Introduction Failure to obtain expected performance to meet the targets set at the success of the application of the concept of Human Capital in many companies (organizations) is located on the application of Organization Development program which is not or too late, because all levels of the organizational structure focused on Human Capital issues, in the form of benefits seen and measured on economic growth in the future.

Because of the difference in concept between concepts used by the current organization with the concept of Human Capital, the organization faced other problems of implementing change management programs , which is directed to the concept of Human Capital.

Basic problems faced when applying the concept of Human Capital in the organization, located at 2 (two) elements, namely: rationale applied the concept of Human Capital; and implementing the organization's strategy at this time because the organization uses a different concept.

Program is to be applied Aligning and provides guidance on the concept of human resource management by the organization that exists today, and transform the concept into Human Capital in managing human resources, by utilizing a change management strategy (change management).
