Completed and submitted ICC audit report to Springfield Conducted Monday morning staff meetings Attended ICC Advisory Board meeting in Springfield Mobile Command Post deployed at Race Track Mobile Command Post deployed to Belleville Continue to have weekly meetings with AT&T with issues relating to Next Generation Project. Mobile Command Post deployed to Washington County along with water team for a water recovery. Special Services responded to Hazmat spill in Cahokia Attended meeting with ETSB Director from Madison County regarding the PSAP Consolidation. Continuing talks with Motorola on upcoming contract for radio system Staff installed new tower lights in CENCO M to better alert staff when TCs are busy on phone lines or radio. Attended County monthly meetings Staff attended STARRS Board meeting. Received copy of purchase order from STARSS to company for the new
"Podrunner", the portable communication center that we received 100% funding for.

To the Members of the County Board of St. Clair County, Illinois:
A public hearing was held on October 12, 2015 at 7:00 P.M., in the County Board Room, St. Clair County Building, #10 Public Square, Belleville, Illinois, by the Zoning Board of Appeals to consider a request for a Special Use Permit to allow a single-wide mobile home as a living use in an "A" Agricultural Industry Zone District, on property described as: The East 260 feet of the North 400 feet of the West 480 feet of the SE 1/4 of the SW 1/4 of Section 29, T. 2 S., R. 7 W., of the 3rd P.M., St. Clair County, Illinois containing 2.38-acres more or less, which is known as 7460 Bottoms Spur Road, New Athens, Illinois, in New Athens Township.
During the hearing the applicant offered testimony and evidence in support of the application. There were no objectors present at the hearing. County Board Member, Ed Cockrell gave testimony in support of the request. This testimony and evidence was heard and duly noted by the Zoning Board. The Zoning Board after having considered all relevant sections of the St. Clair County Zoning Code granted the application for the following reasons: The Special Use Permit will adequately protect the public's health, safety and welfare and the physical environment of the area; the request will not have an adverse affect on the value of neighboring properties or on the overall tax.base; there will be no adverse affect on traffic circulation on nearby streets; the proposed use is compatible with the surrounding area; the applicant will consult with the Health Department regarding septic regulations; and the applicant will obtain a building permit from the Zoning Department and adhere to current building codes. #..;///..::r-/s-Rz...

AGREEMENT FOR OCCUPANCY INSPECTION PROGRAM
This agreement is made and entered into this __ day of , 2015, by and between St. Clair County Building and Zoning Department and Village of Swansea to provide Occupancy Inspections in the Village of Swansea.
St. Clair County agrees:
1. To provide occupancy inspections services to the Village as follows:
a. Enforce all of the provisions of the St. Clair County Property Maintenance code on all residential use structures being inspected.
b. Inspections shall not apply to commercial structures unless they contain residential use.
c. Inspection Permit Fee of fifty dollars ($50.00) for multi-family structures, seventyfive dollars ($75.00) for manufactured/mobile homes and one hundred dollars ($100.00) for single-family residences or duplexes/condominiums is to be paid before the County can conduct an inspection of a residential structure. It shall be the responsibility of the property owner/agent to make advance payment of the fee and schedule the required inspection with the County.
d. An inspection shall be valid for a period of one ( 1) year. The dwelling unit does not have to be re-inspected during that period, even if the occupancy changes.
e. Re-inspection Fee of fifty dollars ($50.00) is to be paid when initial inspection fails or no access to ~cture. It shall be the responsibility of the property owner/agent to make advance payment before scheduling a re-inspection.
f. All fees shall be non-refundable.
g. Inspection results will be faxed to the Village and original mailed to owner/agent daily.
h. The county agrees to secure and keep in force during the life of this Agreement the following types of insurance with an insurance company licensed to do business in the State of Illinois or provide proof of self-insurance to the Village, to wit:
1) Worker's Compensation Insurance and unemployment insurance as prescribed by the Statues of the State of Illinois.
2) A Policy of Liability Insurance all contracted occupancy inspection service provided by the ' County covered by the Agreement, indemnifying the County and the Village against damage suits, in an amount not less than $1 , 000, 000. 00.
3) In the event any insurance policy herein required is canceled, the County shall notify the Village thirty (30) days prior to such cancellation.
h. The County agrees to indemnify and hold harmless the Village from any liability, claim, damage or cause of action which may be sustained or asserted against said Village as the result, directly or indirectly, or in any manner, of the performance or failure of performance on the part of the County during the performance of the occupancy inspection program.
1. This agreement does not include any proV1s10ns for code enforcement related activities.
Village of Swansea agrees to:
1. Adopt current St. Clair County Property Maintenance Code in its entirety.
2. Issue all necessary notices or orders to ensure compliance with the code.
3. Provide the homeowner/tenant with the St. Clair County requirements/handouts.
4. Issue certificate of occupancy after inspection for occupancy has been approved
5. An official record shall be kept of all business and activities of the department specified in the provisions of St. Clair County Property Maintenance Code, and all such records shall be open to public inspection at all appropriate times and according to reasonable rules to maintain the integrity and security of such records.
This agreement will automatically renew on anniversary date unless written notice to terminate is received ninety (90) days prior to anniversary date by either Village of Swansea Administrator or St. Clair County Building & Zoning Department Director.

