Southern Regional Power Committee Bengaluru Minutes of the 144th Meeting of Operation Coordination Committee
held at SRPC Bangalore on 12.06.2018 1. Introduction
1.1 The 144th Meeting of Operation Coordination Committee was held at SRPC Bangalore, on 12th
June 2018. The list of participants is given at Annexure-1A.
1.2 Shri S R Bhat, Member Secretary SRPC welcomed all the participants to the 144th OCC Meeting
being held at SRPC. He extended a special welcome to Shri V Chandrashekhar who had taken
charge as Chief Engineer, ED, KPCL & was attending the OCC Meeting for the first time. He also
welcomed Shri Jayadeb Nanda, COO Adani, UPCL. On behalf of the forum he conveyed heartiest
congratulation to Shri Srinivas Shenoy who had been promoted as Superintending Engineer,
KPCL and wished him a bright career in future.
On Grid Operation side, Member Secretary highlighted the following:
In the 143rd OCC it had been decided that further studies would be carried out on three
specific issues. One issue was the Simhadri – Kalpaka- Gajuwaka corridor reported
overloading. SRPC/SRLDC team had finished the studies in this regard and circulated the
report. System studies to analyse the reasons for low voltage at some of the nodes in Kerala
and Karnataka and arrive at solutions was also carried out. On 4th May 2018 a VC was
conducted with KSEBL. Studies regarding enhancement of net exportable quantum for SEIL
were also covered.
Talcher RTU issue had been resolved and link to SRLDC had been established which was a
long pending issue. He congratulated NTPC for completing the same.
A Special Meeting had been convened to deliberate on the scheduling issues of
Ramagundam, NTPC Solar on 07.06.2018 at SRPC. He hoped that in the meeting scheduled
on 15.06.2018 at NTPC, SRHQ, Secunderabad, this issue would be resolved.
Validation committee Meeting was scheduled to be held on 28th June 2018 and he requested
all the States to kindly participate in the Meeting.
Issues regarding ICCP reliability during first week of May 2018 had been deliberated in last
OCC as well as in the Special Meeting held on 23.05.2018 at SRPC. A group had been
formed to formulate a procedure to be followed during ICCP failure..
On 13.06.2018 a Sub Group Meeting is scheduled to be held to finalize the guideline for
Cyber Security Audit. A draft procedure had already been circulated.
In respect to frequency of operation of the grid he observed that during first half of the month
frequency was below IEGC range for considerable duration of time whereas in the latter half
instances of high frequency with under drawls were also noticed.

NLDC had issued a report on the tower collapses in the country in which 765 kV Narendra
(New) – Madhugiri (Tumkur) tower were also mentioned. SRPC had requested KTL to furnish
status report/action being taken in this regard since progress was being monitored.
During the last month, loss of DC with respect to Normative was around 292 MW which
appeared to be quite high.
Revision of Ramp rates of Thermal stations had been discussed in the 143rd OCC Meeting.,
Accordingly, all NTPC stations, NTECL and NTPL had revised the ramp rates which had
resulted in an increase in ramp of around 262 MW/block. He thanked the generators in this
regard.
1.3 Superintending Engineer (O), SRPC took up the Agenda for discussions.
2. Confirmation of the Minutes of the 143rd Meeting of OCC of SRPC held on 14th May 2018 at Hyderabad
The Minutes of the 143rd OCCM were confirmed with the following observation:
In para 3 of item No 4 of the 143rd OCC meeting, it had been inadvertently recorded that
both the units would be available with full DC till August 2018. This sentence may be
considered as deleted.
Further the in the approved Outages uploaded on 13.06.2018 (approved outages of 143rd
OCCM) on SRPC website Unit-I of UPCL has to be read as Unit-II.
3. MAJOR ISSUES
3.1 Review of UFR quantum and set points
NPC letter dated 30.05.2018 regarding review of UFR quantum is at Annexure-3A.
MS, SRPC stated that AUFR quantum had not been revised since quite some time. Now the
revised quantum had been worked out by NPC is as per agreed procedure. States could kindly
respond regarding raising of the triggering frequency for all the stages by 0.2 Hz.
All the states informed that they would revert back after consulting with their Higher Management.
It was decided that states would revert back on the NPC proposal of the set points for
UFR (49.2 Hz, 49.0 Hz, 48.8 Hz & 48.6 Hz) or (49.4 Hz, 49.2 Hz, 49.0 Hz & 48.8 Hz) positively
by 19.06.2018.
3.2 Study Reports on issues discussed in the 143rd OCC Meeting(Annexure-3B-Attached
separately )
In the 143rd OCC Meeting held on 14th May 2018, it had been agreed that the three following issues
would be further studied by SRPC and SRLDC.
A. Low Voltage in certain pockets in SR
After deliberations in the 143rd OCC Meeting on the issue of low voltage prevailing in some of the
nodes of Karnataka, Kerala and Tamil Nadu the following had been noted:

UV Relay logic is to be changed by KPTCL. After tripping of 25 MW at 3rd minute, 50 MW would
be tripped at 6th minute, 75 MW at 9th minute and 100 MW at 12th minute. This would be done on
the same set of 100 MW loads identified in Stage I.
With respect to low voltages and implementation of UV relays at Madakathra, Kozhikode, Kochi
and Palakkad in Kerala , a VC would be conducted.
System Studies will be carried out regarding low voltage in Somanhalli / Hoody / Nelamangala
(Bengaluru ring) before month end. The study would also cover the reactive drawal pattern of
KPTCL.
TANTRANSCO to revert back on the low voltage issues on 12.04.2018 and 13.04.2018 along
with the action plan to mitigate the low voltage scenario by end of May 2018.
In the Meeting it was noted that a detailed study was carried out by SRPC/SRLDC and the study
report had been submitted. A VC was also had been conducted on 4th June 2018 with KSEBL. The
same has also been dealt in the Report.
The following was noted
Regarding low voltage in Kerala, KSEBL stated that they would revert back on the study report of
SRLDC / SRPC considering the Edamon – Kochi line. It was agreed that the issue would further be
discussed through VC.
Regarding the low voltage in Bengaluru 400 kV ring (SRLDC/SRPC study report), it was noted that a
special meeting would be called with participation from BESCOM, KPTCL, SRLDC and SRPC. There
was huge drawal of VARs. The delay in commissioning of the capacitors would be discussed.
TANTRANSCO vide letter dated 11.06.2018 (Annexure- 3C) had replied for the reasons for low
voltages on 12.04.2018 and 13.04.2018. The issue was due to multiple 400 kV line outages viz. 400
kV MTPS-Palavadi line I.
B. Simhadri – Kalpakka- Gazuwaka Power Corridor Loading Issue on 23.04.2018 NTPC had furnished observations during the Kalpaka-Simhadri-line-2 shut down on 23.04.2018.
SRPC/SRLDC‟s report was further discussed in a Special Meeting with NTPC and SRLDC held on
31.05.2018.
In the Special Meeting, NTPC had brought to attention the incident that happened on 23.04.2018
during Kalpaka-Simhadri-line-2 shut down (requested by APTRANSCO). It was noted that the code
for opening the Circuit II had been “cancelled” by SRLDC on the request of APSLDC. The manner of
:”cancellation” was not understood since it was understood that only a separate code was required to
bring back the line. NTPC had desired that an Operating Philosophy be devised in advance prior to
any such planned outage. SRPC vide letter dated 01.06.2018 (Annexure-3D) had requested
APTRANSCO to arrange for the presence of the concerned Officers in the OCC to enable meaningful
discussion on this issue.
In the Meeting MS, SRPC desired to know regarding the reason for closing the line after availing the
shut down and also what was meant by “cancellation” of the Code.

