China and Taiwan is considering as well.
HIV treatment and care is all along available in Taiwanand Hong Kong, largely subsidised by the public healthcare budget. Mainland China has expanded itsantiretroviral therapy programme through its "four free,one care" policy in place since 2004. Throughcollaborating with international agencies, treatment accessto special groups in China is further widened lately; onesuch example is paediatric antiretroviral treatment. Variousresearches pertaining to HIV diagnosis and care have beenconducted in the three places, including vaccine study,determination of recent infections, molecularepidemiology, traditional Chinese medicine, diseaseprogression with or without treatment, and resistanceprofile.
Despite differing HIV epidemic and environment,common principles are observed in the AIDS responsesacross the places. Understandably each place has itsuniqueness and specificities in the interventions andcontrol measures, partially related to the differences andsimilarities of cultural attributes and social systems. It is nodoubt that interactions amongst the three places and alsoMacau will only be increasingly close in the future. Regularcommunication, sharing, exchange and collaborationbetween the workers will be beneficial to the concertedefforts towards the common goal of HIV/AIDSprevention, care and control.
Health professionals, academias and community leadersworking on HIV/AIDS from Mainland China, Taiwanand Hong Kong met and exchange at the ChineseCommunity Health Forum held at Xi'an from 12 to 15October 2005. A total of 15 people presented, on areasranging from HIV surveillance and epidemiology, druguse and HIV, harm reduction programmes, laboratorytesting, health impact of antiretroviral therapy to socialimplications.
The HIV situation and surveillance systems differ. WhileMainland China all along has an injection drug use drivenepidemic, Taiwan experienced explosive outbreaksamong drug users starting 2004. As of September 2005,injecting drug use has rapidly increased to account for25% of the cumulative 9324 native infections. So far,sexual contact remains the important mode oftransmission in Hong Kong. The estimated numbers ofHIV infections in Mainland China and Taiwan are 840,000 and 22,000 respectively.
Started in 1970s for security reasons, the methadonetreatment programme, being one major component ofharm reduction, has contributed to HIV preventionamong drug users in Hong Kong over the years. Inresponse to the escalating HIV-drug epidemic, besidesstrengthening supply and demand reduction of drugs,Mainland has piloted and Taiwan is preparing formethadone substitution programmes. 聯合國愛滋病規劃署發表最新愛滋病預防
政策立場書
致愛滋病病毒感染者數目日增,特別是婦女
及青少年的感染率顯著上升,而現時婦女感
染人數佔總感染人數剛少於一半。除規劃欠
佳、未能適當安排優先次序以及處理能力不
足外,文化、社會及個人等因素,令人們不
願意討論性、性行為及藥物使用的問題,均
妨礙加強愛滋病的預防工作,並導致未能為
每名有需要的人士提供預防愛滋病的服務。
立場書是基於若干重要的原則擬備。而這些
原則均對成功推行有效的愛滋病預防工作非
常重要,包括所有預防計劃必須全面、具佐
證以及尊重人權(包括性別平等)。計劃亦
須因應當地環境作出調整,而覆蓋範圍、規
模及強度亦須得以維持,以便足以帶來重要
的影響。社區的參與是計劃在規劃及實施方
面重要的一環。
聯合國愛滋病規劃署政策、證據及合作夥伴
日內瓦2005 年7 月11 日 - 愛滋病感染個案
不斷趨升,目前有迫切需要遏止這個升勢。
因此,聯合國愛滋病規劃署理事會在本週一
致通過實施最新的政策方針,以加強愛滋病
的預防工作。這份政策立場書闡述積極對抗
愛滋病疫症的重要原則、政策及計劃行動。
執行總監畢比達(Peter Piot)博士表示:「成
員國認同加強愛滋病預防工作的迫切性。鑑
於每年新增感染個案高達 500萬個,只有透
過全面及提升的方法才能阻止愛滋病蔓延。」
立場書是經過諮詢捐款人、各國政府、非政
府組織、社區機構及其他合作夥伴而擬備,
其主要目的是加強愛滋病的預防工作,以達
致普及愛滋病防治的最終目標。目前,每五
名須預防愛滋病的人士當中,只有一人獲得
有關預防計劃的幫助,並且每十人中只有一
人已接受愛滋病病毒抗體測試。以上差距導
