2.1 Saarc countries to harmonize standards to boost trade

In an attempt to boost trade in the South Asian region, members of the South Asian Association for Regional Cooperation (Saarc) are finalizing mutually acceptable standards in products in five sectors with significant trade interest for member countries. Divergence in standards is considered a major non-tariff barrier for trade not picking up in the region. Chandan Bahl, head of international relations department in the Bureau of Indian Standards, said the idea is to identify products and try to harmonize national standards into a distinctive Saarc standard which has to be mandatorily followed by all member countries. “The work in this direction has already been started. Some products have been identified where technical committees are meeting and discussing to harmonize standards. They have to go back to the stakeholders who will vet it with their own national standards and get it ratified by their respective countries. It has to be unanimous decision of all members,” Bahl added.

On the certification side, countries are developing a mutual recognition agreement (MRA) on quality assessment, whereby they would be able to utilize each other’s certification bodies so that most of the certification takes place in the country of origin of the product without depending on the certification of the destination country. 2.2 BIS to set up five labs in 2016 to augment product testing facility

The Bureau of Indian Standards (BIS) will set up five new laboratories by next year in order to augment product testing infrastructure in the country. To ensure better compliance of standards, the ministry of consumer affairs, food & public distribution has directed BIS to set up new laboratories in a phased manner. Apart from augmenting infrastructure in the testing labs at Guwahati and Patna, five new labs would be set up by March, 2016. Based on the requirements, four new labs may be set up every year afterwards, said Ram Vilas Paswan, ministry of consumer affairs, food & public distribution ministry. The authority will also develop standards for solid waste management to give a push to 'Make in India' campaign. Read More

2.3 New and existing licenses to become 10 digits from current 7 digits

BIS released a notification on 28/10/2014 asking new and existing licenses to become 10 digits from current 7 digits. BIS has now withdrawn clauses clause 2(iii) and 4 of this earlier notification related to migration of 7 digits to 10 digits by May’2015. Which means only new application will be processed with 10 digit licensing. For more information please click here

2.4 BIS to develop an product certification system on par with international standards

The government plans to amend the Consumer Protection Act to make the redressal mechanism easy and universally accessible, Consumer Affairs, Food and Civil Supplies Minister Ram Vilas Paswan said here today. A broad based consumer protection authority which would be empowered to take suo moto action against violating companies would be set up, Paswan said at a review meeting of the Bureau of Indian Standards (BIS) here. The government would broad base the consumer redress mechanism by inducting people from different walks of life, besides those from judicial and legal backgrounds, he added. Lashing out at companies which resort to misleading advertisements, he said that the government has set up an inter-ministerial committee, with representatives from the Information & Broadcasting Ministry as well as the Health and Family Welfare Ministry, to look into the matter. He urged the BIS to undertake a massive consumer awareness programme, especially in regional languages. He also mentioned the use of social media to spread consumer awareness. Paswan called upon BIS to develop an excellent product certification system on par with international standards in order to make Indian goods acceptable worldwide, adding that this is a pre-requisite for the ambitious 'Make In India' campaign to succeed. The BIS has formulated 19,000 standards out of which 6,000 are internationally comparable. BIS certifies 933 products with an ISI mark. At present, ISI certification is compulsory for 123 products, but the minister said that the number of certified products would need to increase. Source: Business Standards

3. Telecom Standards Development Society, India (TSDSI) http://www.tsdsi.org/

3.1 TSDI – ETSI Co-operation agreement

Co-operation (CA) agreement between ETSI and TSDSI is finalized, ETSI Board has approved it, and is now pending for GA approval [planned for approval electronically] and possible closure at the side-line of the 3GPP PCG meeting (28-29 of April 2015) when TSDSI representation is expected to be present.

3.2 TSDSI IPR policy

ETSI suggested changes as summarized below are yet to be addressed by TSDSI IPR WG. WG plan to take up further discussion on this in their next WG meetings yet to be scheduled. The main points of discussion are;

- A definition of ‘Affiliate’ is missing in TSDSI IPR Policy. Definition of AFFILIATE used in ETSI is as per article 15 (1) of the ETSI IPR Policy: http://www.etsi.org/images/files/IPR/etsi-ipr-policy.pdf

- Clause 5.4 of the IPR Policy does not really make sense if it is not interrelated with the concept of “Patent Family”. Clause 5.4 of TSDSI IPR Policy shall be aligned with a provision of section 6.2 of the ETSI IPR Policy, and include a definition of Patent Family” as per the definition described in article 15 (13) of the ETSI IPR Policy while noting that in ETSI IPR Policy, provisions related to the concept of PATENT FAMILY are covered in sections 4.3, 6.2 and Appendix A (IPR Licensing Declaration Forms).