DE, APTRANSCO informed that after availing the shutdown of one of the line, the other lines were
getting loaded above 600 MW. State demand was high around 8,000 MW and the generation at
Simhadri Stations was maximum at that time. Operators at both Simhadri and Kalpakka ends had got
little apprehensive and had requested to charge the line to avoid tripping of the other lines.
DGM, SRLDC explained that 3 minutes after opening the line, the line had been closed without
informing SRLDC and afterwards it was informed that the Code for opening the line was cancelled.
NTPC, Simhadri informed that line shutdown had been availed by APTRANSCO. After opening, the
line had been charged from Kalpakka end and Simhadri was asked to synchronize at their end.
SRLDC observed that approvals for shutdowns are being concurred by OCC only after adequate
system studies. Further any Code is being issued in real time only after analyzing the current system
conditions. In case of any apprehensions regarding this shutdown, APTRANSCO should have carried
out their own studies/or consulted SRLDC well in advance. Code should be availed for opening the
line and a separate code for closing the line. In this case Code had not been availed for closing the
line.
After deliberations the following was noted: Study report by SRLDC / SRPC for the Simhadri-Kalpakka-Gazuwaka corridor loadings was
noted by the OCC. It was noted that the loading on Simhadri-Kalpakka line would be around
600-650 MW during outage of one of the line. This was within the thermal loading limit of
line. SRLDC pointed out that APSLDC needed to have a dedicated study group to
comprehend such situations before availing shutdown and till such time should rely on
SRLDC. There is no procedure termed “cancellation” of Code. Both for any opening and
closing, the line/element code should be invariably taken unless otherwise in case of any
contingencies like danger to equipments etc. Respective ends should avail the Code from
SRLDC for opening/closing in case both the end ownership are different.
C. Enhancement of net exportable quantum for SEIL (2 x 660 MW)
SEIL vide letter dated 22.03.2018 had requested that Net Exportable Capacity Quantum for SEIL
Unit(s) may please be updated and recorded as 1254 MW (627 MW each unit) against 1240(620
each). The issue had been deliberated in the 142nd/143rd OCC Meetings. It was noted that SRPC
and SRLDC would finalize the methodology/procedure to be followed in this regard. RGMO
compliance as per IEGC provisions was to be ensured.
Recommendation of the study report of enhancing the exportable quantum from 1240 MW to 1254
MW were noted by the OCC.
3.3 Signing of Agreement / MOU between Powergrid and Constituents for Replacement of S-900
RTUs in Northern Region
SRPC vide letter dated 24.05.2018 (Annexure-3E) had communicated the concern to ED (LD &
C), PGCIL and requested that a review exercise regarding this may kindly be taken up for SR also.

SR-I & SR-II clarified that the CPU card was to be replaced to handle the present communication
requirements for various applications. The ISG stations requirement of replacing the CPU card
could be covered in the scope of PGCIL works on payment basis. ISG stations were requested to
revert back. SR-I and SR-II were also requested to come out with a comprehensive proposal which
could be put up for approval in the next SRPC meeting.
3.4 Scheduling of Ramagundam NTPC Solar Plant
The matter regarding scheduling of Ramagundam Solar Plant had been under discussion in the
SRPC forum for quite some time. SRPC vide letter dated 20.04.2018 had requested NTPC to
update on the present status and also arrange for the immediate action for scheduling of this plant
by SRLDC. In the 143rd OCC Meeting it was decided that NTPC Ramagundam Solar Scheduling
would be carried out by SRLDC from 01.07.2018.. SRPC vide letter dated 24.05.2018 (Annexure-
3F) had requested RED, NTPC that necessary instructions may kindly be arranged to be issued
for timely compliance of the OCC decision.
A Special Meeting had been convened on 07.06.2018 at SRPC Bangalore to further deliberate on
the issue.
Subsequently a Meeting had been conducted at NTPC SRHQ, Secunderabad on 15.06.2018
Minutes of the Meeting is at Annexure- 3G.
The following had been summarised after the Meeting:
SRPC would take up the issue of allocation of 10 MW of pooled unallocated power from
NTPC stations of SR to Telangana with CEA.
It was agreed that 10 MW of Ramagundam Solar Power Project would be availed by
Telangana from 1st July 2018 along-with 10 MW of pooled unallocated power from NTPC
stations for SR.
The status quo would continue till the approval/ revised allocation is received from CEA.
Once the approval/ revised allocation is received from CEA the above arrangement would be
implemented within three days.
SRPC vide letter dated 15.06.2018 (Annexure-3H) had requested CEA that necessary
concurrence for allocating 10 MW of unallocated power of coal based NTPC stations in SR for
pooling with power from solar power project 10 MW at Ramagundam to Telangana may kindly be
conveyed.
3.5 Kudgi –schedules requested from states for performance tests
In the Meeting, NTPC Kudgi requested that Kudgi Unit I & II need to carry out some performance
tests. Some amount could be released to the OEM only after performing the tests. States were
requested to give schedules as required to carry out the tests. States expressed that in the present
scenario it is not possible to give schedules and the same may be considered one unit at a time in
July 2018 or later.

After deliberations, it was suggested that NTPC may kindly furnish a complete plan like
number of tests, likely date of tests, block wise needed schedules etc well in advance (by
next week) and the same would be discussed in the next Meeting of OCC.
TSTRANSCO suggested that in the present scenario of high RE integration, other costlier stations
also may be taken out under RSD. SRPC clarified that the matter would be decided according to
the requisition and as per RSD Procedure.
3.6 Adoption of uniform procedure to prepare Merit Order Despatch List
In the meeting it was noted that different methods are followed by states to prepare Merit Order
Despatch List. For example it was noted that an ISGS had changed the variable cost
subsequently while scheduling was carried out as per original MOD list. MS, SRPC opined that
states may share their merit order preparation procedure. It was suggested that common
guidelines for preparation of Merit Order Dispatch List may be formulated which may be included
as an agenda item in the next Commercial Meeting scheduled on 29th June 2018.
3.7 Ramp Rates
In the 143rd OCC Meeting it had been felt by the forum that the issue was significant since RE
penetration was increasing day by day and SRPC could take up the issue with Hon‟ble CERC. In
the interim period all ISGS generators were requested to give a ramp rate of 0.5% minute or
more in the next RRAS Form. The same ramps would be utilized for scheduling.
Subsequently SRPC vide letter dated 23.05.2018 (Annexure-3I) had taken up with ISG stations
and had requested that this matter may kindly arranged to be examined urgently and necessary
instructions for upward revision of the ramp rates issued under intimation to SRLDC and SRPC.
In the Meeting it was noted that all the ISG Thermal Stations of NTPC, NTECL and NTPL had
revised the ramp up and down rates. It was noted that around 262 MW was additionally available
for SR constituents for ramp up and ramp down in each block. (details at Annexure-3J)
SRLDC informed that even though the ramp rates were changed in RRAS form, the generators
were yet to feed the same in scheduling program.
SRPC reiterated that SLDCs should also ensure enhanced ramp rates from the state generators.
All units irrespective of control area jurisdiction/ownership need to contribute with higher ramp
rates.
TSTRANSCO informed that their thermal stations are coming up to full load from no load within
two-three time blocks. TSTRANSCO was requested to kindly share the details.
It was noted that all RRAS entities had increased the ramp up / ramp down rates at least to
0.5 % and the same would be entered into the scheduling software from 16th June 2018
onwards. SRLDC will furnish an exception report on ISG Stations not complying to same.
SLDCs were requested to ensure the same or higher ramps from the state embedded
generators and the follow up / compliance would be discussed in the 145th OCCM.

