1. EXECUTIVE SUMMARY

M/s National limestone Co.Pvt. Ltd is established in the year 1981, as per

the Companies Act 1956.The business of the company is to acquire mining

lease to do mining limestone mineral locally.

The Rajasthan State government granted an area of 415.03 Ha of Mining

lease of Limestone and Marble near village Mohanpura Jodhpura to Shri

Rameshwar Prasad Praqsad Bajaj, shahpura by Govt. Order dated

14.09.1981. This was then transferred to National Limestone Co.Pvt.Ltd,

Shahpura by Govt. Order dated 19.2.1986. The part of the lease area

318.78 Ha was surrendered to the Rajasthan state government in three

phases (84.5 ha on 20.5.1999, 183.24 ha on 21.10.2000 and 51.04 ha

31.3.2001) to Government of Rajasthan. Hence the balance area at the

end was 96.25 ha is with National Limestone Co.Pvt.Ltd near villages

Kujota, Ajeetpura, Bhaislana, Mohanpura Jodhpura of Tehsil- Kotputli

District Jaipur, Rajasthan for mining of limestone & Marble.

2. INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

(i) Identification of project and project proponent. In case of mining

project, a copy of mining lease/letter of intent should be given

project, a copy of mining lease / letter of intent should be given.

M/s National Limestone company Private Limited is the one of the leading

producers of Limestone in this region with production capacity of 99325

tonnes of limestone and 9184tonnes of Marble per annum.

limestone and marble in local market.

The mining lease area is located at a distance of 45 Km from Dabla railway

The area is well connected by the road network. Mining lease area is about

5 Km from NH 08 and about 13 Km from Tehsil- Kotputli which is located on

National Highway no. 08. Letter of Mining lease is attached as Annexure -I

(ii) Brief description of nature of the project.

M/s National Limestone Co.Pvt.Ltd proposes to increase the production of

limestone from 99325 tonnes to 0.8 MTPA tonnes and the project proposal

comprises of the following:

DETAILS OF LIMESTONE MINE ARE GIVEN BELOW

The deposit is accessible at a distance of 5 kms from Gordhanpura Chowki

located in National Highway No 08. Gordhanpura Chowki is at a distance

of 112 kms from the district head quarters Jaipur on Jaipur –Delhi National

highway No 08

The mining lease area is located at a distance of 45 Km from Dabla railway

station which is on the Delhi – Udaipur main line of North Western Railway.

The area is well connected by the road network. Mining lease area is about

5 Km from NH 08 and about 13 Km from Tehsil- Kotputli which is located on

National Highway no. 08.

Present Exploration status

In order to know the subsurface behaviour of the limestone band core

drilling was carried out in 2007 and 2010. The total meterage drilled works

out to 1613 mts with 11 bore holes.

Geological Cross-Sectional Area Method

The basic input in this method is demarcating the various features of the

area followed by the preparation of the cross-sectional profile. The profiles

are nothing but the line of intersection with the topography generated with

GPS. The profiles were then converted into geological sections by

incorporating the geological contacts as intersected by the geological

mapping and drill hole data.

The major lithological formations encountered viz. Overburden soil.

Limestones, Calc silicate, Dolomite were marked in the profiles and

geological sections were created. The limestone based on the chemical

analysis of the borehole cores were subdivided into 1. Limestone 2. Low

grade limestone and 3. Rejects within limestone.

The Geological Sections prepared in this way were utilised to calculate the

sectional area of the different lithological units. The average cross sectional

area was then multiplied by distance to arrive at the volume between the

two sections. The volume so determined was converted to weight in tonnes

by applying ‘volume to weight’ ratio commonly referred to as ‘tonnage

conversion factor’ (TCF). The TCF was taken as 2.5.

Limestone of Mohanpura varies in orientation from place to place due to the

folding and overturning. In Block I the deposit shows a gentle dip of 25o to

45o whereas in Block II and Block III the dips are sub vertical to vertical.

