WHAT HAPPENED – STAGE 10 (OMNIBUS)
5
CSR (CSR Omnibus) 8. Established regulatory commitment for fixed 5 year review cycle 9. Triggered need for consequential amendments to OMRR and HWR 10. Provided transitional provisions and 1 year transition period (Nov 1, 2017) Other Effects 1. Triggered need for Errata, detailing errors to be corrected in the Stage 11
(Housekeeping) amendment 2. Triggered need for Webinar series for Omnibus changes 3. Required development of 29 new/revised analytical methods 4. Required development of 33 new/revised associated Protocols, Guidance and
other supporting documents
More detail, see : Oct 31, 2017 Update on Contaminated Sites – Stage 10 & Stage 11 Amendments to the Contaminated Sites Regulation
CSR/HWR/OMRR (Housekeeping) - Purpose 1. Strictly limited to correcting errors discovered during the “Year of Transition” (i.e. no new policy, derivations or regulatory elements) 2. Type of errors corrected:
1. Typographical/Transcription 2. Errors of omission, 3. Errors in nomenclature, 4. Calculation errors, 5. Citation/referencing errors and 6. Errors in legal drafting
For listing of all errors corrected by CSR/HWR/OMRR Housekeeping amendments see: Oct 23, 2017 Admin Bulletin 4 - Errata (Version 5) for the Stage 10 (Omnibus) Amendment to the Contaminated Sites Regulation
1. Omnibus errors were anticipated 2. Errata compiled errors discovered by ministry staff and stakeholders 3. Errata versions were posted to LRS website approximately every 3 months 4. Each version of the Errata presented for CSR/HWR/OMRR Stage 10 amendments:
• the error, • the type of error, • the rationale for correction, and • the correction for the error
5. Each new version of the Errata carried over previously found errors /corrections 6. Errata version 5, (the final Errata) contains all the errors and corrections made in the Stage 11 (Housekeeping) CSR/HWR/OMRR Amendments
For listing of all errors corrected by CSR/HWR/OMRR Housekeeping amendments see: Oct 23, 2017 Admin Bulletin 4 - Errata (Version 5) for the Stage 10 (Omnibus) Amendment to the Contaminated Sites Regulation

OMNIBUS FAQs
Regulation Consolidation 1. Registrar of Regulations will produce consolidated CSR/HWR/OMRR. 2. Typically it takes from 6 – 12 weeks for these consolidations to be completed. 3. Once a consolidated version is completed by the Registrar of Regulations it is sent
to be posted on BC Laws and sent to the Queen’s Printer to produce hardcopies. 4. Usually it takes 2 – 3 months for the Queen’s printer to produce hard copies.
Excel spreadsheets of CSR/HWR/OMRR standards 1. The government only provides PDF copies of the regulations. 2. The ministry cannot provide Excel spreadsheets of the standards. 3. Check with your analytical laboratory, some labs have complied their own Excel
spreadsheets and may be able to provide you with a copy.

NEXT STEPS – NEW ERRORS
The amendments contain new errors which are not covered in Errata version 5 1. To date, these errors are few and of minor consequence (e.g. typographical,
spelling and omission errors). 2. A new errata detailing these errors and their corrections will be posted in
early 2018. 3. It may be possible to correct these errors as part of the Registrar of
Regulations consolidation. If not, these errors will be corrected as part of the next cycle of review.
4. IF you become aware of any new errors in the amendments – please send them to [email protected].