3.8 Utilization of RE Generators for Reactive Compensation & High Voltage
SRPC vide letter dated 24.05.2018 (Annexure-3K) had circulated a Note regarding MVAR power
restrictions/support from RE generators. It was felt that suitable penal rates/incentives may need to
be in place for RE generators for their contribution, in the interest of smooth grid operation. All
states had been requested to give their comments in this regard so as to help in to arrive at
consensus on this matter in Southern Region and to take the matter further.
SRPC vide letter dated 24.05.2018 (Annexure-3L) had taken up the issue of reactive power
support by the generating stations including RE with Hon‟ble CERC.
TSSLDC vide letter dated 09.05.2018 (Annexure-3M) had requested to clarify whether state
utilities and distribution utilities can be addressed to include suitable clause in the connectivity
conditions, that models figuring in the RLMM list are added to the Grid. SRPC vide letter dated
28.05.2018 (Annexure-3N) had informed that in the Guidelines issued by MNRE for development
of Onshore Wind Power Projects it had been mandated that no wind turbine model shall be
allowed for installation in the country until it has obtained type and quality certification. MNRE has
stipulated verification of complete certificates of the models etc which needs to be carried out by
the concerned procurement agency.
In the Meeting, APTRANSCO informed that they had conducted a Meeting with RE generators and
they are approaching APERC.
SRLDC informed that at Urva Konda, RE generators are injecting MVAR of around 80-120 MVAR
(equivalent to a Reactor) at a voltage above 430 kV.
TANTRANSCO informed that the issue had been taken up with RE Generators.
MS SRPC informed that the existing provisions of PPA and constraints in present scenario had
been tabulated and furnished. PPA conditions need to be aligned with present day grid
requirements. Before approaching RE generators, SLDCs may need to arrive at their requirements
from grid operation point of view.
KSEBL informed that RE generators are not being penalised (charges suspended) on injection or
absorption of MVAR in case the same is as per SLDC instructions.
After deliberations it was agreed that comments on SRPC note on reactive support by RE
Generators circulated vide letter dated 24.05.2018 would be furnished by the states by
month end. It was noted that the reactive support was required from grid operation /
reliability perspective and the same needed to be internally discussed by the SLDC /
TRANSCO / DISCOMs / Commercial sections and then it could be taken up with the RE
generators.
URS from CGS/ISGS-Surrender on day ahead basis

TSTRANSCO vide letter dated 08.06.2018(Annexure-3O) had pointed out certain practical
difficulties in the surrendering of URS by entities on day ahead basis at different timings for various
time blocks as per their convenience.
In the Meeting DE, TSTRANSCO informed that system operators need to frequently check the
surrendering of power by other utilities on day ahead basis also since the surrendering entity is
surrendering the power on day ahead basis at different timings for various time blocks. First come
first serve is adopted in real time as well as on day ahead basis also which causes stress on
system operator.
SRLDC stated that they would look into the issue.
APTRANSCO stated that if they are availing URS power of Kudgi and later when suddenly wind
power comes, surrender of its own share was only possible after surrender of availed URS.
TANTRANSCO also expressed some practical difficulty in entering the URS requisition in the web
based programme for the next day. The forum felt that the scheduling of URS power on day ahead
as well as daily basis needed more clarity and requires detailed deliberations. SRLDC & SRPC
requested all the states to furnish the problems faced by them in this regard.
After deliberation it was decided that regarding URS and other scheduling aspects, the agenda
would be furnished by the state and the same would be discussed through VC.
3.9 Non Availing of Unit I of UPCL as per approved Outage Plan
KPTCL communication regarding non availing of UPCL Unit I for shutdown as approved in the
143rd OCC is given at Annexure-3P SRPC letter dated 11.06.2018 addressed to UPCL/KPTCL is
at Annexure-3Q. UPCL communication dated 11.06.2018 and 12.06.2018 to SRPC in this regard
is also given at Annexure-3R.
In the Meeting, COO, UPCL informed that UPCL had undertaken COH during forced outages in
2017 for both the units. While Unit I shut down was availed for 78 days from 07.07.2017 to
23.09.2017, Unit II shutdown was for 60 days from 31.10.2017 to 31.12.2017. COH is being
carried out once in four years and the next COH is required in 2022 only. In the meantime on
01.05.2018 UPCL had communicated both to KPTCL SLDC as well as SRPC that there is no
outage planned for the month of June 2018. Provision is provided in the IEGC for revising the
Outage Plan on monthly and quarterly basis. In the Minutes of 143rd OCC Meeting also it was
mentioned that both the Units of UPCL would be available till August 2018. He said that both the
units should be considered available throughout the year. KPTCL had requested UPCL to avail
shut down Unit I as approved in OCC which was not acceptable.
EE, KPTCL informed that as per approved outage plan uploaded on SRPC website, the schedule
of outage of Unit –I was from 01.06.2018 to 10.07.2018 and the Unit was not taken out on
01.06.2018 as per plan. On 08.06.2018 KPTCL had requested UPCL to take out the unit since the
optimum operation of KPTCL grid was being affected by UPCL power injection. UPCL had taken

out Unit II instead of Unit I on 09.06.2018. He stated that UPCL should stick to the OCC approved
outage plan.
COO reiterated that on 01.05.2018 UPCL had communicated to KPTCL that were no outages
planned in June 2018 for any of the units and from 01.06.2018 to 08.06.2018 KPTCL had
scheduled power from UPCL. There was no communication from KPTCL till 08.06.2018 in this
regard.
MS, SRPC stated Annual Outage Plan had been earlier uploaded in SRPC website in March 2018
in which UPCL had furnished outage schedule of Unit II from 01.06.2018 to 10.07.2018. He
clarified that in the minutes it was inadvertently recorded that both the units will be available at full
DC till August 2018 which will be amended. But in the Appendix of Minutes it can be seen that
availability had been considered keeping in view outage of the UPCL Unit II in the month of
June/July 2018. In the approved shutdown list uploaded in SRPC website on 13.06.2018 the
approved shut down of UPCL Unit I (it should have been Unit II) was from 01.06.2018 to
10.07.2018. However, KPTCL was scheduling UPCL power from 01.06.2018 to 08.06.2018 and
had never communicated to UPCL on non-availing of shut down till 08.06.2018. He opined that no
generator can be forced for availing COH. Revision of Outage Plan/LGBR is also possible as per
IEGC provisions.
SE(O), SRPC clarified that as DC declaration by UPCL and scheduling by SLDC needs to be
carried out as per Grid Code provisions.
GM, SRLDC expressed that UPCL could have furnished the revised outage plan when the units
were taken out the units under forced outage and utilised for COH. KPTCL also didn‟t respond to
UPCL‟s message dated 01.05.2018 and was scheduling power from UPCL. However, he also
opined that no unit can be compelled to go for COH.
Generators opined that as per request from states/transmission agencies, many outages had been
postponed. However, a generator cannot be forced to go for COH if already it has been completed.
After deliberations the following was concluded:
UPCL pointed out that the COH of both the units had been carried out during FY
2017-18 and there was no planned maintenance programmed for FY 2018-19 for any
of the units. It had been clearly communicated in the 01.05.2018 mail that there was
no planned maintenance for the months of May/June 2018. SRPC pointed out that
the approval was in respect of Unit-II which was wrongly uploaded in the approved
outages as Unit-I. Further, in para 3 of item No 4 of the 143rd OCC meeting, it was
inadvertently recorded that both the units would be available with full DC till August
2018. Both the amendments have been incorporated in the confirmation of the
minutes in Para 2 of the 144th OCC meeting. SRPC & SRLDC pointed out that LGB
was also a statutory document being prepared and by and large it needs to be
adhered to. KPTCL pointed out that the COH needed to be carried out as agreed in

