1. CALL TO ORDER/PLEDGE TO FLAG/INTRODUCTIONS
Chairman Joe Falanga called the meeting to order at 7:00 p.m. Jack Kleban led the Pledge of Allegiance. Chairman Falanga asked everyone to introduce themselves. Chairman Falanga introduced a new member to the committee, John Estok of Safety Harbor, At Large Representative. John shared a little bit about himself to the committee and thanked everyone.
2. APPROVAL OF MINUTES (September 22, 2016) Jack Kleban made a motion to approve the meeting minutes of October 27, 2016. Karen Mullins seconded and the minutes were approved.
3. MPO MEETING ACTIONS
Sarah Ward reviewed the Forward Pinellas Board Action Sheet for the November 9, 2016 Board meeting. Please make note that all Forward Pinellas Board meetings are recorded and the recordings are available on the forwardpinellas.org website. Minutes from the meeting will be posted shortly thereafter. The Board has deferred the San Martin Bridge project to a future meeting, pending input from the surrounding neighborhoods on the alternatives. The Long Range Transportation Plan (LRTP) modification adding the I-275 safety improvements to the policy portion was approved. Regional Coordination Structure Research approved the draft scope of services and to draft a letter to FDOT outlining our process for taking a look at best practices around the country. The Board also authorized a letter to be drafted asking FDOT to consider bike, pedestrian and transit facilities and access in all phases of the Tampa Bay Express (TBX) project. Various appointments to the Board and established a nominating committee.
4. FY 2015/16 – FY 2019/20 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) AMENDMENTS Brian Beaty, Florida Department of Transportation (FDOT), District Seven, updated the committee that there are no TIP amendments.
5. FLORIDA DEPARTMENT OF TRANSPORTATION FY 2017/18–2021/22 FIVE YEAR DRAFT TENATIVE WORK PROGRAM Brian Beaty, Florida Department of Transportation (FDOT), District Seven, addressed the committee on changes and/or additions to the five-year (FY 2018 thru 2022) tentative program of projects spending plan. This plan is revised every year and he will address only those items that were added, advanced or deferred. Brian gave a little explanation of how the work program works. The TIP has three parts to it: county program, municipal program and state program. This program is a state work program which has a mixture of state and federal funding. The first thing to look at when building the program is to preserve what is already out there. It’s important to keep the pavement up to standards. Workers go out every year to inspect every mile and these inspection reports translate into a priority list. Cost estimates are looked at next and reevaluated and updated. Next is adding new projects, which is done in phases. The design/build phase is the one most used by FDOT which allows for one firm to be responsible for design and construction of a project. This phase is also the most cost effective. Reevaluating estimates and estimates on new projects will begin in February. Projects will then move into designated category: safety and security, preservation, multimodal enhancements or operational improvements. Mr. Beaty reviewed the new projects list and answered questions appropriately. FDOT will have a virtual public hearing beginning on December 12th, with a live segment on Wednesday, December 14th, for public interaction and December 27th will be the

last day for citizen comments. Final comments and objections from the MPO’s will be January 23rd, 2017. The executive review will run from February to May, 2017. FTC public hearing will be held in Orlando. Date to be furnished later. Action requested by FDOT is an endorsement from the committee for the work program. Bob Henion made a motion to approve the five year work program, seconded by Kim Marston and passed unanimously.
