What are SuDS?
SuDS (Sustainable Drainage Systems) are surface water management measures which mimic natural hydrological processes, offering benefits in flood risk management, water quality, biodiversity, and public amenity. The most commonly accepted definition for SuDS in the UK can be found on the SuDS community susdrain website (http://www.susdrain.org) . Through susdrain’s work, practitioners have been able to demonstrate from UK and international examples that SuDS features in new developments and existing urban spaces can aid mental wellbeing, deliver health benefits, add real economic value to a place, absorb carbon dioxide, provide urban cooling in summer and encourage infiltration, reducing the burden on public sewerage networks.
The ICE / ACO SuDS route maps
This guide was produced by the ICE SuDS Task Group which was sponsored by ACO Technologies plc. Starting in September 2016 the group brought together experts from a wide range of professional and organisational backgrounds including design, planning, policy and retrofitting, for the defined project of producing a resource that would assist SuDS practitioners, specifically to help get more SuDS more widely adopted.
The Task Group’s survey, in early 2017, of over 400 practitioners indicated, amongst other things, that most thought that a set of route maps to summarise the phases of SuDS delivery would be most helpful for the wide range of professionals involved in delivering SuDS.
There is a wealth of high quality resources and information relating to SuDS design and delivery – notably the CIRIA C753 SuDS Manual and the supportive community susdrain. The ICE SuDS Task Group wanted to draw together relevant resources into one single place, to provide professionals and stakeholders involved in SuDS delivery a clear, easy to follow process for the delivery of SuDS and signposting to relevant resources. These SuDS Route Maps have been peer reviewed by consultants, Water UK members and environmental organisations of the four UK nations, and their feedback incorporated.
The route maps serve two functions:
1 Outlining the processes and stages involved in SuDS delivery (Pre-planning, Outline Design, Detailed Design, Pre-construction, Construction, Adoption, Maintenance and Retrofitting).
2 Providing links to other sources of information and resources to enable professionals to design, deliver, adopt and maintain SuDS.
It is important to note that the purpose of these route maps is not to replace the advice or expertise of SuDS professionals, or to provide a detailed and comprehensive guide to SuDS. Rather, the aim of is to act as an aide memoire for existing and future SuDs professionals. The Task Group also very much hopes that the route maps will help explain the processes involved to fellow built environment professionals who currently may not know a great deal about the many tasks required for successful SuDS delivery, as the need for SuDS and their multiple benefits become more widely accepted.
The route maps will be updated and maintained in line with updates to SuDS guidance and regulation and other developments in the sector.

Policy, Procedures and Barriers
It is a requirement of most new developments in England, Scotland, Wales and Northern Ireland to consider and deliver SuDS as part of proposed surface water management measures. Across the four countries, the delivery mechanisms for SuDS and technical capabilities for SuDS are varied:
Schedule 3 of the Flood & Water Management Act (2010), which would have provided established SuDS Approval Bodies (SABs) in each Lead Local Flood Authority (LLFA), was not implemented in England
Plans to implement schedule 3 of the Flood & Water Management Act (2010) in Wales are well advanced
In Scotland, the Water Environment (Controlled Activities) Regulations have required SuDS for new developments since 2006, and SuDS are routinely installed in new developments
Non statutory SuDS technical guidance was developed in England, Northern Ireland and Wales
LLFAs were made statutory consultee on surface water management, including SuDS, in major developments in England and Wales
In Northern Ireland, there is no automatic right to connect to the public sewer network (Sewerage Services Act, 2016) and some SuDS components can be adopted by Northern Ireland Water
Water UK, the UK water industry body, is considering embedding a SuDS standard for components that sewerage undertakers can adopt within the unifying adoption document ‘Sewers for Adoption 8’
The variation in policy and legislation surrounding SuDS delivery, in combination with differing governmental (national and local) organisational structures, funding and skills, is often cited as a challenge to the delivery of successful SuDS (as found in CIWEM’s report, ‘A Place for SuDS’, 2017).
In England, policies and regulations concerning SuDS continued to develop, with variable levels of implementation following the introduction of the Flood and Water Management Act (2010). Evidence from the CIWEM Big SuDS Survey (2017) states that the vast majority of respondents involved in SuDS delivery consider current SuDS policy ineffective and that the full benefits of SuDS are not being realised. However, the greatest barrier to SuDS delivery (commonly reported by housebuilders, practitioners and authorities alike) is the lack of a single adopting body or clear route for adoption of SuDS in new developments. In some cases these challenges are being overcome by early and effective engagement from stakeholders that desire SuDS.
Opportunities for Great SuDS
As a nation, we are already experiencing the effects of a changing climate on our communities and our infrastructure. Now more than ever there is a requirement for high quality, resilient place-making, to create better and healthier environments that will not only remain resilient to the long term effects of climate change, but will also deliver tangible benefits to the environment, ecology and people’s lives.
The government’s housing ambition (one million homes delivered over the course of this parliament) outlined in the Housing and Planning Act (2016) will increase pressure on potable water supplies and urbanisation (and the associated risk of surface water flooding) and could lead to the increased fragmentation of habitats in our urban centres. Consideration of SuDS early on in the master planning process, prior to any outline design, potentially as part of pre-application discussions, can be extremely effective in combatting such pressures. By working collaboratively and engaging early in the development planning process, developers, local planning authorities, LLFAs, Internal Drainage Boards (IDBs) , highways authorities, Water and Sewerage Companies (WaSCs), other utilities providers, landowners, and the public, can integrate effective water management techniques into new and existing communities. This principle is enshrined in and expanded on in the CIRIA C753 SuDS Manual (Part B).

