It was back in 1964 that Bob Dylanwrote his song, The Times They Are A-Changin’. Some 49 years on, the samecan still be said (or sung), for there islittle debate that we live in changingtimes. All around us we see change; inthe high street well known names likeWoolworths, Comet, Jessop’s andothers, once considered retail giants,are falling. In the football world, we seehow the once (still?) mighty GlasgowRangers fell. We look at technology andsee the massive advances made therethat a previous generation could neverhave imagined. We look at our nationand the changes there; the changes inthe wider world and it is fair to say thatthe times they are a-changing. Thedebate will rage on as to whether it isgood or bad and I guess that will be avery subjective view depending onone’s situation and viewpoint. In theBible in the book of Hebrews chapter

13:8, we read these words: “Jesus Christis the same yesterday today andforever”. In a world that is constantlychanging, it is encouraging to know thatthere is One who never changes. Hislove, His compassion, His promises areas good today as they were yesterdayand as they will be tomorrow. He is theOne who can be trusted and in a timewhen trust is at an all time low we canrely on Him, for it was Jesus who said,“come to me, all you who are weary andburdened, and I will give you rest”. Areyou needing rest? Are you weary andburdened, troubled by all the change?Turn to the unchanging Jesus and knowthe peace, joy, forgiveness and thefullness of life He brings to those whotrust Him.

Inspector Strachannoted the benefits of the Taxi Marshalls,the Red Cross, and other bodiesinvolved in funding the Safer StreetsInitiative. Anne Glover asked about theStreet Pastors. Inspector Strachan saidthat the street pastors are due to starton 13th February 2013 and are not apolice resource.Quarterly update is due out andexpected to mention speeding onWards Road & West Road,indiscriminate parking on Brodie Driveand Morriston Road.A Resilience Exercise for a floodingevent was carried out and wassuccessful. Alastair Kennedycommented that what could beexpected of the Community Council inan emergency is now betterunderstood.Body Cameras are being issued toPolice in Moray. STAGECOACH UPDATEGraeme Leslie apologised for not beingpresent at recent meetings but AlastairKennedy thanked him for the reportsgiven by email in his absence andthanked him for his ongoingcommitment to providing updates whichare greatly appreciated.Punctuality has improved, especially the10 service but challenges still exist suchas the PM peak out of Aberden. New services have been introducedfrom Southside Kinloss to Asda, and a2am service Inverness to Elgin.Services from Elgin to Burghead andthe evening service to South Lesmurdiehave been revised.GPS tracking now allows busses to beseen in real time which informs the realtime message boards now deployedand is used to improve reliability.

Redevelopment of the bus station isbeing looked at for the St Giles centrerefurbishment. Service levels have suffered this weekdue to late delivery of parts over thefestive period.Pat Paterson asked about crowdedservices from Inverurie. Stagecoachhave worked on this but have beenunable to get a licence for >48passengers but standing is not allowed.Stagecoach are aware of thecongestion and are continuallyreviewing the business case for variousservices.

6a PLANNINGThe Main Issues Report is out for publicconsultation and responses arerequired by 23 February 2013. Noissues have been raised to date.2 King Street is still ongoing.2 Nursery School applications havebeen lodged for East End Primary andNew Elgin Primary Schools. JamesWiseman lodged an objection for theCommunity Council about parkingprovision at these venues.

6b&c RECREATION LEISURE ANDENVIRONMENTAnne Glover will be doing a Car Bootsale to raise funds for our flowerbeds.She has also written to BID regardingthe flowerbeds at Ladyhill and the EightAcres.Mary Wall reported that the applicationfor fair trade status has been rejected asgoal 3 needs worked on. AlastairKennedy commented that this set backdemonstrates the value of obtaining thefair trade status and asked how wecould help. Mary Wall explained that fairtrade does make a real difference topeople in developing countries. Buyingfair trade products in Elgin does helpwith Goal 3 which is about getting it intothe community. There are manyproducts not just coffee and not justfood. Many of the products are cheaperthan equivalent non fair trade products.

Parliament Blog“ ”While it is a few weeks since the event I

would like to pay tribute to the speakers

and musicians who made Moray SnP’s

Burns Supper a huge success. We have

always been very good at attracting top

speakers from both here in Moray and

further afield and, as a result, attract guests to the event

that are not necessarily very political but who just love a

cracking Burns Supper! I will make special mention of

the musicians and especially the young musical talent,

which was just phenomenal and really made the

evening a special night. The combination of musical

talent and the commitment of the youngsters with that

talent to make the most of what they have is great to

see and I am certainly encouraged to see our young folk

performing such fantastic pieces, live in front of a large

and appreciative audience!

