SECTION 211313 - SPRINKLER SYSTEMS PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including
General and Supplementary Conditions and Division 1 Specification
Sections, apply to this Section.
1.2 SUMMARY
A. This Section specifies sprinkler systems for buildings and
structures.
B. Related Sections: The following Sections contain requirements
that relate to this Section: 1. Division 7 Section "Penetration
Firestopping" for fire barrier sealers. 2. Division 9 Section
“Finishes” for piping and accessories. 3. Division 28 Section "Fire
Alarm Detection Systems" for alarm devices not specified in
this
Section. 4. Division 22 Section “Facility Water Distribution and
Domestic Water Piping” for water supply
when work of this Section connects to water distribution system
inside the building. 1.3 DEFINITIONS
A. Pipe sizes used in this section are nominal pipe size (NPS)
specified in inches. Tube sizes are standard tube size specified in
inches.
B. Working plans as used in this Section refer to documents
(including drawings and calculations)
prepared pursuant to requirements in NFPA 13 for obtaining
approval of authority having jurisdiction.
C. Other definitions for fire protection systems are included in
referenced NFPA standards. 1.4 SYSTEM DESCRIPTION
A. Wet-Pipe Sprinkler System: System with automatic sprinklers
attached to piping system containing water and connected to water
supply so that water discharges immediately from sprinklers when
they are opened by fire.
1.5 SYSTEM PERFORMANCE REQUIREMENTS
A. Design and obtain approval from authority having jurisdiction
for fire protection systems specified. 1. The Fire Protection
Installer(s) shall furnish all labor, tools, materials and
equipment and
perform all operations required for the complete installation of
all fire protection work, as required on the drawings, specified or
shown, except where specifically excluded herein. All provisions of
Division 22 are to be followed, except as modified herein. a. The
fire protection work shall comply with all requirements of the
codes and regulations
of authorities having jurisdiction and local and state
authorities.

b. Any materials shown or specified in the drawings and
specifications shall be furnished and installed by the Fire
Protection Installer(s). Materials reasonably implied and usually
included under good industry practice and/or for proper and safe
completion and operation of the work described herein, shall also
be furnished by the Fire Protection Installer(s). The drawings
and/or specifications, when more stringent than NFPA, IBC or the
local authority requirements, shall take precedence.
c. The Engineer of Record has developed and coordinated the
contract drawings with other design disciplines in order to obtain
a sprinkler system permit prior to the Fire Protection Installer(s)
start of work. The development and coordination is based on the
drawing set filed for obtaining the building permit. Changes made
to the special systems or the architectural layout after the
building permit submission set may need final coordination by the
Fire Protection Installer(s). Therefore, the Fire Protection
Installer(s) shall field verify all dimensions and piping locations
and modify the drawings as necessary prior to fabrication of
piping. The Fire Protection Installer(s) shall not modify the
sprinkler design unless required by field conditions AND approval
is required from the Engineer of Record before any pipe changes are
made. All changes due to field conditions shall be documented and
resubmitted by the Fire Protection Installer(s) (shop drawings and
hydraulic calculations) to the Anne Arundel County Permit Office
and the Engineer of Record as “Revised Drawings for Review”.
B. Minimum Pipe Sizes: Not smaller than sizes indicated on the
design drawings.
C. The sprinkler systems have been hydraulically designed
according to:
1. Sprinkler system occupancy hazard classifications are as
follows:
a. Office/Classrooms and Public Areas: Light hazard. b.
Gymnasium: Ordinary Hazard, Group I. c. Storage Areas, Mechanical,
Electrical, Equipment Rooms and Service Areas: Ordinary
hazard, Group II.
2. Minimum density requirements for all sprinkler systems have
been hydraulically designed as follows: a. Light Hazard Occupancy:
0.1 GPM over 1500 sq. ft. area. b. Ordinary Hazard, Group 1
Occupancy: 0.15 GPM over 1500 sq. ft. area. c. Ordinary Hazard,
Group 2 Occupancy: 0.20 GPM over 1500 sq. ft. area.
1. Reduced Area for Quick Response Sprinkler Heads shall be
applied as indicated on the contract drawings.
3. Maximum sprinkler spacing is as follows:
a. Offices and Public Areas: 196 sq. ft./sprinkler, or as
indicated on the contract drawings. b. Classrooms: 196 sq.
ft./sprinkler, or as indicated on the contract drawings. c. Storage
Areas: 130 sq. ft./sprinkler, or as indicated on the contract
drawings. d. Mechanical Equipment Rooms and Electrical Equipment
Rooms: 130 sq. ft./sprinkler. e. Other Areas: According to NFPA 13,
and as indicated on the drawings.

