A Publication of the City of Fairfield, Ohio August 2014 B egun in late 2011, the improvements to the South Gilmore/Winton Road Corridor have been completed. The project’s focal point is a new gateway bridge over I-275, providing both Fairfield and neighboring Forest Park with a new presence on the interstate. In addition to increased northbound lane capacity, the $10.4 million project included new sidewalks, retaining walls and a new asphalt surface for one of Fairfield’s busiest intersections, which provides access to more than 400 businesses with more than 8,000 employees within one mile of the corridor. Construction itself provided a challenge to work crews, who maintained traffic during construction. Perhaps the biggest challenge was the coordination of a project that was funded by the Ohio Department of Transportation, Ohio Kentucky Indiana Regional Council of Governments, Ohio Public Works Commission, the City of Fairfield, the City of Forest Park, Cincinnati Water Works and Hamilton County. An estimated 16,700 vehicles per dayutilize US 127 (Pleasant Avenue) atJohn Gray Road. A

number of rear-endcollisions along thatstretch of road hasprompted plans to add acenter lane and anextended left turn lane fortraffic headingsouthbound betweenAugusta Boulevard andJohn Gray Road.

Work is expected to beginin March 2015, but before roadwork canbegin crews will undertake storm sewerimprovements and utility adjustments.

Once utility improvements are completed,road construction can begin, complete with

guardrail improvementsand new pavementmarkings.

Traffic will bemaintained duringconstruction, althoughmotorists should expectlane closures and somedelays. The OhioDepartment ofTransportation will pay90 percent of the

estimated $350,000 cost for theimprovements, with the City of Fairfieldpaying 10 percent of the construction costs.

With the high cost of gasoline, a concern for theenvironment and a growing interest in maintaininghealthy lifestyles, more and more people are using

bicycles to get around. The increasing popularity of cyclingpresents a critical need for motorists to remain alert and respectthe rights of those peddling to their destination.

Cyclists have a legal right to use the roadway, so motoristsmust regard them with the same rights and respect as anothermotorist driving a car. Drivers are required by law to allowample space when approaching and passing a bicycle, signalwhen passing them, and yield to them when required, such asentering an intersection.

Just as motorists must observe traffic laws, so must bicyclists.Those on a bicycle should ride as far to the right on theroadway as possible, unless it is unsafe or impractical. Ofcourse, bicyclists may need to move to the center of a lanewhen preparing to make a left turn As a rule of thumb, theInternational Police Mountain Bike Association recommendsallowing a three-foot “wobble” lane so that a cyclist canmaintain balance and avoid obstacles in the roadway that maynot be seen by the motorist.

Cyclists should always wear a helmet and proper attire so thatthey are visible, ride in a predictable manner, and alwaysremain alert. Just as required by an automobile, bicycles arealso required to have working lights and an adequate brake.

Entries are being accepted for the 2014edition of the Beautiful Fairfield HomeImprovement Contest. The contest is

a friendly competition among residents whohave recently undertaken (or will be starting)an interior/exterior improvement project, asignificant exterior landscaping project, or a“green” project. The “green” category caninclude a home/landscape project thatprotects the environment, re-uses/protectsnatural resources, and/or reduces energyconsumption.

Winners will receive $500 for first placeor a $250 prize for runners-up. In the“green” project category, judges may awardup to $1,000 as a top prize. Projects musthave obtained all required permits.

Projects entered can be a resident’s owndo-it-yourself project or the result of a

professional makeover. Entries shouldinclude one before and one after picture.Entries will be accepted until 4:30 p.m.on September 12, with winnersannounced in the fall. Entry forms areavailable at the Municipal Building andcan be downloaded online atwww.fairfield-city.org.

In early June,Applebee’sNeighborhoodGrill & Barcompleted a majorinterior andexterior renovationto its Fairfieldlocation onPleasant Avenue.The restaurant,located near theentrance to VillageGreen, has servedFairfield since May 2002.