I was delighted recently when the uK

Government accepted the long-running

case for Arctic Convoy veterans to be

recognised with an official medal. on a

political level I have long backed the

campaign but on a personal level,

having a father who was a naval officer, it has always been

instilled in me the importance of recognising bravery and

the sheer effort of people involved in the defence of our

identity and values. The Arctic Convoys were strongly

associated with the north of Scotland and were recognised

as being one of the harshest environments in the second

world war, especially since most of those involved were of a

merchant navy rather than a military background. There

were many, many casualties and it is absolutely right that

the remaining convoy veterans are receiving this long-

overdue recognition of their wartime contribution.

Harvesting & Easter at Roseisle The Forest of Roseisle, along with the many other forests, is a hive of activity and not just preparation for the Easter Extravaganza.The work, is part of the ongoing management of the woodland and will take place between Roseisle Maltings and Burghead and we expect to be finished by April / May at the latest.As well as resulting in some disruption to forest paths, the work will also cause some temporary disruption to public roads in and around Burghead. Diversions will be in place wherever possible. Forestry Commission Scotland’s Paul Raisbeck said: “If the weather is kind to us we might get finished a little earlier but this is a demanding job and heavy machinery will be involved so we’ll be putting warning signs up around the forest.When we’re doing this sort of work the forest can be a dangerous place for visitors – which is why we close some footpaths, put in diversions and put up safety signage.For their own safety, it’s very important that anyone accessing the forest should take careful note of any signs that they encounter.” As well as resulting in some disruption to forest paths, the work will also result in some temporary disruption to public roads in and around Burghead. Diversions will be in place wherever possible. The thinning will yield approximately 2500 tonnes (3000 m3) of timber to be processed at local sawmills and used for housing, pallets, fencing and board products. Roseisle Easter Extravaganza FCS staff look forward to seeing you at their popular Easter Extrava-ganza. Get close to a harvester, find out more about Scotland’s amazing wildlife, have a go at the greenwood workshop, marvel at the expertise of the chainsaw carver and enter our free draw to win one of his unique sculptures. There will, of course, be a Bunny Hunt, face painters, Mountain Bikes and much, much more; there really is something for everybody. Burgers and ice cream will be on sale to keep you going, but why not bring a picnic to eat at our picnic site or take the boardwalk down to the beach. The event is on Easter Sunday March 31st between 1pm and 4pm. The car park is accessed from the B9089 between College of Roseisle and Kinloss. Herb Crusted Monkfish With A Fricassee Of Wild Mushroom, Butter Bean And Pancetta, Pesto Dressing

This is a very simple yet classy dish which can be whipped up in next to no time and used to impress friends, family and loved ones. This dish was shown to me by a very good friend of mine in Turiff and I have been borrowing it ever since. It has always proved popular wherever I have worked. We cook our own Beans at the Hotel but to speed things up, you can use a good quality, tinned variety.

INGREDIENTS

2 Monkfish Fillets – 1 tail

Method Pre-heat the oven to approx. 200ºC. Place all the ingredients for the herb crust, except the mustard, in a food processor with the blade attachment and blitz until they turn to breadcrumbs.Using a hand blender and a suitable container/jug, blend all the ingredients for the pesto together, season and set aside for later.Sear and colour the monkfish fillets in a hot, non-stick frying pan with a little olive oil. Season with salt and pepper and place on an oven tray.Brush the monkfish fillets in the mustard and roll through the breadcrumbs until fully coated.Return the monkfish to the oven tray and place in the oven for approximately 10 mins.Using the pan you cooked the fish in, return it to the heat and add a splash of olive oil.When hot, fry off the pancetta until starting to brown.Add mushrooms and crushed garlic. Sauté for another 2 mins.Finally, add the butter beans, butter and white wine. Reduce for 2 mins.To serve, place the fricassee in the centre of the plate in a neat mound. Rest the monkfish on top and drizzle pesto around. Some sautéed new potatoes can also be added if desired.

There is a growing trend to get married abroad in resorts which are well geared up for marriages. Civil Partnerships are also available in some countries where the law permits it, mainly in Canada, America and South Africa. Choctober in Elgin andnow Nairn!! Whew...As always Olive Tree Chocolate look to see how theycan improve on previous events and take Choctoberforward into the future. This year sees some significantchanges. "The 2012 events were so successful we havebeen specifically asked to take the event to Nairn. Withthat in mind we have the first event on Sunday 24thMarch at Elgin Town Hall, and the second event on Sat-urday 30th March at Nairn Community Centre. Schoolsare in until March 28th - this will hopefully allow morepeople to attend at Elgin before they go away for Easterbreak - and could attract tourists into the Nairn event."