D. Components and Installation: Capable of producing piping
systems with the following minimum water working pressure ratings
except where indicated otherwise.
1. Sprinkler Systems: 175 psig (1200 kPa).
1.6 SUBMITTALS
A. Product data for fire protection system components. Include
the following: 1. Pipe. 2. Fittings. 3. Hangers. 4. Valves. 5.
Specialty valves, accessories, and devices. 6. Alarm devices.
Include electrical data. 7. Sprinklers, escutcheons, and guards.

and other data. B. Sprinkler system drawings identified as
"working plans," prepared according to NFPA 13. Submit
required number of sets to EBL Fire Engineering for review and
submittal to the authority having jurisdiction (Anne Arundel County
Permit Application Center) for review, comment, and approval when
revised due to field conditions. Include system hydraulic
calculations where applicable.
C. Test reports and certificates as described in NFPA 13.
Include "Contractor's Material & Test
Certificate for Aboveground Piping" and "Contractor's Material
& Test Certificate for Underground Piping."
D. Maintenance data for each type of fire protection specialty
specified, for inclusion in "Operating and
Maintenance Manual" specified in Division 1 Section "Contract
Closeout."
E. 2 copies of NFPA 25 "Standard for Inspection, Testing and
Maintenance of Water Based Fire Protection Systems." Deliver to
Owner's maintenance personnel.

accessories, and repair and service equipment in accordance with
NFPA. A qualified firm is one who is a Licensed Fire Sprinkler
Contractor per the Fire Sprinkler Licensing requirements in the
state of Maryland and that is experienced (minimum of 5 previous
projects similar in size and scope to this Project) in such work,
familiar with precautions required, and in compliance with the
requirements of the authority having jurisdiction. Submit evidence
of qualifications to the Architect upon request.
F. NFPA Standards: Equipment, specialties, accessories,
installation, and testing complying with the
following: 1. NFPA 13 “Standard for the Installation of
Sprinkler Systems.” 2. NFPA 25 "Inspection, Testing and Maintenance

2.8 SPECIALTY VALVES
A. Globe Valves: Cast bronze construction in accordance with
ASTM B-62 specifications 85-5-5-5 for superior corrosion
resistance. The handwheel shall be manufactured from cast iron
materials to comply with the American Water Works Association C-509
and ASTM A-126 Class B standards. Valves shall be suitable for 175
psi working pressure.

provided with a vinyl-covered handle.
C. Test Drain Valve Assemblies: UL listed and FM approved with
bronze body. Test/drain valve assemblies shall be operated by
opening/closing one handle only. Test assemblies that require the
opening of valves at one time will not be accepted. Valves shall be
suitable for 175 psi working pressure.
2.9 SPRINKLERS
A. Provide as indicated on the contract drawings or approved
equal. No O-Rings shall be permitted in the sprinkler head.
B. Sprinkler Cabinets: Finished steel cabinet and hinged cover,
with space for minimum of 6 spare
sprinklers plus sprinkler wrench, suitable for wall mounting.
Include number of sprinklers required by NFPA 13 and 2 wrenches for
sprinklers. Include separate cabinet with sprinklers and wrench for
each style sprinkler on Project.
C. The cabinet shelves shall be marked with a permanently
attached etched metal or plastic sign to
indicate each type of sprinkler head installed and their
locations within the building. 2.10 SPECIALTY SPRINKLER
FITTINGS
A. Specialty Fittings: UL-listed and/or FM-approved, made of
steel, ductile iron, or other materials compatible with system
materials and applications where used.
B. Sprinkler Alarm Test Fittings: Ductile-iron housing with
1-1/2-inch (40-mm) inlet and outlet, integral
test valves, combination orifice and sight glass, and threaded
ends.
C. Flex-head fittings shall not be used. 2.11 ALARM DEVICES
A. Alarm Devices: Types and sizes that will match piping and
equipment connections.
B. Supervisory Switches: UL 753, for valves,
electrical-supervision type, SPDT (single-pole, double-throw),
normally closed contacts, designed to signal controlled valve in
other than full open position.
C. Supervisory Switches: UL 753, for indicator posts,
electrical-supervision type, SPDT (single-pole,
double throw), normally closed contacts, designed to signal
controlled valve in other than full open position.
2.12 PIPE HANGERS
A. All hanger assemblies shall be UL listed and FM approved. No
sprinkler piping is to be supported from any mechanical or
electrical devices and/or equipment (ducts, lights, etc.). No
chains, wire or perforated band iron will be permitted for hangers.
1. Pipe hangers shall be of black malleable iron, heavy pattern of
a type approved for fire
protection system installation.

2. Pipe stands may be used where needed. Pipe stands shall be
bolted to the floor and the pipe to prevent movement.
3. Trapeze hangers shall be used where needed. Only Schedule 40
piping shall be used as the pipe span.
4. Drive screws shall not be permitted. 2.13 PRESSURE GAGES
A. Pressure Gages: UL 393, 3-1/2 to 4-1/2 inches diameter dial
with dial range of 0-250 psig (0-1600 kPa), aluminum white coated
dials, drawn brass cases, glass crystals, phosphor bronze bordon
tube, and 1/4" male connection. Accuracy shall be 2% in midscale,
3% elsewhere. Gauges shall be equipped with a shut-off valve and
drain so that they may be serviced.
PART 3 - EXECUTION 3.1 INSTALLATION
A. Installation, workmanship, fabrication, assembly,
examination, inspection, flushing and testing shall be in
accordance with NFPA 13, except as modified herein. Install piping
straight and true to bear evenly on hangers and supports. Conceal
piping in all areas with finished ceilings. Piping shall be pitched
to ensure complete drainage of the system piping. Keep the interior
and ends of new piping affected by the Contractor’s operations
thoroughly cleaned of water and foreign matter. Keep piping systems
clean during installation by means of plugs or other approved
methods. When work is not in progress, securely close open ends of
piping and fittings so that water and foreign matter will not enter
the piping or fittings. Inspect piping before placing into
position.
B. Before the systems are accepted, all equipment shall be
thoroughly cleaned and shall be free of dirt,
dust or other foreign matter.
C. Waterflow and supervisory alarms shall be furnished and
installed by the Fire Protection Contractor and wired by the Fire
Alarm and/or Electrical Contractor. The Fire Protection Contractor
shall coordinate completion of this work.
D. All equipment that is to receive finish paint by the Painting
Contractor shall be cleaned and prepared
by the Fire Protection Contractor.
E. All work shall be installed so that all parts requiring
inspection, operation, maintenance and repair are readily
accessible.
3.2 SPRINKLER SYSTEM PIPING APPLICATIONS
A. Refer to Part 2 of this Section for detailed specifications
on pipe and fittings products listed below. Use pipe, tube,
fittings, and joining methods according to the following
applications. Piping may be joined with flanges instead of
indicated joints. Use grooved-end fittings with grooved couplings
that are made by the same manufacturer and that comply with listing
when used together for grooved-coupling joints.
1. Mechanical-"T" bolted-branch-outlet fittings, instead of
fitting types specified, shall not be used
for branch connections on main piping and outlets to sprinkler
heads on branchline piping. All branchline outlets from the mains
shall be welded.