the 143rd OCC meeting and as uploaded. There were purchase implications also.
KPTCL informed that they may not accept the change in the outage plan of the UPCL
and will further revert back after discussion with higher Management. The purchase
plan was according to LGBR. UPCL also pointed out that power had been availed by
Karnataka from 1st to 8th and both the units are available and the power could be
scheduled. Other generators pointed out that generation station cannot be forced to
go for COH / maintenance if not required. KSEBL pointed out that there were
changes to LGB by generators and even by states. UPCL also pointed out that as per
IEGC Regulations, there is a provision for monthly review of outage plan. UPCL
further pointed out that a generator can’t be forced to avail a COH and also added
that it will not avail any planned outage in FY 2018 -19.
3.10 SPS Mock Tests
Mock tests to check the healthiness of KKNPP & Talcher-Kolar SPSs were carried out on
21.05.2018 and for Raichur -Sholapur SPS on 22.05.2018. SRLDC had submitted the Reports on
Mock Test (Annexure-3S).
KSEBL vide letter dated 23.05.2018(Annexure-3T) had furnished etails/observations of the test
w.r.t KSEBL.
Load Grouping of SPS schemes are at Annexure-3U
In the Meeting, it was noted that at many stations the trip signal was not received due to DTPC link
failure at Kolar. In Karnataka signal of KKNPP one was not received at 220 kV Gowribidanur
Substation due to unhealthy link between 220 kV Dodaballapur to Gowribidanur. KSEBL informed
that the issue of Pothencode had been rectified on the same day. Signal was not received at
Arasur, Trichy, Madurai and Thiruvarur in Tamil Nadu.
After deliberations it was noted that the compliance report on the SPS mock test would be
furnished by SR-II. KPTCL informed that the link between Doddaballapura – Gowribidanur
would be established. TANTRANSCO informed that the link issues (between Erode and
Trichy would be addressed and compliance would be communicated.
3.11 Observations of the Techno Group with regard to the proposals of Installation of Capacitors
Convener, TESG & Consultant, NLDC vide letter dated 21.05.2018(Annexure-3V) had furnished
the extracts of the 38th Meeting of TESG held on 26.02.2018 and had requested for needful on
priority with regard to observations. With respect to SR it was mentioned that the Capacitor Study
Report submitted by SRPC prepared by CPRI deals only with transmission level (132 kV and 220
kV voltage level) whereas requirement was also for distribution level(33 kV and 11 kV).
SRPC vide letter dated 29.05.2018(Annexure-3W) had submitted the reply in this regard to
Member Secretary, Appraisal Committee.
OCC noted the above.

3.12 Geo-tagging of Wind turbines
NIWE vide letter dated 09.05.208(Annexure-3X) had communicated that NIWE is in process of
carrying out Geo-Tagging/Online registry of wind turbines for maintaining a centralized system of
data base. SRPC was requested to revert back with suggestions/clarifications, if any.
SRPC vide letter dated 18.05.2018(Annexure-3Y) had replied to NIWE in this regard.
OCC noted the above.
3.13 Sub-Group to finalize the standard procedure for cyber security audits
A Special Meeting on compliance of CERC (Communication System for Inter-State transmission of
Electricity) Regulations, 2017 was held on 08.05.2018 at SRPC.
The procedure being followed by the entities in respect of Cyber Security was to be shared in the
web group ([email protected]). APTRANSCO
/TSTRANSCO had furnished the Executive Summary of Vulnerability Assessment.
A sub group Meeting to finalize the standard procedure on Cyber Security was held at SRPC on
13.06.2018. The draft guideline after deliberation in the Meeting was circulated to the concerned
entities for further comments, if any.
Further the list of communication channels including PLCC and terminal equipments in the intra-
state and inter-state which would come under the ambit of the Audit were be furnished to SRPC by
31.05.2018 (The format available in MOM of meeting held on 08.05.20118).
Subsequently it was noted that the Meeting was conducted on 13.06.2018 at SRPC Bangalore.
3.14 Talcher RTU issue
It was noted that NTPC Talcher had procured a new RTU with a dual porting reporting system
(ERLDC and SRLDC) and the link to ERLDC had already established. Link to SRLDC iwas yet to
be established.
SRPC vide letter dated 24.05.208 (Annexure-3Z) addressed to NTPC Talcher had requested to
ensure that the link is established. NTPC vide letter dated 05.06.2018 (Annexure-3AA) had
communicated the status in this regard.
In the Meeting it was noted that the Talcher RTU link to SRLDC had been established which was
confirmed by SRLDC.
NTPC letter dated 14.06.2018(Annexure-3AB) had informed that the direct communication of
SCADA data from NTPC/Kaniha to SRLDC, Bangalore has been commissioned.
3.15 Power Number for the year 2018-19
Power Number Calculation for SR states for the year 2018-19 (based on the actual consumption
and Maximum Demand figures during the year 2017-18) is at Annexure-3AC. It may please be
noted that this new power numbers would be used for frequency correction in PSP and other
reports.
The new power number are as follows :
AP: 301, TS: 328, KAR: 355, KER: 129, TN:524, Pudu:13. (Total SR: 1650)

In the Meeting, SRLDC informed that they had implemented the new power number in all their
calculations. States were requested to adopt the same in their computations.
3.16 P PA wise DC to be furnished by the IPPs
Earlier SRPC had informed that in line with CERC Order dated 31.08.2017 in Petition No
28/MP/2016 PPA wise DC has to be furnished by all ISGS. SRLDC vide letter dated
28.05.2018(Annexure-3AD) had requested all the IPPs in SR to furnish the PPA wise DC (as per
the format attached with the letter).
In the Meeting, SRLDC informed that the PPA wise DC was being furnished by all IPPs except
CEPL and they were pursuing it with CEPL.
CEPL representative informed that they would also furnish the PPA wise DC in the required
format.
3.17 PGCIL SR II Agenda Items
PGCIL vide letter dated 09.06.2018(Annexure -3AE) had submitted the following agenda items for
discussion in the meeting:
Shutdown proposal for major elements (400 kV Hosur - Somanahalli line, 230 kV Thirunelveli -
Edamon 1 & 2, Narendra ICT II, Kozhikode ICTs)
Eventual replacement of Kolar -Talcher PLCC with wide band (WB)
Relocation of SPS schemes
Extension of PMU data to RTAMCs
High Voltage in SR II

In the Meeting, SR II informed that further delay had been occurred due to ROW issues. Hosur -
Somanahalli will come by 15th July 2018 and Dharmapuri - Somanahalli will come by 31st July 2018
if clear ROW is available.
KSEBL informed that Thirunelveli – Edamon I & II may be taken from 14th July 2018 to 19th July
2018. The dates were approved.
KPTCL approved the Narendra ICT outage.
Regarding Kozhikode ICT it was clarified that ICT II & III will be out on 24th June 2018 and ICT III
will be continued till 25th June 2018 (for ERS removal) .
The forum noted the process of shifting Kolar-Talcher PLCC with Wide Band (WB).
Relocation of SPS schemes: A comprehensive report on the SPSs to be shifted to Raichur and
SPSs being retained at Kolar would be furnished by SR-I and SR-II to all the states/UT, SRPC and
SRLDC. States would also communicate the corresponding load to the mapped to the respective
SPSs. The location of new DTPCs would also be coordinated in the exercise.
Frequent auto reclosing of Pavagada-Bellary I & II and 220 kV Kochi lines: KPTCL would
communicate to the respective transmission zone for improved maintenance of Pavagada-BPS

lines. Copy of the communication would be furnished to SRLDC/SRPC. Auto Reclose would be
kept enabled.
SR-II would furnish the Auto Reclose incidents for Kochi lines. KSEBL would revert back.
Extension of PMU data to RTAMCs: SRLDC would revert back on the request of specific PMU
data to RTAMC.
With respect to high voltages, SR II was requested to furnish specific requests and SRLDC would
consider the feasibility.
3.18 Coal Stock position

SRLDC pointed out that daily coal stock position was not being entered by the entities on the link
(https://goo.gl/y3LL4n). The information has to be furnished before 06:00 Hrs every day (it is
critical as the information is shared with MoP). It was also observed that the values available on
CEA web site and what SRLDC was receiving were not matching. It was noted that the absolute
quantum of the coal stock available should match. AP, all ISGS stations and Regional IPPs had
started uploading the information. TS, KPTCL and TN were also requested to kindly arrange for
the same.
After deliberations it was decided that SLDCs would ensure that the daily coal stock
position is uploaded on the link (though it may be delegated by the SLDCs to the respective
generating stations). SRLDC would follow up with SLDCs only.
In the last few OCC Meetings Generators/GENCOs were requested to furnish the issues with
regard to coal receipt ( Railways as well as Coal Companies ) so that Chairperson SRPC could be
requested to take up with Railway Board and Coal Companies/Ministry.
In the Meeting it was noted that only APGENCO and NTECL had furnished the railway
issues in respect of coal transport and therefore, this issue would be dropped for the time
being.
3.19 Compliance of CEA Regulations for Grid connectivity of Renewable Energy Sources

