FOREWORDWorld War I revealed the importance of a close collaboration between the Armed Forces MedicalServicesofallNations,bothunderconditionsofwarandintimesofpeace.CaptainWilliamS.BainbridgeMD(U.S.Navy)andCommanderMedicalOfficerJulesVoncken,Belgium,soonturnedthislessonoffactsintoaccountandbeganworkingontheidea.In1920,ontheoccasionofthe28thsessionoftheAssociationofMedicalOfficersoftheUnitedStates(AMSUS),theyproposedthestudyofitssetting.TheBelgianGovernment actively supported thepractical developmentof this concept and,under theHighPatronageofHisMajesty KingAlbert I, the First International Congress ofMilitaryMedicine andPharmacywasheld in July 1921, in Brussels, Belgium.On this occasion, thePermanentCommitteeofInternationalCongressesofMilitaryMedicineandPharmacywasfoundedon21July1921, inBrussels.The founding countries were Belgium, Brazil, France, Great Britain, Italy, Spain, Switzerland and theUnitedStatesofAmerica.InlinewiththespiritoftheGenevaConventions,thePermanentCommitteesetitsgoalas"tomaintainand strengthen the bonds of continuous professional collaboration between persons throughout theworld,whosemissionsconsistincaringforthesickandwoundedoftheArmedForcesandinseekingtoimprovetheirconditionandrelievetheirpain,intimesofpeaceorconflict".ThroughouttheevolutionofthePermanentCommitteeofInternationalCongressesofMilitaryMedicineandPharmacy,thisgoalstillremainstoday.In1938, thePermanentCommitteewasrenamedas the InternationalCommitteeofMilitaryMedicineand Pharmacy, to which all countries of the world could adhere, each State being represented by anationaldelegate.TheInternationalCommitteeofMilitaryMedicineandPharmacysurvivedthevicissitudesofWorldWarII.TheSecretariatGeneralofTheCommittee,locatedinLiège,resumeditsactivitiesassoonasthewarended.On 21May 1952, theWorld Health Organization recognized the International Committee ofMilitaryMedicineandPharmacyasaninternationalbodyspecializedinmedico‐militarymatters.On28April1990,theInternationalCommitteeofMilitaryMedicineandPharmacychangeditsnameandbecametheInternationalCommitteeofMilitaryMedicine(ICMM).The course of events which changed international relations over the past few years, lead theInternationalCommitteeofMilitaryMedicinetodecide,atitsGeneralAssemblyheldon28April1990,toreviseitsStatutes.ThenewStatutesarelargelybasedonthefundamentalprinciplesmentionedabove,whichwereattheverybasisofthefoundingofthePermanentCommitteein1921,andstillgovernalltheactivitiesoftheInternationalCommitteetoday.TheseprinciplesareclearlysetforthinPartIoftheStatutes.

(ICMM)PARTI:FUNDAMENTALSOFTHEICMMGeneralArticle11. An international intergovernmental organization of military medicine is created and

namedtheInternationalCommitteeofMilitaryMedicine(ICMM).2. InhomagetoBelgiumwhichtooktheinitiativeinfoundingtheprecursoryorganization

oftheInternationalCommitteeofMilitaryMedicineandorganizedthefirstInternationalCongressofMilitaryMedicine,theseatoftheSecretariatGeneraloftheICMMislocatedinBelgium.

MissionsArticle2ThemissionsoftheICMMare:a. tomaintainandstrengthenthebondsofprofessionalcollaborationbetweenmembers

oftheArmedForcesMedicalServicesofallStates;b. toperiodicallyorganizeInternationalCongressesofMilitaryMedicine;c. to organize international study sessions, on awide or restricted scale, on subjects of

interest to military medicine, in particular international advanced courses for youngofficersoftheArmedForcesMedicalServices;

d. to encourage, within its means and the operational framework, respect for and

applicationof internationalhumanitarian law, inparticularbyorganizingorsupporting

courses on international humanitarian law applicable to armed conflicts, intended formembersoftheArmedForcesMedicalServices;

e. topermanentlyupdatedocumentationofinteresttotheArmedForcesMedicalServices

and circulate said documentation by publishing an international review, theInternationalReviewoftheArmedForcesMedicalServices;

f. toperiodically awardprizes formajorbooks, articlesor reportsdescribingworkof an

innovatory nature in military medicine or in the medico‐legal field, in particular the“JulesVoncken”prize;

g. to maintain permanent contacts with the different Armed Forces Medical Services

throughouttheworld,throughtheofficialrepresentativesofsuchservices;h. to provide liaison with various international bodies concerned with the fate and

protectionofthewoundedandsickoftheArmedForces;i. topromotethespreadofmedicaldoctrinesapplicabletomedicalcare incaseof large

numbers of wounded and sick, in both themilitary and civil population, and supportcooperationbetweenthedifferentnationalhealthservices,withduerespectofnationalsovereignty;

j. to offer its help in order to contribute to liaison and coordination during the

humanitarianinterventionoftheArmedForcesinlargescaledisasters;k. to actively promote Peace by the free exchange of medical knowledge, international

medicalco‐operation, therebyenhancinggreatermutualunderstanding, toleranceandco‐existence.