A. Drawings indicate valve types to be used. Where specific
valve types are not indicated, the following requirements
apply:
1. Shutoff Duty: Use OS&Y gate valves. 2. Throttling Duty:
Use OS&Y valves. 3. All valves shall be installed in
conveniently accessible locations. Visible labeling shall be
provided to identify valve locations. Provide access panels as
required. 3.4 JOINT CONSTRUCTION
A. Refer to Division 15 Section "Basic Mechanical Materials and
Methods" for basic piping joint construction.
B. Grooved-End Pipe and Grooved-End Fitting Joints: Use
grooved-end fittings and grooved couplings
that are made by the same manufacturer and that are listed for
use together. Groove pipe and assemble joints with grooved
coupling, gasket, lubricant, and bolts according to coupling and
fitting manufacturer's written instructions. 1. Groove Type: Cut.
2. Groove Type: Rolled.
C. Dissimilar Materials Piping Joints: Make joints using
adapters compatible with both piping materials.

3.5 PIPING INSTALLATIONS
A. Refer to Division 15 Section "Basic Mechanical Materials and
Methods" for basic piping installation.
B. Locations and Arrangements: Drawings (plans, schematics, and
diagrams) indicate general location and arrangement of piping.
Install piping as indicated, as far as practical. 1. Deviations
from approved "working plans" for sprinkler piping require written
approval from
authority with jurisdiction and the Engineer of Record. File
written approval with the Architect prior to deviating from
approved "working plans."
C. Use approved fittings to make changes in direction, branch
takeoffs from mains, and reductions in
pipe sizes.
D. Install "Inspector's Test Connections" in sprinkler piping,
complete with shutoff valve and sized according to NFPA 13. Locate
in the most remote location of the system.
E. Install sprinkler piping with drains for complete system
drainage, per NFPA 13.
F. Install alarm devices in piping systems.
G. Hangers and Supports: Comply with NFPA 13. Install according
to NFPA 13.
1. Install hanger and support spacing and locations for steel
piping joined with grooved
mechanical couplings according to manufacturer's written
instructions for rigid systems. 3.6 SPECIALTY SPRINKLER FITTING
INSTALLATIONS
A. Install specialty sprinkler fittings according to
manufacturer's written instructions. B. Flex head piping shall not
be used.
3.7 VALVE INSTALLATIONS
A. Install fire-protection specialty valves, trim, fittings,
controls, and specialties according to NFPA 13, manufacturer's
written instructions, and the authority having jurisdiction.
B. Gate Valves: Install fire-protection service valves
supervised-open, located to control sources of water
supply except from fire department connections. Provide
permanently marked identification signs indicating portion of
system controlled by each valve.
3.8 HYDRAULIC DATA NAMEPLATE INSTALLATION
A. The hydraulic data nameplate shall be securely mounted to the
sprinkler riser. The nameplate shall include the NFPA 13 Edition on
which the design and installation of the system was based.

3.9 SPRINKLER APPLICATIONS
A. Exposed Piping Systems: Upright or pendent sprinklers (rough
brass finish).
B. Rooms with Ceilings & Concealed: Concealed pendent
sprinklers with factory painted white enamel cover plates, unless
otherwise indicated on the contract documents.
C. Wall Mounting: Sidewall semi-recessed sprinklers (with
factory painted white finish).
D. Spaces Subject to Freezing: Upright, pendent dry-type, and
sidewall dry-type sprinklers.
E. Sprinkler Finishes: Use sprinklers with following
finishes:
1. Upright, Pendent, and Sidewall Sprinklers: Factory painted
white enamel in finished spaces
exposed to view; rough bronze in unfinished spaces not exposed
to view; wax-coated where exposed to acids, chemicals, or other
corrosive fumes. Escutcheons used on pendent heads in all ceilings
shall be painted white enamel.
F. Glass bulb sprinklers shall not be installed. 3.10 SPRINKLER
INSTALLATIONS
A. Install sprinklers in the centerline of the ceiling tiles for
2' x 2' tiles, and 1' from ceiling grid (both directions) for 2' x
4' tiles. (Or as indicated on the contract drawings.)
B. Do not install pendent or sidewall, wet-type sprinklers in
areas subject to freezing. Use dry-type
sprinklers supplied from heated space. C. Sprinkler head and
escutcheon shall be U.L. listed as a single assembly.
3.11 PIPE SLEEVES
A. All pipes passing entirely through walls, floors, roofs, and
partitions shall be provided with sleeves. Provide sleeves of
sufficient length to pass through entire thickness of walls,
floors, roofs and partitions. Provide one inch minimum clearance on
all sides between the exterior surface of the piping and the
interior wall of the sleeve or core-drilled hole.
B. Sleeves in masonry and concrete walls, floors and roofs shall
be Schedule 40 black steel pipe, set flush
with finished floors or walls. Core drilling of masonry and
concrete may be provided in lieu of pipe sleeves when cavities in
the core-drilled hole are completely grouted smooth.
C. Sleeves in other than masonry and concrete wall, floors and
roofs shall be 26 gauge galvanized steel
sheet, set flush with finished surfaces.
D. Seal the space of the sleeve or core-drilled hole with UL
listed fill, void or cavity material in accordance with the
Specification Section Division 7, “Fire Stopping” when penetrating
fire and smoke rated walls, barriers and partitions. Seal the space
around pipe sleeves in non-rated penetrations with non-shrinking
caulk or grout as needed for the partition type. Refer to the Code
Data Sheets for the walls and partition locations.

3.12 SYSTEM IDENTIFICATION
A. All exposed sprinkler piping shall be painted red in
accordance with the Specification Section Division 9, “Painting,
For Field Applied Finishes For Piping and Accessories”.
B. All concealed piping over 2-1/2" and equipment shall be
marked for ease of identification.
C. Marking shall be done using stencils or commercially
available wraparound pipe identification signs
applied to clean, smooth surfaces. All lettering shall be not
less than 1/2" in height and shall have sharply contrasted
background for ease of identification.
D. All piping shall be marked to identify direction of waterflow
and the system it is serving. Marking
shall be located to be clearly visible from the floor when
looking above ceilings and shall be spaced every 20 feet and at all
changes in direction.
3.13 CONNECTIONS
A. Connect to specialty valves, specialties and accessories.
B. Connect water supplies to sprinkler systems. Include backflow
preventers.
C. Electrical Connections: Power wiring is specified in Division
16.
D. Connect alarm devices to fire alarm system. 3.14 FIELD
QUALITY CONTROL
A. Perform field acceptance tests of each fire protection
system. 1. In general, the fire protection systems shall be tested
with water to a hydrostatic pressure of 200
psig. The pressure shall be maintained for a minimum of two
hours during which time the entire system must be inspected for
leaks or defects. If any leaks or defects are detected, they shall
be remedied in an approved manner and the system shall be retested
in the manner specified herein.
2. Partial tests may be made, as required, by the progress of
the work. Partial tests shall be approved by the authority having
jurisdiction and/or the Engineer of Record.
3. Leaks developing from misaligned fittings or dull threads
will be repaired by replacing the fittings.
4. Flush, test, and inspect sprinkler piping systems according
to NFPA 13 Chapter "System Acceptance."
5. Provide a minimum 10-day notice in writing when the system is
ready for partial or final acceptance test.
B. Replace piping system components that do not pass test
procedures specified. Then retest to
demonstrate compliance. Repeat procedure until satisfactory
results are obtained. 1. Report test results promptly and in
writing to Architect. 2. Report test results promptly and in
writing to authority having jurisdiction when required.

3.15 CLEANING
A. Clean dirt and debris from sprinklers. Replace sprinklers
having paint other than factory finish with new sprinklers.
Cleaning and reuse of painted sprinklers is prohibited.
3.16 COMMISSIONING
A. Starting Procedures: Follow manufacturer's written
procedures. If no procedures are prescribed by manufacturer,
proceed as follows: 1. Verify that specialty valves, trim,
fittings, controls, and accessories have been installed
correctly
and operate correctly. 2. Verify that specified tests of piping
are complete. 3. Check that damaged sprinklers and sprinklers with
paint or coating not specified have been
replaced with new, correct type of sprinklers. 4. Check that
sprinklers are correct type, have correct finish and temperature
ratings, and have
guards where required for applications. 5. Check that potable
water supplies have correct type of backflow preventer. 6. Check
that fire department connections have threads compatible with local
fire department
equipment and have correct pressure rating. 7. Fill wet-pipe
sprinkler systems with water. 8. Provide all valve tags and
hydraulic placards. 9. Submit final test certificates and
documentation.
B. Coordinate with fire alarm system tests. Operate systems as
required.
3.17 TRAINING
A. Training 1. In addition to the requirements as stated in the
section “Submittals”, the Contractor shall
provide the services of a qualified representative to
demonstrate the system and train the Owner’s Maintenance Department
and local fire department authority personnel. The fire sprinkler
system shall be completely installed and operational prior to the
scheduling of any training. The training shall be as specified
below: a. Train Owner’s maintenance personnel in the procedures and
schedules involved in
operating, troubleshooting, servicing, and preventive
maintenance of the system. Provide a minimum of 8 hours
training.
b. Schedule training with the Owner at least seven days in
advance. 3.18 GUARANTEES A. The Fire Protection Installer(s) shall
guarantee labor, materials and equipment provided under this
Contractor against defects for a period of 2 years after the
date of the final acceptance or at the completion date of all
punchlist items, whichever occurs last, using factory-authorized
service representatives.

B. Basic services: Systematic, routine maintenance visits on a
quarterly basis at times coordinated with the Owner. In addition,
respond to service calls within 24 hours of notification of system
trouble. Adjust and replace defective parts and components with
original manufacturer’s replacement parts, components, and
supplies.
C. Additional services: Perform services within the twelve-month
period not classified as routine
maintenance or as warranty work as described in Division 1
Section “Warranties and Bonds” when authorized in writing.
Compensation for additional services must be agreed upon in writing
prior to performing services.
D. Renewal of Maintenance Service Contract: No later than 60
days prior to the expiration of the
maintenance services contract, deliver to the Owner a proposal
to provide contract maintenance and repair services for an
additional one-year term. Owner shall be under no obligation to
accept maintenance service contract renewal proposal.
E. Should the Contractor fail to comply with the above
requirements, the Owner shall then have the
option to make the necessary repairs and back charge the
Contractor without any loss of warranty or guarantee as provided by
the contract documents.
3.19 RECORD OF COMPLETION AND MAINTENANCE RECORDS, INSPECTION,
AND TESTING
A. Complete and submit to the Engineer in accordance with NFPA
13.
B. Complete and submit to the Engineer in accordance with NFPA
13. 3.20 AS-BUILTS A. General: Submit (3) three sets of detailed
“as-built” drawings to the Engineer. The drawings shall
include a complete pipe layout showing connections between all
devices and equipment. Include a riser diagram and drawings showing
the “as-built” location of all devices and equipment. The floor
plan drawings shall show the system as installed, including all
deviations from both the project drawings and the approved shop
drawings. The drawings shall also include all information as
required by NFPA 13. Submit the drawings on uniform-sized sheets
with a scale of 1/8-inch equal 1 foot. Submit these drawings not
less than (30) thirty days prior to final acceptance testing of the
entire system. These drawings shall be included with the
requirements of Paragraph 3.23 of this specification.
3.21 OPERATION AND MAINTENANCE MANUALS A. The Fire Sprinkler
Installer shall provide the Owner with three complete manuals prior
to the Owner’s
training sessions. The manuals shall be in loose-leaf 3-ring
binder format and grouped/tabbed by section. The sections shall be
divided as follows:
1. Complete set of “as-built drawings” (Approved shop drawings
updated to “as-built” conditions). 2. Complete set of “as-built”
drawings and piping details, including one set of reproducible
masters and drawings CD disk in a DXF format, suitable for use
in an AutoCAD format. 3. Comprehensive operation description of all
systems. Indicate how the system shall activate and
perform as designed and installed. 4. Names, addresses and
telephone numbers of all suppliers of the equipment and systems. 5.
Guarantees on all equipment.

the local and state authorities, etc. 9. Engineering description
and data sheets of all equipment. Include a table of contents
listing of
all system components. 10. Copies of all approved shop drawings

B. Each manual shall be typewritten and bound under one hard
cover. The manuals shall be
clearly and permanently identified on the cover with the name
and date of the project. The large sheets of drawings shall be

SUBSTITUTIONS
A. Substitutions will be considered only as permitted or
required by the Bidding and Contracting Requirements and Division
01. Except as modified by those requirements, the requirements
below apply to Division 22 specifications.
B. Substitutions may be considered when a product becomes
unavailable through no fault of the
Contractor.
C. Document each request with complete data substantiating
compliance of proposed substitution with contract documents.
D. A request constitutes a representation that the Bidder or
Contractor:
1. Has investigated proposed product and determined that it
meets or exceeds the quality
level of the specified product. 2. Will provide the same
warranty for the substitution as for the specified product. 3. Will
coordinate installation and make changes to other work which may be
required for the
work to be complete with no additional cost to Owner. 4. Waives
claims for additional costs or time extension which may
subsequently become
apparent. 5. Will reimburse Owner for review or redesign
services associated with re-approval by
authorities.
E. Substitutions will not be considered when they are indicated
or implied on shop drawing or product data submittals, without
separate written request, or when acceptance will require revision
to the Contract Documents.

F. Substitution submittal procedure is specified in Bidding and
Contracting Requirements and Division 01.
1.28 MATERIALS AND EQUIPMENT
A. All materials and equipment shall be new and the best of
their respective kinds, suitable for the conditions and duties
imposed on them by the project, and of representative manufacture.
The description, characteristics and requirements of the materials
to be used shall be in accordance with the specifications.
B. All equipment, construction and installation must meet
requirements of local, state and federal
governing codes.
C. Singular number: In cases where material, a device, or part
of the equipment is referred to in the singular number in the
specifications, it is intended that such reference shall apply to
as many items of material, devices, or parts of the equipment as
are required to complete the installation as shown on the drawings
or required for proper operation of the system.
D. Terms have the following meanings:
1. Furnish: Supply item 2. Install: Mount and connect item 3.
Provide: Furnish and install.
E. All materials and equipment shall be installed and completed
in a first class and workmanlike
manner and in accordance with the best modern methods, practice
and manufacturer's instructions. Any work which shall not present
an orderly and neat or workmanlike appearance shall be removed and
replaced with satisfactory work when so directed in writing by the
Architect.
F. The specifications and drawings are intended to define the
minimum requirements, as to quality
of materials, construction, finish and overall workmanship.
G. General Conditions describe the correlation and intent of the
Contract Documents. In case of discrepancies between the
specifications and drawings, the specifications should be followed
as to the general methods and principles and the drawings followed
as to sizes, capacities and specifics for corresponding parts. If
sizes are omitted, the Architect will determine sizes to be
utilized.
H. In all cases of doubt, uncertainty, or conflict as to the
true meaning of the specifications or
drawings, it is the responsibility of the Contractor to notify
the Architect of said uncertainty, doubt, or conflict and obtain a
decision as to the intent before starting any work which may be
affected by this decision.
1.29 COORDINATION
A. Should a situation develop during construction to prevent the
proper installation of any equipment or item where shown on the
drawings, call the situation to the attention of the Architect and
await a written decision.

