Introduction and Backgroun IiV\/waste drums arising from Magnox and Thorp reprocessing operations are stored in a number of stores (EPS1, EPS2, WPEP a n d around site

= All these existing /LWstores will be filled t o capacity in 2010 (C~irrentdate Oct/Nov 2313)

if no further storage capacity is provided Magnox and Thorp reprocessing and- remediation will be forced to cease operations

Strategy work in 03/04 concluded that a "repeat" store (EPS3)based on the existinq - f x i i i t y (EPS2) was the best solution to this issue

* Recent work has concluded that opportunities exist for LP&S !LW to be stored in EP stores

- The overall EPS 3 project objective is to provide sufficientlLLW storage to allow reprocessing operations to be completed to the current plan -store to be based on EPS2 and required to be operational iin 2010

The approved /LWstrategy. Review of near term storage options carried out from Dec 2GG3 to March 2004

This review conciuded that a third EP store (EPS 3 ) forthe storage o f reprocessing arising8 should be i ons t r x ted This was endorsed by the then BNFL Board in may 2004 and in May the EPS 3 Project was initiated.

Duri~?gthe EPS 3 FEL 1-3 phases a number of reviews were undertaken.focussing on the early use of BEPPS as an alternative to EPS 3

Paper REM T&D(l 53) approved the design and construction of EPS 3 in advance of other ILW storage facilities

Paper REM T&D(153) Approved a t the MSS IRP is Oct 2005

BEPPS 1 witi l a comprehensive inletfaciiity is being developed to be on line 2014/? 5

The provision oFEPS 3 by 2010 allows opportunities for the storsge of some iP&S feeds in advsnce of BEPFS; becoming available.

The current approved NearTerm iLW strategy can be articulated a t high ievei as:-

Construction of €PS3 first foISowee4 by the construction of BEPPSwith ;3i fit for purpose Comprehensive Inlet /Export FacilitylP.

- Site preparation invitation to tender submitted and returns evaluated

Funding application for the site preparation contract approved a t the MSS IRP on i8/04/06

Main store tender returns delayed by requirement to store 3M3Boxes from LP&S Streams

- Maiii stow design and build tender returns due on 8 /05/05

NDA have given the Project approval in principal at the NDA ER? oil 25/94/06

Site Preparatio~i funding application due to go the NDA ERP on 23/05/06

Update on EPS 3 Safety case - Early work c?rried cut in 2004 on revised flow sheet data. drop !cad consequence assessments, heat and Hydrogen assessment. etc

-- 1 nis work supported the production of an EH&S Statement in early phase (:eb 2005). defining the werail Hazard Manasenent strategy to be ;??plied for E% S, design and operation.

- EPS 3 SCSR extensive use of information containec! with in the i ? S 2 COSS

-- One of the key changes within EPS 3 Design is that the SSSL has been relocated giving same e functionality as EPS 2 but reieasing additional 8t:orage capacity.

intended i o submit Pre Commencement Safety Report t o regulator Oct 2005 - Revieviundertaken on iP&S feeds to £PS 3 (During Nov05 -March 06) -- CFA developed and addendum to PSCR produced

-- Cornpliaiice with the CFA will ensure i h a all f?tii:s sre bwiihin LCV

- Prior to L?&S feeds being accepted to EPS 3 separate package DJ9 wil! be required

--- PCSR finaiiyapprovei at the ENCAP MSCon 30/03/06

-- PCSR with addendm submitted to the Nil early May 2005

-- ?re -inactive commissioning safety report to be submitted to regulatoiaround mid-late 2005. j Prxhce6 along with inact:!:@ safety commissioning schedule)

EPS 2 Current status. Existing store capacity as per conse~t t o operate is i 7 , 2?5

a The current store loading is at 42% (as of 24/04/06] (56% in vauit 7 and 28% in vauit 2 overall 11,452 drums, nominal capacity 27,2i 6 )

The current anticipated baseline full by date to this capacity Oct 2010. (+/- 3-6 months)

This is an overall slippage of 3-4 months to previo~lsly declared fu? by date due ic vakiis .factors ( a g n o x , Thorp etc)

Conclusions - Need for Additiona! EP storage well understood within BNCSVi\i l land agreed with the NDA

--- h ! D P ikave approved the EPS 3 Project in piincipie.

- Some changes to design, especially CDM driven, bu t essentially EPS 3 is a copy of EPS 2.

- Chai!enging but achievable project delivery programmes for completion o f in-active commissioning

- First Excavation Contract to be let in June 2006

- Main Store design and Build Contract t o be let in Nov 06

- E?5 3 PCSR approval pia1:ned for end July 2006.

-- Cotnpiiance with the EPS 3 CFA will bound all feeds t o be within the scope of the EPS S PCSR

- io&S Package design will be subject t o separate DJR not covered by current EPS 3 PCSR . . .

- EPS 2 concession t o use transport Aisles gbes some contingency on EPS 3 completion date but is not ~ v i n g the EPS 3 coii;fri~ction programme.
