1 Introduction

1.1 This specification covers the minimum requirements for the Design, Engineering, Preparation of

Drawings, Fabrication, Assembly, Painting, Inspection at manufacturers works, Supply &

Delivery to site, Erection, Testing and Commissioning of High Mast Lighting System with

lighting fixtures, accessories including supply of fixture cables etc. for “Black Oil, White Oil &

LPG Terminal Projects” of M/s. HPCL, located at Visakhapatnam, A.P., India.

Following are the definitions:

Shall This is to be understood as mandatory in relation to the

requirements of this document.

Should This is to be understood as a strong recommendation to

comply with the requirements of this document.

Equipment This is to be understood as vendor supplied equipment

with all accessories.

1.2 The Vendor shall ensure that the design complies with the requirements of this specification and

standards. The Guaranteed Technical Particulars, which forms part of this specification, shall be

completed by the Vendor. The Vendor shall highlight any non-compliance at the offer stage in

the Table of Compliance, Appendix A. Not providing completed compliance table and

Guaranteed Technical Particulars can cause rejection of the offer. Failure to clearly identify

specific deviations shall be assumed by the Purchaser to be total compliance with the

specification.

1.3 This specification does not relieve the Vendor from final guarantee as to materials, apparatus,

workmanship and performance of the equipment supplied.

2 Location and Environmental Conditions

2.1 Plant Location

Black Oil, White Oil & LPG Terminal Projects of M/s. HPCL are located at Visakhapatnam,

A.P, India. The High Masts for the above mentioned terminals shall be located within the

respective terminal’s Plot.

2.2 Environmental Conditions

3 Scope of Supply

3.1 Scope :

The High Mast Lighting System shall include following Equipment & Materials, in accordance

with this specification; standards stated herein & enclosed appendices.

• Equipment Supply

a) Decorative type High mast with Umbrella like structure at top.

b) High mast structure with lantern carriage [for Flood light fixtures & Aviation lights]

raising / lowering motorized Winch Assembly.

c) Flood light fixtures with lamps & Aviation obstruction lighting fixtures.

d) Power & control cables complete as required from feeder pillar to winch motor & light

fittings for power distribution shall be in Vendor’s scope.

e) Feeder pillar distribution boards which will house TPN isolator, starter for winch power

tool motor and outgoing feeders for the fixture.

f) Power tool for winch drive.

g) Wires / strips for complete earthing, lightning protection including supply & erection of

lightning spikes & earth pits.

h) GI / PVC conduits, GI pipes and supporting structures for feeder pillars.

i) All other accessories like branch/pull/junction boxes, cross arms brackets for supporting

light fixtures, distribution board etc., saddle / clamps and other miscellaneous items

required for the completeness and efficient working of the system whether explicitly

specified or not in this specification shall be included.

• Design Related

a) Quantity of High Mast mentioned in schedule of quantity is tentative. Vendor to validate

this design at offer stage based on following parameters:

� Required Illumination level of average 20 Lux & min.12 Lux.

� Vendor to maintain flood light fitting mounting height to 20mtr. For all three

projects.

� For White Oil & LPG terminal projects, vendor to restrict overall mast height to

22.5mtr. from FGL inclusive of fancy umbrella, aviation lamps & lightning

spike.

� 2x400W HPSV (SON-TP), maximum 12 Nos. of Flood Light fittings per High

mast.

b) The drawings/documents mentioned in Cl. No.7 of this specification shall be prepared by

the successful vendor.

• The scope of civil and structural foundation is included for Black Oil Terminal Project. The

scope includes design, detailing, supply and construction of foundation for High mast poles &

associated feeder pillars. Necessary design & drawings with load data as per IS: 875 shall be

prepared on standard size sheets & submitted for review/approval prior to execution of work.

The detail of civil structural work is described in Cl. 5.6 of the document

• Inspection and Testing as specified.

• Submission of documents as specified.

• Painting as specified.






• Preservation, preparation of shipment and delivery to site.

• List of Spares for two years normal operation.

• Start-up spares and commissioning spares.

• List of special tools required (Vendor to provide list with the bid).

• Any other items, required to make system complete.