DefinitionofMilitaryMedicineArticle3 Military medicine is to be understood as the activities listed below, performed both underconditionsofwarandintimesofpeace:a. diagnostic and curative medical and surgical activities in all their specialties, when

performedforthebenefitofindividualsorgroupspertainingtomilitarypersonnel;b. preventivemedicine,hygieneandindustrialmedicineinamilitaryenvironment;c. techniques for assessing physical and mental aptitudes required for various military

functions;

d. surveymedicineinallmilitarymatters;e. specificformsofmassmedicine;f. odontostomatologyinamilitaryenvironment;g. pharmacyinamilitaryenvironment;h. activitiesofveterinaryscienceswhensuchactivitiescontributetotheformsofhuman

medicinelistedabove,inparticularhygieneoffoodandzoonosisprevention,orrelatetoanimalphysiopathologyinamilitaryenvironment;

i. administrative,organizationalandlogisticalactivitiesassociatedwithmissionspertaining

tothevariousbranchesofmilitarymedicine;j. studiesandresearchworkrelatingtotheactivitieslistedabove.Someoftheseactivitiesmaybetothebenefitofthecivilianpopulation.InternationalCongresses.StudySessionsArticle4Tofurthertheaccomplishmentofitsmissions,theICMMshallorganize:a. periodically,InternationalCongressesofMilitaryMedicine.ACongresswillbeheldinan

ICMMMemberState,normallyonabiennialbasis;b. occasionally, depending on circumstances, needs or possibilities, international study

sessionsintheformofseminars,courses,symposiumsormedicaldays.RegulationsArticle5These Statutes may be supplemented by regulations issued by the Secretary General of theICMM.SaidregulationsmustbeapprovedbyTheCommittee(ICMM).

PARTII:MEMBERSTATESAdmissionandExclusionArticle6(amendmentDecember2013)1. TheInternationalCommitteeofMilitaryMedicine(ICMM)iscomposedofnationswho

aremembersoftheUnitedNationsorhaveobserverstatusintheUnitedNationsoraremembersoftheWorldHealthOrganization.

2. TobeadmittedasMemberStatesoftheICMM,theStatesspecifiedunder1abovemust

:

a. subscribetothepresentStatutes,

b. beapprovedbyavoteinfavoroftheiradmission,expressedbytheCommitteemeetinginGeneralAssembly.Asimplemajorityofvotesisrequired.

3. WithintheICMM,thedesignationofanyMemberStateisthesameasthatusedbythe

UnitedNationsOrganization.4. Activemembershiprequirespaymentofaregularfinancialcontributionafteradmission

orcertificationofpermittednon‐payment.5. Each Member State is represented by a national delegate officially appointed by his

Government.AMemberStatemaymaintainliaisonwiththeICMMthroughitsNationalDelegate or, for matters of governmental concern, through the Belgian Ministry inchargewithForeignAffairs.

6. WhenmorethanoneGovernmentclaimstorepresentthesameState,theInternational

CommitteeofMilitaryMedicineconsiderstheauthorityadmittedorrecognizedbytheUnitedNationsOrganizationasthelegitimateGovernmentofthatStateandastheonlylegitimatebodyqualified toberepresented in the InternationalCommitteeofMilitaryMedicine.AnyotherGovernmentclaiming to represent thatState loses ipso facto therighttooccupytheseatreservedfortheDelegateofthatStateintheICMM.

7. MemberStates:

a. take part in the meetings of the General Assembly and are represented by aNationalDelegatewhoisentitledtospeakandvote;

b. have the right to organize International Congresses, military medicine days,

seminars or advanced courses for young officers of theArmed ForcesMedicalServices.

8. A Member State may withdraw from the ICMM by submitting its resignation to the

SecretaryGeneralbymeansofadocument issuedbyagovernmentalauthorityof theMemberStateempoweredtodoso.TheresignationdocumentwillbereferredtoTheCommitteemeetinginGeneralAssemblyandthelatterwillrecordsuchresignation.