SWANSEA MUNICIPAL CODE ENTITLED "SWANSEA BUILDING CODE"
BE IT ORDAINED BY THE PRESIDENT AND THE BOARD OF TRUSTEES OF THE VILLAGE OF SWANSEA, ILLINOIS:
SECTION 1. Section 15-70 I is hereby amended to read as follows :
15-701 ADOPTION OF PROPERTY MAINTENANCE CODE
There is hereby adopted by the Village for the purpose of establishing rules and regulations for the construction, alteration, removal, demolition, equipment use and occupancy, location and maintenance of buildings and structures, including permits and penalties, Chapter 29 of the Building Regulations of the Revised Code of Ordinances of the County of St. Clair County, Illinois, and the Codes adopted therein, which shall henceforth be known as the. "Property Maintenance Code of the Village of Swansea", being particularly the current Chapter 29 of the St. Clair County Building Regulations and all subsequent additions and updates thereof as they relate to the foregoing, save and except such portions as are hereinafter deleted, modified or amended, and the same are hereby adopted and incorporated as fully as if set out at length herein, and from the date on which this Code shall take effect the provisions thereof shall be controlling in the construction of all buildings and structures therein contained within the corporate limits of the Village.
All fees set forth in Chapter 29 of the Property Maintenance Code Regulations of the Revised Code of Ordinances of the County of St. Clair County, Illinois are amended to be the fees established by written contract between the Village and the County of St. Clair County, Illinois. In the absence of a specific written agreement, the fees set forth in Chapter 29 of the Property Maintenance Code Regulations of the Revised Code of Ordinances of the County of St. Clctµ-_ ( o_l!_Qt)', lJJiI!Qis _shail be the_ foe_s asse_ssed by the Village ..
SECTION 2. Section 15-702 is hereby amended to read as follows:
15-702 DEFINITIONS
a) Wherever the term "code official" or "building official" is used, it shall mean and include the title of Code Administrator of the Village.
b) Wherever the term "board of appeals" is used, it shall include and mean the Board of Building Appeals of the Village.

SECTION 3: All ordinances are parts of ordinances in conflict herewith are repealed to the extent of such conflict.

HEALTH INSURANCE PORTABILITY AND ACCOUNTABILITY ACT (HIPAA)
WHEREAS, St. Clair County elects under authority of Section 2722(a)(2) of the Public Health Service (PHS) Act and 45 CFR 146.180 of the Federal regulations to exempt St. Clair County Health Care Plan from the following requirements of title XXVII of the PHS Act Health Insurance Coverage related to:
1) Standards relating to benefits for mothers and newborns.
2) Parity in the application of certain limits to mental health benefits.
3) Required coverage for reconstructive surgery following mastectomies.
WHEREAS, this election has been made in conformity with all rules of the plan sponsor. The undersigned is authorized to submit this election on behalf of the St. Clair County Health Care Plan. St. Clair County Human Resources Department will provide a statement of notice to plan enrollees in accordance with 45 CFR 146.180(1).
BE IT RESOLVED, that the St. Clair County Board of St. Clair County, Illinois elects that the St. Clair County Health Care Plan is to be exempted from all of the stated requirements under the terms and conditions prescribed in said regulation for the plan year January 1, 2016 - December 31, 2016.