- In the last page of the TSDSI IPR Policy on IPR Licensing Declaration, there seems to be a typo: “Clause 4.1” should be replaced by “Clause 5.1”.

3.3 TSDSI – oneM2M membership TSDSI membership request to become a Partner Type 1 in oneM2M Partnership Project has been approval, which bring TSDSI on the same level as ARIB, ATIS, CCSA, ETSI, TIA, TTA, and TTC.

4. Smart Cities

Basis discussion and agreement in SC#7 meeting: SESEI will work and monitor activities on Horizontal topic of Smart Cities in India. First update on this is as below;

4.1 Concept Node – Smart Cities in India

In the Union Budget 2014-15, the Government of India had announced a project to develop “One Hundred Smart Cities” as satellite towns of larger cities and by modernizing the existing mid-sized cities in the country. The Ministry of Urban Development, Govt. of India which is the nodal Ministry for this project called SMART CITIES in India has come out with a CONCEPT NOTE. Read More

4.2 New urban planning guidelines released

Seeking a paradigm shift in urban development planning, the central government has urged the states and urban local bodies to identify urban development needs and priorities through ‘citizen participation’ in decision making. Read More

4.3 Visit of CEN-CENELEC-ETSI SSCC-CG member and EU Expert Mr Michael Mulquin

SESEI organized a meeting with BIS senior officials including DG BIS, Head of Standardization during the visit of CEN-CENELEC-ETSI SSCC-CG member and EU Expert Mr Michael Mulquin.

Mr. Mulquin shared updates on Standards activity progress at global platforms, EU and at SSCC-CG. One key point highlighted during this meeting was that CEN/CENELEC/ETSI have set a great example to the International standards bodies in setting up a joint coordinating group to ensure that all the many different standards areas relating to smart cities could be tackled in a consistent and joined-up way, which followed a wide ranging discussion about how the Bureau of Indian Standards could both ensure that India is able to contribute in the most effective way to the International work in this area and also to benefit from the wider global experience.

A recommendation to BIS was that they shall set up a similar kind of coordinating group, bringing together the various interests related to smart cities to help manage this process within India.

SESEI already brokered meetings for Mr. Michael with key people in India Smart Grid forum (ISGF) and National Institute of Urban Affairs (niua) to talk through these ideas. ISGF and niua will meet with BIS over the next few weeks to discuss the development of smart city standards. SESEI has been instrumental in encouraging both the beginnings of effective standards work within India and a clear sense of the value addition that connects CEN/CENELEC/ETSI with Smart City standard development in India and vice a versa.

SESEI also used this opportunity to get Mr. Michael moderate a session at the M2M/IoT forum 2015 event which was a great opportunity to demonstrate the value of the European perspective to the exciting and important work going on in India.

4.4 Smart City Standards work at BIS

BIS has established a Sectional Committee on Smart Cities, CED 59, 1st Preliminary meetings was conducted on 2nd March 2015 under their Civil Engineering Divisional Council with Dr. Sudhir Krishna (Retired secretary from Ministry of Urban Development) as its first Chairman. This sectional committee on smart cities will develop standards which will be the torch bearer and guide all concerned stakeholders to develop smart cities. India also has an important role to play globally. Mr. J. C Arora, officiating Deputy Director General (Standardization), BIS in his introductory note, informed that this would be a brain storming session to find out members who could contribute to the sectional committee.

This sectional committee will identify smart city components/elements and develop guidelines for suitable implementation. This sectional committee is not confined to civil engineering or any one field but is a multidisciplinary one. He informed that as per the prevailing trend, statistically, by 2030, around 40% of our country's population will be in urban area and by 2050; it will be around 50%. City living is the best solution for better living of the increasing population and urban infrastructure needs to be improved and maintained to cater to the demand. Infrastructure includes water supply, sanitation, drainage, waste management, electric power, health care, education, security, ICT, transport etc. It also includes economic infrastructure. Smart cities should be self-sustaining and secured and all these will form parameters for sustainable growth. Smartness may vary and needs to be analyzed and implemented intelligently. This committee to find the standardization needs finalize the way forward and formulate scope to establish national standards.