The remodeled interior includeswarmer color tones and a morecontemporary design. Localphotos and murals highlightingarea school teams and localcommunity groups replaced moregeneral pop-culture artifacts,giving the restaurant aneighborhood feel. The mostnoticeable exterior change is theoversized contemporary awnings

that highlight the building facade.

As part of the remodel process,Applebee’s auctioned its olderdécor and memorabilia. More

than $3,600 fromthe auction wasdonated to theMake-A-WishFoundation of Ohio.

“Applebee’s isbreathing new lifeinto our restaurants,giving them strongerconnections to theirindividualneighborhoods,”stated Kevin Goyke,

Director of Operations for theCincinnati area. “We are veryexcited about the new remodeland proud to be part of theFairfield community.”

August 2014 Applebee’s completes major renovations

Senior leaders of PacificManufacturing and TakumiStamping recently visitedFairfield from Japan. Duringtheir visit, they visited with MayorSteve Miller and other Cityofficials to provide an update onbusiness operations for the twocompanies.

Takumi Stamping, which stampsmetal auto parts for Toyota,recently finished a $3.6 million

expansion at its Seward Roadplant. Takumi’s employment hasgrown in recent years, nowtotaling nearly 400 workers.

Pacific Manufacturing produces avariety of auto parts in its threebuildings along Seward Road. Itis planning an expansion of itsaluminum scrap facility later thisyear, among other investments.Total Pacific employment exceeds600 people.

Grismer Tire & Auto Service,5301 Dixie Highway (at thecorner of State Route 4 andCamelot Lane) is constructing anadditional two bays to its serviceshop. The company has morethan 20 locations throughoutOhio, mostly in the Columbusand Dayton markets.

It may seem innocent enough. A residentcleaning out the garage tosses some old,broken pool chlorine tablets into the trash.

During that same weekend, a neighbordiscards a half-full can of old motor oil.Neither item is healthy for the environment,but in the back of a garbage truck, a

combination of the two can result in a violentand potentially deadly interaction.

The scenario underscores the importance ofproperly and responsibly disposing of suchhousehold hazards. The best policy is to buyonly an amount of a potentially hazardous

productthat isneeded,avoiding thelong termstorage thatcreates apotential forinjury tooccupantsor tofirefighterswho may becalled to afire.

To provideresidentswith a safeway todiscardhouseholdhazardouswaste, theButlerCounty Solid Waste District offers a freedisposal program from 2 to 7 p.m. everyThursday (June to September). The collectionis at Environmental Enterprises, located at10163 Cincinnati-Dayton Road in WestChester.

Items acceptedProducts collected at the weekly programinclude paint, pesticides, herbicides,household and automotive batteries,automobile fluids, wood varnish, stains,lacquer, propane tanks, acids, pool chemicals,mercury thermometers, oils, compactfluorescent and fluorescent bulbs, adhesivesand antifreeze.

Household hazardous waste isn’t the only collection of itemsthat can be harmful to people or the environment. Thereare plenty of other things around the house that can be

Business is the life’s blood to any city.Companies provide jobs to workerswho, in turn, pay income taxes that

fund the many services that a city provides.As businesses grow, new businesses provide

services that also create more jobs, fueling arobust local economy.

Making sure that a community’sinfrastructure is adequate is paramount to a

thriving business district. As businesses inthe area of Seward Road continue to grow,utilities need to expand to accommodatetheir operations. In past years, roadimprovements along Seward Road improvedsafety. Continued growth has prompted theneed to increase wastewater flows.

Work will soon begin on Seward Road thatwill increase the flow capacity of thewastewater system. The work will focus ona lift station on Seward Road that elevates— or “lifts” — wastewater so that gravitycan maintain a natural flow along existinglines to a wastewater treatment plant.

The work will increase peak flows from thecurrent 1.8 million gallon per day capacityto 2.6 million gallons per day. The newequipment will not only expand pumpcapacity, but will include an emergencygenerator for use during power outages.

The cost for improving the lift station isprojected to be $260,000. Much of the costwill be paid by a $100,000 economicdevelopment grant from Duke Energy.