AN ORDINANCE approving the issuance by the Southwestern Illinois Flood Prevention District Council, Madison, St. Clair and Monroe Counties, Illinois, of not to exceed $100,000,000 Flood Prevention District Council Sales Tax Revenue Bonds, Series 2015, of the Council; the execution and delivery of an amendment to the existing intergovernmental agreement among the County of St. Clair, Illinois, the St. Clair County Flood Prevention District, St. Clair County, Illinois, and said Council related thereto; the authorization of the continued intercept of all revenues from said County' s flood prevention retailers' occupation tax and flood prevention service occupation tax, in connection with said issuance of bonds; and related matters.

WHEREAS, The County of St. Clair, Illinois (the "County"), is a duly organized and
validly existing unit of local government created under the provisions of the laws of the State of
Illinois, and is now operating under the provisions of the Counties Code of the State of Illinois,
and all laws amendatory thereof and supplementary thereto; and
WHEREAS, the County Board of the County (the "County Board'), pursuant to the Flood
Prevention District Act, 70 ILCS 750, et seq., as amended (the "Acf'), has heretofore declared an
emergency and created the St. Clair County Flood Prevention District, St. Clair County, Illinois
(the "Districf'), for the purpose of performing emergency levee repair and flood prevention in
order to prevent the loss of life or property (the "Projecf'); and
WHEREAS, the District is a duly organized and validly existing unit of local government
created under the provisions of the laws of the State of Illinois, and is now operating under the
provisions of the Act, and all laws amendatory thereof and supplementary thereto; and
WHEREAS, the Board of Commissioners of the District (the "Board of Commissioners")
has been duly appointed by the Chairman of the County Board; and

WHEREAS, the Board of Commissioners has determined that an emergency situation
exists regarding levee repair or flood prevention within the District and the County; and
WHEREAS, the County Board has confirmed the determination of the Board of
Commissioners that an emergency situation exists; and
WHEREAS, the County Board has imposed a flood prevention retailers' occupation tax
and a flood prevention service occupation tax pursuant to the Act (together, the "Flood
Prevention District Sales Taxes"); and
WHEREAS, the Board of Commissioners has determined that it is advisable, necessary and
in the best interests of the County and the District to perf onn emergency levee repair and flood
protection, within or outside of the District's corporate limits as permitted by the Act; and
WHEREAS, subject to and in accordance with the provisions of the Act, the District is
authorized to issue revenue bonds for the purpose of providing funds to pay the cost of the
Project, such revenue bonds being payable from revenues received from the Flood Prevention
District Sales Taxes and from any other revenue sources available to the District; and
WHEREAS, pursuant to the authority granted by Article VII, Section lO(a) of the
Constitution of the State of Illinois and the Intergovernmental Cooperation Act, 5 ILCS 220/1 , et
seq., as amended, the District has entered into an Intergovernmental Agreement to Finance,
Design, and Manage the Rebuilding of the Levee Systems in Southwestern Illinois dated as of
June 11 , 2009 (as now or hereafter amended, the "District/Council Intergovernmental
Agreement") with the St. Clair County Flood Prevention District, St. Clair County, Illinois, and