3.2 Engineering Services

The Vendor shall provide engineering services, which shall include, but not necessarily be

limited to, the following:

•••• Providing/coordinating detailed design of all equipment and components within the scope of

supply.

•••• Resolving engineering queries related to the equipment and components within the scope of

supply.

•••• Performing all relevant calculations pertaining to lighting design and equipment within the

scope of supply.

•••• Providing progress reports etc.

•••• Providing expediting services for all sub-vendors.

•••• Providing quality assurance, including all sub-vendors with respect to ISO 9000 or

equivalent.

•••• Quality Assurance.

•••• Supervision of Installation/erection and commissioning.

•••• Training of client’s personnel at site / Vendor’s shop.

3.3 Exclusions

•••• The scope of civil foundation for high mast & feeder pillar is excluded for White Oil &

LPG Terminal Projects, since piles will be provided to install the High Mast. Necessary

mounting detail drawings with load data should be furnished by the vendor for the design of

the piles (to be carried out by others).

4 Codes and Standards

The High Mast Lighting System shall meet the requirements of this specification and latest

edition of applicable standards listed in enclosed Appendix-B.

5 Technical Requirements

5.1 Electrical System

Each High mast shall have feeder pillar distribution board located near the mast (not integral

with mast). This feeder pillar will house a TPN isolator and starter for winch power tool motor

and will give supply to light fittings on High Mast and to motor. This feeder pillar will be

mounted separately near the High mast. Each feeder pillar will receive 3-phase 415 V TPN ( 4

wire)50 Hz supply from purchaser. Further distribution shall be in vendor's scope.

Lighting circuits shall be single phase and neutral and / or three phase & neutral, protected with

MCBs, but not to be loaded higher than 80% capacity. 20% spare MCB to be provided in each

feeder pillar.

Adjacent luminaries shall not be supplied from the same circuit, or in case of three phase

circuits, from the same phase.






Indicative locations of high masts are indicated in attached Overall High Mast Lighting

drawings. However final locations of the high masts and the feeder pillars shall be decided by

vendor based on calculations. It shall be outside tank dykes so that they do not fall under the

hazardous zone. Also, the location of the masts shall be such that they do not put any hindrance

on the movement of the tankers and the vehicles on the roads neither do they foul with any

equipment, structure or buildings.

It is to be noted that the area allocated for each lighting mast is around 5m x 5m for piling,

foundations and for the general operational purpose taking into account the maintenance of the

lighting fittings and accessories after winching down.

5.2 Design Requirement

The high mast and other equipment & materials shall be of the best quality and shall conform to

the specification given under:

5.2.1 Mast Structure

a) The Mast base, structural & foundation design shall be designed in a manner so that it is

capable of withstanding external forces exerted on it by maximum wind speeds and

stresses specified in IS 875 Part 3-1987 along with load of the lantern carriage assembly.

The resonant frequency of Mast shall be less than 1Hz so that wind speed stresses which

arise at resonance are correspondingly low.

b) The mast shall be of continuously tapered, polygonal cross section presenting a good and

pleasing appearance based on proven intension design conforming to standards listed in

Appendix - B

c) The mast shall be fabricated from steel plates cut and folded to form a polygonal section.

The high Mast shall comprise of two sections of approx. equal lengths. Each mast section

shall not have any circumferential welding joint. Sections should be fitted together on site,

telescopically, in manner that does not require additional welding nor any bolted joints

acceptable. The minimum overlap distance shall be 1.5 times the diameter at penetration.

The welding shall be in accordance with BS 5135 / AWS

d) The mast shall be provided with fully penetrated flange, which shall be free from any

lamination or incursion. The welded connection of the base flange shall be fully developed

to the strength of the entire section. The base flange shall be provided with supplementary

gussets between the bolt holes to ensure elimination of helical stress concentration and

high tensile anchor bolts.

e) Both the inner & outer surface of entire fabricated mast shall be hot dip galvanized, having

a uniform thickness for bottom and top sections. The amount of galvanizing shall be 610

gm/m2. The mast shall accommodate integral power tool for winch drive. The mast shall

have a minimum design life of 25 years.

f) An adequate door opening shall be provided at the base of the mast to permit clear access

to equipment like power tool winch drive, cables, plug and socket etc and also facilitate

easy removal of the winch. The door shall be close fitting, dust and vermin proof and

provided with heavy-duty double locking arrangement. Size of door opening shall be such

as to avoid buckling of the mast section under heavy wind conditions.