6. CLEARWATER LAND DEVELOPMENT STANDARDS There was no representative from City of Clearwater for this presentation.
7. COAST-TO-COAST TRAIL TERMINUS DESIGNATION Cheryl Stacks from the City of St. Petersburg shared a power point presentation to express St. Petersburg’s and the Multi-Use Trail Committee’s (MUTC) desire to have a terminus designation of the Coast to Coast Trail at the St. Petersburg Pier, which is currently under construction to rebuild. TBARTA MUTC would like to extend the Pinellas Trail from its current location on the southern portion at Demens Landing a few blocks north, to connect the Pinellas Trail with a community trail. This will bring the end of the Coast to Coast trail to a significant landmark, the St. Petersburg Pier. Discussions commenced with the idea that The Pinellas Trail is a loop and the Coast to Coast Trail has a beginning and an end, with the two trails merging between North and South Bayshore Avenue in Downtown St. Petersburg. The proposal is not a terminus to the Pinellas Trail Loop, but a suggested ending to the Coast to Coast Trail via the Pinellas Trail Loop by adjusting the St. Petersburg connection a quarter of a mile north. Questions were answered appropriately. Ms. Stacks is looking for support from the CAC to move the City of St. Petersburg proposed Coast to Coast Trail adjustment forward to the Forward Pinellas Board. Bob Henion recommended deferring this issue to the BPAC. Kim Marston made a motion to recommend that Forward Pinellas accept BPAC’s recommendation on terminus designation and to have the map of The Pinellas Loop be consistent with the Florida Greenways Trail map. No second was made. Lee Allen made a motion to defer this item to a later date. Cathy Lasky seconded the motion and the motion passed unanimously.
8. GATEWAY AREA MASTER PLAN SCOPE
Whit Blanton, Forward Pinellas staff, gave a brief presentation of the Gateway Area Master Plan Scope. Forward Pinellas would like to get a scope of services out to the municipalities for the Gateway Area Master Plan to help guide wise land use decisions to increase residential development while preserving our industrial and manufacturing land; and to develop a complimentary transportation network that supports the objectives and purpose of the state highway systems. Forward Pinellas is looking for the CAC to endorse the Gateway Area Master Plan Scope. Bob Henion made a motion to recommend endorsing the Gateway Area Master Plan Scope, seconded by Karen Mullins and was approved unanimously.
9. PARK BOULEVARD/113TH STREET CORRIDOR STUDY Phuc Duong, Senior Traffic Engineer with Gannett-Fleming, addressed the committee regarding the Park Boulevard/113th Corridor study. The study addresses safety and operational deficiencies long the corridor. The original findings were presented to the CAC in January 2016 and today they are submitting their recommended solutions to the crash and congestion challenges that are occurring in Seminole area. The top five crash locations were studied and recommendations were made to adjust traffic signal timing, widen lanes, bi-directional traffic signs and turn signal signs, based on these locations’ crash counts and whether or not the crashes could have been corrected. Lee Allen moved to recommend approval of the study, it was seconded by Kim Marston, and was approved unanimously.

10. CAC ELECTIONS Chairman Falanga recognized Cathy Lasky and Dave Carson, Jr. as they are termed out on the board and this is their last meeting. He also recognized Carolyn Kuntz for filling in and her cookies and brownies. Elections for a Chairman and Vice-Chairman commenced. Bob Henion nominated Neil McMullen as Chairman and Karen Mullins as Vice-Chair. It was seconded by Becky Afonso, and approved unanimously.

Chairman Falanga recommended a training session at the beginning of a meeting for new members to review acronyms and the voting process. Robert Feigel, Forward Pinellas staff, suggested an orientation within the meeting for new members, whether it be an hour long orientation or a series orientation. Whit Blanton made mention of an updated orientation manual that will become available soon. An hour prior to the meeting was recommended for an orientation in February 2017.
F. Public Comments
Karen Mullins shared that The Innovations in Regional Transportation by TBRPC is on February 16, 2017. Today is last day to register for discount tickets.
Lee Allen shared that he and his wife took a bike ride on the Van Fleet bike trail out of Polk City and it was outstanding.

