1. Salary

Engineering Surveyor/Technical Officer Trainee The salary offered is a Band 4, which currently has an annual salary range of Band 4 Level A $52,917.91 to Band 4 Level D $56,050.85.

Engineering Surveyor/Technical Officer

The salary offered is a Band 5, which currently has an annual salary range of Band 5 Level A $57,430.82 to Band 5 Level D $65,812.46. Salary and conditions of appointment will be in accordance with the Glenelg Shire Council’s Enterprise Agreement No. 6.

2. Superannuation The Shire is required to make a statutory contribution to the scheme for the employee’s benefit. The employee may also make a contribution. From 1 July 2013 the statutory contribution is 9.25% of the annual salary. Under the new Enterprise Agreement the Local Authorities Superannuation Fund, known as Vision Super will be the Employer Default Fund. Employees may choose to have contributions directed to any complying superannuation fund under the Superannuation Industry (Supervision) Act 1993. All employer superannuation contributions will be made by the employer to Vision Super, or to any other complying fund of the employee’s choice.

3. Eligibility to Apply To be eligible to apply for any position with the Glenelg Shire Council applicants

must be an Australian or New Zealand citizen or have Permanent Resident Status or have a valid Working Visa.

4. Engineering Surveyor/Technical Officer Traineeship (Only) Requirements

A condition of the traineeship will be the requirement for the successful candidate to successfully complete a Certificate III in Spatial Information Services (SIS). It is essential that this course is commenced within the first 12 months of employment. Council will support the successful employee to achieve the qualification in accordance with the Council’s Training and Development Procedure.

5. Normal Hours & Days of Work

The normal hours of work will be based on a 40 hour week. This system allows for approved rostered days off to be taken where the approved hours worked has exceeded 38. As a general guide, one rostered day off per month should be used.

6. Salary Sacrifice Salary sacrifice options include superannuation, employee’s children’s attendance at Council’s Childcare Centres and membership at the Portland Leisure and Aquatic Centre. Exclusions apply and applicants must adhere to the terms and conditions contained in the Salary Sacrifice Policy.

7. Termination of Employment

Either party giving the required notice in accordance with the relevant Award may terminate the appointment.

8. Pre-employment Medical

Applicants may be required to have a pre-employment medical, by a medical practitioner nominated and paid for by the Council.

9. Family Friendly Environment – Balancing Work & Family Commitments

10. Annual Leave

The successful applicant will be entitled to four weeks annual leave per annum and 17.5% Leave Loading.

11. Sick Leave

On commencement of service the employee will be granted a sick leave credit of one day of ordinary pay. On the first day of the second month of service the employee will be granted a sick leave credit of eleven days of ordinary pay.

On completion of one year’s service and each year’s service thereafter, further sick leave credits of twelve days on full pay will accrue without limitation.

Key Responsibilities & Performance Standards The key responsibilities and performance standards may be modified from time to time to ensure that the desired outcomes are in accordance with the Annual Plans which seek to achieve Council’s stated goals as identified in its Council Plan. Without limiting the above, the key responsibilities and the performance standards of the employee will include: a) Assist in the preparation of tenders and the estimation of works and job costing. b) Assist with the provision of technical and quality support to Team Leaders and members of

Council’s Works Unit in carrying out works. c) Assist in the development of Works Programs and special engineering projects. d) Assist the Construction Engineer to maintain Works Job Costing Control. e) When appropriately trained, assist with and carry out surveys and assist with design projects,

including inspection of the project sites, following standard survey procedures and checks and collecting sufficient detail over the project sites and adjacent areas.

f) Provide assistance in survey set-out and checking of works. g) Provide support to staff, generally within the employees’ skills and competencies. h) Assist in Staff Training Programs specifically in Induction Training of new employees, as required

and implementation of Quality Assurance practices and works procedures. i) Understand and report OH&S issues and ensure that work is undertaken in a safe manner by

complying with Councils policies and procedures, being aware of safety hazards. j) Assist with the coordination of projects and supervision of works as required. k) Assist in the preparation of drawings for projects. l) Undertake photo surveys as required. m) Maintain and update survey control mark information register.

n) Search out relevant survey plans, control marks and existing infrastructure information for projects.

o) Registration and filing of plans as required. p) Copying of plans and contract documents as required. q) Ensure that the survey equipment and vehicles are maintained in a condition which provides a

high level of availability by reporting faults or deficiencies to the Construction Engineer, keeping vehicles clean, tidy and stocked with survey consumables and checking equipment regularly for compliance with safety requirements.

r) Ensure that survey and investigation work is carried out consistently to agreed standards using procedures and reporting formats.

s) Ensure that work practices reflect a positive and efficient image of Council in dealing with the public and customers by using effective communication and consultation methods, by the use of conflict resolution techniques where necessary.

t) Ensure a good working relationship across the organisation by open communication, by being prepared to consult with other members of the organisation at all levels and by offering assistance, as required, within your capabilities.