5.2.2 Head Frame

a) The Head frame, designed to be capping unit of the mast shall be welded steel construction

and hot dip galvanised.






b) The top pulleys shall be of a diameter, appropriately large enough to accommodate the

steel wire ropes and the multi-core electric cable. The material of construction of the

pulley blocks shall be non – corrosive and preferably made up die cast LM6 Al. alloy,

material such as plastic or PVC not acceptable The design shall ensure that operation of

pulleys shall be maintenance free. The pulleys will run on stainless steel shaft/spindles and

will be self lubricating type

c) Close fitting removable guards shall be provided over the pulleys to ensure correct location

of the ropes and cables in their grooves during operation. Guides and stops shall be

provided for docking the lantern carriage. The complete chassis assembly covered by

weather proof hot dip galvanised after fabrication

d) The whole head frame assembly shall be covered and protected by weather proof hot dip

galvanised canopy and secured to the frame by stainless steel bolts and nuts.

e) Specification for Umbrella :

Material: LM6 or GI with powder coating OR FRP/GRP with polyurethane paint.

Diameter: Umbrella shall extend 300mm [min.] beyond extreme edges of lighting fixtures

mounted on lantern carriage.

5.2.3 Lantern Carriage

a) The fabricated lantern carriages shall be provided for holding the desired number of

floodlight fittings, control gear box, junction boxes, aviation lights on each High Mast and

balance counter weights shall be provided wherever required.

b) The complete lantern carriage shall be of mild steel tubular ring type construction and hot

dip galvanized internal & external after assembly. The inner lining of the carriage shall be

provided with perfect self-balance arrangement so as to avoid swing and buffer

arrangement to prevent damage to mast surface or other installed parts, during

lowering/raising operation of carriage.

c) The carriage shall be supported / suspended by at least three wire ropes for better stability.

The lantern carriage assembly shall not touch the lower surface of the mast. At the lower

docking position, the lantern carriage will rest firmly at a maintainable height from the

ground level with the help of stoppers for easy maintenance.

d) All hardware like bolts, nuts etc. shall be stainless steel to avoid corrosion. The carriage

shall have weather protected (IP-55) cast aluminium junction box with required number of

terminals (phase, neutral and earth) for connection to the designed number of flood light

fittings and associated control gears fixed on the carriage. The carriage design and

fabrication shall be such that the lantern carriage will suit the lanterns and their control

gear boxes to be used in the work.

e) Lantern carriage shall be suitable for accommodating aviation lights, maximum 12

numbers of flood light fixtures & associated control gear box, junction boxes. The number,

wattage and type of lighting fixture of the high mast shall be decided by the High mast

lighting system vendor.

5.2.4 Light Fittings

a) The Non-Integral flood light fixtures shall have die cast aluminium body with facility for

lamp centering and focusing and shall be provided with angle indicator for aiming, and

also with anodized and polished aluminium reflector.

b) The vendor shall decide quantity of lighting mast and number of fixture per lighting mast

to achieve average illumination level of 20 LUX & Minimum of 12 Lux in the plant area.

The lighting fixtures shall be Non-Integral type flood light fixtures with preferably 2 x

400-watt HPSV (SON-TP) lamps.

c) The Control gear shall be provided with di-cast aluminium & prewired wired with copper

ballast, Power factor improving capacitor, rewired fuses, electronic ignitor, Mains

connector & 2 Nos-earthing-one internal & one external.

d) Each high mast shall have aviation obstruction lighting fixture with two nos. of 40W neon

spiral type lamps of reliable design and reputed make. Aviation lights shall be mounted

above decorative umbrella. It shall be possible to bring down these lights located on

lantern carriage for maintenance purpose.

e) The luminaries shall be tested as per Indian standards and test reports shall be submitted

along with materials.

5.2.5 Winch Assembly

a) For Installation & maintenance of luminaries & lamps, it will necessary to lower and raise

of lantern carriage assembly, a winch arrangement shall be fixed in the base of the mast.