Thus the true thickness of the limestone lies between 80- 100 m, but due to

variation in dips it covers different widths in different areas. Keeping the

safety zones of 100 m from the villages which overlap the mining lease and

15 m safety zone from ML boundary, the actual Mineable resources has

been calculated through conventional cross –sectional area method. The

resources thus calculated have been treated as “indicated resources”.

Tonnage Conversion Factor

One cubic meter of in-situ Limestone by weight has been considered to be equivalent to 2.5 tonnes of Limestone by weight.

Block I

For the purpose of calculation of mineable resources through section line

GG’, LL’ and MM’ safety zone of 100 m towards Ajeetpura village in south-

western part and a 100 m safety zone towards Kujota village in north-

eastern part has been kept. Total strike length of 485 m has been taken for

resource calculation. A village road connecting Ajeetpura and Kujota passes

from the lease block, which has to be diverted to win maximum ore.

Block II

This is the block where the mining activities are being carried out at

present. For the resource calculation, a total strike length of 450m has been

taken leaving a safety zone of 100m in north east for Ajeetpura village.

Block III

The major part of the block is blocked for resources as the Bhaislana village

is situated on a part of it and a safety zone of 100 m is to be kept from

ultimate pit boundary. Thus a strike length of only 120 m could be taken for

estimation of resources.

Mineable Reserves

The proved and probable category reserves of the Limestone is of the order

of 51.27 tonnes. Around 10% of reserves will be locked under the ultimate

pit slope (under 7.5 meters buffer zone line from lease boundary line,

Safety zone from the villages, roads etc. will be blocked.Thus the mineable

reserves of Limestone are of the order of 26.72 Million tonnes, which may

be raised or lowered as per the quality of rocks come across in side and in

depth during mining.

Life of Mine:

The total mineable Limestone reserves including all blocks work out to 26.72 Mio. tonnes by considering present rate of production of 0.8 million

tones per year the life of mine works out to be 33 years.

Topography, Drainage, General geology and Local geology:

Topography

The area exhibits flat topography and gentle to moderately steep slopes

towards Northern and western flanks. Ajeetpura village in the Western part

is situated at a higher elevation as compared to eastern part of the area.

Drainage

The lease area is almost flat terrain with some undulations. No nalah is

located in the lease area. Drainage in nearby area is towards north eastern

side by sota nadi located around 3.0 kilometers NW from the lease area.

The Sabi river is around 7.5 Km south of the lease area. Limestone is

covered by soil and most of the area is being used for cultivation. Seasonal

crops like Bajra, Mustard, pulses are grown. There is no Forest land within

the lease area. Average rain fall for the past five years is about 559.18 mm

(IMD-Jaipur report for the year2008- 2012 and for the period June-

September).

General (Regional) Geology:

The rock formations of this area belong to Ajabgarh series of Delhi system.

The limestone occurs as bands having variable chemical composition and

texture. In the field megascopically one can locate fine grained to coarse

grained crystalline light to dark grey bands of superior limestone and also

inferior bands having higher percentage of silica/amphibolites limestone

which contains high concentration of needles of amphiboles viz. Tremolite

and actinolite either sparingly dispersed or as clusters.

The dolomite limestone band which can also be distinguished on keen

surface examination occurs side by side without having any regularity. The

black crystalline limestone of Bhaislana which posses more or less

homogenous texture is famous as Bhaislana black marble and takes good

polish.

Petrogenesis : Calcareous sediments were originally deposited with

argillaceous and other siliceous impurities. These were subjected to great

tectonic disturbances involving folding and faulting. These sediments were

further subjected to dynamo thermal metamorphism which on account of

changes in the temperature and pressure brought about mineralogical

changes. Further recrystallisation by slow cooling has resulted in the

formation of crystalline limestone, impure crystalline limestone,

development of calcium and magnesium, silicate minerals like Tremolite,

Actnolite etc.

Local Geology

Except some small warping and joints no fault fold or other geological

disturbances encountered in the lease area.

