June 20, 2018 A major freight corridor in Southern Arizona will undergo a full build-out of improvements over the next few years now that the State Transportaon Board formally approved the funding for the project. The board approved the two planned construcon phases for State Route 189. Other major expansion projects along key commerce corridors, including Interstate 17, US 93 and State Route 260, were also approved as part of the annual update to the Arizona Department of Transportaon’s Five-Year Transportaon Facilies Construcon Program. The 2019-2023 Five-Year Program includes projects in Greater Arizona and the Maricopa County and Pima County regions. The Arizona Department of Transportation (ADOT) is imple-menting a new DBE Affidavit Review process effective for all ADOT bid openings on or after June 22, 2018.
DBE Affidavits are due to Business Engagement and Compliance Office (BECO) from the Apparent Low Bidders (ALB) by 4:00 pm on the 5th calendar day post bid (generally bids open on Fridays, DBE Affidavits are due Wednesday by 4:00 pm). All other bidders are encouraged to submit the affidavits in order to be considered for award.
ADOT will eliminate its current practice of working back and forth with bidders to correct errors on DBE Affidavits. ADOT will no longer review DBE Affidavits prior to the deadline. All DBE Affidavits submitt ed will be reviewed after the 5th calendar day post-bid. The DBE Affidavits with revised date of 5/16/2018, links provided below, shall be used for all bid openings on or after June 22, 2018.

Bidders are encouraged to contact BECO with questions about completing DBE Affidavits prior to bid opening and before the 5 day deadline. Click the link below for a list of most common errors on DBE Affidavits received in the past. DBE Affidavits must be submitted free of those and any other errors.
DBE Affidavits Errors & Tips Information
Effective bid openings on or after June 22, 2018, all DBE Affidavits must be submitted correct and error free and will be processed after the 5th day identified above. Affidavits submitted with errors will not meet good faith effort require-ments and are subject to rejection of bid. For multiple DBE Affidavits submitted, BECO will consider for review the last submitted DBE Affidavits prior to the 5 day deadline.

DBE Affidavits are Now Due to BECO by 4pm on the 5th Calendar Day Post Bid
ADOT Bid openings after January 1st, 2017 will require prime contractors to submit DBE affidavits within 5 calendar days from bid opening. This is two days less than the current requirement. For example, if bid opens on Friday, the DBE Affidavits will be due to BECO, from the prime contractor, by Wednesday before 4:00 PM. Therefore, this is reducing the time DBEs and prime contractors have to prepare, sign and submit the DBE Affidavits to BECO. DBEs are urged to consider this new time restriction when working with prime contractors to complete and sign the DBE Affidavits in order for them to be submitted to BECO by the 5th calendar day from bid opening.