Notices had been issued for SS under 10(1) for SCADA availability. 100% SCADA availability of wind would be ensured. TANTRANSCO (Communication) and TANGEDCO (Metering) had jointly initiated action for Solar SCADA availability and was targeted to be completed by July 2018.
A Special Meeting was convened under Chairmanship of Member Planning at Jaipur on
04.05.2018 on the Real Time data Availability of RE Generation. Minutes of the Meeting had been
circulated and are available at CEA website. The following may be noted:
100% data availability need to be ensured. The states to ensure that the target of 100% real time generation data is achieved in next two months.
The status of how many of the pooling stations are connected for communication of data and the percentage of availability of Communication link/system should be monitored and reported on a weekly basis.
States can also interact with Gujarat for installation of Radio Modems, which have helped them in data acquisition from remote locations.
States which are facing problems in achieving 100% communication of RE generation data could emulate the approach adopted by the States like Gujarat, Madhya Pradesh, Karnataka, Telangana etc.
Central Electricity Regulatory Commission (Communication System for inter-State transmission of electricity) Regulations, 2017 which have come into force w.e.f. 1.7.2017 should be followed.
3.20 Kudgi - RSD Procedure
It was noted that SRPC vide letter dated 16.04.2018 had furnished the comments TM/RSD
procedure to Hon‟ble CERC. NTPC Kudgi vide letter dated 19.05.2018 (Annexure-3AF) had
requested SRPC to kindly include the requirement of 35 hours for bringing back a super critical
unit from RSD in the feedback submitted to CERC in regard to detailed procedure on RSD.

In the Meeting, Kudgi NTPC requested to consider 35 hours time for cold start up and it can be
conveyed as feedback to Hon‟ble CERC.
MS, SRPC stated that there are two aspects on this issue. As per Hon‟ble CERC directives,
feedback on RSD procedure was to be communicated by NLDC while that on Compensation
Procedure by RPCs. SRPC had communicated the forum‟s views vide letter dated 16.04.2018.
Further station wise comments cannot be communicated and thus NTPC may need to present the
issue for all the NTPC stations through its Corporate .
After deliberations, NTPC, Kudgi informed that the requirement of 35 hours to bring back
the Kudgi super critical unit from cold start under RSD would be taken up through NTPC
Corporate with NLDC / CERC.
DE, TSTRANSCO recalled that they had desired to discuss and finalise the issues on RSD
procedure at a regional level as one states requisitioning pattern was affecting other states‟ share.
He requested that issues of TS & Kerala could be considered by NLDC in its feedback to CERC.
SRLDC & SRPC clarified that presently Regulations in vogue are being strictly followed (confirmed
by NLDC also and at all India level same practice was being followed). SRLDC assured that the
views of all the constituents would be conveyed to NLDC on RSD Procedure.
3.21 Daily Load Forecasting by SLDCs
SRLDC presented the error (forecast Vs actual demand) for the month of May 2018. It was
observed that on 3rd and 4th of May 2018 the variation was more w.r.t TS (33) and AP(23) and the
reason was reported as heavy gale and wind in AP and TS.
States had been requested to break the state load into sub components like district
wise/substation wise while carrying out the forecasting incorporating weather conditions etc.
3.22 Task Force Committee Report on Flexibilisation of Thermal Power Plants-Unit
identification for Pilot project demonstration
In the meeting in CEA held on 08.02.2018 it was decided six units, including two units of NTPC
and one unit each from DVC, GSECL, APGENCO, MSPGCL, would be taken up for 55 %
minimum load operation in line with the CERC notification.
APTRANSCO informed that APGENCO had agreed for any of the Rayalaseema unit for
flexibility (CEA letter 16.02.2018). APGENCO would be informing the same to CEA.
CEA vide letter dated 10.04.2018 had requested for Location of installed capacity of all current
renewable energy sources and location of anticipated RES installations by 2022.
All the states except AP were kindly requested to furnish the location of installed capacity of all
current renewable energy sources and location of anticipated RES installations by 2022.
3.23 Data required for development of Geospatial Energy Map of India
The data required (as per CEA letter dated 04.05.2018) for development of Geospatial Energy
Map of India was to be furnished to CEA at email [email protected] by all the concerned entities

latest by 31.05.2018. SLDCs were kindly requested to communicate the requirements to
DISCOMs and other entities in the control area.
3.24 Overarching Agreement
It was noted that Overarching Agreement in SR had been signed by all states in SR except Tamil
Nadu. In various forum of SRPC, constituents had been requested to make use Overarching
Agreement.
TN had been requested to also kindly sign the Agreement.
3.25 TTC assessment considering temperature dependent rating of lines/terminal equipment
NLDC need to share the status/correspondence in respect of TTC assessment considering
temperature dependant rating of lines/terminal equipment
3.26 Certification of availability of Transmission system of Inter State/RPC certified lines
SRLDC had pointed out that the inter-state lines were to be certified by the SLDCs of both ends
before submitting to SRLDC for verification. SLDCs agreed to coordinate in this regard.
3.27 Automatic Generation Control(AGC) (Refer Item No. 4 in the Minutes of 7th NPC Meeting)
In the meeting, KPCL had informed that M/s Andritz for Varahi and M/s ABB for Sharavathy have
been identified for the AGC implementation by USAID / PRDC for which, KPCL had given
approval. This was expected to be completed by December 2018. Further, AGC for 10 MW of
Solar project at Sivasamudram was also under consideration.(KPCL update at Annexure- 3AG
Simhadri, NTPC informed that the infrastructure readiness for AGC was likely to be in place by
August 2018.
3.28 Common Transmission System Data Base (Refer Item No. 5 in the Minutes of 7th NPC
Meeting)
In the 7th NPC Meeting held on 8th September 2017, NPC had emphasized the need for having an
accurate All India power system data base for carrying out accurate power system studies for
operational and planning horizons. POSOCO was to prepare requires formats and circulate to all
RPCs and in turn RPCs may obtain data from their constituents. It was noted that NLDC had
furnished the formats to NPC.
3.29 State-wise allocation of 540 MW power from RGPPL to Railways
Allocation of 50 MW to Telangana (SCR) and 100 MW to Tamil Nadu (SR) was to be
operationalized.
3.30 Monitoring of scheme funded from PSDF
In the 7th NPC Meeting (08.09.2017) and in the 6th Meeting of the Monitoring Group of PSDF
(05.01.2018), RPCs were further requested to examine the implementation of schemes in OCC &
TCC meetings and intimate NPC about any bottlenecks.
.All the states/entities were requested to kindly furnish the updated status in a time bound
manner.
3.31 PSS Tuning of generators
5th Meeting to review the status of PSS tuning of the generators had been convened on 26th July
2017 and minutes of the Meeting are available at SRPC website. All the generators need to follow
the action plan finalized in the 5th PSS meeting.