Limestone of Mohanpura varies in orientation from place to place due to the

folding and overturning. In Block I the deposit shows a gentle dip of 25o to

45o whereas in Block II and Block III the dips are sub vertical to vertical.

Thus the true thickness of the limestone lies between 80- 100 m, but due to

The lime stone of this area is sedimentary deposit. The impure calcareous

and dolomitic sediments having impurities of silica and iron have given rise

to tremolite and actinolite needles. This impure lime stone come across in

Block-1 and reduce towards block-3. The white bands in grayish/ blackish

marble come across in block-3. When dolomitic lime stone are reworked by

hydrothermal solutions, this often given rise to coarse-crystalline mass of

dolomite and this named as marble

Limestone occurs in this area under the soil cover of 0.2 meter in massive

deposit. The wall rocks are not exposed. White dolomite in small layers are

associated with marble and limestone. The rock occurs in this area as

marble is a common rock forming mineral. Marble in this region often forms

whole blocks or are inter- bedded with limestone.

Colour of limestone is Dark Grey to Light Grey gray and colour of marble of

this area is black to grayish and has white bands of dolomite. Grain size

varies from medium to coarse. The marble is hard in nature. Bulk density is

about 2.5 Lustre is vitreous. Hardness is around 3.5 on mho’s scale.

Need for the project and its importance to the country and or region

& Demand- Supply Gap.

The limes stone in this area is in good demand. Increase in production

increases the sale which in turn develop the region and creates employment

and growth of the state.

(v) Imports vs. Indigenous production.

India is self sufficient to meet the demands of the market with the GDP

projected at 10 % in the coming decades and in view of the infrastructure.

Facilities going across the region the growth rate of demand will increase to

meet the expansion of new proposal are muted.

(vi) Export possibility

The entire production is envisaged for domestic market

(viii) Employment Generation (Direct And Indirect) due to the project.

The project will create the direct employment of 50 people during the

operation phase of the project. M/s National Limestone Co.Pvt.Ltd will give

preference to the local peoples during operation phase of the project

depending upon the skill, job requirement and capability. Several other

indirect employment opportunities will be created in the surrounding

areas. Transport, business, vehicle drivers and attendants, workshops,

grocery and retails, medical, etc.

Adequate number of staff, officers, managers and workmen are deployed

at mine to achieve the desired objective. Employment potential is as

3 PROJECT DESCRIPTION.

(i) Types of project including interlinked and interdependent project,

if any.

The proposed project is expansion of Limestone production from 99325

tonnes to 0.80 MTPA from limestone mine.

(ii) Location (map showing general location, specific location, and

project boundary & project site layout with coordinates.

The mining lease area is located at a distance of 45 Km from Dabla

railway station which is on the Delhi – Udaipur main line of North Western

Railway. The Neem Ka thana Railway station is located around 50 Km

from the mine area on Delhi-Udaipur Railway line of North Western

Railway. The area is well connected by the road network. Mining lease

area is about 5 Km from NH 08 and about 13 Km from Tehsil- Kotputli

which is located on National Highway no. 08.

Location map is enclosed as Annexure 2.

(iii) Details of alternate sites considered and the basis of selecting the

proposed site, particularly the environmental considerations gone

into should be highlighted.

The mining project is site specific project as it is related to occurrence of

limestone in the mother earth. Hence no alternative sites were studied for

the purpose.

(iv) Size or magnitude of operation.

Expansion of existing lime stone mine from 0.09 MTPA to 0.8 MTPA,

(mining lease area of 96.25 hectares)

(v) Project description with process details (a schematic

diagram/flow chart showing the project layout, components of the

project etc. should be given.

The mine will be worked by Mechanized Opencast Method of working.

Heavy earth moving machinery in conjunction with deep hole drilling and

blasting will be utilized for the mining. The height of the bench will be kept

of 8 – 10 Meter and width of the bench will be kept 15-20 Meter.

The blast holes of 100 - 115 mm dia will be drilled using hydraulic drills.

