Gordon and Lakeshore

Traffic is concentrated in time and space. Schools and some operational issues, but that is not the structural

problem

Longest observed delay: Lakeshore ~8 to 10 min Gordon ~2 to 3 min

Both roads have excess capacity 23 hours per day

Can we guarantee that every person can drive everywhere at any time with no delay ?
