Rod Stahl, P. E., Principal – Land Development and Construction Inspection
Rod Stahl graduated from The Pennsylvania State University with a B.S. in Civil
Engineering, and is a licensed professional engineer in PA and NY. He leads efforts related
to municipal engineering, construction management, and civil/site engineering. Rod
previously worked in Baltimore, MD, Irvine, CA, and Harrisburg, PA as a project engineer
and designer on a variety of construction projects. He gained experience in bridge design,
highway design, and construction management and also served as a Township Engineer
where he was responsible for the design and administration of numerous municipal capital
projects and annual maintenance projects. He is active in the American Public Works
Association (APWA), American Society of Highway Engineers (ASHE), and various chambers
and community and youth organizations.
Jeffery M. Sheaffer, P. E., Principal – Structural Engineering
Jeff Sheaffer graduated from the Johns Hopkins University with a B.S. in Civil Engineering,
and is a licensed professional engineer in PA, OH, VA, MD, KY, WV, and NY. Jeff is
responsible for the design of bridge, highway, and trail projects, building structural design,
and bridge and sign inspections. He has extensive experience in load factor and LRFD
design and DOT plan development, bridge condition inspection, and bridge and highway
construction inspection. As a principal and project manager, Jeff is responsible for
performing technical design, inspections, directing staff engineers and technicians, client
contact/coordination, and managing project progress. Prior to joining Stahl Sheaffer
Engineering, he worked in the structures divisions of three different firms as a designer,
engineer, and project manager, responsible for design, inspection and management of
bridge, roadway, and trail projects. He is active in the American Society of Highway
Engineers (ASHE) and various other industry organizations and chambers.
Aaron C. Fayish, P. E., PTOE, Principal – Transportation and Geotechnical Engineering
Aaron Fayish has earned Bachelor and Master of Science degrees from The Pennsylvania
State University in Civil Engineering. He is a registered professional engineer in
Pennsylvania, Ohio, and West Virginia, and a Certified Professional Traffic Operations
Engineer by the Institute of Transportation Engineers (ITE). Aaron leads efforts for public
and private sector projects pertaining to traffic studies, signal timing and optimization,
traffic calming projects, and safety studies. He assists municipalities in development of
transportation policies and pedestrian safety education. As a Principal, he oversees Stahl
Sheaffer’s transportation enhancement services, oil and gas services, GIS, geotechnical,
and information technology and development. As a researcher, Aaron has presented
findings at national conferences and co-authored peer-reviewed papers and reports on
intelligent transportation systems for the Transportation Research Board. Aaron is a
member of the Institute of Transportation Engineers, the International Municipal Signal
Association (IMSA), and he has served as a technical reviewer for the Transportation
Research Board’s Traffic Signal Systems Committee.

The staff of Stahl Sheaffer has designed hundreds of bridges, ranging from 8 feet to over
3,000 feet in length. For projects with townships, counties, and boroughs the funding
mechanisms have included Liquid Fuels Funds, General Funds, Retroactive
Reimbursements, and both Federal and State Funding Participation. Stahl Sheaffer
understands the requirements of the various funding mechanisms, and can ensure that
those requirements are satisfied. Stahl Sheaffer also has staff with extensive experience in
completing bridge, tunnel, and sign structure safety inspections in accordance with the
National Bridge Safety Inspection (NBIS) program. Our NBIS certified staff has completed

timings, Highway Capacity Software (HCS), Trip Generation Software, and numerous
engineering design and analysis spreadsheets for routine calculations. We maintain
equipment to complete traffic engineering speed, volume, classification, and gap studies.
Our traffic engineering equipment includes automatic traffic recorders (ATRs), vehicle /
pedestrian turning movement count boards, a radar gun for speed studies, various timing

Stahl Sheaffer can now collect more detailed information more quickly
using a mobile LiDAR system – a remote sensing technology that
measures distance by illuminating a target with two lasers scanning
360 degrees and analyzing the reflected light. A rapidly firing laser
covers the entire landscapes in a few sweeps, “painting” the
topography and extracting data. Computer software then transforms
raw numbers into colorful 3-D point clouds, and the end products are
multilayered, high-resolution maps.

Stahl Sheaffer provides all inspectors with a ‘Construction Inspection Checklist’ for all
operations to ensure that they are constructed in accordance with specifications, project
requirements, and special provisions. The inspector will ensure that schedules are updated
and reviewed biweekly to insure there are no delays jeopardizing completion dates, and
will perform ‘constructability reviews’ to evaluate areas of potential time and material
savings and to evaluate whether the Contractor is within the original submitted schedule.
If our evaluations reveal that schedules are lagging or if additional work is identified, we
will notify the contractor and owner immediately and help develop means to restore the
project to schedule. Stahl Sheaffer has a proven track record of maintaining all bookwork
in a current state, and closing out projects within one month of project completion. Our
inspectors maintain current certifications in areas of expertise (NICET, NECEPT, ACI, etc.)
and we provide in-house and training to ensure they have current industry knowledge.
They also have access to the technical expertise of professional engineers for a variety of
