ST&I Information systems: Brazilian initiatives frequently asked questions
This presentation has a synthesis of what was discussed with American representatives of Star Metrics Project. The Brazilian experiences of building Lattes Platform and similar projects is explained according to the most frequent questions raised at the collaboration meetings that occured in Brasilia (January 2011) and Washington (April 2011)

Goals
This presentation collects information regarding the most frequent questions about Lattes Project discussed during the meetings with representatives of Star Metrics project (https://www.starmetrics.nih.gov)
We hope they can help the discussion about the American project named “Federal Research Profile System” – FRPS a joint effort from research funding agencies in USA.
IMPORTANT: This presentation is based on our own experience in Lattes project as well as Innovation Portal. Thus does not represent official opinions of the Brazilian Government.

1997 - We acknowledged that the national electronic forms were important to agency fund operation, but unsuitable to decision making.
They were a product of lack of a national view of information systems
How about today? There is even more redundancy due to web facilities: standards and author certification are necessary

The right questions were directed to understand all ST&I players needs for information.
How about today? The needs have increased significantly. Researchers don´t want better systems to fulfill data.
They want better integration technology and information services.

The e-Gov architecture had basis on the following systemic view: ST&I players together in a national information platform. This is done only if the platform can attend all players (not only the government)
How about today: by platform we mean a set of systems from different agencies, different technologies, sharing the same standards and services

In 1999 the Brazilian researchers received not an electronic form but an integrated information system that helped them to organize and divulgate their work.
Co-production: was very important to involve the Brazilian researchers: CNPq sent questionnaires to more than 700 researchers. About 400 answered telling what they wanted in a CV. About a 100 tested the first version of CV Lattes and evaluated it as 4.2 (on a 0 to 5 scale)

1. How did we do it? By developing standards
The data architecture was created to manage research groups and curricula information.
Different ST&I players views (and services) were considered during the design phase.
The left and right walls represent different criteria to analyze the data (e.g., by knowledge fields or geographic area)

1. How did we do it? By sharing the standard definitions
ConscienTias Community. Stela, CNPq and other institutions created a consortium to establish ontologies for S&T (2000-2004).
National standards. The standards were adopted by ST&I organizations in Brazil.
Organizational data. Some universities migrated data from their systems to Lattes CV format and made them accessible to their researchers.
International standards. ScienTI Network adopted the same methodology.
2. What were the main factors that lead to a S&T information platform?Was mandatory register crucial? How to do it when obligation is not in place?

From mandatory to obligatedLattes began (and still is) mandatory for CNPq grants.
After a while it was adopted by all agencies and became an official national CV: “if you don´t have a Lattes CV people will not find you in the national ST&I”

When Lattes Platform was concluded we built a system that allowed graduate courses to import curricula (from CNPq) into the evaluation system (from CAPES), saving time (and 2 ton of paper)
CAPES is the national agency for evaluating all graduate program. By adopting Lattes, its evaluating system helped to turn it into a national standard.
2. Key issues: integrating public information
By publishing CVs XML we made possible the creation of bridge systems among agencies

In 2001Lattes Platform had already a set of integrated links that allowed going from CVs to intellectual property registers or from CVs to full paper documents, or even from CV to thesis databases (and vice-versa)

CNPq created the Extractor system to make the curricula available to the universities and R&D institutions
