    Dwelling Profile

    Allstate has determined that the estimated cost to replace

    The enclosed Policy Declarations shows the limit of liability

    applicable to Dwelling Protection–Coverage A of your

    homeowners insurance policy. The estimated replacement

    cost of your home is the minimum amount for which we will

    insure your home.

    The decision regarding the limit applicable to your Dwelling

    Protection–Coverage A is your decision to make, as long as, at

    a minimum, your limit equals the estimated replacement cost

    as determined by Allstate and does not exceed maximum

    coverage limitations established by Allstate.

    It is important to keep in mind that your Coverage A limits

    reflect a replacement cost that is only an estimate based on

    data that was available to us when we made this estimate (this

    information is described in the “Rating Information” section of

    your Policy Declarations). The actual amount it will cost to

    replace your home cannot be known until after a covered total

    loss has occurred.

    How is the replacement cost estimated?Many factors can affect the cost to replace your home,

    including its age, size, and type of construction. For example,

    the replacement cost uses construction data, such as labor andmaterials, that are available to us when we made this estimate.

    This estimate is also based on characteristics of the home,

    which include information that you provided to us. You might

    have chosen to insure your home for a higher amount than the

    estimated replacement cost shown above.

    Note to customers renewing their policyThe estimated replacement cost for your home may have

    changed since the last time we communicated this information

    to you. This is because, at renewal, Allstate uses the home

    characteristics that you have provided to us to recalculate and

    update the estimated replacement cost. Using updated labor

    and material rates for your zip code, Allstate takes the homecharacteristics you have provided and determines the updated

    estimated replacement cost. The information about your

    home’s characteristics is provided in the “Rating Information”

    section of your Policy Declarations.

    Declarations requires any change or if you have any questions

    or concerns about the information contained in this Important

    Additional Information About Dwelling Protection

    LimitsYour policy includes a feature called "Property Insurance

    Adjustment" (PIA). PIA reflects changes in construction costs

    in your area that may have occurred during the policy period. 

    We would like you to know that your policy's PIA recently

    indicated that construction costs in your area have increased.

    Based on this information, we have automatically increased

    your Dwelling Protection-Coverage A limits. 

    However, it is ultimately your responsibility to consider

    whether the changes we have made are sufficient for your

    insurance needs. It is important for you to understand that

    these are only estimates and the new limits of your policy may

    not provide sufficient coverage in the event of a loss. For

    example, if you have done any remodeling to your home which

    has not been updated in our records, your home's replacement

    cost may be higher than our current records indicate. In that

    case, you may want to increase your limits to reflect such

    changes. Conversely, there is a possibility that your new limits

    may provide coverage in excess of the actual replacement cost

    of your home. For example, if you originally decided to insure

    your home at an amount that exceeded the estimatedreplacement cost, you may want to call your Allstate

    representative to discuss the current value of your home and

    the possibility of lowering your limits.

    against floods is generally available only through a separate

    policy.

    Insurance Program (NFIP) and offers standard flood insurance

    You May Have More Risk from Flood Than You

    ThinkApproximately 90 percent of all disasters in the U.S. are flood

    related. While you may think that it couldn’t happen to you,

    over 25 percent of all flood losses occur in low- to

    moderate-risk areas.

    What’s more, flood damage is often accompanied by other

    damage, such as wind and hail (which is typically covered

    under a property policy). So if you purchase your NFIP

    coverage through Allstate, you would have the convenience

    and peace of mind that comes with working with just one claim

    adjuster and one agent, instead of two or more for a flood

    claim.

    Flood Coverage Is AffordableThe federal government sets the rates for flood insurance, so

    there’s typically no difference in rates from policy to policy.

    You can switch to an NFIP flood insurance policy administered

    by Allstate for the same amount of premium you may be paying

    elsewhere. If you choose Allstate, you can have the quality

    service you’ve come to expect from us.

    Dear Sir;

    I again need to bring to your attention Police misconduct and abuse on the part of the

    Lancaster City Police Depart m ent. I asked you before in person for a m eeting to resolve these

    issues and have written you, but you continue to ignore these problems, which continue and are

    causing me dire problems with m y Federal and State lit igation efforts. My complaints to your

    department fall on deaf ears, which in itself is illegal and a violation of my Pennsylvania and United

    States Constitutional rights. I n addition there are violations of civil and criminal statutes. These

    mat ters, if left unatt ended could lead to physical violence.