This shall have provision to operate both manually and electrically. The winch shall be

suitable to handle the weight of the lantern carriage assembly with lighting fixtures and all

other accessories, with appropriate factor of safety. Minimum two number of winch drum

shall be provided for the winch assembly. A handle shall also be provided for hand

operation of the winches.

b) The winch shall be of self-sustaining type with positive locking arrangement without the

need for brake shoe, springs, or clutches. The winch shall be capable of handling

maximum anticipated load with sufficient safety margin.

c) The winches shall be of self –lubricating type by means of an oil bath and the lubrication

shall be of recommended quality. The double drum winch shall use an arrangement of

minimum two independent ropes and each rope shall have one end clamped to winch drum

and the other end attached to the lantern carriage. Termination of the ropes of the winch

shall be in such a way, that it does not involve distortion or twisting of the rope

configuration. At least one full layer of rope shall remain on the drum when the lantern

carriage is fully lowered.

d) The mast shall be fitted with flexible stranded high tensile strength stainless steel wire

ropes, which shall have a factor of safety not less than five times the safe working load of

winch. Particular care shall be exercised in all aspects of design, manufacture, testing and

installation arrangements of the system to ensure safety under all operation conditions.

e) The capacity, operating speed, safe working load, recommended lubrication and serial

number of the winch shall be clearly marked on each winch.

f) A test certificate shall be supplied along with each winch in support of the maximum load

operated by the winch and for the safety of operation at the full load rotation.

5.2.6 Stainless Steel Wire rope

All wire ropes shall be made from stainless steel confirming to IS 2365,1963 & IS-

3457,1977.Stainless steel wire ropes shall be of 7 / 19 construction of min.6 mm diameter. There

shall not be any intermediate joints on the ropes between winch and lantern carriage. The end for

connection to the winch drum shall be fitted with thimbles and the thimbles shall be secured by

copper compression splices.

5.2.7 Power Tool for Winch Assembly






a) A suitable, high power, electrically driven, internally mounted power tool, with manual

override shall be supplied for raising and lowering of the lantern carriage for maintenance

purposes. The power tool shall be single speed, provided with a motor of the required

rating. The capacity and speed of the electrical motor used in the power tool shall be

suitable for the lifting of the design load installed in the lantern carriage with design

margin of minimum 20%.

b) The power tool mounting shall be so designed that it shall not only self sustaining but also

aligns the power tool perfectly with respect to the winch spindle during the operations.

c) The power drive shall be connected to the winch via a match coupler. It shall incorporate

torque limiter to protect the wire ropes from over stretches /over load. The torque limiter

shall trip the load when it exceeds the adjusted limits. There shall be suitable provision for

warning the operator once the load is tripped off. Electrical overload tripping of the power

tool with visual indication of motor tripping is also acceptable.

d) The electric driven tool shall be single speed, reversible three phase, 415V, 50Hz & hand

operated motor.

e) Manual handle shall be provided for hand operation of the winches in case of power

failure or for minor adjustment of the lantern carriage.

f) For High Mast located in Hazardous Area winch motor shall be of flame proof type

construction suitable for area classification as per attached layouts in Appendix-D

5.2.8 Feeder Pillar

a) Each high mast shall be supplied with one feeder pillar distribution box which shall be

located near it. The feeder pillar box shall be metal enclosed, free standing type, Dust &

Vermin Proof, made out of 2mm thick MS sheet steel, epoxy painted and IP-55 weather

protected. Additional canopy for rain protection shall be provided as an integral part of

feeder pillar distribution box.

b) The feeder pillar shall contain incomer Switch fuse/MCB, ELCB, motor starters for winch

drive, MCB for lighting control and a 3 pin 5/15A socket with 15A MCB. Motor starter

shall be complete with switch fuse, contactor and bimetal relay with single phasing

preventor. Feeder pillar incomer shall have three number LEDS for indication of three

phase power supply. The cable entry shall be from bottom.

c) The power supply to lighting fixtures shall be manual as well as in auto mode. An

Auto/manual/Off selector switch shall be used. In Auto mode the switching operation shall

be controlled though clock timer /photocell controller.