9. Intheeventofnon‐observanceoftheStatutes,aMemberStatemaybeexcludedfrom

theICMM. Any proposal for exclusion shall be placed in advance on the agenda of a General

AssemblyoftheICMM.Afterdebateregardingsuchissueand,ifnecessary,aftertakingtheadviceofanadhoccommitteecreatedasoccasionrequires,thedecisiontoexcludea Member State shall be taken by a vote of the General Assembly, the latterrepresentingatleasthalfoftheMemberStatesandatwo‐thirdsmajorityofvotesbeingrequiredforthispurpose.

10. AMemberStatewhich isdelinquent in its financial contributions comesunder special

provisionsoftheRegulations. Non‐paymentbyaMemberStateofitsfinancialcontribution,withoutanyvalidreason,

mayleadto:

a. the suspension of its right to speak and vote at the General Assembly or atPlenarySessions;

b. the loss of its right to organize in the name of the ICMM an International

Congress of Military Medicine or medical days or seminars or an advancedcourseforyoungofficersoftheArmedForcesMedicalServices.

Should a Member State fail during four years consecutive to meet its financial

obligationstowardstheICMM,TheCommitteemaydecidetoexcludethatState,onthetermsitjudgesappropriate.

Bya voteof theGeneralAssembly,TheCommitteemay restoremembership,withall

thecorrespondingprivilegesasICMMMemberState,toanyStatewhichhasfullymetitsobligationstowardstheICMM.

PARTIII:OFFICIALSChairmanoftheICMMArticle71. TheChairmanoftheICMM:

a. isbyrightthepersonappointedbyaMemberStatetoserveastheChairmanoftheInternationalCongressofMilitaryMedicineorganizedbythatMemberState;

b. assumes office on the opening day of the Congress organized by hisMember

StateandservesuntilreplacedbyanewChairmanoftheICMMontheopeningdayofthenextInternationalCongress;

c. presidesoverthemeetingsofTheCommitteeandisentitledtospeakandvote;d. representstheICMMatofficialevents;e. endeavourstomaintainharmoniousrelationswithMemberStates;f. hastherighttorequestinformationatanytimefrommembersoftheICMMas

to their activities and programmes and to express his views regarding suchmatters to the SecretaryGeneral, the latter being requested to refer to thoseresponsibleforsuchactivitiesandprogrammes;

g. is responsible for the observance of the Statutes and regulations regarding

activitiesandmatterssubjecttothedecisionsoftheGeneralAssembly;h. becomes,attheendofhisperiodofoffice,HonoraryChairmanoftheICMMfor

hislifetime,withtherighttoattendinanadvisorycapacitythemeetingsofTheCommittee.

2. Intheeventofpermanent incapacityordeathoftheChairmaninoffice,theSecretary

Generalshall invite theStatethatorganizedthe last InternationalCongressofMilitaryMedicinetoappointareplacement.

In the event of temporary incapacity of the Chairman in office, the retiring Chairman

shallassumethisfunctionadinterimduringsaidperiod.

Vice‐ChairmenoftheICMMArticle8ThetwoVice‐ChairmenoftheICMMare:a. theretiringChairman;b. the person appointed by his Member State to serve as the Chairman of the next

InternationalCongressofMilitaryMedicine.The period of office of both Vice‐Chairmen of the ICMM is the same as that of the ICMMChairman in office. They are entitled to speak and vote at the meetings of The CommitteeduringtheperiodoftheirmandatesasVice‐Chairmen.NationalDelegatesArticle91. EachMember Statewill appoint aNational Delegate to represent thatMember State

withintheICMM.2. ThisNationalDelegatewillbeentitledtospeakandvoteattheGeneralAssemblyandat

themeetingsorganizedbytheICMM.3. TheNationalDelegatewillbechosenfromamongtheregularorreserveofficercorpsof

the Armed Forces Medical Services. In principle, this Delegate will preferably be theHeadoftheArmy,NavyandAirForceMedicalServicesofhisStateortheHeadofoneoftheseServices.

HisappointmentwillbetransmittedtotheSecretaryGeneralthroughthechannelofthe

Belgian Ministry in charge with Foreign Affairs. When prevented from attending themeetingsofTheCommittee,theNationalDelegatewillinformtheSecretaryGeneralandindicatethepersonwhowillrepresenthim.

4. TheNationalDelegatemayonlyrepresenttheofficialpositionofhisGovernmentwithin

theICMM.