How a Lift Station worksIn actuality, a lift station is a pumping system that employs massive pumps to movewastewater through a sewage collection system. The system is often called a liftstation since sewage A flows into and is stored in an underground pit, commonlyknown as a wet well. The wet well is equipped with B electrical instrumentationto detect the level of sewage present. When the sewage level rises to apredetermined point, a C powerful pump is activated to “lift” the sewage upwardthrough a D pressurized pipe system called a sewer force main or rising main wherethe sewage is discharged into E a gravity line. From here the cycle starts all overagain until the sewage reaches a treatment plant.

The City of Fairfield operates 12 lift stations throughout the City. The stationsensure that wastewater continuously flows along 175 miles of sanitary lines servingresidents and businesses. Eleven of the stations handle sewage requiring treatment.One station on State Route 4 at St. Clair Avenue strictly handles rainwater toprevent flooding at the railroad underpass. All but one lift station is powered byemergency generators. The remaining station is a smaller facility that can bepowered by a portable generator if necessary.

n It’s easy to forget to turn down the heatwhen you leave the house. Mosthouseholds shell out 50 to 70 percent oftheir energy budgets on heating andcooling, so why pay for what no one uses?For every degree you lower yourthermostat you will save between 1 and 3percent on your heating bill.

Check Your Fireplacen Cap your chimney top to keep out birds.

n Have your chimney professionallycleaned.

n Inspect the fireplace damper to ensureproper opening and closing.

n Check for any openings in the mortarjoints in the firebox, tuck point whennecessary.

Check Exterior, Doors & Windowsn Inspect exterior windows and doors for

leaks, drafts and glass breakage.

n Simple leaks can sap home energyefficiency by 5 to 30 percent a year,according to the U.S. Department ofEnergy. That means it pays to seal upgaps with caulking and weatherstripping.

n The simple act of installing a storm doorcan increase energy efficiency by 45percent.

Inspect Roof, Gutters& Downspoutsn Check flashing to alleviate water from

entering the home.

n Replace worn roof shingles

n Clean out gutters and downspouts;

consider installing leaf guards and alsodownspout extensions to divert wateraway from the home.

Prevent Plumbing Freezesn Pay less for hot water by insulating pipes.

Doing so can also help decrease thechance of pipes freezing, which can bevery costly. Check to see if your pipes arewarm to the touch. If so, they are goodcandidates for insulation.

n You can get pre-slit pipe foam at mosthardware stores. Cut it to size lengthwiseand fasten in place with duct tape.Ideally, choose the insulation with thehighest R-value, which is a measure of itsheat-blocking power. Pipe insulation isoften R-3. Batt styles that wrap aroundthe pipe offer an R-7 rating, a higher heatblocking power.

n Remove and drain all garden hoses fromoutside faucets.

n Locate your water main in the event youneed to shut it off in an emergency.

n Leave your heat set at 55 degrees if you goon vacation to minimize the potential offreezing.

Install Smoke/CO2 Alarmsn For new installations smoke alarms are

required to be installed in a variety ofareas. Smoke alarms are required in eachsleeping room, outside each separatesleeping area in the immediate vicinity of

each bedroom, and on each additionalfloor of the home, including basements.

n Install a carbon monoxide detector neargas appliances (furnace, water heater, andfireplace).

n Test smoke alarms and carbon monoxidedetectors to make sure they work.

Turn Down Your Water Heater!n While many conventional water

heaters are set to 140 degrees byinstallers, most households don’trequire water to be so hot. (It’s evendangerous in households with veryyoung children who may unknowinglyturn on the hot water faucet.) As aresult, homeowners end up paying forhot water that just sits in the tank,slowly cooling, only to be heated againand again. Lowering the temperatureto 120 degrees reduces water heatingcosts by 6 to 10 percent.

Prepare an Emergency Kitn Purchase indoor candles and matches for

use during a power outage.

n List important phone numbers near yourphone or in your phone book.

n Store bottled water and non-perishablefood (for you and any pets in your home).Also have blankets and a first aid kit in aneasy-to-access and dry location.

n Prepare and practice an evacuation plan.