SuDS can also play a part in mitigating the requirements for future infrastructure improvements (e.g. reducing the quantity of surface water entering public drainage networks, hence reducing the risk of foul water flooding to homes and property and removing, or reducing, the need for drainage network capacity enhancements).
Delivering Great SuDS
In order to gain all the benefits that SuDS provide, SuDS design must be considered at the very start of the feasibility stages of a project and must also be factored in prior to land purchase. If SuDS are integrated into the vision and layout for the development, they will provide many opportunities
to add value, character and desirability to a development. If the layout of a proposed SuDS scheme can be agreed at the conceptual master planning stage, then iterative design processes can exploit opportunities and overcome constraints by refining the design to make the best use of available space within a development to deliver a high quality integrated water management solution.
Good outcomes are underpinned by due consideration to the layout, function and land-take from the outset, to avoid designers having to effectively squeeze and retrofit lesser quality measures into the drainage design. Section 7.1 of the CIRIA C753 SuDS Manual describes the benefits of considering SuDS from the outset.
SuDS Development in Northern Ireland
Owing to significant differences in approach compared to the rest of the UK it has not been possible to comprehensively include Northern Ireland within the graphic route maps contained within this document.
The NI planning system is legally and functionally separate from the rest of the UK. The strategic policy framework for SuDS is provided by
the Regional Development Strategy 2035 (RDS)
Regional planning policy within the Strategic Planning Policy Statement (SPPS)
New legislation (The Water and Sewerage Services Act (Northern Ireland) 2016) places a statutory duty on developers to demonstrate that they have considered SuDS before requesting a connection to the public drainage network.
To connect to the public sewer network, developers must also engage
with NI Water and enter into an Article 161 agreement to have their infrastructure (potentially including SuDS Systems) adopted by NI Water provided that it conforms to their adoption standards.
Guidance for the construction of sewers is in Sewers for Adoption (1st Edition). An update is planned for 2018.
NI Water offers a Pre Development Enquiry service prior to submitting a formal application.
Developers may also be required to undertake a Drainage Assessment (DA) or Flood Risk Assessment (FRA) and should engage with Department for Infrastructure (Rivers) early in the process to discuss before any application for a ‘Consent to Discharge’ to a watercourse.
As in the rest of the UK, it is recommended that developers contact the relevant planning authority and/or drainage authority early in the planning application process to allow for the discussion on the inclusion of SuDS early in the design of the scheme.

How to use these route maps
Each of the route maps focuses on a particular stage of SuDS implementation (e.g. pre-planning, construction, adoption, retrofitting). The route maps are not meant as an exhaustive, definitive set of instructions to replace professional expertise but as a guide to inform those working to implement SuDS in a variety of professional, project and different UK-nations contexts. In addition to those who may already probably be quite familiar with at least the concept of SuDS (e.g. water engineers and chartered environmentalists), we would like the booklet to be a useful guide for planners, architects, developers, contractors and all those involved in the construction phase.
Within each route map, there are four ‘swim lanes’ going from top to bottom:
Phase boxes in this swim lane state the purpose of the activity at this point
Task boxes in this swim lane state the actions to be performed at this point
Consult/Consider boxes in this swim lane state the different organisations, guidelines or regulatory requirements that must be consulted (dark blue) or should be considered (lighter blue)