Mr. M. J. Joseph, Director General, BIS addressing the meeting advised that the concept of smart cities being a multi-disciplinary one, Chairmen of other concerned divisional councils / sectional committees are to be invited and briefed about the process in CED 59. The works done globally by various organizations like ISO, IEC also needs to be taken into account. ISO 37120:2014, Sustainable development of communities -- Indicators for city services and quality of life has been formulated which could form basics of smart cities. He suggested that the committee may start with terminologies developed by other standards bodies and think of adopting those and also make suitable changes for our national scenario.

2nd follow-up meeting was held on 13th March, ISO 37120:2014 is agreed to be studied from an Indian content and develop/adopt the standard accordingly.

4.5 India Visit of EU Expert Ms. Anya Margaret Ogorkiewicz, Permanent Representative of the Polish Standardization Committee to the E.U. Smart City Standardization SSCC-CG

Summit having a theme of “Smart- Sustainable Cities, Technology and Innovation” was organized by Bharat Exhibitions on 18th March 2015. SESEI shared the event details to SSCC-CG, which in turn distributed the event details to its CG members. SSCC-CG Member Ms. Anya Margaret Ogorkiewicz [ permanent representative of the Polish Standardization Committee to the Smart and Sustainable Cities and Communities standardization coordination group at the EU-level (CEN, CENELEC, ETSI) and Smart Cities EU Expert ] was nominated to attend the conference on behalf of the SSCC-CG and Polish Standardization Committee.

SESEI worked with the event organizer for Ms. Anya Margaret Ogorkiewicz as one of the distinguished keynote speaker at the event. During this visit of EU Expert, SESEI used this opportunity to organise important meetings with key stakeholders working/engaged on the subject of Smart Cities such as National Institute of Urban Affairs (niua), Bureau of Indian Standards (BIS) and a webinar along with European Business Technology Center (EBTC) on Smart Cities wherein Ms. Anya was the main speaker.

2. 17th March 2015, Morning: Meeting with Mr. Jagan Shah, Director NIUA (National Institute of

Urban Affairs): Ms. Anya Margaret Ogorkiewicz and Mr. Dinesh Chand Sharma, Seconded European Standardization Expert in India met with the director of NIUA. National Institute of Urban Affairs (NIUA) is a premier institute, government aided body for research, capacity building and dissemination of knowledge for the urban sector in India. Institute has been assigned as a nodal agency to take forwards the government mission and vision to build 100 smart cities in India. Discussion held on; The current state-of-play of EU Smart City developments (the European Innovation

Partnership, SSCC-CG establishment at ESOs and ISO 37120 rollout in Poland. Importance of Heritage Sites and Urban Preservation, Smart Shrinking, Smart Citizen, Smart

City as a Service (SCaas) while modernising the existing cities. Morocco heritage as an example.

Work at Global Standards Organization – ISO, Infrastructure working group is headed by Hitachi, ISO 37120 is ready for rollout, and Management work is in progress, Security work yet to be started.

3. 17th March 2015, Afternoon: Webinar: Smart Cities – Role of Standards along with EBTC (European Business Technology Centre). SESEI organized a webinar along with the help of EBTC to reach out to greater number of audience and provided them with latest update/status on “Smart Cities” progress in Europe and globally, what is the role of standards etc. The key speakers were Mr. Dinesh Chand Sharma, SESEI and Ms. Anya Margaret Ogorkiewicz, Polish Permanent Representative to the CEN-CENELEC-ETSI Smart City Standardisation Coordination Group (SSCC-CG). A detailed presentation on the Smart Cities standardization work was shared by Ms. Anya Ogorkiewicz. The presentation provided details on the current progress done in the CEN-CENELEC coordination group: The key trends, issues & challenges we see in Smart City standardization in the EU. Smart City Building Blocks and how standards can help building a smart city. Benefits of standards, including Architecture and International Standards work on Smart Cities and more. The application of the first global Smart City standard, ISO37120:2014. Webinar followed a series of very interesting question/queries from the audience, which were addressed to their satisfaction by both Ms. Anya and SESEI. A copy of video link to the webinar recording is available on EBTC YouTube Channel- EBTC India and presentation at SESEI website. Prior to the Webinar, a meeting was conducted with the officials from German agency “giz” which is an Indo-German Working Group on Quality Infrastructure and is based upon the Joint Declaration of Intent signed by the German Federal Ministry of Economic Affairs and Energy (BMWi) and the Indian Ministry of Consumer Affairs, Food and Public Distribution in May 2013. The objectives of the joint Working Group is to advance bilateral economic and technical cooperation, intensify the dialogue in the fields of Quality Infrastructure for the benefit of consumers and industry, promote coordinated activities in international organizations and facilitate bilateral trade. BMWi has entrusted GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) with the project management and implementation of the work plan from the German side. GIZ implements sustainable development through international cooperation and has been operating in India for last 60 years. GIZ is acting as project manager to coordinate the activities of the Working Group to establish a network with Indian partners and to support the realization of the work plan. Participants of the

