Southern Gems

This is a magazine that highlights the 1st Region 12 Coffee Congress, coffee being one of the gems of Southern Philippines particularly Region 12. More issues are hoped to be produced as we continue to highlight other treasures like Oil Palm, Muscovado, Rubber, Coconut, Banana, Mango, Tuna, Bangus, Craft-tourism and Business Process Outsourcing.

This issue intends to update the coffee stakeholders on the industry situation, the coffee key personalities in Region 12, Investment Costs on Coffee Production or Coffee Value Adding.

The province considered to have the largest coffeeplantationinthecountry,SultanKudarat,isalso highlighted here. Basic Information as well as the products produced by the entrepreneurs are also included.

Warmest greetings to the organizers, resource persons, participants, supporters and guests of the 1st Region 12 Coffee Congress.

The coffee industry remains robust and full of potential especially in the export market. Although production declined by eight percent for the first half of this year vis-à-vis 2010 figures, income from coffee exports increased by 14 percent and the of imports declined by 46 percent.

We hope to drum up interest in the sector among investors. There is a huge gap in supply and demand: national production last year only registering 30,000 tons, with demand pegged at 65,000 tons.

For this, Region 12 has the most potential. The area has more than 13,000 hectares suitable for coffee farming. Moreover, coffee farmers and traders enjoy the support and assistance from the local officials in Region 12, the Department of Agriculture Regional Field Unit 12, the Senator Ninoy Aquino Coffee Industry Development Council, Inc. We, at the Department of Agriculture, are pleased of the active participation given by stakeholders in the region. Rest assured that we will extend the necessary infrastructure, technical and logistics support to further strengthen the local coffee industry.

greetings of peace and abundance to each and everyone.

In line with the collective aspiration of the region to uphold a policy on sustainable agriculture and maintain an increasing production in all our primary and secondary produce, I am very happy that the Department of Agriculture and the Department of Trade and Industry, in cooperation with other line agencies, the Local government Units, and with the active involvement of the private sector, has thought of having an activity which would center mainly on sustaining and developing the coffee industry in the region.

Coffee is a very viable industry and is actually one of the major industries in the province of Sultan Kudarat. It has contributed significantly to our local funds and has given employment to a number of our constituents. It is due to the foregoing that the current administration is considering this industry as a very strong stepping stone in our pursuit of a more autonomous and progressive province.

With high hopes that this 1st Regional Coffee Congress will us in improving our production, to the end that the same will increase over the next years, and in sustaining our identity as the top coffee producer of the country, I warmly congratulate you all for giving your time and expertise to make this event possible. This will no less inspire me, and the province I represent, to ensure that the coffee industry will continue to flourish and develop for the benefit, not only of the people of Sultan Kudarat, but of the region as whole.

My congratulations and sincere admiration to the organizers of the Regional Coffee Congress, the first ever to be conducted in the SOCSKSARGEN Region. We took pride with thanks and gratitude for the province of Sultan Kudarat to be chosen as the host of this momentous activity. This activity is to be considered as another milestone in our concerted effort to sustain and further develop the coffee industry in the whole region, considered as the biggest coffee producer in the entire country. I am aware that coming up with this big activity entails sincere commitment and determination as surely, you will be against gigantic problems and challenges. However, I do believe in the skills and expertise of each participating agencies, and with the organization of the Municipal Coffee Industry Development Council and finally the provincial Coffee Development Council in the province of Sultan Kudarat which are spearheaded by the Provincial Government of Sultan Kudarat, the Department of Agriculture and the Department of Trade and Industry, we are expecting for a strong avenue for cooperation and integration of resources which is of primordial importance that could spell success for each and everyone of us, not only during the Congress, but in all understandings that we will have after.

With the aforementioned accolade given to the region, Sultan Kudarat leads all component Local Government Units in terms of area of production of coffee, the fact we accepted the pride and commitment. We have existing institutions already in place within the established production areas, and strong coordination is being sustained with government line agencies and the private sector. Budgetary support is being allocated annually for the operation of our coffee nurseries and all-out advocacy and technical assistance is ably provided to ensure that efforts of farmers will get the benefits out of this very promising economic activity.

As we look forward for the success of the regional Coffee Congress, the whole officialdom of Sultan Kudarat affirms the usual commitment to extend the best we can for all the participants to have enjoyable and convenient stay in the province, Sultan Kudarat, Sikat ka!