the Monroe County Flood Prevention District, Monroe County, Illinois (collectively, the
"Districts"), to finance, design, construct, manage and oversee the Project; and
WHEREAS, the Act provides that the Districts may join together through an
intergovernmental cooperation agreement to provide any services described in the Act, to
construct, reconstruct, repair or otherwise provide any facilities described in the Act either within
or outside of each District's corporate limits, to issue bonds, notes or other evidences of
indebtedness, to pledge the sales taxes imposed pursuant to the Act to the obligations of any
other District, and to exercise any other power authorized by the Act; and
WHEREAS, pursuant to the District/Council Intergovernmental Agreement there has been
created the Southwestern Illinois Flood Prevention District Council, Madison, St. Clair and
Momoe Counties, Illinois (the "Council"), to coordinate the financing, design, construction,
management and oversight of the Project; and
WHEREAS, the Council has heretofore issued (a) its Flood Prevention District Council
Sales Tax Revenue Bonds, Series 2010A in the amount of $64,015,000, (b) its Taxable Flood
Prevention District Council Sales Tax Revenue Bonds, Series 2010B (Build America Bonds) in
the amount of $9,050,000 and (c) its Taxable Flood Prevention District Council Sales Tax
Revenue Bonds, Series 2010C (Recovery Zone Economic Development Bonds) in the amount of
$21 ,130,000 (collectively, the "Series 2010 Bonds ") to pay a portion of the costs of the Project;
and
WHEREAS, the remaining cost of the Project, including engineering, legal, financial, bond
discount, printing and publication costs, capitalized interest, bond reserve and other expenses, is
estimated to be not less than $100,000,000, and there are insufficient funds on hand and lawfully
available to pay such costs; and
WHEREAS, it is necessary and for the best interests of the County and the District that the
Project be completed and in order to raise a portion of the funds required for such purpose it will
be necessary for the Council to borrow at this time an amount not to exceed $100,000,000; and
WHEREAS, it is in the best interest of the County and the District that the Council issue at
this time (i) its Flood Prevention District Council Sales Tax Revenue Bonds, Series 2015 (the
"Series 2015 Senior Bonds ") and (ii) its Flood Prevention District Council Subordinate Sales
Tax Revenue Bonds, Series 2015 (the "Series 2015 Subordinate Bonds " and, collectively with
the Series 2015 Senior Bonds, the "Series 2015 Bonds "), in an aggregate principal amount of not
to exceed $100,000,000, for the Project; and
WHEREAS, before the Council may issue the Series 2015 Bonds it is required by the Act
to submit a request to the County Board and the Board of Commissioners for approval of the
issuance of the Series 2015 Bonds; and
WHEREAS, the Council has requested that the County Board and the Board of
Commissioners approve the issuance of the Series 2015 Bonds; and
WHEREAS, in order to provide credit enhancement for the Series 2010 Bonds, the Series
2015 Bonds and other bonds issued by the Council pursuant to the Senior Indenture or the
Subordinate Indenture ( each as defined herein) (the "Subsequent Bonds" and, collectively with
the Series 2010 Bonds and the Series 2015 Bonds, the "Bonds "), it is in the best interest of the
County, the District and the Council to enter into an amendment to the existing
intergovernmental agreement among the County, the District and the Council providing for the
continued direct deposit of the Flood Prevention District Sales Taxes with a trustee for the
payment of the Bonds; and