Working Group are standardization institutes, industry experts and associations, accreditation bodies, research and development organizations, certification bodies, testing service providers, regulators etc. The agreed work plan for 2014 includes exchange of staff members of the standardization bodies of both countries, standards on electrical safety in medically used rooms, for household appliances, solar industry, micro grid, food safety, disaster management, air and water quality, product safety, toys, green buildings, textile and leather, metro railway and biotechnology. During the meeting giz officials highlighted their work in India, subgroup on Smart City, October event on IT Security in India, Germany Hannover Fair where India is a partner country and Indian Chamber of Commerce FICCI is displaying Smart Cities Project of India.

4. 17th March 2015: Meeting with BIS (Bureau of Indian Standards) officials. SESEI and Ms. Anya Margaret Ogorkiewicz met with the high ranking officials of the Indian standardization body - BIS working on the subject of Smart cities including officials from their international relations department (IRD). SESEI had arranged this meeting to have a discussion on “Smart Cities” progress at EU and Global standards organization ISO (ISO 37120) and Project ACCUS for discussions on Smart City Architecture. The meeting was chaired by Head of IRD and attended by Ms. Parminder Bajaj, Head (Standardization), Head of Civil Engineering Department along with the concerned officers from BIS on smart cities. Presentation covering below was shared during the meeting; Joint work and formation of the CEN-CENELEC-ETSI Smart Cities coordination group,

interactions with other regional and global standardization bodies and engagements. The current progress done in the CEN-CENELEC coordination group: The key trends, issues &

challenges in Smart City standardization in the EU. The current state-of-play of EU Smart City developments at the European Innovation

Partnership. The application of the first global Smart City standard, ISO37120:2014. Conclusions and suggestions

BIS shared the progress made in their ad-hoc working group through two quick meetings in the beginning of March month. Group discussed the progress made at BSI and DKE/DIN. BIS has asked for a copy of SSCC-CG report and the copy of presentation.

5. 18th March 2015: Smart and Sustainable Cities – Technology and Innovation summit:

Ms. Anya Margaret Ogorkiewicz, Managing Director of the Keryx Group; Polish Permanent Representative to the CEN-CENELEC-ETSI Smart City Standardisation and Co-ordination Group was the keynote speaker at the summit . SESEI was also part of the panel in the inaugural session and

delivered a formal vote of thanks. The event was endorsed and supported by Department of Electronics & Information Technology, Ministry of Communications & IT, Govt. of India; CEN , CENELEC and ETSI.

European expert on smart cities, Ms. Anya Margaret Ogorkiewicz, emphasized the need for smart cities, which need to be sustainable apart from delivering new services which are globally competitive and are meant to meet energy and environment goals.

Ms. Ogorkiewicz also stated that “European Union had developed standards for city services as part of the common European standardization strategy”.

SESEI also emphasized that the EU standards of various verticals being considered as part of Smart Cities are already available and are now getting stitched under the umbrella of Smart Cities. India needs to adopt them and map them according to the Indian requirements for the smart cities.

During the discussions issues concerning security, privacy and Lawful intervention of the data were discussed and debated. Issues of data privacy, security, and ownership have a subtext of security that needed to be defined. The effectiveness of infrastructure should be built in along with setting up important services.

Ms. Anya Margaret also pointed out how Estonia had developed a smart city that was considered the best in the world and is a model for the other countries to follow.