3.32 Prolonged Outage
KKNPP informed that tender for second reactor was opened in May 2018 and would be
commissioned by December 2018. SRLDC requested KKNPP to furnish the schedule of works
planned till commissioning of the reactor which was agreed by KKNPP.
3.33 Internet connection for Patch Management and Remote Diagnostics support for URTDSM
project
In the Meeting, it was noted that internet connection for patch management and remote diagnostic
support for URTDSM project would be settled mutually between SRLDC and SR-II.
4. Outage Proposals 4.1 ISGS/CGS Shut Down Proposals/ Rescheduling of Planned outages of Generating Stations
Outages of NPCIL Units in Peak Demand period
In the 143rd OCC Meeting, KKNPP had informed that Unit II will be coming on bar by 4th week of
June 2018. KKNPP was requested to follow-up the response to the Chairperson SRPC‟s letter to
CMD, NPCIL on the request of states to bring back the unit only in September 2018/or agreeing
for part load operation. TANTRANSCO had been suggested to take up the issue with KKNPP to
pre-pone the shutdown of Unit-I (requested from 21st July 2018) to avoid two units on bars during
the low demand period.
In the Meeting TANTRANSCO informed that they had taken up the issue with NPCIL vide letter
dated 11.06.2018 (Annexure-4A). The following options were requested:
To postpone bringing back the unit II into service till July end ie till availing shutdown of
Unit I
Avail AOH of Unit I once Unit II is brought into service
Ensure that either one unit only in service till September 2018 end and both the units to
be available from October 2018.
KKNPP informed that HQ, Mumbai would be responding on the letter and reconfirmed that the
Unit II is expected to be on bar by 28/29th June 2018.
The forum suggested that immediately after Unit II is back on bar, Unit I may be taken out and
KKNPP need not wait till July end. KKNPP informed that it is not possible to take out that Unit in
first week of July since fuel will be left out in the core and the full core cycle/core dynamics will
be affected,.
After deliberations KKNPP was requested to revive unit-II by 15.07.2018 and take unit-I for
maintenance around the same time since SR grid was having high ingress of renewables
along with lower demand. Operation of two units of KKNPP simultaneously on bar in June
& July could be possibly avoided.
Ramagundam Units VI and V(Annexure-4B)

NTPC vide letter dated 29.05.2018 had requested to concur for the rescheduling the Annual
Maintenance of Unit VI ( 01.07.2018 to 30.07.2018 against the approved date 01.08.2018 to
30.08.2018) and Unit V (16.08.2018 to 19.09.2018 against the approved date 15.06.2018 to
19.07.2018) based on the recommendation in the review Meeting held on 21.05.2018 under
Chairmanship of Secretary(Power).
In the Meeting the forum approved the shutdown of Unit V from 05.08.2018 to 08.09.2018 for 35
days. Unit VI shutdown was approved from 01.07.2018 to 30.07.2018. However NTPC was
advised to start the shutdown of Unit VI from 21.06.2018.
Simhadri Units (Annexure-4C)
In the Meeting, Simhadri Unit I outage was postponed to November 2018. Unit IV shutdown was
approved from 23.06.2018 to 27.07.2018 with the condition that Unit III revival on 16.06.2018
(out since 05.05.2018).
NLC TS II Unit VI(Annexure-4D) :
Vide letter dated 29.05.2018 NLCIL had requested for shifting of the Unit VI AOH to 11.06.2018
to 10.07.2018 against the approved date 01.06.2018 to 30.06.2018 due to delay in receipt of
spares.
In the Meeting, NLC informed that the outage would be availed for five days from 14.06.2018 to
18.06.2018 (Boiler License Renewal) which was approved by the forum.
Talcher Unit V(Annexure-4E)
In 141st OCC Meeting Talcher Unit V shutdown was approved was from 25.05.2018 to
08.07.2018.
In the Meeting the outage was approved from 16.06.2018 to 30.07.2018.
4.2 Request for approval of shut down of transmission elements

Annexure-4F
CT Ratio change request from SLDCs Powergrid
SR II had informed that incidents have come up wherein SLDCs are approaching PGCIL for CT
Ratio change. SLDCs were requested to approach RLDCs for needful instructions. New E-mail
IDs from SRLDC for intimating the system reconfiguration, restoration etc is awaited please.
NLC Complex: HTLS associated enhancement works
DGM, NLC informed that enhancement related works at NLC TS II were yet to be completed by
SR-II . SR-II agreed to carry out the HTLS associated enhancement works at NLC TS II.
4.3 LGBR for upcoming five months & TTC/ATC computations

In the Meeting, the following was noted:
DE, APTRANSCO informed that a DE has been posted for the Study Group while the supporting
staff was yet to be posted / join. It was suggested that DE and the supporting staff of the Study
Group could jointly undergo training at SRLDC. APSLDC assured that from July 2018 onwards
PSSE base case would be submitted.
SRLDC informed that in the HRD Training program of NLDC which is scheduled in July 2018 for
5 days , PSSE also would also be included.
States to update the network addition / modifications/RE generation/evacuation in the
PSSE base case.
SRLDC & SRPC pointed out that the demand being furnished for POC, ATC and LGB should be
in synch with each other. Different values should not be furnished for different requirements.
Node wise data should be as per the demand which is likely to be met from various sources
keeping in view MOD etc. Any tendency to increase the internal generation for POC computation
also needs to be avoided.

7. GRID FREQUENCY
7.1 High frequency
It was noted that the Regional Grid had operated above IEGC range i.e.50.05 Hz for 7.86 % of the
time. It was also noted that the frequency on some of the days was higher for considerable duration
of times.(Refer Table-V of Appendix )

SRLDC informed that maximum frequency had touched 50.21 Hz at 18:03 hrs on 12th May 2018. It
was observed that during such instance drawal of all the SR States were within the limits (Graph at
Annexure-7A).
SRLDC noted that on 9th June 2018 there was heavy under-drawal by KPTCL. KPTCL informed that
there was a sudden injection of wind to 3,000 MW and solar to around 2,000 MW. All the thermal
units except two units at RTPS were taken out of bar. All ISGS power was also surrendered.
It was suggested that KPTCL may give due attention to more accurate forecasting and could sell
power during condition of high RE integration. KPTCL informed that PCKL was considering selling
power (subsequently it was noted that PCKL had started selling power from 13.06.2018).
Dy CE, KSEBL stated that some OA consumers are directly approaching Power Exchange for short
duration of time when PX rates are less and during other times they were availing power from the
DISCOMs. During last year KSEBL had suspended NOC of such consumers but they had
approached KERC and High Court with the prayer that NOC cannot be rejected on account of lower
demand. High Court had directed KERC to give a solution and Commission had stated that NOC can
be rejected only if there are transmission constraints. He observed that in Gujarat, GERC had
incorporated a clause that consumers can purchase power from Exchange only if they are taking
RTC power and also off peak quantum should not be more than peak purchase.
UPCL informed that various SLDCs had expressed their difficulties in maintaining load generation
balance due to huge variation in drawal by OA consumers on a daily basis.
Representative informed that the following modalities / procedure for granting OA to consumers in
states like Gujarat, Rajasthan and Himachal Pradesh to mitigate this problem as given below:
OA is granted on RTC basis and not for few blocks during the day.
Once consent is granted for OA, the consumers have to compulsorily purchase through OA.
For taking consent for OA for any particular day, the application were to be filed by the consumers
two days in advance. For taking OA for the whole month, the consumers have to file the O.A.
application by the 15th of the previous month.
Such conditions had helped Discoms to assess the demand supply in a more efficient manner.
It was suggested that the best practices of different states could be studied for further finalising a
procedure / guideline which could be implemented in the states after due approval of the SERCs.
DE, TSTRANSCO informed that they had also approached CERC with issues/suggestions on the OA
consumers power availing pattern affecting the operational planning.
NLC requested APTRANSCO to give NOC for the URS quantum for trading. APTRANSCO informed
that they were trading in Exchange where rates were higher.
SRLDC presented the underdrawal of states when frequency was above 50.05 Hz. (Annexure-7B).
The maximum Under-drawals touched by States during May 2018 also was presented. (Refer Table
VI of Appendix)
Constituents were advised to kindly avoid uneconomic operation at high frequencies. MS, SRPC
requested all the constituents that action needs be taken to adhere to the schedule since it had
commercial/operational impacts even for under drawals.
Pump mode operation at Nagarjuna Sagar/Srisailam and Kadamparai