WHEREAS, the County Board has determined that it is in the best interest of the citizens of
the County for the Council to undertake the Project and issue the Bonds with assistance from the
County as described herein;
Now, THEREFORE, Be It Ordained by the County Board of The County of St. Clair,
Illinois, as follows:
Section 1. Definitions. The following words and terms used in this ordinance shall
have the following meanings unless the context or use clearly indicates another or different
meaning is intended:
"Act' is defined in the preambles.
"Authorized Officer" means the Chairman or the County Clerk or any other individual
appointed by the County Board to act as an authorized officer hereunder.
"Board of Commissioners" is defined in the preambles.
"Bond Resolution" means the resolution of the Council, providing for the issuance of the
Series 2015 Bonds, in substantially the form attached hereto as Exhibit A.
"Bonds" is defined in the preambles.
"Chairman" means the Chairman of the County Board.
"Comptroller" means the Comptroller of the State.
"Council" is defined in the preambles.
"Council Sales Tax Fund'' shall have the meaning set forth in the County/Council
Intergovernmental Agreement.
"Counties" means the County, The County of St. Clair, Illinois, and The County of
Monroe, Illinois.
"County" is defined in the preambles.
"County Board' is defined in the preambles.
"County Cleric' means the County Clerk of the County and ex-officio Clerk of the
County Board.
"County Flood Prevention Occupation Tax Fund' means the special fund known as the
St. Clair County, Illinois, Flood Prevention Occupation Tax Fund established by the County
pursuant to Section 25G) of the Act.
"County/Council Intergovernmental Agreement" means the Intergovernmental
Agreement dated as of November 23, 2010 among the County, the District and the Council, as
amended by the First Supplement to Intergovernmental Agreement.
"Department' means the Department of Revenue of the State.
"Debt Reform Act" means the Local Government Debt Reform Act of the State of
Illinois, as amended.
"Districf' is defined in the preambles.
"District/Council Intergovernmental Agreement' is defined in the preambles.
"First Supplement to Intergovernmental Agreement" means the First Supplement to
Intergovernmental Agreement in substantially the form attached hereto as Exhibit B.
"First Supplemental Indenture" means the First Supplemental Indenture of Trust by and
between the Council relating to the Senior Indenture.
"Flood Prevention District Revenues" means (a) the Flood Prevention District Sales
Taxes and (b) any other revenues of the Districts and the Council which are permitted to be used
to pay debt service on Bonds.
"Flood Prevention District Sales Taxes" means the Flood Prevention District Retailers '
Occupation Tax and the. Flood Prevention District Service Occupation Tax imposed by the
County pursuant to Section 25 of the Act and any substitute therefor as provided by the State in
the future.
"Ordinance''. means this Ordinance as originally adopted and as the same may from time
to time be amended or supplemented in accordance with the terms hereof.
"Project'' is defined in the preambles.
"Senior Indenture" means the Indenture of Trust by and between the Council and the
Trustee, relating to the Series 2010 Bonds and the Series 2015 Senior Bonds, as amended by the
First Supplemental Indenture.
"Series 2010 Bonds " is defined in the preambles.
"Series 2015 Bonds " is defined in the preambles.
"Series 2015 Senior Bonds " is defined in the preambles.
"Series 2015 Subordinate Bonds" is defined in the preambles.
"State" means the State of Illinois.
"Subordinate Indenture" means the Subordinate Indenture of Trust by and between the
Council and the Trustee, relating to the Series 2015 Subordinate Bonds.
"Subsequent Bonds" is defined in the preambles.
"Treasurer" means the Treasurer of the State.
"Trustee" means UMB Bank, N.A. , St. Louis, Missouri, as bond registrar, paying agent
and trustee for the Bonds, and successors and assigns.
Section 2. Incorporation of Preambles. The County Board hereby finds that all of the
recitals contained in the preambles to this Ordinance are full, true and correct and does
incorporate them into this Ordinance by this reference.
Section 3. Approval of Series 2015 Bond Issuance. The issuance of the Series 2015
Bonds by the Council is hereby approved, in accordance with the terms set forth in the form of
Bond Resolution, the Senior Indenture (including the First Supplemental Indenture) and the
Subordinate Indenture.
Section 4. First Supplement to Intergovernmental Agreement. The First Supplement
to Intergovernmental Agreement and all the terms thereof is hereby approved, and the Chairman
is hereby authorized and directed to execute the First Supplement to Intergovernmental
Agreement in the name of the County, and such execution shall be attested by the County Clerk.
Section 5. Continued Pledge of Flood Prevention District Sales Taxes. Pursuant to
Section 13 of the Debt Reform Act, the County has pledged and hereby reaffirms its continued
pledge of the Flood Prevention District Sales Taxes to its obligations under the County/Council
Intergovernmental Agreement (as amended by the First Supplement to Intergovernmental
Agreement), and used to provide revenues to pay the principal of, and interest on, if any, and