6. Media Interactions for Ms. Anya Ogorkiewicz and meeting with PWC; On the sidelines of the Smart and Sustainable Cities – Technology and Innovation summit, SESEI organized for media interactions with the visiting EU expert Ms. Anya. Media houses such as Voice & Data, Communications Today etc. interviewed Ms. Ogorkiewicz. A meeting on request from pwc post the summit was also very constructive and positive meeting wherein discussion on the TC/268, ISO 37120 indicators, EU standards on smart city, its adoption in the Indian context were discussed. PWC is one of the leading consultancies handling smart cities project in India.

Way Forward

Smart Cities being a subject of mutual interest for both “EU and INDIA”, SESEI along with SSCC-CG shall continue working on this subject with Indian Stakeholder and align the right needed approach and standardization in building their ambitious 100 smart cities project in India.

- MNRE requests all states to come out with a solar policy The Ministry of New and Renewable Energy (MNRE) has asked all states to come out with a solar policy, a move that will help the Centre meet its clean energy target. A draft model solar energy policy has been sent to all states. So far, 14 numbers of states have issued solar policies. MNRE has proposed grid power of 175 GW from various renewable energy sources by 2022 and this includes 100 GW from solar, 60 GW from wind, 10 GW from bio-power and 5 GW from small hydro power. The Bureau of Indian Standard (BIS) recently released a draft standard on smart meters. This will be in wide circulation till Match 13, 2015 to gather comments from various stakeholders across the globe. This Standard, the first of its kind, includes smart meter architectures, metrology requirements, load switch requirements, data exchange protocol requirements, communication requirements, tests and test conditions, and functional requirements of smart meters. According to draft net metering policy issued by Maharashtra Electricity Regulatory Commission (MERC), all consumers will have an option to install Solar Photovoltaic plants on their rooftop. The maximum Rooftop Solar system capacity to be installed at any Eligible Consumer's premises shall be governed by the available capacity of the service line connections of the Eligible Consumer's premises and the cumulative capacity utilized at particular distribution transformer which should not exceed 15% of the rated capacity of that distribution transformer. The unadjusted surplus units of solar energy purchased by Distribution Licensee shall be considered as eligible renewable energy and the Distribution Licensee would be able to meet its Solar Renewable Purchase Obligations through purchase of such surplus units of solar energy. - Punjab Issued Draft Net Metering Policy

Punjab State Electricity Regulatory Commission (PNERC) issued draft "Grid Interactive Rooftop Solar Photo Voltaic Systems based on Net Metering Regulations, 2015". Targets envisaged in this draft are: The maximum capacity of rooftop solar system shall not exceed 80% of the sanctioned load (kW) or contract demand of the consumer (in kVA). Provided that the maximum installed capacity shall not be less than 1 kWp and shall not exceed 1MWp (AC side) for a single eligible consumer. The cumulative capacity of rooftop solar system to be allowed to a particular distribution transformer shall not exceed 30% of the rated capacity of the distribution transformer.

- City of Chandigarh likely to get Time of Day Tariff

Draft regulated by Joint Electricity Regulatory Commission for Goa and Union Territories, peak tariff will be 20%-30% higher than normal and off-peak 15%-20% lower than normal if the system is implemented. The UT engineering wing has appointed a consultant for designing the framework. The control period will be from April 1, 2015, till March 31, 2018. Under the new system, slabs will be time-based and have different tariffs, unlike the current method where slabs are based on units used by the consumer. "There will most probably be three slabs, normal, peak and off-peak. Normal hour slab will be time of day when normal units are used, peak hour will be time when maximum load will be there and off-peak the time when load is minimal. Read More

In continuation to the above order, Deity has now come out with a new order dated 8th Nov’2014 extending scope of items by another 15 categories. This new order will become effective on expiry of 6 months from the date of publication of this notification order (8th Nov’2014). Items such as Adaptors, Inverter, and Electronic Control Gear for LED Modules, Batteries, Mobile Phones, Cash Registers, POS Terminals, Copying Machines, Smart Card Readers, Passport Readers, and Power Banks are included in it. As per the order the testing of Mobile phone is currently limited to safety general requirements as per Indian Standard IS – 13252 (part 1) of 2010 [IEC 60950-1: 2005]. However, the order also mentions that as and when a new standard is notified by BIS the same will replace the current IS standard.