FDOT representative Brian Beaty presented the department’s Draft Tentative Work Program for fiscal year 2017-218 through fiscal year 2021-2022 as it relates to Pinellas County
o The work program aligns closely with the multimodal priority list the Forward Pinellas board adopted in September
o Some of the projects slated for FDOT funding: Central Avenue Bus Rapid Transit Harn Boulevard to First Street overpass Interchange at Gandy Boulevard and Brighton Bay Boulevard NE Tierra Verde Bridge replacement, also including construction of Bayway
South Trail Treasure Island Causeway Trail west of Causeway Boulevard Construction for US 19 Interchange at Curlew Road (slated for 2021)
o Especially for the Tierra Verde, Treasure Island Causeway Trail, and northern US 19 projects, board members asked FDOT that they be involved in getting information about the projects out to members of the community as early as possible
The board approved the scope of services for the Gateway/Mid-County Master Plan, presented by the Forward Pinellas executive director. Forward Pinellas will be working with FDOT and local governments to fund the project
Mayor Bujalski updated the board on recent PSTA activities, which included PSTA and HART working on an inter-local agreement to more closely align operations and improve efficiencies
The City of Clearwater presented its proposed new US 19 Activity Center Zoning District Standards as part of its amended Land Development Code
o The new code favors a higher-quality mix of uses, pedestrian accessibility, and development that promotes economic opportunity
o The board expressed support for the plan and noted appreciation for the collaborative spirit in which the code was developed and the code’s adherence to the Countywide Plan
Executive Summary, 1.11.17 Board Meeting
The first Forward Pinellas Board meeting of the new year was held this Wednesday. The full agenda for the meeting and the meeting video are on our website.
● The board appointed its representatives for the year to the Transportation Management Area
(TMA) Leadership Group, the collaborative group comprised of membership from Pasco,
Hillsborough, and Pinellas MPOs. This year’s representatives are County Commissioner Dave
Eggers, Clearwater Councilmember Doreen Caudell, and Dunedin Commissioner John Tornga,
with St. Petersburg Councilmember Jim Kennedy as the alternate.
● The board welcomed new members Oldsmar Mayor Doug Bevis (representing Oldsmar, Safety
Harbor and Tarpon Springs), South Pasadena Commissioner Lari Johnson (representing the
Inland Communities), Clearwater Vice Mayor Bill Jonson (representing PSTA), and Pinellas
County Commissioner Ken Welch
○ Ken Welch returns to the board to fill the seat previously held by County Commissioner
Karen Seel, who leaves the board after two decades of service. She spoke about her
continuing commitment to the future of regionalizing transportation, including
membership on TBARTA and working behind-the-scenes to provide input on the issues.
She mentioned the Gateway Express and the PSTA/HART work program as examples of
the area’s future.
○ We thank Commissioner Seel for her service and look forward to continuing to benefit
from her regional leadership on transportation.
● The Forward Pinellas Board will be holding a work session for 2017 on March 31 to discuss
SPOTlight areas, performance-based planning, and a strategic communications plan. Details will
be forthcoming.
● Pinellas Park Councilwoman Patti Johnson was honored for her recent Elected Official of the
Year award from the Florida Commission for the Transportation Disadvantaged. Councilwoman
Johnson is and the chair of the Forward Pinellas Local Coordinating Board, which oversees the
local Transportation Disadvantaged Program. Congratulations!
● Forward Pinellas has received six applications for its Complete Streets program.
○ Those projects are:
■ 54th Avenue North Concept Plan, Pinellas County
■ Drew Street Concept Plan, City of Clearwater
■ Rosery Road Concept Plan, City of Largo
■ South St. Petersburg East-West Concept Plan, City of St. Petersburg
The Florida Department of Transportation (FDOT) is proposing two amendments to the Pinellas County FY 2016/17 – FY 2020/21 Transportation Improvement Program (TIP). The proposed amendments are described below.
1. FPN# 4344161 – Bus and Bus Facilities Program Section 5339 Program Grant The Pasco County Public Transportation (PCPT) has received an FY 2016/17 allocation of $263,938 in Federal Transit Administration (FTA) Section 5339 grant funds. Pinellas County functions as a “designated recipient” for transit-related funds for the portion of Pasco County in the Tampa-St. Petersburg Urbanized Area. The grant funds provide capital funding to purchase buses and/or related equipment and facilities. The TIP amendment is needed to satisfy plan consistency requirements and to receive federal authorization of the funds. The funding source is the FTA Section 5339, Bus and Bus Facilities Program.
