1 | Page Summary Report of Water Quality Testing using FTK 1. BACKGROUND The government of Uttar Pradesh is committed towards improvement of the water quality status in the State. The supply of safe drinking water in rural India, with approximately 2.60 Lakh habitations and approximately 31 Lakh of water sources, is an amazing task. Monitoring and surveillance of water quality on regular basis, has the goal of protecting the water sources to the greatest extent possible. When Contamination occurs, effective quality testing provides early warning, which permits interventions aimed at reducing/ or eliminating undesirable constituent to the acceptable level. Jal Jeevan Mission (JJM) is not just about creating water infrastructure, but also aims at building capacities of different stakeholders especially local communities, responsible and responsive leadership to own, manage, operate and maintain in-village water supply systems. Sustainability of the huge water infrastructure being created in state along with ensuring the quality of water through adoption of proper operation & maintenance practices are the key challenges for UP towards achieving access to safe and secure drinking water supply to its population. Therefore it is essential to sensitize local communities by engaging dedicated human resource for ensuring water quality testing as well as surveillance using field test kit. 2. PROCESS OF WATER QUALITY TESTING USING FTK 2.1 Selection Procedure for Procurement of FTK Agency was selected through QCBS system via inviting open tender. The result of water sample tested by FTK, provided by the bidders, was compared with the result of standard sample and FTK with least variation was approved. Post selection the FTK of the selected agency was again examined and its result against the standard sample was compared and found least variation. Based on the result, the FTK was approved for supply. However, the supplier agency was asked to verify FTK before delivering, that is, pre-dispatch inspection, by government approved empanelled organisation. The Agency after verifying FTK required providing pre-dispatch inspection/ verification report to the Mission Office. In this case, before delivering FTK, IRCLASS is conducting "pre-dispatch inspection" for the "Supply of multi-parameters field test kit and H2S vials". It is to be noted that IRCLASS is an autonomous body, recognize by Ministry of Science & Technology as Scientific and industrial research organisation, having National Accreditation Board for Certification Bodies (NABCB). It is also nominated as "Inspection Body for Infrastructure Projects" by Quality Council of India.

2.2 Setup of FTK Control Room
Earlier once the supplier supplied the water quality FTK, the job of supplier was over and the
stakeholder having no idea, the water quality FTK was either dumped or was not successfully used
by them. Besides, being Uttar Pradesh a largest state, there was no coordination among the
department stakeholders for receiving water quality FTK and it was difficult to monitor each water
quality FTK in each Village/Gram Panchyat. Keeping these shortcomings in view, the Mission Office
has asked the suppliers to setup water quality FTK control room.
Presently, the agency has setup two FTK Call Centres- one for Technical Support and other
for Smooth supply. The role and responsibility of Technical support call centres is to assist different
stakeholder's especially local communities technically and this would run throughout the
programme to provide technical support wherever required. Secondly, the Supply related call
centres responsibility would be to ensure smooth supply till district level and further assisting district

officers in distribution of water quality FTK from district to ground level on principle. For successful
completion of this program the Agency has establish one call-centre for technical support at
A-93,MIDC Industrial Area, Amravati- 444607 (Maharashtra) and second call-centre for supply
support at 4,Rafi Ahmad Kidwai Marg, Cantonment, Lucknow-226001 (Uttar Pradesh). The toll free
number given by the agency is 1800-833-0102. This toll free number starts with a pre-recorded
voice, directing caller as per need to Dial-1 for technical support and Dial-2 for supply support.
2.3 IEC and capacity building for FTK users and other stakeholder
Social and behaviour change is a complex process and does not result from merely focussing
on increasing individual’s knowledge. Along with empowering individuals and families with correct
information, change requires creating a supportive environment within the immediate social
networks and the broader community. A supportive environment also includes policies that improve
access to quality services and committed leaders that promote and support the change. It includes
community members contributing to solve the problem and support the implementation of the
solutions. The role of communication is to create a positive change at all levels by using a
combination of approaches including advocacy, community mobilisation and interpersonal
communication.
The FTK Controller is nominated from each district for coordinating different stakeholders
from District Development Officer to ground level (local communities) for smooth functioning of this
programme.
The Mission Office has created a Whatsapp group involving all level and different
Government stakeholder. This Whatsapp group is created with an objective to coordinate and fast
communicating with all stakeholders, informing and keeping them up-to-date with all government
orders related to water quality by UP Jal Nigam, Mission office, Uttar Pradesh government and