B. Plan and coordinate all work to proceed in an orderly and
continuous manner without undue delay, and in conformance with
project schedule. Submit samples, shop drawings, schedules,
insurance policies and certificates, and the like in time to avoid
delays in actual construction. Coordinate mechanical work so that
work of each trade is completed before other construction begins
which would obstruct it.
C. Coordinate trades to insure that proper clearances between
work of the various trades allow
access to items which require operation and maintenance.
D. Coordinate location and elevation of all piping, ductwork,
light fixtures, equipment, and appurtenances in such a manner that
the finished installation is as indicated on drawings. In the event
difficulties are encountered which prevent this, it is the
Contractor's responsibility to bring this to the attention of the
Architect prior to initiation of work. Correct improperly
coordinated installation at no additional cost.
E. The Contractor's assistants shall include a competent
plumbing foreman, who shall be on the
premises at all times to check, lay out, coordinate and
superintend the installation of work. The foreman shall establish
all grades and lines relative to the work before starting, and be
responsible for the accuracy thereof.
1.30 SUBMITTALS
A. Manufacturers' and subcontractors' lists:
1. As specified in Division 01, submit a complete list of
proposed manufacturers for all equipment, materials and
subcontractors used for the work of this division. Lists shall
follow the sequence of the specifications. No considerations will
be given for partial or incomplete lists. After review of lists,
submit shop drawings and product data.
B. Shop drawings and product data:
1. Submit in accordance with the requirements of Division 01 or
as established at the
preconstruction conference, the required number of copies of
shop drawings and product data for every item of equipment. Shop
drawings or product data will not be considered until
manufacturers' lists have been approved. Shop drawings and product
data shall be submitted, as required by the General Conditions,
with sufficient time for checking, return to Contractor, and
resubmission as required before Contractor shall install any
item.
2. Each item submitted shall be properly labeled, indicating the
specific service for which the equipment or material is to be used,
section and paragraph number of specification or drawing number to
which it applies, Contractor's name and project name and number.
Data submitted shall be specific and shall include product data and
printed information in sufficient detail and scope to verify
compliance with requirements of the contract documents. Clearly
identify each item within the data. Data of a general nature will
not be accepted. Each sheet must clearly show the project name and
number.
3. The review of a shop drawing or product data shall not be
considered as a guarantee of the measurements or building
conditions or that the shop drawings or product data have been
checked to see that item submitted properly fits the building
conditions. This review shall not relieve the Contractor of the
responsibility for furnishing material or performing work as
required by the contract documents, for correctness of dimensions
and quantities, or for proper coordination of details and
interfaces among trades.

4. All exclusively electrical items furnished as items
associated with plumbing items but not specifically described in
the mechanical item submission, shall be submitted as a separate
submittal but shall be clearly marked as associated with the
mechanical item by identification specification paragraph.
C. Submit at least three copies of the results of every test
required under any section in this
division.
D. Specialist shall submit a list of at least three projects
similar to this project in type, size, and quality, which have been
in place and operating satisfactorily for at least five years.
1. Include project name, address, name and phone number of
owner's representative, and
project type and size.
E. After the work is completed, submit all required certificates
of approval from approved inspection agencies and authorities
having jurisdiction over work of this division. Certificates of
approval must be received by the Architect prior to final
acceptance of the work.
1.34 SPECIALIST
A. The term "Specialist" as used in the specification shall mean
an individual or firm of established reputation (or, if newly
organized, whose personnel have previously established a reputation
in the same field,) which is regularly engaged in, and which
maintains a regular force of workers skilled in either (as
applicable) manufacturing or fabricating items required by the
contract, installing items required by the contract, or otherwise
performing work required by the contract. Where the specification
requires installation by a specialist, the term shall also be
deemed to mean the manufacturer of the item, an individual or firm
licensed by the manufacturer, or an individual or firm who will
perform the work under the manufacturer's direct supervision.
1.35 CONTRACT CLOSEOUT SUBMITTALS
A. Project record documents:
1. Maintain on site one set of the following record documents;
record actual revisions to the work of this division:
a. Contract drawings. b. Specifications. c. Addenda. d. Change
orders and other modifications to the Contract. e. Reviewed shop
drawings, product data, and samples.
2. Maintain record documents separate from documents used for
construction. 3. Record information concurrent with construction
progress. 4. Specifications: Legibly mark and record in each
section a description of actual products
installed, including the following:
a. Manufacturer's name and product model and number. b. Product
options, substitutions, or alternates utilized. c. Changes made by
addenda and modifications.

