• Anadditional1100studentsinOngoingandReviewableResourcingSchemes(ORRS).
• 1000morechildrenagedvetoeightyearswillreceiveindividualisedspecialistsupporttosupportthemin
theirrstthreeyearsofschool;someofthesechildrenwillbethosewhohavenotattendedanearly
childhoodcentre.
• AmoreexibleserviceforstudentsveriedforORRSwithsensoryimpairments.Teachingresourceswillbe
allocatedtoBlindandLowVisionEducationNetworkNZ(BLENNZ)andthetwoDeafEducationCentres(DECs)

• Specialschoolswillbeencouragedtoprovideanoutreachservicetoprovidespecialistteachersupport
tochildreninmainstreamsettings.

• TheNewZealandTeachersCouncilwillrequireteachereducationproviderstoincludeafocusoninclusive
educationinfutureinitialteachereducationprogrammes.
• TheMinistryofEducationwillreviewexistingtrainingprogrammesforboardsoftrusteesandprincipals
toensurethattheycoverexpectationsandrequirementsforeducatingstudentswithspecialneeds.
• TheMinistrywillincludeafocusonstudentswithspecialeducationneedsincurrentprogrammesofwork
suchastheStudentAchievementFunctionandProfessionalLearningandDevelopmentcontracts.• ThechangesalreadyannouncedforthetransformationofResourceTeacher:LearningandBehaviour(RTLB)
clusterswillmeangreaterconsistencyofpracticeacrossthecountry.
How families and whänau will benet from Success for All
• ReducedbureaucracyforchildrenwhoareclearlyeligibleforORRS.
• Assessmentwillfocusonthelevelofneed,ratherthanthelevelofdisability.
What does a fully inclusive education system look like?
• The2010EducationReviewOfce(ERO)reportIncluding Students with High Needs indicatedthatafully
inclusiveschoolhas:
– strongethicalleadershipandstandards
– coordinatedandinformedapproachestoincludingallstudents
– innovativeandexiblepractice.
• Thereportprovidesdetailedindicatorsandself-reviewchecklistsforschoolstouseastheybuild
inclusivepractices.

What sort of specialist services will be available for students with a sensory impairment?
From2012:
• ORRSteacherandteacheraidetimeforstudentswithasensoryimpairmentwillbetransferredtoBLENNZand
thetwoDECsforallocationnationally.
• Thiswillmeanthattheyhavemoreexibilitytocustomisethespecialistresourceneededbystudentswith
sensoryimpairment.• Thiscouldincludemorespecialistresourceteachertimeforblindchildren,notetakerorinterpretersfor
deafchildren.
• TheMinistrywillworkwithBLENNZ,theDECsandtheschoolswherethestudentsareenrolledoverthenext
yeartoensurethatstudentsreceiveaservicethatbestmeetstheirindividualneeds.
How much money is being spent?
• $6.4millionperyear($25.6millionoverfouryears)togiveapproximately1000childrenagedvetoeight
yearsaccesstoindividualisedadditionalsupport.
• $51millionoverfouryearstoextendORRSby1100places(fundingapprovedinBudget2009).
• Governmentcurrentlyinvestsapproximately$460millionperannumtosupportstudentswithspecial
educationneeds–thisincludes$136millionperannumfortheORRS,$68millionperannumfortheResource
Teachers:LearningandBehaviourserviceand$37millionperannumforearlyinterventionservices.
What changes will there be for special schools?
• Specialschoolswillremainasanimportantpartoftheeducationsystemtoensuretherearechoicesavailable
forparents.
• Theywillbeencouragedandsupportedtoprovideout-reachspecialistteachingservicestosupportstudents
withhighandveryhighneedsinmainstreamschools.
• Thisrecognisestheskillsofspecialistteachersandmeansmorestudentswillbenetfromtheirexpertise.
• Forsomespecialschoolstherewillbenochangebecausetheyarealreadyprovidingout-reachservices
effectively.
Who will be involved?
• Everyoneneedstobeinvolved–boards,principals,teachers,MinistryofEducationstaff,thedisabilitysector,
providers,studentsandparents–everyonewhocurrentlysupportsstudentswithspecialeducationneeds.