d) Feeder pillar shall have adequate space to receive incoming and outgoing cable

terminations for 415V, TPN supply loop in and loop out arrangement. Adequately rated

space heater with switch fuse, thermostat shall be provided for the feeder pillars. The

feeder pillar box shall be complete with double compression nickel plated brass cable

glands and tinned copper lugs. The feeder pillar shall have two numbers external earthing

terminal.

e) The feeder pillar-box shall have required wiring interface for taking signals from hand

held external control push button station. The feeder pillar box shall be installed on a

raised concrete foundation block and foundation shall be up to the level of minimum

300mm above ground level.

f) Suitable Name plates and danger board shall be provided on the feeder pillar. The feeder

pillar shall be mounted on raised concrete foundation near to the lighting mast structure.

g) For High Mast located in Hazardous Area, feeder Pillar Box shall be of flame proof type

construction suitable for area classification as per attached layouts in Appendix-D






5.2.9 Local Control Station

Spring return type hand held control pushbutton shall be provided for the purpose- for raising the

lantern carriage and lowering the lantern carriage. Also it shall have emergency stop push button.

The hand held control Push Button station shall be supplied with minimum of 5 meters length of

5*2.5 sq mm flexible cable and cable type shall be with copper conductor, PVC insulation, metal

braiding and overall PVC sheath. The hand held control station and associated cable shall be

kept inside feeder pillar box when not in use and suitable arrangement shall be provided for the

same.

5.2.10 Junction Box

Weather proof junction box made of Cast Aluminium shall be provided on the Carriage

Assembly as required from which the interconnections to the designed number of flood light

luminaries and associated control gears on the lantern carriage.

5.2.11 Cables and Cable Connections

a) All power & control cable including flexible trailing cables shall be supplied, laid &

terminated by high mast vendor.

b) The cable shall be flexible, round, multi-core, copper conductor power cable with 2 Nos

spare cores. The cable shall be suitable sized to ensure proper flow of current & reputed

c) The electrical connection from base compartment to the junction box shall be made

through special multicore trailing cable of min 4 sq mm copper conductor, EPR (ethylene

polyethylene rubber) insulated, metal braided and sheathed in heavy duty poly chloroprene

(PCI).

d) Separate core shall be used for lighting fixtures, aviation fixtures and one dedicated core

shall be kept for earthing. Suitable chemicals shall also be added to outer sheath to protect

cable against birds, rodent and termite attack. The cable shall be suitable sized to ensure

proper flow of current & reputed make.

e) Connections from the junction box to individual luminaries shall be made by using 3C x

2.5 sq-mm copper conductor, PVC insulated, armoured and outer flexible PVC sheath

cable. The system shall have in-built facilities for testing the luminaries while in lowered

position.

f) Power cable from the feeder pillar to the base compartment of the lighting mast shall be

taken through the PVC conduit laid in the foundation / shall be laid directly buried

trenches.

g) The trailing cable shall be terminated by means of metal cased plug and socket which shall

be provided at the base compartment to enable easy disconnection. The exposed end of

trailing cable at the top shall be taken in flexible metal conduit. Connection to the power

tool motor inside mast at the bottom shall be through metal cased plug and socket

arrangement to enable easy disconnection.

5.2.12 Lightning final

Lightning protection shall be provided on the high mast. One number heavy duty hot dip

galvanised lightning finial shall be provided for each mast. The lightning finial shall be

minimum 1.2 m in length and shall be provided at the centre of the head frame. It shall be bolted

solidly to the head frame to get a direct conducting path to the earth through the mast. . The

lightning finial shall not be provided on the lantern carriage under any circumstances in view of

safety of the system. Down Lead conductor along with lightning earth pits shall be supplied by

vendor.






5.2.13 Earthing & Earthing Terminals

a) Suitable earth terminal using 12 mm diameter stainless steel hexagonal head bolts shall be

provided at convenient location at base of the mast for lightning and electrical earthing of

the mast. The mast shall be provided with duplicate earthing including necessary 2 Nos.

earth pits. Earth Pits shall be G.I Pipe electrode type of min. 40mm dia. and shall be as per

IS 3043.

b) The earth resistance of each electrode (earth station) will be measured by an approved earth

testing apparatus and recorded. In case the earth resistance is more than the required

value, additional earth pits, as required shall be made and inter connected by the

contractor. The value of earth resistance for Housing units shall not be more than 5 ohms.

c) The earthing ring shall be made by GI strip / insulated single core cable of specified size.