They are also introducing a competition element for the visitors to get involved in. 'Cakes v Pies' is abaking competition open to anyone. There are junior and adult sections, with a panel of 3 independ-ent judges assessing the entries and deciding the winners. Invitations to take part will go out to all theschools in the area, as well as advertising in Spotlight Magazine and hundreds of posters too. There isa small entry charge which goes directly to the charity Mary's Meals. "This is a real opportunity to makea difference for children in less fortunate parts of the world - just £10.70 will buy one meal a day for achild for an entire year." It gets its name from the Old Castle of Eren (Old Eren – Auldearn), which was built around 1180 by William the Lion (King William I) and was still in use in when Robert the Bruce received the surrender of the “Rebellious Men of Moray” in the early 1300’s.

There are many people, and you may be one of them, who believe that life should be one never ending party; friends to meet, places to go, and things to get and do, seeking constant amusement in the pursuit of happiness, needing non-stop activity to �ll the emptiness inside, to �ght the boredom that surrounds them.

Drugs, alcohol, immoral relationships, money and music are some of the most popular choices in this party called life. We don’t want to think about the fact the party will end. However there is an enemy to all this pleasure-seeking excitement. It is death. We all have an appointment with death and eternity.

You have a God-given eternal soul and the Bible makes it clear that you will spend eternity somewhere when the party is over. Where you will be in eternity may not matter to you right now. The thought of facing a sin-hating, Holy God or talk of His dear Son the Lord Jesus Christ are subjects you probably avoid at all costs.

The Lord is trying to reach you now, because once your “party” is over it will be too late.

We see in the Bible that we are all unclean in God’s sight because of our sins. You may not think that you are a hell-deserving sinner, but God is Holy and He hates sin. Sin will keep you from being with God in heaven for eternity and damn you to Hell, unless you receive God’s forgiveness for sin which is found only in His Son Jesus Christ. God’s word reveals that if you die in an unclean & unforgiven state, because of your own choice, you’ll go to hell with all the other people who refused God’s mercy.

You may think. “That’s okay - all my party friends will be there too!” Yes, sadly they will be there too if they too reject Christ, but the thick blackness of “outer darkness” will separate you from each other. It is a place of torment, never ending fear and punishment and you’ll be there on your own.

Right now you are without God in this world and have no hope, but in Christ Jesus you, who are far o�, can be brought near by the blood of Christ; He can be your peace. You can know that when you die (and you will die) you will be in Heaven, not Hell.

Take a moment, please consider and under-stand God’s love for you in giving His Son, the Wonderful Lord Jesus Christ to die for your sin on The Cross of Calvary and then three days later to rise again from the dead. He can be your Saviour. You must call upon the name of the Lord, acknowl-edging and turning from your sins and trusting Him, and only Him, to save you.

For God so loved the world that he gave his only begotten Son, that whosoever believeth on Him should not perish, but have everlasting life. Most people understand that horses which are kept in some light work all winter, are less likely to become injured when the season for riding and competing begins. Keeping those muscles, tendons and joints toned, means that they have the capacity for coping with an increased workload as the season progresses. It isn't always practical or desirable to be exercising horses in the winter months and when horses first start hacking out or exercising in the new season, problems can first start to show up, which can lead to real problems later in the spring or summer. Vets would much rather deal with minor problems,

One of the joys of our wonderful environment up here is the clean air, and one of the organisms which thrives locally is dog lichen. There are hundreds of species here, growing on trees, rocks and on the grass! It is particularly at home on ground which has become compacted and is low on nutrients. It is one of the most common questions we get from baffled homeowners, and many have found that the garden centre people aren’t sure how to deal with it.

We shift it by aerating the ground with a big hollow-core tining machine which removes thousands of cores from the ground allowing air to circulate. A regular feeding programme for the lawn strengthens the grass and this tips the balance of conditions back in favour of the grass, as with all things in nature, it’s about competition. There are no chemical products which permanently remove lichen. You need to improve the ground conditions, otherwise nothing really changes. Golf courses do this all the time, and so do we.

Aerating the ground at the end of winter should be part of routine lawncare in any case. The freeze/thaw, freeze/thaw weather we get compacts most ground around here which prevents tender new plant roots spreading, even if the grass has had a spring feed. The ground is too solid.

I should also mention scarifying now too. All lawns build up thatch and moss over the year and this surface material stifles the competition (lawn grass). It should be raked out, either by hand or much better, with a scarifier. Be warned, this is a back-breaking, dirty job, which I guess is why it is one of the most common jobs we get asked to do for folk at this time of year. We use blade scarifiers, blowers and sweepers, but it’s still a filthy job! Good luck.