    The harassment and intimidation by your officers is not above the rule of law, and I will hold

    you and your police departm ent accountable in the court of law when I am able. I also have made

    several pleas wit h Mayor Rick Gray regarding t he sam e; for a civil resolution to t hese issues. I had a

    meeting wit h Mayor Rick Gray on February 6, 2007 . In t hat m eeting the Mayor of Lancaster Citybegan yelling and screaming at me with no intent but t o provoke and intimidate m e. I did not get a

    chance to say anything to him, and he literally was having a nervous breakdown in front of me

    because he was filled with such rage. I believe he was upset at the fact t hat I was referred to him

    by Robert Kagel and met with him in 1987-1988 regarding my civil complaints and disclosed this to

    authorities.

    There are several matters that I need to address. They are as follows:

    1. Conflicts of In terest – Chris Depatt o is an officer on the Lancaster City Police

    force and his father, John Depatto have a vested interest in seeing that my

    Federal False Claims Act (Whistle-Blowing) litigation in the United States

    District Court for the Eastern District of Pennsylvania regarding InternationalSignal & Control, ( ISC) be at least interrupt ed and at most be dismissed. John

    Depatto is mat erial in several ways.

    a. John Depatto was the former president of Parent Bank, owned and

    operated by James Guerin and ISC.

    b. John Depatt o and Parent Bank foreclosed on my propert y at 2323 New

    Danville Pike, Conestoga in 1988; which is the subject of current

    litigation in Federal Courts.

    c. John Depatto and Sylvia Depatto were business associates of my

    brother Thomas Caterbone and were r esponsible for w riting a fraudulent

    check to my brother which is now material to a wrongful death

    complaint against Fulton Bank in United States District Court for the

    Eastern District of Pennsylvania Case no. 05-2288.

    There are also conflicts of interest with the relationships of Mr. Patrick Egan

    and officers of the Lancaster City Police Depart m ent. Mr. Patr ick Egan’s

    daughter, Kerri, is the subject of allegations of making false statements to

    authorities. In February of 2005, Kerri Egan, from t he Alley Kat Restaurant at

    about 5:00 am, called 911 and made up a story that I emailed her and was

    going to comm it suicide. This caused a major problem when the Southern

    Regional Police Department broke into my home and physically and mentally

    abused m e.

    There is also a conflict of interest with the Chief of Police, Mr. John Fiorill of the

    Southern Regional Police Department, and his office of the President of the

    Lancaster Red Rose Chapter of th e Frat ernal Order of Police. Chief Fiorill is a

    Defendant in several civil actions and an affiant of several false arrests and

    false statements to authorities (currently in appeal the Pennsylvania Superior

    Court case no. 855 MDA 2007)

    2. On August 4, of 2006, while I w as illegally detained for several hours in your

    holding cell at the Lancaster City Police Precinct had my social security card

    stolen by one of your officers, which made it impossible to cash a check from

    Harleysville In surance Company at any local institu tion. I required this moneyfor food, postage, and gas. In addition my notes from that day are very

    damaging in demonstrating the abuse and intimidation of your police officers

    during that incident.

    3. From September of 2006 to the present I have been residing at 1250 Fremont

    Street, Lancaster, Pennsylvania and have made several complaints regarding

    thefts of legal files, Advanced Media Group business files, electronic devices,

    and made numerous complaints of computer hacking and the illegal use of

    computers. These complaints also include the hacking of my Averatek Laptop

    within t he past several weeks that left it inoperable. These comput er hacking

    incidents cause me irreparable harm in disabling my efforts to continue my

    litigat ion in Federal, State, and Local Courts of Law. There have been no

    efforts on t he part of th e Lancaster City Police Departm ent t o investigate t hesematters or even to stop them.

    4. Officer McFarland has promised me that a Lancaster City Detective would

    provide finger print analysis at 1250 Fremont Street. This also never

    happened.

    5. During the Professional Bicycle Race a few Sunday ago, Lancaster City

    Detective Skyles promised me a meeting to discuss the finger printing at the

    Lancaster City Precinct. I showed up at t he precinct and he was not there at

    the designated tim e. The desk Sergeant dialed his number and had m e leave a

    message on his voice mail t hat w as never responded t o.