5. TheNationalDelegatewill:

a. maintain permanent contacts between the Secretariat General of TheCommitteeandtheArmedForcesMedicalServicesofhisState;

b. forwardtotheSecretaryGeneralthevariousworks,periodicalsandpublications

ofmedico‐militaryinterestpublishedinhiscountry;c. meet,wheneverpossible,requestsfordocumentationorinformationpassedon

tohimbytheSecretaryGeneral.SecretaryGeneralArticle101. TheSecretaryGeneral:

a. is appointed for a period of four years by The Committeemeeting in GeneralAssembly;hismandatemayberenewedorendedbyTheCommitteemeetinginGeneralAssembly;

b. must be a doctor of medicine, serving or having served with the regular or

reservemedicalofficercorpsof theArmedForcesMedicalServices. Inhomageto the pioneer of the ICMM, General VONCKEN, and in consideration of thelocationoftheseatoftheSecretariatGeneral,theSecretaryGeneralshallbeofBelgiannationality;

c. musthavetheappropriateavailabletimefortheoffice;d. becomes, upon retirement from office, Honorary Secretary General for his

lifetime, with the right to attend in an advisory capacity the meetings of theICMM.

2. TheSecretaryGeneralinoffice:

a. isresponsibleformaintainingthepermanenceandcontinuityofICMMactivities;b. manages and administers the ICMM Secretariat, including determination of

requirementsforstaffandequipment;

c. isresponsiblefororganizingandcoordinatingtheactivitiesandimplementationmeasures approved by the ICMM or in consonance with the missions of theICMM;

d. isresponsibleforthefinancialmanagementofICMMpropertyandresources.He

prepares the budget of the ICMM and presents the latter for approval to theGeneralAssembly;

e. isthechiefeditoranddirectorofthe InternationalReviewoftheArmedForces

MedicalServices;f. maintains regular relations between the ICMM andNational and International

Institutions having the same scientific and moral orientation as the ICMM,accordingtothedirectionsoftheGeneralAssembly;

g. preparestheagendasofthemeetingsoftheAdvisoryBoard,theBureauofThe

Committee,theGeneralAssembliesandthePlenaryandExtraordinarySessionsof The Committee, obtaining approval of the agendas from the Chairmen ofthosebodies;

h. monitors,incoordinationwiththeChairmanoftheICMM,theVice‐Chairmenof

theICMM,theChairmanoftheScientificCouncilandtheDirectorGeneralofthenextCongress,thepreparatoryorganizationofthenext InternationalCongress,of medical days, of international advanced courses and of seminars, incompliance with the provisions of the related Regulations. He reports to theICMM Chairman in office, in order to be in a position to take any specificmeasurerequiredinduetime.HeisassistedinthismissionbytheChairmanoftheScientificCouncil;

i. makes the necessary arrangements to convene in due time the Bureau of the

ICMM,theScientificCouncilandtheTechnicalCommissions;j. in agreementwith theChairmenof thesebodies, is responsible fororganizing,

withinthetimelimitsspecifiedintheStatutes,theappointmentofsuccessorstoChairmenandMembersofsuchbodieswhosemandatesareabouttoexpire.HetakesthenecessarymeasurestoensureafairgeographicaldistributionregardingcandidatespresentedforappointmentbeforeandbytheGeneralAssembly;

k. supervises,incollaborationwiththeDirectorsandCoordinatorsofinternational

courses,thegeneralorganizationofadvancedcoursesforyoungofficersoftheArmedForcesMedical Servicesandofother international coursesapprovedorsupportedbytheICMM.AftertakingtheadviceoftheChairmanoftheScientificCouncilregardingtheguidelinestobegiventotheDirectorsofsuchcourses,he

defines the general trends of programmes and requests reports as to theirimplementation.Hefurtherassessesthevalueandefficiencyofsuchcourses;

l. organizesthemeetingsoftheBureauoftheICMM; m. organizes themeetingsof theAdvisoryBoard,when required, andpresents to

TheCommitteetheconclusionsandrecommendationsoftheAdvisoryBoard;n. is responsible for all themeasures to be taken in order to secure the normal

DeputySecretaryGeneralArticle111. TheDeputySecretaryGeneral:

a. isappointedbyTheCommitteemeetinginGeneralAssembly,onproposaloftheSecretary General, for the same period of office as the Secretary General. Hismandate may be renewed or ended by The Committee meeting in GeneralAssembly;

b. must be a doctor ofmedicine of Belgian nationality, serving or having served

withtheregularorreserveofficercorpsoftheArmedForcesMedicalServices.Ifhe is still on active service, the Deputy Secretary General must obtain priorpermissionfromhisCommanderinordertocarryouthismandate;

DirectorGeneralofanInternationalCongressArticle121. The Vice‐Chairman of the ICMM, commissioned by his Member State to organize an

InternationalCongressofMilitaryMedicine,mayappointapersontoserveasDirectorGeneralofsaidCongress.