• It was noted that there was a consumption of 13.47 & 62.3 MU in pump mode for N‟Sagar and
Kadamparai stations respectively during the month of May 2018.
7.2 Low Frequency
It was noted that the frequency of grid operation was at times lower than IEGC range. Grid had
operated below IEGC range i.e. 49.90 Hz for 12.76 % of time during the month.(Refer Table-VII of
Appendix)
SRLDC informed that minimum frequency touched was 49.57 Hz at 19:49 hrs on 26th May 2018. It
was observed that over drawals of Southern Regional states at such instance were within limit
(Graph at Annexure-7C).
Overdrawal by SR constituents at frequency less than 49.90 Hz (Annexure-7D) was presented by
SRLDC. The maximum over-drawals touched by States also was presented.(Refer Table VIII of
Appendix)
8. VOLTAGE PROFILE
8.1 Low voltage
In the Meeting, it was noted that low voltage was observed at few nodes in May 2018.
8.2 High Voltage
SRLDC highlighted the severity of high voltage problem in many of the nodes (Refer Table IX of
Appendix)
SRLDC informed that Srisailam Left bank units are not being operated in condenser mode.
TSTRANSCO informed that water level was not sufficient to keep the units in condenser mode.
8.2.1 Status review of GT Tap positions
GT tap Positions – GT taps yet to be changed as per recommendation (Refer Table-X of
Appendix)
8.2.2 Status review of Bus/Line Reactors, Line Reactors and STATCOM
Status of implementation of Bus / Line Reactors approved in the Standing Committee / SRPC
pending for commissioning by the SR constituents is furnished at Table XI of Appendix.
In view of very high voltage at some nodes, it was emphasized that urgent action needs to be
taken to commission reactors as per committed dates.
KGS was requested to furnish the milestone details for each activity to SRLDC & SRPC.
8.2.3 Reactive Power Planning
Status update on capacitor installation is given at Table XII of Appendix.
SRPC & SRLDC requested all the states to come up with updated information like till date
commissioned, plan for new commissioning, quantum in working condition, action taken to
rectify/replace faulty capacitors, etc.
8.2.4 MVAR Testing

Nodal Officers may kindly ensure that the data reaches SRLDC/SRPC in time (by fourth of every
month) so that SRLDC can correlate it with SCADA data and analysis could be done facilitating
actions for further improvement.
Recommendations finalized in the Special Meetings are required to be implemented.
All the SLDCs to kindly monitor VAR absorption/injection of generating units in their respective
control areas in real-time.
It was pointed out that in the Meeting held on 11.01.2018, Kaiga GS / NPCIL had agreed in
principle for MVAR testing of Kaiga GS units III/IV.
MVAR Testing summary
SRLDC had furnished the Summary of MVAR Testing carried out and concerned generators were
requested to furnish the status update on recommendation of MVAR testing at the earliest.
In the Meeting, SRLDC informed that during the MVAR testing was carried out on 3rd August 2017
as Singareni, tap change to 400 kV had been suggested. TSTRANSCO stated that they will
ensure the tap change during the next shutdown.
9 Network Protection/Security issues
9.1 U/F & df/dt Relays Schemes
Implementation of SRPC recommended quantum
It was noted that all the States had implemented AUFR and df/dt schemes fully.
In the Meeting, SRLDC presented the load relief realized as a percentage of AUFR quantum
declared in the identified feeders during the month of April 2018 as follows: (Detailed
Presentation is at Annexure-9A)
AP: 95 %, TS: 46 %, KAR: 61 %, KER: 91 %, TN: 80 %, Pudu: 91% &.SR : 72%.
UFR & df/dt relief visualization of TSTRANSCO was less. TSTRANSCO informed that the
mapping was being undertaken. It was agreed that mapping validation would be undertaken on
27.06.2018 (Wednesday) between SRLDC and TSSLDC. A report would be prepared and
communicated.
KPTCL informed that the average demand for last month was significantly less.
TANTRANSCO informed that 172 RTUs are being procured, commercial bid has been opened
and LOA will be placed. Commissioning schedule was one year from date of LOA.
9.2 SCADA mapping of feeders of AUFR & df/dt schemes

UFR & df/dt relief mapping was less for AP, TS and Puducherry and they were requested to
furnish the action plan for improving the mapped figures.
AUFR/df/dt relay Inspection Report
SRPC vide letter dated 04.05.2018 had communicated the observations on the inspection carried
out on 02.05.2018 at Ranipet(SIPCOT), Thiruvalam, Mosur and Sholinghur substations of
TANTRANSCO. TANTRANSCO vide letter dated 07.06.2018 (Annexure-9B) had replied in this
regard.
In the Meeting, TANTRANSCO was requested to carryout AUFR /df/dt testing once in six months
as noted in NPC meeting. SRLDC suggested meeting of MRT officials to highlight the significance
of UFR and df/dt relays testing/calibration etc.
9.3 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES (Petition No.
265/MP/2012)
It was noted that all the states had implemented revised ADMS logic. (Alarm at 49.90 Hz and
below for 10 minutes, Trip at 49.85 Hz , Min DSM limit for 15 Minutes)
There were 107 incidences when frequency was below 48.85 Hz. The incidences which satisfy
the ADMS logic (OD<49.85 HZ.) were 13 in AP, 1 in TS and 9 in TN.
There was 1 incident each in AP and Karnataka of UD (>15 minutes) > 50.05 Hz.
SRLDC informed that the details of these incidences will be shared to respective states and
analysis on the same will be discussed in the next OCC.
9.4 Grouping of loads (IEGC clause 5.4.2 (e))
As per IEGC, to maintain the frequency within stipulated band and also to ensure network
security, the interruptible loads were to be arranged in four groups of loads, This was for the
purpose of scheduled power cuts/load shedding, loads for unscheduled load shedding, loads to
be shed through UF relays, df/dt relays and loads to be shed under any SPS scheme. These
loads are to be grouped in such a manner that there is no overlapping between different groups of
loads.
This issue was noted for compliance by the concerned utilities.
9.5 LVRT Implementation
Hon‟ble CERC had passed Order in respect of Petition No. 420/MP/2014 on 05.01.2016. Five
Special Meetings were conducted at SRPC on 05.02.2016, 18.04.2016, 05.07.2016, 25.10.2017
and 23.04.2018 (Meeting minutes are available at SRPC website).
Quarterly reports of the SR constituents jointly validated by SRLDC/SRPC Secretariat are being
communicated to Hon‟ble CERC with regard to monitoring of the installation and performance of
LVRT installed on existing WTGs as per the directives of Hon‟ble CERC.
CEA had issued draft second amendment in CEA (Technical Standards for connectivity to the
Grid) Regulations. The final notification is awaited.

10 Emergency Restoration System (ERS)
As per ERS requirement outlined in MoP letter dated 05.12.2014, status update on ERS is given
at Table XIII of Appendix.
In the meeting held under the Chairmanship of Secretary (Security) on 28th June 2017 it was
noted that ERS were in procurement stage in most of the states and the response from the states
was not very encouraging.
11 SCADA AND COMMUNICATION
A Special Meeting was held on 13.03.2018 to deliberate on pending SCADA/Communication
issues. Minutes of the Meeting is uploaded on SRPC website. The status of pending Items as
deliberated in the Special Meeting is at Table XV of Appendix.
SRLDC had invited attention of the forum that Hon‟ble CERC had brought out Order on Suo moto
Petition 007/SM/2014 dated 29.01.2016 regarding SCADA. SRLDC had started posting this
information from February 2016 on their website.
12 Implementation of URTDSM (PMU) project in Southern Region
Status update as per the Minutes of the Meeting held on 13.03.2018 is in Table-IV.
13 Black Start Procedure
All the concerned entities were requested to kindly furnish the details of BSRP Mock test
completed during May 2018 and schedule for next period ie July 2018 to December 2018.
In case of postponement or non-conducting of mock drill exercise then the same must be intimated
to SRLDC along with reasons.
13.1 Black Start Mock Drill
In the Meeting, SRLDC requested KPTCL plan the BSRP in respect of Nagjheri to BTPS. KPTCL
informed that they will furnish the detailed plan for the BSRP by month end.
BSRP mock exercise for inter-regional links will be submitted by SRLDC in the next OCC Meeting.
To discuss all pending issues with respect to Kaiga, a Special meeting will be convened on
22.06.2018 at Kaiga in which BSRP also will be discussed.
MAPS would conduct the mock drill under intimation to SRLDC/SRPC. It was noted that MAPS
unit-II BSD was planned during May/June 2018 shutdown. It was noted that unit I is under forced
outage from 30.01.2018.
14 RGMO/FGMO
RGMO response had been deliberated in various Special/OCC/TCC/SRPC meetings. Inadequate
response was an area of serious concern and there was no noticeable improvement.
Extension of RGMO status point to SLDC (Refer Table-VI of Appendix).
SRLDC vide letter dated 29.05.2018(Annexure-14A) had requested all SLDCs to furnish the list of
all hydro stations and gas stations which are covered under FGMO/RGMO response along with
the status clearly mentioning the CERC Order in case exemption/extension is received from
Commission may be furnished.
The communication for RGMO compliance by LANCO Stage I & II is at Annexure-14B