    6. I have made num erous complaints regarding the activities of 1252 Fremont

    Street and the daily visits of unsuspecting characters and the breach of

    securit y of my residence at 1250 Fremont Str eet. The Lancaster City Police

    Department has left this situation continue with out interruption. It appears

    that the Lancaster City Police Department is “on the take” with regards to this

    matter, and is willing to look the other way in order to sabotage my Federal,

    State, and Local litigation.

    7. According to my documents and files dating back to 1987, the Lancaster City

    Police Department was a target and Defendant in a civil action that I was

    preparing in the summ er of 1987 w ith regard t o ISC and Financial Management

    Group, Ltd.,. This civil action included the Commonwealth National Bank and

    Fulton Bank, both of the City of Lancaster.

    ADDRESSING POLICE MISCONDUCT

    LAWS ENFORCED BY THE

    UNITED STATES DEPARTMENT OF JUSTICE

    The vast majority of the law enforcement officers in this country perform their very difficult jobs with

    respect for their communities and in compliance with the law. Even so, there are incidents in which this is

    not the case. This document outlines the laws enforced by the United States Department of Justice (DOJ)

    that address police misconduct and explains how you can file a complaint with DOJ if you believe thatyour rights have been violated.

    Federal laws that address police misconduct include both criminal and civil statutes. These laws cover

    the actions of State, county, and local officers, including those who work in prisons and jails. In addition,

    several laws also apply to Federal law enforcement officers. The laws protect all persons in the United

    States (citizens and non-citizens).

    Each law DOJ enforces is briefly discussed below. In DOJ investigations, whether criminal or civil, the

    person whose rights have been reportedly violated is referred to as a victim and often is an important

    witness. DOJ generally will inform the victim of the results of the investigation, but we do not act as the

    victim's lawyer and cannot give legal advice as a private attorney could.

    The various offices within DOJ that are responsible for enforcing the laws discussed in this document

    coordinate their investigation and enforcement efforts where appropriate. For example, a complaint

    received by one office may be referred to another if necessary to address the allegations. In addition,

    more than one office may investigate the same complaint if the allegations raise issues covered by more

    than one statute.

    What is the difference between criminal and civil cases? 

    Criminal and civil laws are different. Criminal cases usually are investigated and handled separately from

    civil cases, even if they concern the same incident. In a criminal case, DOJ brings a case against the

    accused person; in a civil case, DOJ brings the case (either through litigation or an administrative

    investigation) against a governmental authority or law enforcement agency. In a criminal case, the

    evidence must establish proof "beyond a reasonable doubt," while in civil cases the proof need only

    satisfy the lower standard of a "preponderance of the evidence." Finally, in criminal cases, DOJ seeks to

    punish a wrongdoer for past misconduct through imprisonment or other sanction. In civil cases, DOJ

    seeks to correct a law enforcement agency's policies and practices that fostered the misconduct and,

    where appropriate, may require individual relief for the victim(s).

    Federal Criminal Enforcement

    It is a crime for one or more persons acting under color of law willfully to deprive or conspire to deprive

    another person of any right protected by the Constitution or laws of the United States. (18 U.S.C. §§241, 242). "Color of law" simply means that the person doing the act is using power given to him or her by

    a governmental agency (local, State, or Federal). A law enforcement officer acts "under color of law" even

    if he or she is exceeding his or her rightful power. The types of law enforcement misconduct covered by

    these laws include excessive force, sexual assault, intentional false arrests, or the intentional fabrication

    of evidence resulting in a loss of liberty to another. Enforcement of these provisions does not require that

    any racial, religious, or other discriminatory motive existed.

    What remedies are available under these laws? 

    Violations of these laws are punishable by fine and/or imprisonment. There is no private right of action

    under these statutes; in other words, these are not the legal provisions under which you would file a

    lawsuit on your own.

    Federal Civil Enforcement 

    "Police Misconduct Provision"

    This law makes it unlawful for State or local law enforcement officers toengage in a pattern or practice of conduct that deprives persons of rightsprotected by the Constitution or laws of the United States. (42 U.S.C. §14141). The types of conduct covered by this law can include, among other

    things, excessive force, discriminatory harassment, false arrests, coercivesexual conduct, and unlawful stops, searches or arrests. In order to becovered by this law, the misconduct must constitute a "pattern or practice" -- itmay not simply be an isolated incident. The DOJ must be able to show incourt that the agency has an unlawful policy or that the incidents constituteda pattern of unlawful conduct. However, unlike the other civil laws discussedbelow, DOJ does not have to show that discrimination has occurred in order toprove a pattern or practice of misconduct.