6.4 Automotive Mission Plan (AMP) 2006-16 for the Indian Automotive Industry & Motor Vehicle Act 2015 The Government has drawn a ten year Automotive Mission Plan (AMP) 2006-16 for the Indian Automotive Industry to maintain high rate of growth and to retain the attractiveness of Indian market and for further enhancing the competitiveness of Indian companies. The Mission plan is a corner stone of the govt. policy for the sector. Apart from this, the Government has also taken several other initiatives to strengthen this sector; such as setting up of Automotive Skill Development Council (ASDC), support to R&D projects through automotive cess funding, starting of National Automotive R&D Infrastructure Project (NATRIP) for setting up of world class infrastructure for homologation and testing, setting up of the National Automotive Board (NAB) as a repository of auto R&D expertise and an apex coordinating body to address the need of collaborative R&D and synergizing the activities of NATRiP. The Government has also taken initiative for introducing Electric/Hybrid transportation in the country under National Electric Mobility Mission Plan (NEMMP) 2020 to provide clean mobility solutions to the people while reducing the country’s dependence on fossil fuel. 6.5 Mandatory ABS for Commercial Vehicles in India

Effective midnight of April 1, 2015, the Ministry of Road Transport and Highway (MoRTH) has made the anti-lock braking system (ABS) mandatory for commercial vehicles (CVs). Initially, all new trucks launched in the N3 category (above 12 tonnes Gross Vehicle Weight) and buses in the M3 category (above 5 tonnes GVW and carrying nine passengers) will have to be compulsorily fitted with ABS at the time of manufacturing. 7.2 Task force for capital goods industry constituted to realize Make-in-India

To realize the potential of domestic capital goods under the ‘Make in India’ theme, the Department of Heavy Industries (DHI) with Confederation Indian Industries (CII) has constituted a joint Task force.

The Taskforce aims to be an institutional framework for industry-government dialogue on issues related to Capital Goods and Engineering Sector. It is to also interact closely with Ministries such as of Petroleum and Natural gas, Power, Textiles and Road Transport and Highways and work towards ensuring that a level playing field could be given to domestic Capital Goods manufacturers. The government is preparing a national policy on the capital goods sector, which will list problems and lay down a strategy for revival, essential to boosting the domestic manufacturing industry. 8.2 Plan to establish a Panel on ICT New & Emerging Technology at BIS BIS is planning to set up a Panel on ICT New & Emerging Technology covering topics such as Smart cities (ICT technology area - ISO/IEC/JTC 1/SG 1), Big Data (ISO/IEC/JTC 1/SG 2), Internet of Things (ISO/IEC/JTC 1/SWG 5 &WG 10), Sensor networks (ISO/IEC/JTC 1/WG 9), Systems Evaluation Group - Smart Cities (IEC/SEG 1), Systems Evaluation Group - Ambient Assisted Living (IEC/SEG 3), Active Assisted Living (IEC/SyC AAL), Smart Energy (IEC/Smart Energy) and Smart Manufacturing (IEC/SG 8). The purpose of this panel is to discuss and agree which topics are important from Indian context and which all mirror committee shall be established in India.

- M2M Architecture requirements have to be extracted from the use cases documented in the Technical Reports. These will form basis for Technology Architects to define a universal M2M framework that can serve the needs of any of the verticals by offering standard common functionalities to them. Security requirements will form a key criterion in this work. Team will start analysis of M2M Architecture/frameworks being proposed globally. Members will recommend frameworks they think are suited to Indian ecosystem and conduct overview sessions on the same for the team. This is an ongoing activity that needs to be kick started now. It was agreed that oneM2M Framework should be explored first as part of this initiative (as TSDSI is already a member of oneM2M).

- Team members will share their experiences in implementing M2M based solutions in their verticals

with emphasis on field deployment and scaling up operations, and highlight leanings and best practices that can be useful across verticals. A LIVE Platform will be created for sharing these experiences by Secretariat. Team will also provide suggestions on further R&D topics.

8.3.2 Working Group on Core Network (CN) Evolution & Radio network evolution and spectrum (RNES)

Working Group is currently discussing following topics;

- 12 month work plan to be finalized

- Members to submit contributions on rel-13 study/work item prioritization. Group has an interest on items such as LAA (LTE over unlicensed), FD-MIMO, LTE and WiFi interworking at MAC level etc.

- Millimetre Wave Transmission (mWT): SESEI has updated the WG on ETSI ISG group on millimetreWave Transmission (mWT) (https://portal.etsi.org/tb.aspx?tbid=833&SubTB=833#5068-home).