The ring shall be laid in the cable trench along with lighting cable and connected to all the

earthing pits.

d) The Feeder Pillar shall be provided with two separate earth terminals. An earth busbar of

appropriate cross section shall be provided inside the feeder pillar and connected to the

earth terminals provided on either side of the feeder pillar

Adequate number of holes / terminals shall be provided on earth bus with suitable provision

for terminating the earth wire.

GI strip / GI wire insulated single core cable of suitable size shall be used for earthing by

connecting the two earth terminals separately to the earthing main in the shop / earth pit.

e) The single core PVC insulated wire/ bare copper wire or 14 SWG GI wire and the third

core of the flexible wiring cable shall be used for earthing the light fixtures.

f) Not less than 14 SWG GI wire or suitable size PVC insulated copper wire shall be used

for earthing all metal boxes and brackets.

5.2.14 Hazardous Area Classification

As far as possible, high masts shall be located only in safe areas. If mast is to be installed in

classified areas, construction shall be suitable for applicable area classification. Hazardous area

masts shall comply to construction requirements of IS 5572.

5.3 Name Plates

5.3.1 Permanent non-corrosive nameplate with engraved white letters on black background indicating

the High Mast lighting system designation shall be fixed. The nameplate shall indicate the

following :

First line : Equipment Item No.

Second line : Equipment Description

Nameplates shall be provided for each equipment (lamps, Local control stations, winch drive,

starter, feeder pillar box etc.) mounted on the High mast. Danger labels shall have black letters

on a yellow background.

5.4 Makes of Components

5.4.1 Manufacturer shall furnish standard list of components makes for the complete the High Mast

Lighting system. This list must be included with the offer.

5.5 Painting

5.5.1 All metal surfaces shall be thoroughly cleaned and degreased, pickled and phosphatised.

Thereafter, a coat of phosphate paint and a coat of zinc chromate primer shall be applied. After

removing all imperfections, all metal surfaces shall be sprayed with two coats of final paint as

per colour shade Silver grey No. 628 (IS-5). Final coat shall be of epoxy based heavy duty finish

coat. All unpainted parts shall be plated to prevent corrosion.

5.6 Civil Structural Work

The scope of work includes design, detailing, supply and construction of foundations for high

mast & feeder pillar works for Black Oil Terminal. The work shall in general be executed as per

IS and all referred codes herein.

5.6.1 Materials

i) Cement

The cement used shall be any one of the following unless otherwise specified in project data

sheet:

• 33 Grade ordinary Portland cement conforming to IS 269 : 1989

• 43 Grade ordinary Portland cement conforming to IS: 8112. : 1989

• Portland slag cements conforming to IS 455: 1989.

• Sulphate resisting Portland cement conforming to IS 12330:1988.

ii) Aggregates

• Only natural existing aggregates conforming to IS 383: 1989 shall be used.

• Coarse aggregate shall be 20mm down graded as per IS 383: 1989.

• Fine aggregate shall be graded evenly from fine to coarse as per Zones II and III of IS: 383.

Zone IV aggregate shall not be used.

iii) Water

Water used for manufacture and curing of concrete shall be clean and free from injurious

amounts of oils, acids, alkalis, salts, sugar, organic materials or other substances that may be

deleterious to concrete or steel as specified in IS 456: 2000. Potable water shall be considered

satisfactory

iv) Chemical Admixtures






• Chemical admixtures, if used, shall conform to IS 9103: 1999.

• Criteria of use of chemical admixtures shall be as per IS 456: 2000.

v) Reinforcing Steel

• Only high strength deformed steel bars of grade Fe-415 conforming to IS 1786: 2000 shall be

used.

• Minimum diameter of main reinforcing bars in foundation and pedestal shall be 12mm. Links

shall be of minimum 8mm diameter

vi) Anchor / Foundation Bolts

Mild steel bars for turning anchor bolts shall conform to IS 432 : 1982 Grade 1 and/or IS: 2062

Grade A. Nuts shall conform to IS 1363 : 2002, IS 1367 : 2002 and IS:3138: 1966

vii) Grout

Premix free-flow non-shrink cementations grout, with a minimum compressive strength of

40N/mm2 at 28 days, shall be used.