    What remedies are available under this law? 

    The remedies available under this law do not provide for individual monetaryrelief for the victims of the misconduct. Rather, they provide for injunctiverelief, such as orders to end the misconduct and changes in the agency'spolicies and procedures that resulted in or allowed the misconduct. There isno private right of action under this law; only DOJ may file suit for violations ofthe Police Misconduct Provision. 

    Title VI of the Civil Rights Act of 1964

    and the "OJP Program Statute"

    Together, these laws prohibit discrimination on the basis of race, color, national origin, sex, and religion

    by State and local law enforcement agencies that receive financial assistance from the Department of

    Justice. (42 U.S.C. § 2000d, et seq. and 42 U.S.C. § 3789d(c)). Currently, most persons are served by a

    law enforcement agency that receives DOJ funds. These laws prohibit both individual instances and

    patterns or practices of discriminatory misconduct, i.e., treating a person differently because of race,color, national origin, sex, or religion. The misconduct covered by Title VI and the OJP (Office of Justice

    Programs) Program Statute includes, for example, harassment or use of racial slurs, unjustified arrests,

    discriminatory traffic stops, coercive sexual conduct, retaliation for filing a complaint with DOJ or

    participating in the investigation, use of excessive force, or refusal by the agency to respond to

    complaints alleging discriminatory treatment by its officers.

    What remedies are available under these laws? 

    DOJ may seek changes in the policies and procedures of the agency to remedy violations of these laws

    and, if appropriate, also seek individual remedial relief for the victim(s). Individuals also have a private

    right of action under Title VI and under the OJP Program Statute; in other words, you may file a lawsuit

    yourself under these laws. However, you must first exhaust your administrative remedies by filing a

    complaint with DOJ if you wish to file in Federal Court under the OJP Program Statute.

     

    Title II of the Americans with Disabilities Act of 1990

    and Section 504 of the Rehabilitation Act of 1973

    The Americans with Disabilities Act (ADA) and Section 504 prohibit discrimination against individuals with

    disabilities on the basis of disability. (42 U.S.C. § 12131, et seq. and 29 U.S.C. § 794). These laws

    protect all people with disabilities in the United States. An individual is considered to have a "disability" if

    he or she has a physical or mental impairment that substantially limits one or more major life activities,

    has a record of such an impairment, or is regarded as having such an impairment.

    The ADA prohibits discrimination on the basis of disability in all State and local government programs,

    services, and activities regardless of whether they receive DOJ financial assistance; it also protects

    people who are discriminated against because of their association with a person with a disability. Section

    504 prohibits discrimination by State and local law enforcement agencies that receive financial assistance

    from DOJ. Section 504 also prohibits discrimination in programs and activities conducted by Federal

    agencies, including law enforcement agencies.

    These laws prohibit discriminatory treatment, including misconduct, on the basis of disability in virtually all

    law enforcement services and activities. These activities include, among others, interrogating witnesses,

    providing emergency services, enforcing laws, addressing citizen complaints, and arresting, booking, and

    holding suspects. These laws also prohibit retaliation for filing a complaint with DOJ or participating in the

    investigation.

    What remedies are available under these laws? 

    If appropriate, DOJ may seek individual relief for the victim(s), in addition to changes in the policies and

    procedures of the law enforcement agency. Individuals have a private right of action under both the ADA

    and Section 504; you may file a private lawsuit for violations of these statutes. There is no requirement

    that you exhaust your administrative remedies by filing a complaint with DOJ first.

     

    How to File a Complaint with DOJ 

    Criminal Enforcement

    If you would like to file a complaint alleging a violation of the criminal laws discussed above, you may

    contact the Federal Bureau of Investigation (FBI), which is responsible for investigating allegations of

    criminal deprivations of civil rights. You may also contact the United States Attorney's Office (USAO) in

    your district. The FBI and USAOs have offices in most major cities and have publicly-listed phone

    numbers. In addition, you may send a written complaint to:
