STARCLUB- CENTRAL MID-NORTH
REGION
The Central Mid-North STARCLUB program is a joint
funding venture between with the Office for Recreation,
Sport & Racing (ORSR) and the three council regions of:
• Regional Council of Goyder- Main desk.3 days/
week
• Wakefield Regional Council- Hot desk-1 day/ week
• Clare & Gilbert Valleys Council- Hot desk.1 day/
week THE FOCUS OF THE ROLE:
• to work with individual councils
• Aim to increase collaboration between councils on
projects and with funding alignment and
opportunities
• Gain a Regional perspective INITIAL IDENTIFIED AREAS OF POTENTIAL DEVELOPMENT: o Regional Open Spaces and Facilities Plan, 2019-?
o Governance and leadership training for sporting
committees.
o Youth leadership and committee training program
o Physical literacy programs for 3-6yr olds
o Increase in Active Aging programs
o Inclusion programming in clubs ( NDIS)
o Parkrun + Heart foundation walk Program
What is the STARCLUB Program?
• Office for Recreation, Sport and Racing benchmark
for a ‘WELL-RUN’ sport or recreation club in SA.
• Simple to use ONLINE club development tool
launched July 2010.
• 25 questions with 5 key areas of club development
• Help clubs be the best they can be to meet their
legal and affiliate requirements, with resources at
hand.
• Can positively change a club culture and help grow
membership
• STARCLUB web tool now has over 2000 registered
club and recreation group users in SA.
• Four stages / levels of engagement with the
program.

To operate legally in SA all clubs
must meet a minimum of the 5
criteria items listed- Incorporation; Risk
Management; Volunteer/Staff inductions; Equal
Opportunity principles; Child Safe Environments.
5 Key Areas- 25 questions
STARCLUB- Club Status Level 1 – Registered Filled in details to register
Level 2 – Submitted All questions answered online with YES, No or in Progress
Level 3 – Provisional Online Status Achieved- sufficient stage
minimum requirement for ORSR grants At least 3 questions in each part 1-5 must be answered YES, including all
mandatory questions – Q 1,2, 11,16 & 21
Level 4 – Full STARCLUB Recognition Award- Best level for Grants Request and complete STARCLUB Audit/Consultation to confirm all requirements
have been met and all details are correct
*The Gums Horse and Pony Club in Marrabel have achieved
Level 4 STARCLUB Recognition status.

There is currently eleven (11) STARCLUB
Officers partnered with thirty (30)
regional councils in SA.

Active Club Program Provides assistance to active recreation and sport clubs with minor facilities, and programs and equipment.
Community Recreation and Sport Facilities Program Provides assistance to eligible organisations to plan, establish or improve sport and active recreation facilities.
Grassroots Football, Cricket, and Netball Facility Program Provides assistance to eligible applicants to increase participation and improving gender equity in Australian
Rules Football, Cricket and Netball to support healthier, happier, and safer communities. Planning and Research Program
Provides assistance to eligible organisations for planning and research initiatives that contribute to the delivery of facilities, programs and services that grow participation in active recreation and sport.
SASI Individual Athlete Program Provides assistance to eligible elite and country athletes who are engaged in an Olympic, Paralympic or
Commonwealth Games sport and event. Sport and Recreation Development and Inclusion Program
Provides assistance to eligible organisations to develop and implement projects that will grow the sport or activity, improve services or address barriers to inclusion.
Sport and Recreation Sustainability Program Provides assistance for the leadership, policies and services provided by South Australian state sport and active
recreation organisations and industry representative bodies. Vacswim SA Program
Provides assistance to eligible organisations to provide children aged 5 to 13 years old with opportunities to develop a range of water skills and positive experiences.

Working with Industry- State & National Sporting Offices
The SFO role can be best utilised as a point of contact with for clubs the Office for Recreation, Sport and Racing and state and national sporting organisations (SSO’s / NSO’s)
The ORSR provide support to the STARCLUB Program -
• Sport Governance and Sport Integrity / Facility Development and Planning Resources / Recreation Industry / Grant Programs / Diversity and Inclusion / Sport Pathways, Coaching, Officiating and Volunteers / Sport Ethics and Culture / Club Development / Sustainability
Good relationships with governing bodies can assist the LGA’s and clubs with up-to-date information
happening in any particular sport.