other fees related to, the Bonds, including the Series 2015 Senior Bonds and the Series 2015
Subordinate Bonds, and the Subsequent Bonds, and this Ordinance shall constitute a direction to
the Comptroller and the Treasurer to pay the Flood Prevention District Sales Taxes from the
Department, the Comptroller or the Treasurer as the case may be to the Trustee, on behalf of the
County, to pay the Bonds, including the Series 2015 Senior Bonds and the Series 2015
Subordinate Bonds, and the Subsequent Bonds.
The Department, the Comptroller and the Treasurer, as applicable, are hereby directed to,
unless otherwise notified as provided herein, for the period during which any of the Bonds,
including the Series 2015 Senior Bonds and the Series 2015 Subordinate Bonds, or the
Subsequent Bonds are outstanding, withhold the payment of the Flood Prevention District Sales
Taxes which may be available, due or payable to the County and pay the Flood Prevention
District Sales Taxes directly to the Trustee. This Ordinance shall constitute a further direction to
the Comptroller to cause orders to be drawn and to the Treasurer to make payment thereof, as set
forth in Exhibit C attached to and made a part of this Ordinance. The County will not, without
the prior written consent of the Council and each of the Districts, pledge, encumber or otherwise
grant a lien, security interest or charge on the Flood Prevention District Sales Taxes due to the
County prior to or on a parity with the pledge granted by this Ordinance. If at any time the
Trustee notifies the Comptroller in writing that it has received Flood Prevention District
Revenues sufficient to pay all debt service on the Bonds, including the Series 2015 Senior Bonds
and the Series 2015 Subordinate Bonds, and the Subsequent Bonds, the Comptroller shall pay the
Flood Prevention District Sales Taxes directly to the County, without any withholding, as if they
were not pledged revenues pursuant to Section 13 of the Debt Reform Act. The County hereby
covenants and agrees that it has not pledged, encumbered or otherwise granted a lien, security
interest or charge on the Flood Prevention District Sales Taxes except for the pledge with respect
to the Bonds. The County hereby covenants and agrees that, during the periods described above,
it will remit to the Trustee in immediately available funds any Flood Prevention District Sales
Taxes payable to the Trustee, which it receives from the Department, the Comptroller or the
Treasurer, notwithstanding the provisions of this Ordinance, immediately upon receipt of such
Flood Prevention District Sales Taxes. The County hereby covenants and agrees that, to the
extent permitted by law, it will not reduce the current rate of, or grant exemptions ( other than
current exemptions) from, the Flood Prevention District Sales Taxes without the prior written
consent of the Council and each of the Districts (unless the County is required by law to reduce
such rates or grant such exemptions). After the issuance of the Bonds, no modification,
alteration, amendment, supplement, repeal or revocation of the provisions of this Ordinance shall
be made in any manner until such time as the principal of and interest, if any, on the Bonds,
including the Series 2015 Senior Bonds and the Series 2015 Subordinate Bonds, and the
Subsequent Bonds shall have been paid in full. The Authorized Officers of the County are hereby
authorized to file this Ordinance with the Department, the Comptroller and the Treasurer.
Section 6. The Southwestern lllinois Flood Prevention District Council Sales Tax
Fund. Upon immediate receipt of any Flood Prevention District Revenues, the Trustee shall
deposit such receipts into the Council Sales Tax Fund. Such moneys shall thereafter be applied
as provided in the County/Council Intergovernmental Agreement.
Section 7. Filing with Comptroller, Treasurer and Department. Within 10 days of
the adoption of this Ordinance, a copy hereof, certified by the County Clerk, shall be filed with
the Comptroller, the Treasurer and the Department, as the officials having custody of the Flood
Prevention District Sales Taxes, pursuant to Section 13 of the Debt Reform Act.
Section 8. Further Authorization. Any Authorized Officer is hereby authorized,
empowered and directed to execute and deliver any and all such documents, and to do any and
all such things as may be necessary to carry out and comply with and further the purposes and
intent of this Ordinance.
Section 9. This Ordinance a Contract. The prov1S1ons of this Ordinance shall
constitute a contract between the County and the registered owners of the Bonds, and no
changes, additions or alterations of any kind shall be made hereto, except as herein provided.
Section JO. Severability. If any section, paragraph, clause or provision of this
Ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provision
shall not affect any of the other provisions of this Ordinance.
Section 11. Repealer. All ordinances, resolutions or orders, or parts thereof, in conflict
with the provisions of this Ordinance are to the extent of such conflict hereby repealed.
Section 12. Effective Date. Pursuant to the Debt Reform Act, this Ordinance shall be
effective immediately upon its passage and approval, without publication or posting or any
further act or requirement.