B. Operation and maintenance data:
1. Submit sets prior to final inspection as specified in
Division 01. Unless otherwise
specified in Division 01, submit no fewer than three sets. In
addition to requirements specified in Division 01, submit operating
and maintenance manuals for the work of this division as specified
below.
2. Lubrication charts: Prepare lubrication charts for each piece
of plumbing equipment that requires grease or oil.
a. Include the following:
1) Types of lubricants required. 2) Locations of lubrication
points. 3) Frequency of lubrication.
b. Provide one extra set of lubrication charts mounted in
plastic covers, besides those
required in Operating and Maintenance Manuals.
3. Binders: Three-ring binders with vinyl-covered hard covers.
Provide large enough binders, and sufficient quantity, that the
required contents can be easily turned, removed, and
reinserted.
4. Prepare binder covers with printed title "OPERATION AND
MAINTENANCE INSTRUCTIONS", and title of project. Print on spine of
binder "O & M INSTRUCTIONS". If more then one binder is
required, print covers and spines with volume numbers. Include in
the front of every binder an index to all binders.
5. Internally subdivide the binder contents with permanent page
dividers, logically organized as described below; with tab titling
clearly printed under reinforced laminated plastic tabs.
6. Contents: Prepare a Table of Contents for each volume, with
each product or system description identified, typed on white
paper.
7. Part 1: Directory, listing names, addresses, and telephone
numbers of mechanical engineers; Contractor; mechanical
subcontractors; and major mechanical equipment suppliers.
8. Part 2: Operation and maintenance instructions, arranged by
specification section. For each category, identify names,
addresses, and telephone numbers of subcontractors and suppliers.
Identify the following:

guarantees. e. Test reports: Copies of the results of all tests
required under all sections of
specifications.
10. Part 4: Schedule of Maintenance Services. Provide, in a form
approved by the Owner, a clear and concise schedule of maintenance
services required for all elements of the completed work.
11. Submit one copy of completed volumes in final form 15 days
prior to final inspection. This copy will be returned after final
inspection, with Engineer comments. Revise content of documents as
required prior to final submittal.
12. Submit final volumes revised, within ten days after final
inspection. 13. Submit videotapes specified in Section 22 05
00.
1.42 REGULATORY REQUIREMENTS
A. When these specifications call for materials or construction
of a better quality or larger sizes than required by the following
codes and standards, the provisions of the specifications shall
take precedence.
B. Provide, without extra charge, any additional materials and
labor which may be required for
compliance with these codes and standards even though the work
is not mentioned in these specifications or shown on the contract
drawings.
C. Perform the work of this division in strict accordance with
the following authorities. The latest
revision of these codes accepted by the authority having
jurisdiction as of the date of the contract documents shall
apply.
1. The plumbing, mechanical, electrical, building, fire, and
safety codes of the state and
county or city in which the work is being performed. 2. The
National Electric Code, NFPA 70 (NEC). 3. The National Fire

1.53 TEMPORARY STORAGE
A. Maintain upon premises, where directed, a storage area, and

A. Control dust resulting from construction work to prevent its
spread beyond the immediate work area, and to avoid creation of a
nuisance.
1. Do not use water to control dust. Use drop cloths or other
suitable barriers. 2. In areas where dirt or dust is produced as a
result of the work, sweep daily, or more often
as required. 3. Provide walk-off mats at entries and replace
them at regular intervals.

B. Each trade and subcontractor is responsible for preventing
damage and soiling of work
performed by other trades or subcontractors. Each trade and
subcontractor is responsible for providing temporary protection of
its own work.
1. Protect work from spills, splatters, drippings, adhesives,
bitumens, mortars, paints,
plasters, and damage from welding or burning. 2. Protect
finished work from damage, defacement, staining, or scratching. 3.
Protect finishes from cleaning agents, or grinding and finishing
equipment. 4. Protect adjacent and finished work from damage, using
tape, masking, covers or coatings
and protective enclosures. 5. Coordinate installations and
temporarily remove items to avoid damage from finishing
work.
C. Repair all damage or soiling to the complete satisfaction of
the Architect; replace any materials or work damaged to such an
extent that they cannot be restored to their original condition,
all at no addition to the Contract Sum.
D. Protect work stored in place and supplies stored in the
building.
E. Use of sidewalk or roadway areas outside of the property
lines shall be with permission and
approval of the local authorities having jurisdiction. 1.55 FIRE
PROTECTION
A. As a minimum, provide hand-carried, portable, UL-rated
extinguishers with each work crew working inside the building.
B. Select extinguishers in accordance with NFPA 10 and NFPA 241
for classification,
extinguishing agent, and size required by location and class of
fire exposure. 1.60 PROJECT CONDITIONS
A. Drawings showing utilities in concealed locations are based
on the best information available but are not represented as being
precisely correct. Work of the contract includes digging, cutting,
drilling, using nondestructive methods, and other methods of
locating concealed utilities in the field, as well as patching and
repairing as specified in "Cutting and Patching" below.
B. If, in the course of the work, workers encounter a material
they suspect to present some hazard:

