2011 Legislation

• Advanced Placement Incentive Grant– $500 One-time Grant– Score 3 or above on at least two AP tests in

mathematics or science while attending a Missouri public high school

– Receive A+ or Access Missouri (including calculated zero awards)

– Funded by MOHELA

State Budget – FY 2012

• Revenue/Tax Receipt trends are mixed– Year to date – up 1.2%– October – down 1.5%

• Budget based on 1.66% growth– Governor previously withheld $170 M

• Lottery/gaming below appropriations• $450 million in one-time funds

• Complications– Unemployment above 8.5%– Education and SFA dependent on

lottery/gaming– Cost of disaster recovery still unknown– Phase out of corporate franchise tax

• Results– Further withholdings remain possible

• Spending restrictions and vetoes become core cuts

• No federal stabilization funds• Revenue projections not currently finalized

• Projected shortfall between $250 - $500 million

• Replacement of FY 12 one time funds is a major issue

Access Missouri

• 15% increase in eligible applicants• Reduced awards– Funding increase insufficient compared to

increase in applicants

• Mid-year adjustment– Will only impact Spring award amounts– Dependent on program utilization

Bright Flight

• Bright Flight for 2011-12– Awards for top 3% - $1,750– Awards for top 4th and 5th percentiles- $0– FY 2012-13 scores remain unchanged• Top 3% - 31 ACT• 4th and 5th – 30 ACT

– Continue to anticipate possible score changes in near future• ACT releases data in late August or September

• Awards– Fully funded for tuition and general fees• Includes $7 million from MDHE loan funds

– Capped at standard credit hour rate for LSTC• Federal credit to clock hour conversion for clock

• Completed rewrite/redesign of MDHE interface– Move system to current technology platform– Implement needed fixes and enhancements– A+ incorporated– Final revisions/fixes continue to be deployed– User manual updates coming based on these

changes

College Access Challenge Grant

• Federal multi-year grant to states to improve college access and persistence.

• MDHE recently received fourth cycle grant– RFP for sub-grant currently available on MDHE

website– Letter of intent – December 1– Proposal – December 22

• Third Cycle Highlights– Awarded sub-grants totaling $1.7 million to 20

organizations– Potential for 80,000 low-income students

directly impacted through sub-grant recipients– Supporting FAFSA Frenzy– Continued focus on a statewide access

conference and network