2. TheDirectorGeneral:

a. mustbeamemberofamedicalprofessionorofanancillarymedicalprofessionor of a healthprofession, servingor having servedwith the regular or reserveofficercorpsoftheArmedForcesMedicalServices;

b. isofficiallyappointedandassumesofficeuntilalltheadministrativetasksrelated

to the Congress organized by his Member State are completed (accordingly,theremaybetwoDirectorsGeneral);

c. is responsible for the material organization of scientific and administrative

activitiesrelatedtotheCongress;d. serves as a temporary member of the Scientific Council during his period of

granted, subject to prior acceptance by the organizing country, to any Delegaterepresentinga State that isnotamemberof the ICMM,butamemberof theUnitedNationsOrganizationorrecognizedassuchbytheUnitedNationsOrganization.

2. TherequestoftheGovernmentofaStatethatisnotaMemberoftheICMM,regarding

theappointmentofaDelegatetoserveasObservershallbeaddressedtotheSecretaryGeneral of the ICMM at least three months before the date decided for the nextInternational Congress of Military Medicine or the next medical days or the nextseminar.

2. Requestsfromtheseorganizationsand institutionsshallbeaddressedtotheSecretary

General of the ICMM at least three months before the date decided for the nextInternationalCongressorthenextmedicaldaysorthenextseminar.

3. ThestatusofObserverallowsthelattertoattendtheScientificSessionsofInternational

Congresses,medical days and seminars. It does not allow theObserver to attend theGeneral Assembly, unless positive authorization has been given by the Bureau of theICMM and confirmed by approval of the General Assembly. A two‐thirds majority ofvotesisrequiredforthispurpose.

MilitaryandCivilMembersofMedicalServiceswhoarenotpartofOfficialDelegationsofMemberStatesArticle15 1. MilitaryandcivilmembersofMedicalServiceswhoarenotpartofOfficialDelegations

of Member States may, after approval by the organizing State, be admitted to thescientific activities of International Congresses ofMilitaryMedicine,medical days andseminars,providedtheconditionsbelowarestrictlyobserved:

a. Theyshallberegisteredonanindividualbasis.b. With respect to the authorization to enter and stay in the countrywhere the

Scientific Session is held, they shall be subject to themeasures defined in thedecisionsofthegovernmentauthoritiesandbythe lawsandregulationsoftheorganizingcountry.

c. DuringorontheoccasionofsuchSessions,theyshallnotwearclothes,badges

The Advisory Board chooses its Chairman from among the members present at the

sessiontowhichithasbeenconvened. TheDeputySecretaryGeneraloftheICMMservesassecretaryofthesessionsandisnot

entitledtoparticipateinthedecision‐makingprocess.4. OnrequestoftheChairmanoftheICMMoron initiativeoftheSecretaryGeneral,the

latter convenes theAdvisoryBoard. The conveningnotice shall contain the agendaoftheissuesbroughtupfordebateandthenecessaryrelateddocumentation.

The Advisory Board must also be convened on initiative of a group of at least ten

MemberStates.5. The debates and deliberations of the Advisory Board are confidential. Only the

conclusions of such debates may be formulated in writing and made public. TheChairmanoftheICMMandtheSecretaryGeneralaretherecipientsofsuchconclusions.

6. Whenappropriate, theAdvisoryBoardmayobtainadvice fromexperts froman ICMM

MemberState.7. TheAdvisoryBoardreachesdecisionsbyasimplemajorityvote.Ifthevotesareequal,

theChairmanoftheAdvisoryBoardhasthecastingvote. Theminimumquorumrequired intermsofvalidityofworksessions is threemembers

authorizedtotakedecisions. Votingbymailorproxyispermitted.8. The minutes of the meetings of the Advisory Board are prepared by the Deputy

SecretaryGeneral and approvedby theChairmanof theAdvisoryBoard. TheminutesarefiledattheSecretariatGeneral.OnlytheICMMChairmaninofficeandtheSecretaryGeneralmayhaveaccesstosuchminutes.

ScientificCouncilArticle19(amendmentOctober2009)1. The Scientific Council, under guidance of the Secretary General, is responsible for all

scientificandtechnicalactionsoftheICMM.

The Scientific Council participates,with it advices andproposals, in thepreparationandfollow‐upofscientificprogramsforfutureCongressesandotherScientificSessions,inthepreparationofprogramsforinternationaladvancedcoursesandinthescientificpolicyoftheICMM.