I would like to congratulate the Sultan Kudarat Coffee industry Development Council (SK-COINDECO) and Sen. Ninoy Aquino Coffee industry Development Council (SNA-COINDECO) and the Provincial government of Sultan Kudarat for holding the 1st Regional Coffee Congress with the Department of Trade and Industry, the Technical Education Skills Development Authority, growth with Equity in Mindanao (gEM).

The theme “Improving Productivity for Better Opportunity” is timely and appropriate.

The holding of this event in the Provincial Capitol of Sultan Kudarat is also significant because Sultan Kudarat is actually the top coffee producing province in the country and this event is a proper forum for us to spread this good news that Sultan Kudarat, Region 12 is a concrete example of a silent but naturally productive place with much to offer and much to be proud of and for that we invite investors to come, invest and be Region 12’s partner of growth and development.

I also sincerely congratulate the men and women behind this activity.

Keep up and let’s continue to work in harmony and together let’s “bridge the gap, touch the heart” for each and every coffee industry players towards the attainment of food staple sufficiency of our country.

Almost three years after DTI – 12 identified coffee as a priority industry cluster in region 12, endorsed it to the Economic Development Committee and eventually the Regional Development Council 12, the Coffee Industry is now set on center stage as various government agencies and private stakeholders host the 1st Region 12 Coffee Congress.

The rallying cry for concerned government agencies to support the coffee industry has been successful. Today, the Dept. Of Agriculture, DTI, DOST, TESDA, the Provincial governments and concerned LgUs of Sultan Kudarat, Sarangani, South Cotabato and North Cotabato, the growers, traders, nursery operators are behind the staging of this event.

It is but fitting for Sultan Kudarat to host this since it is the country’s top producer of coffee for all varieties combined.

The DTI at the top level has identified three components for its blueprint for industry development, namely 1) push the growth in key big industry winners; 2) more rigorous focus on agribusiness; 3) develop strategies for sectors with large scale potential.

At the regional/provincial level, this is translated to the development of particular industries where coffee is among those on top of the list. We push for the growth of plantation-size coffee farming; coffee roasting or coffee shop business. This congress and its side events offer a lot of opportunities towards these identified ends.

The theme “ Improving Productivity for Better Opportunity” indeed speaks of the support mechanisms that agencies/institutions can provide, such that farmers and entrepreneurs maximize the benefits offered by the industry. Mabuhay Tayong Lahat.

For years, though in silence, Region XII is the primary producer of coffee in theentire country. The picturesque town of Sen. Ninoy Aquino, in the hinterlands of SultanKudarat, lies at the center of this booming industry.

Though we have bested the provinces of Cavite and Batangas, coffee industry inRegion XII still has a huge potential growth.

This congress aims to jumpstart the industry and stimulate the interest of coffeegrowers, traders, processors and all stakeholders including government agencies.

Join us in this meeting of minds, as we draw the Coffee Roadmap of Region XII.

Coffee is an important global commodity. Mindanao already grows more than 70 percent of the country’s coffee, with Sultan Kudarat as the top producer in the region. So we are pleased to support this event, which will serve to make Mindanao’s coffee industry more competitive and to strengthen alliances between producers, processors and institutional buyers.

Sultan Kudarat Quick FactsThe name Sultan

Kudarat given to the province was derived from a Muslim ruler, the late Sultan Mohammed Dipatuan Kudarat who begun to assert his leadership in the year 1619 and reigned the Sultanate of Maguindanao from January 1625 to 1671 A.D.

He was a virtuous leader who embodied the idea of basic unity, oneness and freedom among the diverse people scattered throughout its Sultanate. For this reason, he was considered as one of the National heroes of our country and for his honour this province was named after him.

Location, Land Area and Political Subdivisions

Sultan Kudarat is located in the southwestern part of Mindanao. It is bounded on the north by the provinces of Maguindanao and Cotabato, in the east by Davao del Sur while in the south by the provinces of South Cotabato and Sarangani and the Celebes Sea in the west.

It is one of the four provinces comprising Region XII (SOCCSKSARgEN), along with the provinces of South

Cotabato, Cotabato and Sarangani. Isulan is the capital town of the province which is approximately 43 kilometers from Koronadal City, the regional center; 195 kilometers from Davao City and 114 kilometers from general Santos city.

