers are ac-2.cusomed. Many o hese olks jus barely know ha roads are made o cemen or blackop. Be willing

    o adjus o heir jargon as soon as you hear he phrase being utered rom hem and o speak in heirerms. Below is a synopsis o he issues discussed and some houghs on ollow-up:

    Recycled water and stormwater use in ready mix. Waer disposalissues are under grea IEPA scruiny and regulaions will cerainly onlyighen.     cally a resul o compeiion and regulaions. I also normally sars in larger meropolian areas where hemarke demands change and innovaion. Chicago became more echnically advanced because o high riseconsrucion; large ready mix producers needed bigger, more e cien plans.

    Te mos signifcan changes sared occurring in he 1960s. A ha ime EPA and OSHA weremerely sleeping gians. IDO work was simple, you jus did wha hey said. Ten, almos suddenly, com-puers appeared, ye many o us remained unaeced. We read abou high srengh concree, 5000 cubic

    yard mass pours and record breaking long bridge spansbig deal.In he lae 1970s, a couple o large oreign owned businesses came o he Saes and bough ready

    mix businesses in boh large meropolian and small rural areas. Tey atemped o buy heir way ino

    markes bu quickly realized heir approach was shor erm. Teir inuence dwindled, bu hey are hereo say. Tey enered he business again, his ime wih cemen, a much more inuenial approach. Ten,in he 1980s, oreign owned admixure companies inroduced super plasicizers o he U.S. marke.

    Te 70s and 80s brough a new consciousness o he qualiy o our environmen and a new concernabou he saey o our working class. Regulaions and laws regarding our air and waer qualiy were being

    writen. Laws governing saey in he workplace soon ollowed. Enorcemen seemed, however, o belocalized o big ciies and big companies. Once again mos o us jus heard abou wha was happening

    who cares.ime marched on. In he 1990s, oreign ownership became more common. Some o our compei-

    ors sold heir plans o oher compeiors or o large companies rom ou o he area. Tis was changeha aeced us. OSHA and he EPA gained srengh and IRMCA old you ha hese organizaions weresaring o look direcly a he concree indusry, so be prepared. You heard more and more people say,Tis business isn as much un as i used o be.

    Te momenum o change increased rapidly as we wen ino he new millennium. In ac, more o ussared o accep i. Some o us implemened saey and environmenal programs wihin our companies.

    We sared realizing he fnancial benefs o using new admixures or promoing new markes. Some o ushough ha isolaion sill worked. Some o us decided is ime o sell.

    Ten, he coup de gras, he icing on he cake, he sraw ha broke he camels backhe economywen o hell. Our business was down 20%, 30%, 40%, ?, and people had o be laid o. Tey even wroe specifca-ions encouraging innovaion. Tey old us, We don have he manpower o do wha we used o do.

    For Pees sake, John, whas wih all his doom and gloom, you ask? Is his he end o he concree

    indusry as we once knew i? Yes! Is i he end o he world? No! Is i dieren? Absoluely!Te days o big deal and who cares are hisory. OSHA and EPA will come o your plan; is jus amater o ime. And NRMCA has developed a green plans program... Imagine ha!

    So, is here an upside o whas happening? Sure here is! Wha?...OPPORUNIY!!!Te economy has caused everyone, boh individuals and governmen, o look a spending more care-1.ully. We have he echnology o give hem wha hey wan and wha hey need. We can give hemconcree ha gains srengh aser so roads can be opened quicker. We can give hem concree ha ismore susainable so our roads are saer, so we don have po holes, so our driveways don scale.