TheScientificCouncilcoordinatesthescientificactivitiesoftheTechnicalCommissions.Itreceives their proposals and forwards them to the Secretary General together with itstechnicaladvice.

2. The Scientific Council consists of a Chairman, a Deputy Chairman, the Chairmen of the

TechnicalCommissionsandAdvisoryMembers.3. TheChairmanoftheScientificCouncil

a. musthavethefollowingqualifications:(1) beadoctorofmedicine,(2) beorhavebeenanactivemedicalofficer,(3) possess a recognized competence and experience in the very specific matters

TechnicalCommissionsArticle20(amendmentOctober2009)1. TheCommitteemeetinginGeneralAssembly,onproposaloftheChairmanoftheScientific

Council, under his responsibility and with the approval of the Secretary General, mayauthorizetheestablishmentofTechnicalCommissionstoexaminespecifictechnicalaspectsofmedicine.ThenumberoftheseTechnicalCommissionsisdeterminedbytheChairmanoftheScientificCouncilaccordingtorequirementsandbudgetallowances.

TheworkofthesecommissionswillbecoordinatedbytheScientificCouncil.

2.EachTechnicalCommissionconsistsof:

a. aChairman,appointedbytheCommitteemeetinginGeneralAssembly,onproposaloftheChairmanoftheScientificCouncil,inagreementwiththeSecretaryGeneral.

The Chairman must be serving with the regular officer corps of the Armed ForcesMedicalServicesofhisState. Thetermofhismandateisfouryearsandmayberenewedonce.

4. TheChairmanofeachTechnicalCommission:

a. hasanadvisorycapacityatthemeetingsandassembliesoftheICMM;

b. isamemberoftheScientificCouncil;

c. presents,beforeeachmeetingoftheICMM,areportoftheactivitiesandprojectsofhisCommissiontotheChairmanoftheScientificCouncil.

SaidreportformspartofthereportoftheChairmanoftheScientificCouncilpresentedto the ICMM meeting in General Assembly, based on an agreement between theChairmanoftheScientificCouncilandheChairmanofeachTechnicalCommission.

BureauofTheCommitteeArticle211. TheBureauofTheCommitteeiscomposedoftheChairmanoftheICMM,thetwoVice‐

Chairmenof the ICMM, theChairmanof the Scientific Council, the SecretaryGeneral,andtheDeputySecretaryGeneral.

2. TheBureauofTheCommitteemeetsoncalloftheChairmanoftheICMM.3. ThefunctionsoftheBureauofTheCommitteeare:

a. topreparetheagendasformeetingsofTheCommittee;

AdhocWorkingGroupsforPlanningandProgrammingInternationalandRegionalWorkingGroupsArticle221. The Secretary General may set up, under his own responsibility, an ad hoc working

groupwheneverheconsiders it appropriate toask furtheradvice regarding importantmatters:

a. relating to the planning and programming of activities which fall within his

responsibilities;b. consideredasurgentorhavingavery specific technical complexity in termsof

decision‐makingbytheSecretaryGeneral.

2. Anadhocworkinggroupiscomposedexclusivelyofmembersand/orformermembersof the ICMM with an established competence or experience in the matter to beaddressedandbelongingtoaMemberStatethatiscurrentinitsfinancialcontribution.

3. AnadhocworkinggroupchoosesitsChairman,workmethodsandvenue.Thetermof

anadhocworkinggroupislimitedtocompletionofthespecifictaskitwasassignedbythe SecretaryGeneral at the time itwas established. In principle, such term shall notexceed one intersession. Its term may however be extended to the followingintersession,withconcurrenceoftheICMM,ifthetaskhasnotbeencompleted.

4. An ad hoc working group executes its mission under guidelines established by the

SecretaryGeneralandsubmits itspositionandfindingstothelatter. ItsChairmanmaybecalledontopresentitsfindingstoTheCommittee.

5. The Secretary General periodically presents to the Chairman of the ICMM a detailed

report regarding the establishment, composition, activities and term of each ad hocworkinggroup.

6. InternationalWorkingGroup

AnInternationalWorkingGroup(IWG)iscreatedtoassisttheSecretaryGeneralinordertoimproveICMM’soperationbetweeneachcongresssession.

TheIWGactsasaliaisonbetweentheSecretaryGeneralandmembersstatesdelegates.It studies and puts forward an opinion on any project or question submitted by theSecretaryGeneralorbyoneoftheGeneralAssemblymembers.TheIWGhasanadvisoryroleonly,andtheMemberStatesarenotpoliticallyinvolvedbyitsproposals.

The number of members comprising the IWG is fixed by the General Assembly. AninternalregulationdefinesthedetailsofrunningandinternalorganisationoftheIWG.