The blast holes will be drilled in staggered pattern keeping burden of 2.5

to 3.5 Meter and spacing of 4.0 to 5.0 Meter

The blast holes will be charged with combination of ANFO and slurry

explosives (booster charge). Almost 30 % of blast hole depth will be

stemmed for effective blasting and to reduce noise and fly rock. The

explosives will be blasted by using non – electric detonator (NONEL). This

enables bottom initiation in the holes and with this technique each hole is

blasted separately by providing delay in each hole. The bottom initiation

and delay in each hole not only control the throw of the blast but also

reduce the ground vibration and noise pollution.

The shovel dumper combination will be used for excavation of the

limestone. Shovels of 1.8 m3 and 4 m3 will be deployed in combination

with 40 / 50 T class dumpers/tippers. The blasted stone will be excavated

using these shovels and transported using these dumpers/tippers. All the

benches and roads will be sloped properly to maintain the safety of these

equipments / machineries.

For removal of overburden soil, excavators with dumpers will be deployed

for development. The overburden soil thus excavated will be dumped and

stacked as waste dump. For scrapping of top soil dozer in combination

with shovel / loader will be used.

To achieve the desired production and productivity, adequate number of

staff, officers, managers and workmen (skilled and unskilled) will be

deployed

The mine working will be highly mechanized. For operations like drilling,

excavating and hauling, heavy earth moving machineries viz. drill

machine, hydraulic excavator and dumpers will be used. Hydraulic drill

machine will be used for drilling 100 - 115 mm dia blast holes. Hydraulic

Excavators will be used for loading of blasted material. The dumpers of 40

/ 50 tons payload will be used for transportation. Dozer will be used for

levelling & compacting of overburden dump as well as face preparation

and road maintenance

(vi) Raw material required along with estimated quantity, likely

source, marketing area of final products/s, mode of transport of

raw material and finished product.

The major raw material required for the mine will be explosives for

blasting. ANFO with Cast Booster/ Cartridge Slurry or Emulsion Explosive

is to be used. Column charge is ANFO consisting 5% fuel oil mixed with

prilled ammonium nitrate. Booster explosive is available in 2.78 kg

cartridges. Nonel tubes and electric detonators are other explosive

materials that are required for blasting.

It is proposed to outsource the blasting activity with our supervision to

licensed vendor. It is proposed to establish an explosives magazine of

following capacity –

(vii) Resources optimization/ recycling and reuse envisaged in the

project, if any, should be brief outlined.

The total mining lease area comprises of dark grey limestone, light grey

limestone, dolomitic limestone and overburden soil. Initially mining

operations will be started in the Block-II of mining lease area.

Overburden will be stacked separately. As the pit is already opened a very

little soil is available which will be directly used for plantation purpose.

on of the Green belt along the mines/lease boundary. And sooner mines is

matured enough for reclaimation , the mining benches of worked out

portion of the pit will be levelled by overburden & top soil will be spread

over before doing plantation over it for reclaimation. and balance area

will be converted into water reservoir.

(viii) Availability of water its sources, Energy /power requirement and

sources should be given,

Water

Water requirement during operation of the mine and plantation purpose

will be 5.0 KLD/day. During construction activities the water requirement

will be 10.0 KLD/day. This requirement will be sourced from the

reservoirs developed in the mining lease area. For domestic purpose the

requirement of water will be 1.0KLD will be sourced from outside.

Power

Power will be required for office lighting only & for this, single Phase supply

is already provided by State Electricity Board. (Phase-Neutral 230V AC).

Electricity consumption will be 5KW. For general lighting in the mines &

pumping 5-7.5 KVA DG sets will be utilized.

(ix) Quantity of wastes to generated (liquid and solid) and scheme for

their management/disposal.)