- Indian Rural Broadband: WG discussed the Orange proposal of “Extensive geographical coverage” relating it to Indian rural broadband need as presented during the 3GPP TSG-SA WG1 Meeting #70 at Los Cabos, Mexico:S1-151031, Agenda Item: 8.6 - FS Smarter: New Services and Markets Technology Enablers.

- Clean slate IoT design (cIOT): GERAN Cellular IoT as proposed by Huawei.

- TSDSI WL-WG3 (5G WG): WG to address 5G Standardization. WG conducted its first meeting on April 9th 2015. Following are the outcome of the meeting and ongoing discussion on this subject of 5G

o Review of ITU-R related to IMT-2020 and contribution

o Initially focus on requirement generation for 5G standardization. On a high level, this group will be responsible for capturing requirements and identifying the standardization gap to be addressed. This would result in the preparation of a technical report, capturing initial study on system aspects.

o Scope will involve a) End-to-end system aspects b) System architecture, and c)System conformance

TSDSI is planning a workshop: Proposal to hold a technical plenary workshop in May 2015. It would be a 2 day event, with the second half of day 2 allocated for joint group activities.

8.4 ICT at Government Department under Ministry of Communication & IT

8.4.1 Department of Telecom (DOT) http://www.dot.gov.in/

Department of Telecom, Ministry of Communication & IT has finalized M2M roadmap document after detailed consultation [reported in last quarter report], now they plan to release it during their proposed conference scheduled for 12th May 2015. DDG (Network) responsible for this activity has extended an invite for a possible representation from ETSI and/or OneM2M during the session on Standards. SESEI has forwarded the invite to both ETSI TC M2M and OneM2M for their possible participation.

8.4.2 Department of Electronics and IT (Deity): http://www.dot.gov.in/

Department of Electronics and IT has released a draft policy document on Internet of Things for industry comments.

8.4.3 Telecommunications Engineering Center (TEC) http://www.tec.gov.in/

A meeting of all working groups of M2M domain of TEC (Power, Health, Automotive, safety & surveillance and M2M gateway & architecture) was conducted on 24th March 2015 for discussing / finalizing the 1st release of work documents prepared by the respective WGs.

All the documents were discussed in detail. Modifications suggested by the members were noted by the chairman / rapporteur of the respective WG and they were requested to modify the documents on priority. Common reference architecture may be followed in all the documents, while describing M2M. Two use cases have to be mapped with OneM2M architecture. Recommendation, Challenges and the Road ahead for the working group has to be prepared for each WG. Two templates describing the critical use cases, preferably of Indian scenarios, mentioned in the document are to be prepared and given to Gateway & Architecture WG.

Target is to finalize these reports/documents by 30th April 2015 for further distribution towards Government of India and other stakeholders.

8.4.4 Energy Efficiency at TEC

No further meeting took place on this subject. SESEI shared the Chairman report from the last ETSI TC-EE MEETING IN DECEMBER 2014 concluded in Kochi.

- Measurement metrics and methodology for measurement of energy efficiency of WCDMA and LTE Equipment in the light of ETSI approach (No. ETSI TS 102 706 v1.3.1 (2013-07)) and

- Transport equipment on the basis of ATIS document (No.ATIS-0600015.02.2009) as per Indian requirement

Based on ETSI TS 102 706, TEC had finalized the draft document for “GUIDELINES ON MEASUREMENT METRICS AND MEASUREMENT METHODOLOGY FOR GSM BS IN STATIC MODE FOR GREEN PASSPORT” which is under review by Industry and ETSI TC EE.

9.1 IEEE

IEEE has an early establishment and presence of nearly 38 years in India. IEEE India Council was established on 20th May 1976. There are currently 10 IEEE Sections in India and 9 Sub Section known as IEEE entity catering to the needs of specified geographical areas in India. IEEE-SA (Standards Association) has kick started activities through forums and working on the subject of SIG (Standards Interest Group) in India, Smart Grid, Smart Meter, Cloud Computing Innovation Council & LVDC. IEEE has also joined India Smart Grid Forum (ISGF) as associate member and the Indian electrical body IEEMA (MoU). They have submitted their MoU to BIS (Bureau of Indian Standards) which is in final stages (legal approval at Ministry of External Affairs). IEEE-working is also very closely with CPRI (Central Power Research Institute).