Areporter,appointedbytheIWGmembersinIWGplenarysession,regularlyinformstheSecretaryGeneral of theWorkingGroupprogresses and submits a report during eachGeneralAssembly.

7. RegionalWorkingGroups

InordertoadapttheICMMorientationstotheregionalneeds,RegionalWorkingGroups(RWG)canbecreatedundertheGeneralSecretary’sresponsibility,whenrequestedbyacertainnumberofMemberStateswithgeographicalproximity,onavoluntarybasis.AcountrycanjoinmorethanoneRWG.EachcountryhasthechoicetojoinornotaRegionalGroup.The Secretary General will introduce these groups during the first General Assemblyfollowingtheircreation.TheRWGsaretobescientificandtechnicallyoriented.

RWG operations and procedures are defined by a common internal regulation. EachRWG’s Chairman can propose additions to his own Group’s internal regulation, withapproval by the SecretaryGeneral. Additionsmustbe in conformitywith the ICMM’sstatutesandregulations. AnyarticleoranyactivitycontrarywithICMM’sstatutesandregulationswillbedeclarednullandvoid.The RWG can organize any regional scientific activity (congresses, courses orsymposium),incollaborationwiththeICMMScientificCouncil.BilateralandmultilateralcontactsarefavouredwhenpromotingimprovedrelationswithotherMemberStates.TheRWGChairmenwillkeeptheSecretaryGeneralinformedoftheiractivities,andtheyaretosubmitastatusreportduringeachsessionoftheGeneralAssembly.

SecretariatGeneraloftheICMMArticle231. The Secretariat General of the ICMM consists of the Secretary General, the Deputy

SecretaryGeneralandapermanentstaffwhosenumberisafunctionofitsactivities.Forurgentneedsof theSecretariatGeneral, temporaryassistanceof specializedstaffmaybecalledinbytheSecretaryGeneral.

2. ThefunctionsoftheSecretariatGeneralare:

a. toperformtheadministrativeandmanagementtasksundertheresponsibilityoftheSecretaryGeneral;

b. tocentralizeandcirculatemedico‐militaryinformation;c. tosupervizeandpublish the InternationalReviewof theArmedForcesMedical

Services;d. to promote the organization of medical days, seminars, international study

sessions and international advanced courses for young officers of the ArmedForcesMedicalServices;

e. topromote theorganizationor supportofothercoursesof interest tomilitary

medicineandapprovedbytheICMM. TheSecretariatGeneralisfurtherresponsibleformaintainingthecontinuityofactivities

listedunderarticle2andarticle4oftheseStatutes.Forthispurpose,throughinquiries,working groups or commissions, the Secretariat General carries out any researchrequestedbymembersofTheCommitteeorbyinternationalorganizationswithwhichitcollaboratesathumanitarian,scientificandtechnicallevels.

heldorontheoccasionofscientificdaysofmilitarymedicine,seminarsorsymposiumsorganizedbyaMemberStateafterapprovalbytheICMMorwithitssupport.

2. APlenarySessionmaybeconvenedandheldtoconsider:

a. mattersrelatingtoICMMadministrationandfinances;b. theorganizationofthenextInternationalCongressofMilitaryMedicine;c. other matters regarding the organization and operation of the ICMM, as to

which decisions cannot be delayed without prejudice until the next GeneralAssembly.

ExtraordinarySessionArticle271. The Committee may meet in Extraordinary Session whenever the Bureau of The

Committeejudgesitappropriate.

2. The conveningnotices sent to theNationalDelegatesofMember Statesmust include

theagendaofallissuestobeexaminedduringtheExtraordinarySession.VotingArticle28(amendmentDecember2013)TheGeneralAssemblyoftheInternationalCommitteeofMilitaryMedicinedecidesbyasimplemajorityofvotes,regardlessofthenumberofMemberspresent,exceptinmatters,subjecttospecificprovisionsorregulationsregardingthemajorityandthequorumrequired.AsimplemajorityoftheDelegatespresentisrequiredforadmissionofnewmembers.Atwo‐thirdsmajorityandaquorumof50%arerequiredforexclusionsandamendmentsoftheStatutes.Incaseofbalanceofvotes,theChairmanoftheICMMhasthecastingvote.

