STREET PEOPLE

� Those who have fallen out of society for various reasons

� People /families who have been evicted from their homes and cannot financially afford to find alternative lodgings

� Family members who have been kicked out of the house by other family members

� Loss of a job

� Substance abuse

� Ex-convicts

� Gangsters (running from rival gangs)

� Stranded people from various parts of South Africa who can not financially afford the transport back home

� Refugees and Asylum Seekers from various parts of Africa

� The Mentally disabled

� JOB SEEKERS ARE NOT STREET PEOPLE/HOMELESS

� People coming from their communities seeking informal employment.

� Types of employment.

* domestic (residential & business)

* building trade (Labourers)

* Garden work (Mainly Residential)

* Handy men

* Trade in recycling

STREET PEOPLE JOB SEEKERS

� Old age pensioners (

� Disability Grants ( R1 140.00)

� Begging

� Recycling

� Work programs with various NGOs such as

“Straat werk” Who employ street people to clean

the streets of the CBD at a wage of R40.00 a day

there is also such a program running in the

Bellville area

� Receive payment on a daily basis if they should get employment that particular day. Which ranges from R80.00 to about R200.00, depending on the job

� If they do not get work for the day, most people return to their homes.

� Others will go through peoples trash looking for items to recycle

� A small group will hang around in the communities causing problems such as:Petty crimeBeggingCar GuardsHarassing the public for money

� But will return home at the end of the day

� There is a group who do receive work for a week or two. That person will not go home, they will sleep anywhere near the place of employment until the work comes to an end

STREET PEOPLE JOB SEEKERS

� Anti social behaviour

� Urinating and defecating in public

� Drinking and fighting

� Occupying any open land, vacant building , along the free way and high ways

� Vandalising buildings, electrical insulation (for its copper wiring)

� Begging

� Going through trash bins, taking what they want for recycling and dumping the rest on the sidewalks and in the street of the communities they frequent

� Leave their washing strewn all over the place

� Harass the public for money and hand outs

� THE LIST GOES ON

� Come into the communities, loiter at intersections, sidewalks, open fields ,in the roadway and shopping centres

� Litter the area at which they are waiting

� Chase any vehicle which slows down

� Have 6 or more people jump on any bakkie or truck that should stop

� Have motorist stop in areas where there is a no stopping zone to pick these people up

� Harass the public walking pass.

� Parents are concerned about their children walking to school who have to walk by these Job seekers

� Housing breakings

� Car thefts

STREET PEOPLE

� Social Development: (City of Cape Town Department). Deal more with community based programs and projects. Has a Small section within, that deals with Street People

� Social Service: Do not have a street people program and deal with issues case by case. Deal more with domestic social dynamics

� NGOs: Is the largest contributor to the upliftment of street people, such as night shelters, skills training programs, first and second phase accommodation programs. Diversity Training. Job Creation, Relocations back to families and into communities

� Law Enforcement: Deal with anti social behaviour and criminal activities

� DPU: Specialised Unit within Law Enforcement dealing with Anti Social Behaviour and basic social intervention

� C.I.D (Central Improvement Districts) Most CIDs have a social department strictly dedicated to street people

JOB SEEKERS

� Social Development: Are engaging with various role players within the private and government sector to address the concerns regarding the social and economic aspects of the Job Seekers

� Men on the side of the road: Is a NGO who tries to assist in the regulation of job seekers by means of registering each person seeking informal employment and acting as an employment agency. However, this has not been successful due to financial restraints and alleged corruption. Recently they have been trying to re-establish themselves

� Law Enforcement: Deal with any anti social behaviour and criminal activities among these people

� Social Development: Do not have their own data base, they rely on

the stats of NGOs

� NGOs:Each NGO keeps their own data base, some arereluctant to share the information with others. It is said each individual has the right to his/her privacy. They only count those who comethrough their doors and who are in their

programs

� DPU:� keeps statistics on how many people are in an

area.(these people are recounted regularly Written surveys (These are the people who show interest in being relocated) and relocations

� C.I.D Central Improvement Districts Most CIDs have a social department strictly dedicated to street people who keep detailed information on the street people in their jurisdiction

� Men on the side of the road: Is the only orginisation keeping track of these people

� Sub- Councils:Wants to know who is in their wards and in which communities.

� Social Development Working with the Sub Councils and Men on the side of the road

STREET PEOPLE JOB SEEKERS

� The Refugee and Asylum Seekers living on the street of Cape town and surrounding are not your regular South African street person

� They come into South Africa seeking Refugee and Asylum Seekers status

� As they do not have any accommodation, they live on the streets, under bridges, along the free ways and in vacant building.

� Most of these people will be in the country between one week to one year trying to leave. Mainly by jumping on a ship heading out .

� The groups of these Refugee and Asylum Seekers occupying the areas mentioned change on a daily basis .

� All the public sees is a group of people living under a bridge and no action taken by the authorities

� These is a group of these people who choose to settle down in the country (unlawfully most of the time)

� This is the group who are your informal traders at the intersections and traffic lights

� It is also alleged that most of them are your “Drug runners”

� Not many of them will beg , however a small group will, specially those who have been injured and can not do any other type of work. (The Tanzanian begging at the traffic lights at Oswald Pirow as you leave Town)

STREET PEOPLE JOB SEEKERS� The city's resources are stretched when trying to

deal with street people

� As time has passed, it is the perception of the community and others that the vagrancy issues is solely a law enforcement concern and must be dealt with by Law Enforcement.

� There is no clear policy on how and who should be dealing with these people

� Only one community court has been set up to deal with street people (Cape Town )

� Families are evicted from their homes onto the sidewalk by the sheriff of the court. It is then expected of the DPU to take action against the people on the sidewalk

� The Refugee and Asylum Seekers living on the streets of Cape Town has become the responsibility of the City to find a solution

� It has become the responsibility of DPU to clean the mess left by street people with very little support from solid waste or the department responsible for that land

� No land has been set aside in any sub council to accommodate the Job seekers

� As time has passed it is the perception of the community and others that the Job seekers issues is solely a law enforcement concern and must be dealt with by Law Enforcement.

� The city has no short term policy

� It is a challenge to charge these people for any by-law infraction as these fines are seldom paid

STREET PEOPLE JOB SEEKERS

� Departments within the City must take responsibility for their land to prevent unauthorised occupation

� Community Courts dedicated to the street people issue is to be set up in each jurisdiction

� A policy to be drafted to set out who is accountable

� Law Enforcement , Metro Police, Traffic and South African Police to do the sensitivity training program relating to dealing with street people

� Increase manpower and resources within law enforcement and Social Development to deal with anti social behaviour and the social needs of the street person

� Assessment centres to be set up throughout the city

� Educate the communities and businesses of the dangers and benefits of interacting with the Displaced People, Reasons why hand outs is not good and why it does not help them

� Land to be set aside in designated areas to better control the influx of Job seekers invading the communities .

� A register of who is waiting for employment and in which areas they are

� Take firm action against those motorists disobeying road traffic signs

� A policy to be drafted, to set out who is accountable

� Provide financial support and facilities to NGOs working with the job seekers.