Pursuant to Section 13 of the Local Government Debt Reform Act (30 fllinois Compiled Statutes 2008, 350/13, as supplemented and amended (the "Act'')), the County hereby directs the Department of Revenue, the Comptroller of the State of Illinois and the Treasurer of the State of Illinois to pay to the Trustee, all of the Flood Prevention District Sales Taxes, for the period during which any bonds issued under the Senior Indenture or the Subordinate Indenture, including the Series 2015 Bonds ( collectively, the "Bonds"), are outstanding, for the purpose of paying the principal of, premium, if any, and interest on, and other fees related to, the Bonds when due. Unless otherwise directed by the County, you are directed to pay the Flood Prevention District Sales Taxes to the Trustee on the date or dates during such period that any payment of the Flood Prevention District Sales Taxes would have been made to the County, and all such

payment shall be made to the Trustee in accordance with the Flood Prevention District Act, 70 ILCS 750, et seq., as amended, for the calendar month in which such payment is scheduled to be made. Payments to the Trustee shall continue until the County notifies you that no Bonds are outstanding. You are further directed to pay the Flood Prevention District Sales Taxes to the Trustee by wire transfer to the account set forth on Schedule A attached hereto and made a part of this direction.
The proceedings are being filed with you pursuant to the Act.

A RESOLUTION AUTHORIZING THE ST. CLAIR COUNTY BOARD CHAIRMAN TO SUBMIT A SECTION 108 LOAN GUARANTEE (LOAN POOL) APPLICATION TO THE U.S. DEPARTMENT OF HOUSING DEVELOPMENT (HUD). THE PURPOSE OF THE SECTION 108 APPLICATION IS TO ASSIST WITH ECONOMIC AND COMMUNITY DEVELOPMENT ACTIVITIES IN ST. CLAIR COUNTY. THE LOAN FUNDS WILL BE USED TO CREATE A LOAN POOL TARGETED TO PROJECTS THAT WILL HAVE POSITIVE ECONOMIC AND COMMUNITY DEVELOPMENT BENEFITS.
WHEREAS, St. Clair County, Illinois, participates in the Community Development Block Grant (CDBG) Program as authorized by the Housing and Community Development Act of 1974, as amended; and
WHEREAS, there is a continuing need for economic and community development enhancements, especially for those low and moderate income areas; and,
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) provides CDBG funds/Section 108 Loan Guarantee funds to eligible communities; and,
WHEREAS, the St. Clair County Intergovernmental Grants Department has the legal authority to serve St. Clair County; and,
NOW THEREFORE, BE IT RESOLVED that the St. Clair County Board authorizes the Chairman of the County Board to submit a Section 108 Loan Guarantee application in the amount of $15,000,000 and to undertake essential economic development/community development activities with those said funds.

WHEREAS, the St. Clair County Board divided the County into 4 assessment districts on November 24,
1997 in Resolution No. 150-97-R; and
WHEREAS, the St. Clair County Board assigned townships into the various assessment districts on
November 24, 1997; and
WHEREAS, the new assessment districts shall follow township lines and shall divide, as near as may be,
the work of assessing he property in St. Clair County into 4 equal parts; and
WHEREAS, the St. Clair County Board now desires to amend the assessment district numbers pursuant
to 35 ILCS 200/9-225.
NOW THEREFORE BE IT RESOLVED by the County Board of St. Clair County, that:
Assessment District #1 shall include the townships of Belleville, St. Clair, Shiloh Valley, Freeburg, New
Athens, and Fayetteville. The General Assessment year for District #1 shall be 2016.
Assessment District #2 shall include the townships of Centreville, Sugar Loaf, Stookey, Smithton, Prairie
Du Long, and Millstadt. The General Assessment year for District #2 shall be 2017.
Assessment District #3 shall include the townships of Canteen, O'Fallon, Lebanon, Mascoutah and
Engleman. The General Assessment year for District #3 shall be 2018.
Assessment District #4 shall include the townships of East St. Louis, Stites, Lenzburg, Marissa, and

WHEREAS, the County of St. Clair, the Village of Shiloh and MAC' s Convenience Stores, LLC have mutually determined that in order to facilitate the free flow of traffic and insure safety to the motoring public, are desirous of widening Thouvenot Lane, County Highway 95, and Hartman Lane, County Highway 16, by providing additional through lanes at the intersections of the proposed entrances as shown on the attached plan sheets. MAC' s Convenience Stores, LLC, has also agreed to provide funding, up to a maximum of $50,000.00, to reimburse the County for costs associated with the construction of future ramps, sidewalks, pedestrian signals, pavement striping and incidentals to provide pedestrian access to the NE, SE and SW corners of the Thouvenot Lane/Hartman Lane intersection. This work to be identified as Section 15-00301-16-SW; and
WHEREAS, an Agreement has been prepared, between the County of St. Clair, the Village of Shiloh and MAC's Convenience Stores, LLC, which provides for responsibilities of costs, maintenance, and other conditions, a copy of the agreement is attached hereto.

THEREFORE, the Trustee Committee recommends the adoption of the following resolution:
BE IT RESOLVED BY THE COUNTY BOARD OF ST. CLAIR COUNTY, ILLINOIS, that the Chairman of the Board of St. Clair County, Illinois, be authorized to execute a deed of conveyance of the County's interest or authorize the cancellation of the appropriate certificate of purchase, as the case may be, on the above described real estate for the sum of One Hundred Twenty Thousand, Three Hundred Three and 49/100 Dollars, ($120,303.49) paid to the Treasurer of St. Clair County, Illinois, to be distributed according to law.