The province is composed of 11 municipalities and one city; and is divided into two congressional districts. It has a total of 249 barangays. Tacurong City and the capital town Isulan and Lebak are classified as large towns.

Sultan Kudarat is a major producer of a number of agricultural products as reflected on the table.

To add value to these raw materials, industry cluster teams have assisted entrepreneurs to develop products. Among these are muscovado sugar, roasted/ground coffee, crude palm oil, banana chips, coco sweetener, vinegar from sugarcane, kalakal from oil palm fronds, rice hull briquettes, and various craft items using corn husk, water hyacinth, abaca and pandan. Fruits like calamansi, passion fruit and mangoes are aplenty and have been processed intro concentrated or ready to drink thirst quenchers.

The coastal towns of Lebak, Kalamansig and Palembang are known for dried fish, marinated bangus, prawns, crabs that are considered to be the most delicious in Mindanao, based on research. The mountain parts of these areas are thriving with coffee, rubber and tropical fruits.

Investment Potentials

The province of Sultan Kudarat as well as Tacurong City has an existing Local Investments and Incentives Code that facilitates the requirements of potential investors in the province/city. The priority areas are: Production and

Processing of Sugarcane, Livestock, Food Processing, Industrial Tree Plantation and Nursery Development, ICT/

BPO, Tourism Industry, Alternative Energy, Aquaculture, Commercial Buildings and Housing.

Philippine Coffee Industry

Coffee occupies an important place in the world economy, being widely consumed as the

most prestigious beverage. Coffee is the second most consumed beverage in the world (after water), and the second most traded commodity (after petroleum), grown in some 70 countries, 60 of which are exporters. While instant coffee is still the general preference, the ground and brew sector is growing. Organic coffee is the other growth area that the industry can look forward to.

Coffee trees require a rich, moist, loose, well-drained soil best composed of organic matter, decomposed mold,

and disintegrated volcanic rock; a well-distributed rainfall of about

40-70 inches annually with

peak wet season; high humidity, seven hours of sunshine daily; and plenty of mist and moderate winds.

Coffee trees vary greatly in sizes from dwarf trees to thick-trunked forest giants twenty feet or more in tropic. generally, they are restricted to areas with a medium average annual temperature of 21 C, not lower than 12 C and much above 26 C.

The Philippines is located in the Bean Belt of the World. The top coffee producing countries are Brazil, Vietnam, Columbia, Indonesia and India. The combined production of Brazil and Vietnam is already almost ½ of the world coffee production.

Coffee has been around for more than 1,000 years. During that time, coffee has been considered a

food, a medicine, an aphrodisiac, and even a wine. Today, however, coffee is known as a beverage to

be savored and enjoyed.

Arabica is the superior coffee beans distinct for its aroma and high quality tasting characteristics, little acidity and caffeine. The plants tend to thrive when located in areas where there is light shade for a large portion of the day. Arabica is typically cultivated at a height of 1,300 and 1,500 m but there are species planted at the sea level and at 2.800 m height.

The plant is able to stand low temperatures but not frost. It needs a little shade to be grown if opposite to Robusta which does very well under direct sun rays.It could be grown productively in cooler places with an elevation ranging from 1,200 to 1,800 meters above sea level.

Robusta grows in less rigid conditions, cheaper to produce and

has a greater crop yield than the major species of coffee. It is usually limited to use as filler in lower-grade coffee blends.

Robusta is the chief source of the base for blending coffee and is important in the manufacture of soluble or instant coffee and espresso blends to form crema. Robusta has about twice as much caffeine as Arabica. It makes up around 90% of the Philippines’ total coffee production.

Liberica coffee tastes more like robusta. The provinces of Batangas and Cavite are producers of a variety of Liberica known as Barako. It is often noted that it has a mild and nutty taste but Kapeng Barako, considered to be the best among Liberica species has a more the mild to strong taste. It is often used as

part of a blend because it complements Coffea Robusta nicely. The optimum temperature to grow Liberica is around 18 – 26 degrees Celsius.

