LATTES STEP BY STEP REVIEWED

1. How did we develop Lattes Platform and other projects? What were the main steps in the Brazilian trajectory that lead to the National ST&I database?

Page 5: ST&I Information systems: Brazilian initiatives frequently asked questions

Ministério da Ciência e Tecnologia

1. How did we do it? From the diagnostic…

1997 - We acknowledged that the national electronic forms were important to agency fund operation, but unsuitable to decision making.

They were a product of lack of a national view of information systems

How about today? There is even more redundancy due to web facilities: standards and author certification are necessary

Page 6: ST&I Information systems: Brazilian initiatives frequently asked questions

Ministério da Ciência e Tecnologia

The right questions were directed to understand all ST&I players needs for information.

How about today? The needs have increased significantly. Researchers don´t want better systems to fulfill data.

They want better integration technology and information services.

1. How did we do it? By considering all ST&I needs

Page 7: ST&I Information systems: Brazilian initiatives frequently asked questions

1998: These principles were developed in the first steps of Lattes Platform

1. How did we do it? By establishing principles

Page 8: ST&I Information systems: Brazilian initiatives frequently asked questions

Ministério da Ciência e Tecnologia

The e-Gov architecture had basis on the following systemic view: ST&I players together in a national information platform. This is done only if the platform can attend all players (not only the government)

How about today: by platform we mean a set of systems from different agencies, different technologies, sharing the same standards and services

1. How did we do it? By having an integrated view of ST&I info

Page 9: ST&I Information systems: Brazilian initiatives frequently asked questions

1. How did we do it? By hearing researchers

S&T Contents in the curriculum• Identification• Addresses• Academic Degrees• Professional Experiences• Knowledge domain• Idioms

Information Resources• Homepage automatic• CV Indicators• Export to several formats• Easy error verification

In 1999 the Brazilian researchers received not an electronic form but an integrated information system that helped them to organize and divulgate their work.

Co-production: was very important to involve the Brazilian researchers: CNPq sent questionnaires to more than 700 researchers. About 400 answered telling what they wanted in a CV. About a 100 tested the first version of CV Lattes and evaluated it as 4.2 (on a 0 to 5 scale)

1. How did we do it? By developing standards

The data architecture was created to manage research groups and curricula information.

Different ST&I players views (and services) were considered during the design phase.

The left and right walls represent different criteria to analyze the data (e.g., by knowledge fields or geographic area)

Page 11: ST&I Information systems: Brazilian initiatives frequently asked questions

Ministério da Ciência e Tecnologia

1. How did we do it? By sharing the standard definitions

ConscienTias Community. Stela, CNPq and other institutions created a consortium to establish ontologies for S&T (2000-2004).

National standards. The standards were adopted by ST&I organizations in Brazil.

Organizational data. Some universities migrated data from their systems to Lattes CV format and made them accessible to their researchers.

International standards. ScienTI Network adopted the same methodology.

Standards and interoperability can lead to a point where making knowledge interchange is feasible

Scientometrics can benefit from the facility of making different information sources interchangeable and complementary.

Multidisciplinary: software engineers, knowledge engineers, ST&I experts and public agency professionals work together.

METHODOLOGY: Perceiving design, development, use and revision as a continuous process was the key to make national platforms constantly growing.

1. How did we start? By developing an e-Gov methodology

Page 14: ST&I Information systems: Brazilian initiatives frequently asked questions

Ministério da Ciência e Tecnologia

We have developed a methodology that leads to an e-Gov architecture based on different layers of systems and services.

We have applied this methodology in several other e-Gov projects: Lattes Platform, Innovation Portal, DCVISA/ANVISA, SIBEA/MMA, etc

KEY ISSUES IN BUILDING A NATIONAL ST&I

2. What were the main factors that lead to a S&T information platform? Was mandatory register crucial? How to do it when obligation is not in place?

Page 16: ST&I Information systems: Brazilian initiatives frequently asked questions

Ministério da Ciência e Tecnologia

From mandatory to obligatedLattes began (and still is) mandatory for CNPq grants.

After a while it was adopted by all agencies and became an official national CV: “if you don´t have a Lattes CV people will not find you in the national ST&I”

2. Key issues: Mandatoriness

Universities require it to internal affairs

Professional associations require CV Lattes

More than 309.000 cvs put available in the webMany social networks created to work with Lattes

Page 17: ST&I Information systems: Brazilian initiatives frequently asked questions

Ministério da Ciência e Tecnologia

When Lattes Platform was concluded we built a system that allowed graduate courses to import curricula (from CNPq) into the evaluation system (from CAPES), saving time (and 2 ton of paper)

CAPES is the national agency for evaluating all graduate program. By adopting Lattes, its evaluating system helped to turn it into a national standard.

2. Key issues: integrating public information

By publishing CVs XML we made possible the creation of bridge systems among agencies

Page 18: ST&I Information systems: Brazilian initiatives frequently asked questions

Ministério da Ciência e Tecnologia

In 2001Lattes Platform had already a set of integrated links that allowed going from CVs to intellectual property registers or from CVs to full paper documents, or even from CV to thesis databases (and vice-versa)

2. Key issues: linking with other services

From CVs to IP registers

From CVs to full text articles

Page 19: ST&I Information systems: Brazilian initiatives frequently asked questions

Ministério da Ciência e Tecnologia

2. Key issues: Make it available to Institutions

CNPq created the Extractor system to make the curricula available to the universities and R&D institutions

R&D institutes use the Lattes CV as a source to strategic planning.

RETHINKING THE PATHWAY

5 - What would we do differently?Considering the technology we have available today and the web social dynamics

Page 30: ST&I Information systems: Brazilian initiatives frequently asked questions

Ministério da Ciência e Tecnologia

5. What would we do differently? Rethinking the pathway

Open technologyBy using proprietary technology we were able to advance faster, but in the end that was a difficult factor to take the solutions to other countries.

Keep the standard community of practice runningChanges in public managers can stop background projects

Multi-languageThe issue of different languages should be raised sooner

Web intensive useMore than a media, Web is a space from which one can also gather information

Page 31: ST&I Information systems: Brazilian initiatives frequently asked questions

THE NEXT CHALLENGES (SOME)

6 - What can be done further? How can we avoid “annoying” researchers by asking repeatedly the same information? How to incorporate best practices in addition to statistics in services provided?

Page 32: ST&I Information systems: Brazilian initiatives frequently asked questions

Ministério da Ciência e Tecnologia

6. What can be done further? Some challenges

Firm dataRegarding data from private sector we are closely from what we had in 1990s with CVs.

Auto-populationBy connecting the different sources of information and let the owner have the final word

More intensive use of ontology engineeringStandards and services must be increased in order to form a web of services

Open dataA national policy of e-gov must turn public data available to make new services

Web social based systemsThere are 2 million of CVs in Lattes and 3.5 million of Linkedin Brazilian profiles…

Incorporate storiesInclude and connect social networks.

COLLABORATION OPPORTUNITIES

7 - What are the priority areas for us to collaborate? What are the perspectives from the Brazilian point of view? How Starmetrics can benefit from these developments?

Page 34: ST&I Information systems: Brazilian initiatives frequently asked questions

Ministério da Ciência e Tecnologia

7. Collaboration oportunities: what can we do together?

From your project viewWe can have a very good example to show to Brazilian authorities of how open government is a must for the next generation of systems.

From your project development approachHow the involvement of universities can raise the

From your project technology choicesIt helps us in the next phases of platform updating

Services linkWe can link services abroad (like the example we saw at NIH)