2. FPN# 4394581 – Median Modification on CR 752/Tampa Road from Sandpiper Court to
Cornerstone Center This proposed amendment adds $274,735 in FY 2016/17 for the construction phase of a safety improvement project involving median modifications on CR 752/Tampa Road from Sandpiper Court to Cornerstone Center. The funding source for this project is FDOT’s Highway Safety Program (HSP).
A representative from FDOT will provide an overview of the proposed amendments and seek a recommendation of approval for both. ATTACHMENT(S): TIP amendment map and forms

5. Florida Coast to Coast Trail Overlay Study SUMMARY The Florida Coast to Coast (C2C) Connector Trail is an effort by various state and regional stakeholders to provide a safe and continuous shared use trail from the Gulf of Mexico to the Atlantic Ocean through Central Florida. This statewide trail system will total 275 miles, and span nine counties. More than 75%, or over 200 miles, of the trail already exists and is open to the public. The Connector will link communities between Pinellas County and Brevard County and establish a major bicycle-pedestrian route to allow residents and visitors to explore Central Florida. In 2014, the Florida State Legislature provided $50 million in funding over a 5-year period to complete the "gaps" between existing trails to form this continuous multi-use trail across the state. The C2C Connector Trail is part of the Florida Greenways and Trails System plan, recognizing the economic impact to communities along trails, the growing popularity of eco-tourism, and public support for trails. In FY 2016, the Tampa Bay Regional Planning Council (TBRPC), in partnership with the East Central Florida Regional Planning Council (ECFRPC), received funds through the Florida Department of Economic Opportunity’s (DEO) Technical Assistance Grant Program to develop a framework for design continuity for the C2C Connector Trail. The study recommended a unifying color scheme, wayfinding signage options, and design standards for amenities such as railings, fencing, landscaping, overpasses, etc. In FY 2017, the TBRPC and the ECFRPC received another technical assistance grant from DEO to develop a marketing toolkit and implementation guidebook for the C2C Connector Trail. This project will build on the work performed by the Regional Planning Councils in developing the C2C Design Overlay and Asset Inventory developed during FY 2016. Outcomes of the project include: Marketing Tool Kit; Implementation Guidebook; C2C Website; and Economic Impact Analysis. 6. SR 60 at Belcher Road Study Reevaluation SUMMARY A Project Development and Environment (PD&E) Study was previously prepared for Pinellas County in 2008 to analyze the need for roadway capacity improvements along Belcher Road (County Road 501) from Druid Road to Sunset Point Road in Pinellas County. The study developed three (3) initial alternatives, with only one (1) alternative being identified as an intersection improvement. The current Belcher Road (County Road 501) & Gulf to Bay Boulevard (State Road 60) Project Development and Environment Reevaluation Study focuses on the evaluation of improvement alternatives for the intersection of Belcher Road and Gulf to Bay Boulevard. The objective of this PD&E Reevaluation Study is to provide documented information necessary for Pinellas County to reach a decision on the type, design, and location of improvements to the intersection. 7. Forward Pinellas Complete Streets Program Update SUMMARY Complete Streets are designed, operated and maintained for all users, regardless of age or ability, based on the context of the roadway and its surrounding area. Through collaboration with its committees and board, Forward Pinellas has developed an incentive program to assist local governments in planning, designing and constructing Complete Streets projects, particularly those with the potential to serve as a catalyst for transformative redevelopment within a corridor or activity center. The program will award up to $100,000 annually for planning and design beginning in fiscal year (FY) 2017/18, and up to $1,000,000 annually for construction beginning in FY 2022/23. Between October 3 and December 16, 2016, Forward Pinellas called for local governments to submit applications for funding of Complete Streets projects in their communities. We received a total of six applications, four for planning/design and two for construction:
The City of Clearwater is requesting $50,000 in planning/design funding for Drew Street between Fort Harrison Avenue and US 19. The proposed project includes development of a concept plan for improvements such as enhanced sidewalks, pedestrian crossings, bicycle lanes, bus shelters, landscape and drainage improvements, and potential traffic calming measures such as lane reductions, curb extensions, and roundabouts.