Some parts of the mineable part of the deposit area is covered under an

overburden soil bed varying in thickness from 0 to maximum 1.0 m and

the pits are also already opened. As the pit is already developed and there

is very less quantity is of top soil will be available, it will be used directly

for plantation purpose. The overburden will be stacked separately in the

southern side of the pit. For the initial five years, dumping will be carried

out in this area.

And once the ultimate depth of the limestone in the deposit will be

established and sooner the mine will be matured, backfilling will be started

in the mined out area.

4 SITE ANALYSIS

(i) Connectivity.

The deposit is accessible at a distance of 5 kms from Gordhapura Chowki

located in National Highway No 08. Gordhanpura Chowki is at a distance of

112 kms from the district head quarters Jaipur on Jaipur –Delhi National

highway No 08

The mining lease area is located at a distance of 45 Km from Dabla railway

station which is on the Delhi – Udaipur main line of North Western Railway.

The area is well connected by the road network. Mining lease area is about

4 Km from NH 08 and about 13 Km from Tehsil- Kotputli which is located on

National Highway no. 08.

The nearest airport is Jaipur located about 120 kms

(ii) Land form, land use and land ownership.

M/s National Limestone Company Private Limited having a lease area of

96.25 Ha in the villages of Kujota, Ajeetpura, Bhaislana Tehsil Kotputli,

District: Jaipur, Rajasthan State.

The land details is as follows

Government Land 45 Hectares

Lessse’s own land 4.00 Hectares

Private Land 47.25 Hectares

Total land 96.25 Hectares

There is no forest land in the mining lease area.

(iii) Topography (along with map)

The area exhibits flat topography and gentle to moderately steep slopes

towards Northern and western flanks. Ajeetpura village in the Western part

is situated at a higher elevation as compared to eastern part of the area

(iv) Existing land use pattern (agriculture, non-agriculture, forest,

water bodies (including area under CRZ)), shortest distances from

the periphery fo the project to periphery of the forests, national

park, wild life sanctuary, eco sensitive areas, water bodies

(distance form the HFL of the river), CRZ. In case of notified

industrial area, a copy of the Gazette notification should be given)

The Mining lease area site does not falls under the CRZ area or notified

industrial area. Gadrata Protected Forest (6 km in NW direction),

Hasampur Protected Forest (8 km in N direction), Ramsinghpura Protected

Forest (9 km in NE direction), Dantil Protected Forest (8 km in W direction),

Buchara P. F (10 km in SW direction)

The nearest airport is Jaipur which is 120 Km from the mine area.

Dabla Railway station is 45 Km from the mine area on New Delhi-Udaipur

Railway line on North west railway. Neem Ka Thana Railway station is about

50KM from the mine area on New Delhi-udaipur Line.also on North West

Railway.

The area is well connected by the road network. Mining lease area is about

available near the Mining lease area.

(vii) Climatic data form the secondary sources.

Climate of the area is semi arid zone type. The maximum and minimum

temperatures of the region in summer (April-June ) are 430C to 270C and

June is the hottest moth where temperature reaches 490C respectively.

May and June are the hottest months. Dry winds come across during day

hours in the may while sandy winds come across during evening hours.

Monsoon starts in the end of June and remains upto end of September.

The temperature during this season is 420C to 330C Cold weather season

starts from November and last up to February and march. December and

January are the coldest months. Some retreating monsoon also come

across during cold weather season due to western disturbances The

temperature during winter is 170C to 50C. The rainfall remains between

Min. 33.6mm to Max.407.4mm (June to September for the period 2008-

2012). Predominant wind direction is northwest to southeast. Average rain

fall for the last five years is about 559.18 (IMD-Jaipur report for the

year2008- 2012 and for the period June-September)

(viii) Social Infrastructure available.

All infrastructure facilities such as education, health facilities and other

social facilities are sufficient at the tehsil head quarters kotputli. Kotputli

make the region sufficient in amenities.

(i) Planning Concept (types of industries, facilities, transportation

etc) Town and Country planning/Development authority

Classification

The expansion of the limestone mine from 99325 tonnes to 0.8MTPA will

increase the employment of the local villagers and nearby people. During

construction activities an indirect employment of atleast 50 people will get

benefited. During operation of the mine atleast 50 people will get direct

employment and around 200 people will be envisaged for indirect

employment.