In the Meeting, SRLDC informed that even though SRLDC had taken up with individual generators
regarding the non-response/inadequate response for the incidence on 23.04.2048 only IL & FS
had replied back. Other generations were requested to kindly revert back.
NTPC, Simhadri assured that no Valve Wide Open (VWO) operation of units was being carried out
(23.04.2018 incidence was a rare one) on full or even part load, and shall ensure that there is
margin available for providing Governor Action as primary response.
As per 5th
Amendment to IEGC, gas stations above 50 MW Installed Capacity were also to come
under RGMO/FGMO Operation w.e.f. 1st
October 2017. SLDCs were requested to take action to
comply the Amendment. AP, TN and KSEBL (Kayamkulam) were requested to ensure compliance. AP
informed that LANCO Stage I & II had confirmed FGMO and they have requested to confirm RGMO
(Communication regarding this is at Annexure-14C). Other stations have responded that there were
no schedules, however the issue was being followed up. TN was requested to share the
communication taken up with their gas generators. SRLDC to ensure compliance of RGMO/FGMO by
LANCO units under its control.
All the SLDCs were requested to take up the issue of non-performance of RGMO/FGMO with MI with
the respective generators. A meeting of RGMO/FGMO may be convened in July 2018.
15 SYSTEM OPERATION ISSUES
Loadability of ICTs and revisit of the associated protection settings to prevent cascade tripping of
ICTs/high loading of transmission lines. Insufficient action in controlling the loading of ICTs leads
to N-1 criteria violation in compliance of Regulation 3.1 f(8) of CEA(Grid Standards) Regulations
2010 and Regulation 3.5 a(i) of CERC Indian Electricity Grid Code Regulations 2010.
Over loading of ICTs and N-1 violation at Hoody, Gazuwaka & Nellore was being observed.
16 Upcoming Generating Stations
Status update of Central sector and State Sector Upcoming generating stations is given at Table
XIV of Appendix.
SRPC stated that declaration of COD letter from SLDC was required to be submitted to CEA,
Fuel Management Division for purpose of coal linkages etc.
SRLDC stated that new ISTS connected units should come out with detailed metering schemes
for various units commissioning schedule, at least one year prior to synchronization. The scheme
needs to be discussed and finalized in the Commercial Sub Committee.
17 Wind Generation
SRLDC presented the day-wise Wind Generation pattern in Andhra Pradesh, Karnataka & Tamil
Nadu during the period 1st May 2018 to 31st May 2018. Wind generation in Andhra Pradesh had
varied between 22.86 MU (20.05.2018) to 4.09 MU (15.05.2018). Wind generation in Karnataka
had varied between 28.59 MU (29.05.2018) to 5.83 MU (05.05.2018). Wind generation in Tamil
Nadu had varied between 83.23 MU (30.05.2018) to 1.92 MU (05.05.2018). (Annexure-17A).

In the Meeting the following was noted:
SRLDC informed that in the analysis they had put an effort to incorporate comments received
from constituents/Powergrid/Generators. SRPC/SRLDC expressed concern on the low
percentage of availed shut downs in respect of AP, KAR, TN and SR I
DE, APTRANSCO informed that they have availed 22 outages out of 39 whereas per SRLDC
availed is shown as 17 only. 3 outages had been availed on line and two more also carried out
which is not accounted in SRLDC report. APTRANSCO had requested to delete 3 LCs in the mid
review proposals. 3 LCs were not carried out due to load constraints. Considering all these
(availed become 29) percentage will become around 69. Details at Annexure-I
EE, KPTCL informed that two outages were not availed due to rains. SE(O), SRPC suggested
that ICT maintenance may not be scheduled during Monsoon season until unless in emergency
conditions.
UPCL ICT outage was not availed since both the units were on bar. UPCL informed that many
times their proposals were deferred by KPTCL.
MS SRPC suggested that earlier ICTs flow were more and shut down was not possible without
backing own of generation, and now flow had come down and also one unit is out.
KPTCL agreed for shut down of ICT during June 2018.
TANTRANSCO informed that many shut downs were not carried out because of man
power/contractors issues. Some shut downs were differed due to Exams. Kayathar ICT I was not

MS SRPC expressed that planning should be done seriously after assuring man power availability
and analyzing network conditions and power supply requirements. In TANTRANSCO monthly
OCC Meetings are also being conducted in which outages also is a part of discussions.
SR I informed that 9 shut downs were deferred in real time. OSD were also there.
SR II informed that OSD shutdowns were informed to SRLDC which was not considered in

TSTRANSCO informed that 4 shut downs only were not availed. Two were taken under OSD
which was informed to SRLDC. Availed percentage is around 70.
After deliberations the following were concluded:
There was some discrepancies in the availed outage percentage as computed by SRLDC
and as claimed by the entities. It was agreed that SRLDC would communicate the availed
percentage, the entities would revert back with observations and SRLDC would validate
and verify and communicate the availed percentages which would be discussed in the
OCC meetings. The outages deferred by NLDC / SRLDC / SLDC on grid / system /
transmission constraints and the outages availed on opportunity (before the scheduled
date) would be removed in the approved list.
Availed percentage of OCC approved shutdowns will be calculated based on approved
dates in the OCC and actual availed. Procedure for cancelling the shutdown before D-3
would be continued.

Backup Control Centre
Backup SCADA functionality testing frequency needs to be done once in 6 months to ensure high availability of data/preparedness to operate from Back up CC in event of any contingency. Compliance report may be furnished to SRLDC.
Periodical testing was being carried out by SRLDC and KSEBL.
TN stated that communication network is being strengthened to Backup CC. Once same is completed, TN will do the testing.
PGCIL would be floating new combined Open Tender for Backup SLDCs for AP (Tirupati), TS (Warangal) along-with few other states.
Backup control centre establishment for AP & TS need to be expedited.
ICCP with NTAMC
PGCIL had confirmed that due to cyber security concerns data would not be extended to SRLDC from NTAMC ICCP.
Functional requirement of the requisite data by SRLDC would remain, which needed to be ensured by PGCIL. SRLDC would furnish the list of telemetry points that have to be extended to PGCIL within 10 days, and within 1 month PGCIL would come out with a detailed plan to be completed within 6 months (October 2018)

Modification of EMS package
TSTRANSCO had received estimate of Rs 47 lakhs and
the contract was being firmed up.
SRPC had requested that PGCIL to render assistance to
TSTRANSCO as requested by them if possible.
Sparing of Fibre in Central Sector Project
TANTRANSCO had again requested for sparing of fibre in
Central Sector Project. SR-II stated that request for
sparing of fibre in new FO links could be communicated
for consideration.

provide the required telemetry within six months of this order. It was requested

SCADA inputs the earliest. Details in this regard were available on SRLDC web
site. For KKNPP only 2 points are pending w.r.t GT tap position. Re -tendering
was going on and it will take 5 more months to complete the works.