The City of Largo is requesting $100,000 in planning/design funding for Rosery Road between the Pinellas Trail and Eagle Lake Park. The proposed project includes roadway resurfacing, bicycle lanes, improved sidewalks, an enhanced pedestrian crossing, signalization improvements, and upgraded drainage. A connecting sidewalk would also be constructed on Highland Avenue.
The City of Largo is requesting $1,000,000 in construction funding for 1st Avenue NE between Missouri Avenue and 4th Street NE. The proposed project includes reconstruction of the brick street surface, the addition of a 10-foot multi-use trail on the north side, replacement of the sidewalk on the south side, upgraded drainage and utilities, street lighting, signage, and landscaping. Sidewalks would also be constructed along 2nd and 4th Streets to connect to the multi-use trail.
Pinellas County is requesting $50,000 in planning/design funding for 54th Avenue N between 49th Street N and US 19. The proposed project includes development of a concept plan for improvements such as enhanced sidewalks and pedestrian crossings, bicycle-only or shared-use lanes, and lighting; improved connectivity to the surrounding sidewalk network and Joe’s Creek Greenway Park; and an emphasis on land use and economic development in the surrounding Lealman community.
The City of St. Petersburg is requesting $50,000 in planning/design funding for the southern half of the South St. Petersburg Community Redevelopment Area, bounded by 49th Street S, 13th Avenue S, 3rd Street S, and 30th Avenue S. The proposed project includes development of an action plan to improve east-west connectivity and safety for pedestrians, bicyclists and transit
users, particularly across I-275. Alternatives for pedestrian and bicycle facilities, lighting, buffering, and traffic calming would be evaluated.
The City of St Petersburg is requesting $892,312 in construction funding for 34th Street S between 30th Avenue S and 54th Avenue S. The proposed project includes construction of a 10-foot wide boulevard-style sidewalk that would accommodate pedestrians, bicyclists and other non-motorized uses. The sidewalk would connect to the surrounding network of on-street bicycle lanes, the Lakewood Connector Trail, and a future extension of the Skyway Trail.
Forward Pinellas staff reviewed all submitted applications and is currently in the process of developing recommendations for funding candidate projects. Recommendations for funding will be brought to the Forward Pinellas Board at its March 8, 2017 meeting for review and approval, with funding awarded after July 1, 2017. The purpose of this item is to identify two or three topics that the CAC would like to spend more time discussing in 2017, with the goal of developing a presentation to the Forward Pinellas Board. The CAC has an important role in helping to shape the agenda for transportation and development in Pinellas County from the perspective of different voices in the community. Creating time on meeting agendas throughout the year for facilitated discussion on different topics would enable the CAC to develop strategic policy, project or program recommendations to the Forward Pinellas staff and governing board. The outcomes will be used to help shape the agency’s work program in future years.
The CAC has a wide variety of transportation-related topics from which to choose for more in-depth discussion. Potential topics the CAC may wish to focus on in the coming year include regional transportation planning, transit funding, public involvement and community outreach, the SPOTlight Emphasis Areas, the land use-related implementation of the Countywide Plan, Complete Streets, safety and Vision Zero activities, performance-based planning, and the update of the Long Range Transportation Plan.
With a focus on several topics over the year, the CAC may choose to spend time on one topic over a series of meetings, if necessary, to develop more in-depth understanding and recommendations. This would provide time for staff to follow up on requests for additional information or develop presentations.
The CAC Chairman and Forward Pinellas staff will facilitate a conversation about topics the CAC would like to spend more time discussing in 2017. ATTACHMENT(S): None