Excelsa - This mild flavored coffee is often likened to Coffea Liberica. It has a smooth, slightly earthy without having any hint of a burnt flavor. This is a good coffee for people who don’t drink the beverage very often and those who dislike coffee with a bold, strong flavor. Coffee beans Excelsa is often used a filler bean for many coffee blends. Coffea Arabica is one of the most popular coffees that is blended with Coffea Excelsa. Like most other coffee varieties, Coffea Excelsa thrives in warm to hot climates. Because of the drought resistant properties, this plant can thrive in desert conditions, as well as a tropic environment. 17

All commercial varieties of coffee are available in the Philippines – Robusta accounting for 70% of the country’s total production, and Arabica with about 5-10%. Other varieties such as Excelsa and Liberica also thrives in the country and accounts for 15-20% of the total. Total production for the year 2009 was 96,433 metric tons with Region 12 ranking number 1 contributing 27,553.93 or 29% of the national aggregate. This is planted in 27,552.93 hectares.

Recorded as the country’s major producer of all varieties of coffee in 009 – 2010 are Sultan Kudarat (23%), Compostela Valley (12%), Cavite (8%) Davao Sur (5%), Sulu (5%) and others (47%).

P h i l i p p i n e C o f f e e P r o d u c t i o n In terms of Coffee Arabica, Sultan Kudarat remain the number one producer contributing 52% to the national total, trailed way behind by Davao del Sur with 7%, Iloilo and Sulu with 5% each and South Cotabato with 4%.

Sultan Kudarat is also the number one producer of Coffee Robusta with about 18% of the the Philippines’ total attributed to the province. Compostela Valley follows closely with 15%, Cavite with 10%, Bukidnon with 7% and Kalinga with 5%.

For Coffee Excelsa, top five are Sulu (20%), Davao sur (12%), North Cotabato (8%), Davao city (7%) and Compostela Valley (5%).

Top five producer of Coffee Liberica in the country are Iloilo (27%), Sulu (23%), Quezon (11%), Davao Oriental (10%).

The highlands of Sultan Kudarat province augurs well for the production of coffee. Sultan Kudarat has a total of 13,401 hectares potential for coffee. These are in the areas of Bagumbayan, Palimbang, Kalamansig, Sen. Ninoy Aquino, Columbio, Esperanza, Lebak and Isulan.

Coffee Prices Development Strategies

The country is both an exporter and importer of coffee. In 2009, the Philippines exported coffee to Canada, Japan, South Korea and the USA. However it is also importing more coffee along with EU, USA, Japan, Canada and Switzerland.

Currently the country supplies only 30,000 metric tons or less than half of the 65,000 metric tons domestic demand.

The domestic demand for coffee is currently pegged

at 65,000 MT while country only supplies 30,000 MT posting a deficit of 35,000 MT. The shortfall approximately amounting to Php0.3.6 Billion will be imported from other coffee producing countries.

Local demand is growing at a minimum of 2% per year to about 75,000 MT by 2015. Nestle Philippines, Inc. is the biggest local buyer of green coffee beans with its main reception center at the Cagayan de Oro Factory and a network of satellite buying

stations all over the country. But even Nestle Philippines is importing about ___% of coffee for the local market.

In order for the Philippines to be self-sufficient, it has to target about 10,000-hectare per year expansion. Mindanao has enough area to respond to about 70% of the projected expansion. A big number of coffee shops spread all over the country are the ready buyers of coffee in the Philippines for both ground and roasted & ground coffee.

The lowest buying price for coffee during this period was P97.50 for grade 3 recorded in July 25 while the highest price was registered in July 1 at P131.50 per kilo of grade 1 Robusta green Coffee Beans.

The Department of Trade & Industry in Region has endorsed to the Economic Development Committee, coffee as a priority industry cluster. DTI has introduced Value Chain and Industry Clustering to various government and private stakeholders. With the provincial government and local government units, and the local agriculture office, it has initiated the organization of coffee councils or associations composed of private stakeholders.

The Department of Agriculture in Region

12 takes the lead in developing this industry. It targets to disperse a total of 84,000 seedlings in 2011. Additional 10% per year is targeted in 2012 and 2013. It has also set for itself target of improving productivity through rejuvenation and a number of good Agricultural Practices as well as provision of post harvest facilities.

The DTI meanwhile looks into the value adding of coffee by encouraging roasters and branding the same for local market or as supplier to coffee shops.

Further, it encourages more investments in coffee production and processing. Investments Briefs for Nursery Operation, Coffee Plantations, Coffee Processing and Coffee Shop Operation are available and are promoted during Investment Promotion Activities.

DOST is there to provide equipment and technology that would be needed in roasting or grinding coffee. It also ensures that coffee processors are adopting food safety standards. 21