PARTVII:FINANCIALMANAGEMENTFundsandBudgetArticle291. To perform itsmissions, the ICMMhas at its disposal staff, equipment, premises and

funds.2. Thepremisesandappropriatesubordinatestaff,equipmentandfurnitureareprovided

bytheBelgianGovernment.3. Thefundscomefrom:

a. financial contributions ofMember States, in the form of yearly payments, theamount of which is determined by means of a scale approved by the ICMMmeetinginGeneralAssembly,PlenarySessionorExtraordinarySession;

b. donationsfrompublicorprivatebodiesandfromprivateindividuals;c. receipts from the publication and sale of printed material by the Secretariat

GeneraloftheICMM.4. ThefundsoftheICMMaremanagedbytheSecretaryGeneral,whoisaccountableand

responsible for suchmanagement to The Committee. The SecretaryGeneral regularlyinformstheICMMChairmanoftheevolutionoftheaccounts.

OntheoccasionofeachGeneralAssembly,theSecretaryGeneralwill:

a. presenttoTheCommitteeforapprovalareportonstatusoftheaccountssincethe last General Assembly. The Committee will appoint three auditors fromamong the National Delegates to audit the accounts and present to TheCommitteea recommendation forapprovalordisapprovalof the reportof theSecretary General regarding the accounts of the past year. In event ofdisapproval, the Chairman of the ICMMwill prescribe corrective action.Whenthelatteriscompleted,theSecretaryGeneralwillprovidetheresultsthereoftotheNationalDelegatesofMemberStatesandpresent therevisedaccounts forapproval to The Committee meeting in General Assembly, Plenary Session orExtraordinarySession;

b. present toTheCommittee forapprovalabudget for receiptsandexpendituresscheduledfortheperiodbetweentheInternationalCongressinsessionandthenextCongress.

5. No expenditure not provided for in the approved budget may be effected by the

Secretary General, except in cases of emergency within the normal activities of theICMM.Inthosecases,theSecretaryGeneralwillimmediatelyreporttotheChairmanoftheICMMregardingsaidexceptionalexpenditures.Hewillalsopresentanexplanatoryreport of these expenditures at the nextmeeting of the ICMM and request approvalthereofbyavoteoftheMembersofTheCommittee.

6. An auditing commission comprises three auditors presented by Member States and

appointedbytheGeneralAssemblyfortheperiodextendingbetweentwoCongresses. The auditors will be informed every six months, by the Secretary General, of the

financialsituationoftheICMM. DuringtheGeneralAssembly,theauditorswillreporttoTheCommittee.TheSecretary

GeneralshallprovideatanytimeallfinancialinformationrequestedbytheChairman.

PARTVIII:REVISIONOFTHESTATUTESRevisionoftheStatutesArticle301. TheseStatutesmaybewhollyorpartiallyrevisedbyTheCommittee.2. In ordinary circumstances, a proposal to revise the Statutesmust be received by the

SecretaryGeneral at least one year before the scheduled convening date of the nextGeneralAssembly, intheformofapetitionsignedbyat leastonefifthoftheNationalDelegates of the ICMM. The proposal must cite the exact wording of the proposedrevision,withappropriatejustification.Aproperlysubmittedproposalshallbeplacedonthe agenda of the next General Assembly and sent, at least six months before thescheduled convening date of that General Assembly, to all National Delegates andofficialsprospectivelyauthorizedtovoteduringthatGeneralAssembly.

3. Under circumstances which are critical to the proper functioning of the ICMM, a

proposal to revise the Statutesmay be placed on the agenda of aGeneral Assembly,PlenarySessionorExtraordinarySessionbytheBureauofTheCommittee.TheproposalwillbefurnishedtoNationalDelegatesandofficialsoftheICMMinadvance.

4. In evaluating a proposed revision of the Statutes, the SecretaryGeneralmay seek, in

writing,therecommendationsoftheAdvisoryBoard.5. InastatutoryGeneralAssemblyorExtraordinaryAssemblyvoteonaproposaltorevise

theStatutes:

a. theremustbeaquorumpresentofhalfof the ICMMofficialsentitled tovote,and

b. approvalrequiresatwo‐thirdsmajorityvoteofthosepresentwhoareentitledto

vote.

UseofLanguagesOfficialLanguages

Article321. ThetwoofficiallanguagesoftheICMMareFrenchandEnglish.2. The Statutes, internal Regulations and their casual amendments to be submitted for

approval to ICMM Members meeting at a session, are prepared in at least twolanguages,FrenchandEnglish,Frenchbeingtheauthoritativeversion.

3. The use, on a temporary or permanent basis, of any other language than French and

Englishshallbesubject toaprotocoldecidedandsignedby theSecretaryGeneral,onbehalfoftheICMM,andtheDelegateoftheStateorgroupofStatesconcerned.

TheSecretaryGeneralshallinformtheMembersofTheCommittee,meetinginGeneral

AssemblyorPlenarySession,astothecontentsofsuchprotocol.
