FEMCIDI – OVERVIEW Established in 1997 to convert the political priorities identified by the

OAS member states into concrete development activities, and for the purpose of attending the most urgent needs of the countries , particularly those with the smallest and most vulnerable economies.

Since its onset, FEMCIDI has financed over 1,100 projects for a total surpassing US $100 millions. Financing is provided by the voluntary annual contributions of the OAS Member States.

FEMCIDI projects focus especially on capacity building of human resources and strengthening of institutions, and may act as seed funds to launch larger and farther reaching development programs.

FEMCIDI and EDUCATION Between 1997 and 2009,

FEMCIDI financed 264 projects of Education for a total nearing US$27 millions.

Under the programming cycle 2010-2011, FEMCIDI is currently financing an additional 19 projects for a total of close to US$1.4 millions

Comparative Advantages of FEMCIDI

FEMCIDI operates in the OAS Framework, an institution recognized in the whole Hemisphere

Political Mandates – The Fund’s actions emanate directly from the mandates established by the Member States: Summits, General Assemblies and Ministerial Meetings.

Direct Access to Governments – Direct access and constant communication with the highest level cooperation authorities and National Liaison Offices (ONEs), responsible for the selection of projects

OAS Local Presence – Only institution in the Americas who has offices in almost all the Member States to provide support for the management of funds and monitoring of projects.

Through FEMCIDI, the countries design, present and execute their projects.

Measuring of Results: Evaluations have revealed positive projects such as the implementation of national policies,

reforms and job creation.

New FEMCIDI Structure

Ministerial Meetings every three years: Ministers define two Key Action Themes for financing through FEMCIDI

Inter-American Committees contribute to the establishment of a Programmatic Approach for each theme, under which projects are presented and executed for a three year period,

Presentation of project profiles by the countries. Inter-American Committees take part in the Meeting for the Design of the

Framework Program during which, among others: They identify and select those project profiles which best fit within the

Programmatic Approach; They promote the integration of national, horizontal and multinational

project, when possible; They identify preliminary indicators;

Programming Meeting with Partners and other Donors to seek complementary funding and support;

Implementation of projects by the member states. Monitoring, Evaluation and visibility of results – Results presented at the

following Ministerial Meeting.

Benefits of FEMCIDI for the Sectoral Areas

Priorities established by the Member States’ top-level political bodies are translated into concrete projects and activities aimed at common objectives, with visible and measurable results and impact. The Inter-American Committees play a central role in the definition of the Programmatic Approaches, the review and selection of the projects to be financed and receive continuous feedback on the progress and results of the implementation of these initiatives. The FEMCIDI mechanism promotes dialogue and the exchange and transfer of good practices and successful experiences through horizontal cooperation; Optimization of the use of FEMCIDI resources and multiplication of effects with external funding;

Implementation of the transition phase towards the new FEMCIDI

In October of 2010, the countries approved the transition period for the implementation of the new proposed FEMCIDI structureThe topics selected for 2010-11 are:

Education under the new FEMCIDI:

KEY TOPICS: Member States decided that the Key topics of education for this

cycle would be selected by the Inter-American Committee on Education.

The process of consideration of up to two Key Topics for FEMCIDI financing began at the V Regular Meeting of the Inter-American Committee on Education (CIE) – October 2010

Due to lack of quorum, it was decided that the selection would take place through an online survey open to all CIE members.

The survey will be sent in December of 2010.

PROGRAMMATIC APPROACH: Developed by the Secretariat: it defines the problem, objectives

and expected results as well as the lines of action for the presentation and implementation of projects

The Programmatic Approach is distributed to the members of CIC for feedback and is approved by CEPCIDI.

PRESENTATION OF PROFILES: The countries present project profiles that bear a clear and

direct relation to the objectives of the Programmatic Approach.

Education under the new FEMCIDI (2):

MEETING FOR THE DESIGN OF THE FRAMEWORK PROGRAM - CIE:

Review of the profiles presented by the Member States and identification and selection of those which best respond to the Programmatic Approach;

Recommend the integration of National Projects and Projects presented under other cooperation modalities into multinational or regional projects.;

Identify transversal issues in all the projects and recommend adjustments to allow synergies among the projects;

Review the proposed consistency of the activities and training with the full Program. Identify preliminary indicators and baseline data corresponding to the problem

presented in the project profile. Provide a space for dialogue to allow the countries participating in multinational

projects to coordinate their participation; Provide a space to identify and pledge additional technical support Promote additional and/or complementary activities that can be financed with

external funding.

Next step: Definition of Key Topics for Education under the FEMCIDI framework

CIE members are invited to consider possible Key Topics taking into account that: Each Key Topic will lead to the design of a Framework Program for

a three year implementation period; The projects and activities financed under the Key Topic will focus

on Promoting Capacity Building of Human Resources and Strengthening of Institutions

When defining the Key Topics, CIE members will also have to take the following into account:

The priority areas established by the Ministries of Education at their Inter-American Meetings

The areas designated as priorities in the CIE Work Plan