5.6.2 Concrete

The concrete shall be design mix of min. grade M25 and other requirements as mentioned in

project data sheet. 75mm thick lean concrete shall be provided under the structural foundation of

proportion 1:4:8 using 40mm down aggregates. The mud mat of lean concrete shall project

75mm beyond all sides of the structural foundation slab.

5.6.3 Design of Foundation

a) The foundation shall be placed minimum 2.0 metres below Finished Grade Level (FGL)

or Natural Ground Level (NGL), whichever is lower.

b) Ground water table shall be considered at FGL/NGL, whichever is higher.

c) Factor of safety against overturning and sliding shall be considered as 2.0 and 1.5,

respectively. Only 50% of the overburden weight of backfilled soil over base slab of the

foundation shall be accounted for checking of over-turning and sliding. All design

parameters for foundation shall be as per IS:456 and referred BIS codes. Limit state

method shall be used.

d) Safe Bearing capacity of Soil (SBC) shall be as per the Data sheet/Soil investigation

report.

5.6.4 Loadings

Loading in general shall be as per IS: 875. The basic wind speed shall be as per the Project/site

location and as called for in IS: 875. k1 and k2 factors shall be unity. k3 shall be appropriate to

topography but not less than 1.22 for Black Oil Terminal.

6 Inspection, Testing and Acceptance at works

6.1 During fabrication, the High mast lighting system shall be subject to inspection by

Owner/Consultant, or by an agency authorized by the Owner, to assess the progress of work, as

well as to ascertain that only proven raw material is used. The manufacturer shall furnish all

necessary information /data concerning the supply to Owner’s/Consultant’s inspectors. The

vendor shall give at least 15 days notice to the purchaser regarding the date of testing to enable

him or his representative to witness the tests






6.2 Tests shall be carried out at the manufacturer's works under his care and expense. All routine

tests as specified by the applicable standard codes shall be conducted. Type test certificates for

the high mast lighting system equipments used shall be furnished of a recognized testing

organization.

6.3 Routine Test shall be carried out on motor for winch drive.

6.4 All tests shall be conducted as per relevant applicable standards. Vendor shall furnish valid Type

Test Certificates of similar models along with the offer. Fresh type tests for the equipment are

not needed, provided the Manufacturer can submit certificates that the equipment complies with

all type tests as prescribed by IEC/IS Standard specifying the test requirements for that

equipment.






7 Vendor Documentation

7.1 All information listed below is to be furnished along with the offer as a minimum

(a) Clause wise comments / deviations on specification in `Table of Compliance’ [enclosed

Appendix A]. If not furnished, compliance to all requirements in specifications will be

binding on the Vendor.

(b) Typical drawing of proposed decorative type High Mast with Umbrella.

(c) The layout of High Masts, Feeder Pillar. Lighting fixtures showing the illumination level

for the area.

(d) Lighting calculation based on average illumination level of 20lux & Min. of 12 lux for high

mast lighting system for Black oil, White Oil & LPG terminals.

(e) Duly filled up Guaranteed Technical Particulars [enclosed Appendix-D].

(f) List of major components with Makes.

(g) List of recommended spares for two years normal operation with itemised rates.

(h) Type test certificates.

(i) Technical Catalogues.

(j) List of clientele for similar equipment in last 5 years.

(k) Complete list of special tools (if required)

(l) Documents as per RED Form.

7.2 The Manufacturer shall furnish the drawings and documents as per enclosed Requisition for

Engineering Documents - RED Form [Appendix-C].

7.3 The Owner/Consultant will review drawings submitted by Vendor & return to the Vendor one

copy of drawings with comments to carry out necessary changes, if any, during the engineering

/ manufacturing stage.

7.4 The documents required by the Third Party Inspection Agency are not covered under this

specification. The Vendor shall provide all the drawings and documents required by the Third

Party Inspection agency in compliance with the applicable codes and standards.

8 Statutory Approval

The High Mast supplied shall be acceptable to local Electrical Inspectorate and changes

required, if any, shall be carried out by the vendor without any extra cost. Vendor to ensure that

the maximum height of high mast clearance from concerned statutory authority before

procurement & execution of work.