(ii) Population projection

The establishment of the mine would aid in the overall social and

economic development of the region. The mine will give direct

employment to about 50 people, in addition there will be indirect

employment to many more people in the form of out sourcing jobs,

business opportunities, service facilities etc. This will enhance the

economic status of the local region.

(iii) Land use planning (breakup along with green belt etc)

The Mining Lease of 96.25 Ha is located in the villages of Kujota,

ajeetpura, Bhaislanan , Tehsil: Kotputli , district-Jaipur of Rajasthan State.

(iv) Assessment of Infrastructure Demand (physical & social).

Adequate physical and social facilities are available in this area.

(v) Amenities/ Facilities.

All infrastructure facilities such as education, health facilities and other

social facilities are adequate at Tehsil headquarter kotputli which is 13

Km from the mine area makes the region adequate in amenities

6 PROPOSED INFRASTRUCTURE

(i) Industrial Area (Processing Area).

Infrastructures are required for mining activates with allied facilities.

(ii) Residential Area ( Non Processing Area)

As the mine area is close to gordhanpura chowki and tehsil head quarters

kotputli residential problem will not envisaged.

(iii) Green belt.

The overburden will be stacked separately in the south side of the working

pit. On these overburden dumps, Afforestation will be done all along the

periphery for development of green belt. There is enough space in the

present reject yard to accommodate the reject/waste rock generated over

the years. Back filling is also envisaged in the worked out pits. when part

of the mines in Western boundary is matured for reclamation.

Afforestation will be developed on the back filled worked out areas.

(iv) Social Infrastructure.

National Limestone Company Private Limited will carryout social

development and welfare measures in the surrounding villages. Under

CSR activity the company will initiate community development projects, in

the fields of health, education and environmental preservation, in the

study area around the Mine.

(v) Connectivity (Traffic and Transportation Road/ Rail/Metro/ Water

ways etc)

The nearest airport is Jaipur which is 120 Km from the mine area.

about 5 Km from NH 08 and about 13 Km from Tehsil Head quarters

Kotputli, and 120 Km from district head quarter Jaipur located on National

Highway no. 08 on Jaipur-Delhi Highway No-08.

(vii ) Sewerage system.

The production of limestone will be based on Dumper-Shovel combination,

hence no waste water will be generated from the Mine.

(viii) Industrial waste management.

Some parts of the mineable part of the deposit area is covered under an

overburden soil bed varying in thickness from 0 to maximum 1.0 m and

the pits are also already opened. The top soil which will be generated in

the initial stages will be very less as the pits are already opened. The top

soil will be either used directly for plantation purpose or will be stacked

separately. The overburden will be stacked separately in the southern side

of the working pit. For the initial five years, dumping will be carried out in

this area.

(ix) Solid waste management

Same as above

(x) Power Requirement & Supply / Source.

Power will be required for office lighting only & for this, single Phase

supply is already provided by State Electricity Board has been in use

(Phase-Neutral 230V AC). Electricity consumption will be about 5KW. For

general lighting of mines & any other requirement 5KVA DG sets will be

utilized.

It is also envisaged that the power requirement during construction of

infrastructures phase shall be met by grid / installing DG set

7. REHABILITATION AND RESETTLEMENT (R & R) PLAN.

The R&R policy will be adopted as per the guidelines of Central/State policy if applicable

The limestone is a main raw material for manufacturing of cement.

The project cost calculated above will be invested in a phase

manner balancing with the realization from sale of mineral in the

local market.

9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS).

(i) Financial and social benefits with special emphasis on the benefit

to the local people including tribal population, if any in the area.

Based on the growing demand in the state of Rajasthan and Jaipur over

the next 10 years, the proximity of the mine location to this market is an

advantage with respect reduction in freight of limestone to these markets.