A. All work and equipment provided as work of this division
shall be fully warranted under the general project warranty. In
addition, provide added special warranties specified in individual
sections.
B. During the correction period, the Contractor shall promptly
correct any work found to be not in
accordance with the requirements of the Contract Documents, on
receipt of written notice from the Owner.
1. Except as otherwise required in General Conditions and
Division 01, the correction period
for plumbing work of this contract is two years after the date
of substantial completion of the work.
2. Work requiring correction shall promptly be repaired or
completely replaced at no addition to the Contract Sum.
C. When use of the permanent equipment has been permitted for
temporary heating or ventilation
of the building, the warranty and correction periods shall
nevertheless begin at the time of substantial completion, unless
another date of acceptance has been agreed to by the Owner.
D. Special warranties are warranties required by individual
specification sections, incidental
product warranties, manufacturers' standard warranties,
installer or subcontractor service agreements, and other individual
warranties in addition to the general project warranty.
E. Provide copies of warranties as required for Operation and
Maintenance Manual specified
above, and by Division 01.
F. For items of work delayed beyond date of substantial
completion, provide updated submittal within ten days after
acceptance, listing date of acceptance as start of warranty
period.
1.85 COMMISSIONING A. This project includes commissioning under
the direction of a Commissioning Agent (CxA).
Contractor’s and subcontractors’ responsibilities are described
in Divisions 01 and 23. B. Cooperate with the CxA to accomplish the
requirements of the Commissioning Plan during the
construction and correction periods. PART 2 - PRODUCTS
Not used. PART 3 - EXECUTION 3.11 CUTTING AND PATCHING
A. General: Employ skilled workers to perform cutting and
patching. Proceed with cutting and patching at the earliest
feasible time, and complete without delay.
B. Cut walls, floors, partitions, roofs, and other appurtenances
for the passage or accommodation
of pipes, and appurtenances. Close superfluous openings and
remove all debris caused by work of this division.

C. No cutting of any structure or finish shall be done until the
condition requiring such cutting has
been examined and approved by the Architect.
D. New or existing surfaces disturbed as a result of such
cutting or otherwise damaged shall be restored to match original
work and all materials used for any patching or mending shall
conform to the class of materials originally installed.
E. Refinish surfaces to match adjacent finish. For continuous
surfaces, refinish to nearest
intersection or natural break. For an assembly, refinish entire
unit. 3.14 TEMPORARY FACILITIES
A. Temporary water facilities, electricity, telephone, toilet
facilities, and temporary heat, shall be provided as specified in
Division 01.
3.40 PROGRESS MEETINGS
A. Progress meetings shall be held as specified in Division 01,
and also when and if the Contractor or Architect finds them
necessary or advantageous to progress of work.
B. Contractor, those subcontractors and those material suppliers
concerned with current progress or
with the scheduling of future progress, Architect and Owner
shall each be represented at these meetings by persons familiar
with the details of work and authorized to conclude matters
relating to work progress.
3.82 COMMISSIONING
A. Comply with requirements of “Commissioning” in Part 1
above.

1.21 DEFINITIONS
A. Project correction period: A period after Substantial
Completion of the work during which the Contractor shall correct
every part of the work found to be not in accordance with the
requirements of the contract documents, promptly after receipt of
written notice.
B. Listing and labeling (third-party certification) : Where
products and assemblies are required to
be listed or labeled, or both, by an independent, nationally
recognized testing and labeling agency, such agencies, as defined
in 29 CFR 1910, shall be recognized by the authority having
jurisdiction and typically include ACIL, ITS, and UL.
C. DN: Dimension Nominale, nominal pipe size in millimeters, in
accordance with the metric
system for construction, Systeme Internationale (SI).
D. NPS: Nominal pipe size in inches, in accordance with standard
U.S. designations for manufactured pipe. Pipe sizes do not change
when projects are designed and built in metric units; each size has
a consistent name (nominal dimension) in each system.
1.26 DESIGN REQUIREMENTS
A. The drawings and system performances have been designed based
on using the particular manufacturer's products specified and
scheduled on the drawings.
B. Products of other manufacturers that are listed under the
article "Acceptable Manufacturers", or
permitted as “equal,” are permitted provided:

2. Contractor shall make, without addition to the contract sum,
all adjustments for deviations so that the final installation is
complete and functions as the design basis product is intended.
C. Do not propose products with dimensions or other
characteristics different from the design basis
product that render their use impractical, or cause functional
fit, access, or connection problems.
D. The contract drawings are generally diagrammatic and do not
indicate all fittings or offsets in pipe, all access panels, or
other specialties required.
1. Install pipe exposed to view parallel with the lines of the
building and as close to walls,
columns, and ceilings as may be practical, maintaining proper
clearances for access at all parts requiring servicing.
2. Install pipe a sufficient distance from other work to permit
a clearance of not less than 0.5 inch (15 mm) between its finished
covering and adjacent work.
3. No pipe shall be run below the head of a window or door. 4.
Pull boxes and other appurtenances which require operation or
maintenance shall be easily
accessible. Do not cut or form handholes for operation or
maintenance of appliances through walls or ceilings.

B. Shop drawings:
1. Showing proposed expansion design. 2. Schedule of welding and
brazing procedures proposed for each piping system included in

sealants, include printed statement of VOC content. 2. Product
data for Indoor Environmental Quality (IEQ) Credit 4.4: For wood
products such
as plywood equipment backboards, include printed statement of
non-urea-formaldehyde component present in material.
3. Product data for Indoor Environmental Quality (IEQ) Credit
4.2: For paints and coatings, include printed statement of VOC
content in g/L.
D. Certifications: Proof of operator and testing agency
personnel qualifications as required for
welding and brazing in the article "Quality Assurance"
below.
E. Test reports: Field test results for each piping system as
specified in Part 3 below. 1.40 QUALITY ASSURANCE
A. Provide materials and perform work in accordance with the
plumbing, mechanical, electrical, building, fire, health and