The Manager may direct the Officer to carry out such duties as are within the limits of the employee’s skill, competence and training, provided such duties do not promote a narrowing of the employee’s skill base (Part B Enterprise Agreement - Clause 14 – Victorian Local Authorities Award 2001). The position will require the achievement of performance standards and indicators determined on an annual basis and subject to ongoing review. 3. 5. Accountability & Extent of Authority a) This position is responsible for undertaking duties in accordance with Council’s policies,

procedures and guidelines. b) Issues involving changes to policies, procedures or financial arrangements are to be referred to

the Senior Engineer Operations or their nominated officer. c) Authority to engage resources for works approved by the Senior Engineer Operations and within

the constraints of the relevant contract or budget. d) Ability to plan and organise work, at least a week in advance, to achieve specific and set

objectives in the most efficient way within resources available and set timetables. 6. Judgement & Decision Making a) The positions work objectives are well defined and guidance and advice will always be

programming, record keeping, and in particular familiarity with and / or willingness to develop skills in Document Management applications, Customer Request applications, Graphical Information Systems (GIS) and Microsoft Word, Excel, Outlook and Project.

e) Ability to learn and use standard surveying equipment. f) General knowledge and understanding of relevant regulations relating to OH&S, relevant

Acts/Regulations.

11. Employee Risk Management Responsibilities (including OH&S) The following items are the duties of each employee: a) To take reasonable care for their own safety and the safety of others affected by their acts or

omissions; b) To co-operate with their employer in relation to any action taken to comply with the OH&S Act; c) Not wilfully or recklessly interfere with or misuse anything provided in the interest of health and

safety; d) Not wilfully place at risk the health and safety of any person at the workplace; e) Report all safety hazards and risk exposures, including losses to their supervisor; f) Maintain physical security of all property, equipment and buildings within your jurisdiction and

Key Selection Criteria a) Suitable progress towards an appropriate engineering qualification would be advantageous. b) Substantial experience in civil construction and maintenance is required. c) Experience in contract management and administration is required. d) Basic training and demonstrated experience in the use of Quality Assurance is required. e) Experience in the use of computers is required and experience in the use of Microsoft Word,

Position Objectives a) To provide high quality technical support to Council relating to civil construction and

maintenance, and the delivery of works with a particular emphasis on developing and meeting Quality Assurance outcomes.

2. Key Responsibilities & Performance Standards The key responsibilities and performance standards may be modified from time to time to ensure that the desired outcomes are in accordance with the Annual Plans which seek to achieve Council’s stated goals as identified in its Council Plan. Without limiting the above, the key responsibilities and the performance standards of the employee will include: a) Participate in Quality Assurance Group to develop, implement and maintain the Quality

Management System for Council, including the development of technical procedures, inspection and test plans, record keeping and document control under the direction of the Manager.

b) Provide specialist assistance in road engineering and related fields to Council. c) Assist in the preparation of tenders and the estimation of works and job costing. d) To provide technical and quality support to Team Leaders and members of Council’s Works Unit

in carrying out works. e) Assist in the development of Works Programs. f) Undertake special engineering projects as directed. g) Maintain in consultation with the Construction Engineer, Works Job Costing Control. h) Carry out surveys and assist with design projects. i) Provide assistance in survey set-out and checking of works. j) Provide relief support for other positions within the Works Unit. k) Provide support to staff, generally within the employees’ skills and competencies. l) Assist in Staff Training Programs specifically in Induction Training of new employees, as required

and implementation of Quality Assurance practices and works procedures.

2. Key Responsibilities & Performance Standards m) Understand and address OH&S issues in development of Quality Assurance documentation and

systems of work. n) Coordinate projects and supervise works as required. The Manager may direct the Officer to carry out such duties as are within the limits of the employee’s skill, competence and training, provided such duties do not promote a narrowing of the employee’s skill base (Part B Enterprise Agreement - Clause 14 – Victorian Local Authorities Award 2001). The position will require the achievement of performance standards and indicators determined on an annual basis and subject to ongoing review. 3.