Storable pools must be removedT he City of Fairfield requires that storable pools must be removed from service and

placed in storage between November 1 and April 1. Storable pools are those that areconstructed on orabove ground andcan hold water to amaximum of 42inches deep, or apool withnonmetalic, moldedpolymeric walls orinflatable fabric wallregardless ofdimensions.

Summer polar vortexes, lightning storms,flooding rains. Weather patterns acrossthe nation have reached extreme levels.

So, a summer tornado is never out of thequestion. With the extreme weather patternsof late, some systems can produce massivecells a mile wide or swarms of multipletwisters that devastate entire communities.The trend has prompted the NationalWeather Service to begin posting rare, butominous warnings of “mass devastation” whena storm shows extraordinary strength.

Knowing what to do is extremely important astornados speed across the landscape. Twisterscan rake across the landscape at 70 miles anhour, leaving little time to react.

Residents are encouraged to develop an actionplan now by considering the following tips:

AT HOME: Go to the basement and get under asturdy object, such as a workbench. If there isno basement, a small room in the middle of

the house (a closet or bathroom) isbest. Always stay away fromoutside walls and windows.

AT WORK OR SCHOOL: Stay awayfrom large open rooms likeauditoriums and gymnasiums, androoms with windows. Lie low withhands covering the back of yourhead and neck to minimizepotential injury.

IN A SHOPPING MALL: Go to a designatedshelter area or to the center of the building ona low level. Stay away from large open roomsand windows. Never seek shelter in cars inthe parking lot.

ON THE ROAD: Never try to outrun a tornadothat is posing an immediate threat. Park yourvehicle and seek shelter. If a sturdy structureis not readily available, find a ditch or lowspot in the ground. Stay away from cars andtrees, which may become airborne.

IN GENERAL: Always be mindfulof the unbelievable force ofhigh winds. Even small objectscan become deadly missiles.Stay away from windows orexterior walls. Try to locateyourself next to a sturdystructure or object which couldprovide structural support toprotect you from heavy fallingdebris. Lie down, preferablyunder a sturdy object, and use

your hands to cover your head and neck tominimize injury.

THE AFTERMATH: Emergency help usuallyarrives within minutes. Keep family memberstogether. If possible, wait for help to beginrescue efforts. Stay out of damaged buildings,which may collapse without warning. Bemindful of a potential gas leak, even inbuildings without heavy damage. Never use amatch or open flame device to check darkenedareas; instead, use a flashlight.

TORNADO! Would your family be ready?

Thieves today aremore than justbold and brazen.

They have evolvedinto savvy criminalswhose smooth talkcan convince even themost guarded victimto voluntarily handover large quantitiesof money withouteven making face-to-face contact. Increasingly these thieves aretargeting senior citizens who have saved theirentire lives for their retirement.

All they need these days is a telephone.

Fairfield Police have taken note of threetelephone scams that have cost trusting localseniors thousands of dollars. Here is howthey work:

Grammy Scam: Someone calls and pretends tobe a grandchild or other relative in distress.Usually, the caller claims to be travelling andhave been arrested out of country or are

travelling out of state and are involved in anautomobile accident. The caller tearfully asksthat money — usually thousands of dollars—be wired to them to help them.

IRS Scam: The caller (who often has anAmerican name, but speaks in a noticeableforeign accent) reports that government taxmoney is owed and demands immediatepayment. Typically, the caller claims to befrom the IRS and uses a telephone numberwith a Washington, D.C., area code. Thecaller demands personal information,including a bank account number or creditcard, to pay the debt. The IRS does notmake such contact with someone owingmoney, but sends letters.

Jamaican Lottery Scam: Using a phonenumber in Jamaica, a caller offerscongratulatory news that the call recipient haswon the Jamaican Lottery. To collect thewinnings, the winner must first send moneyto begin the transfer process of the lotterywinnings. Often, the caller suggests going toa store like Walmart to purchase a pre-paidVisa car,, then return the call with the

numbers from the card. Sadly, that’s the lastever heard from them.

Stop the Thieves in their tracks byfollowing these tips:

n Always be suspicious! If it sounds toogood to be true, it probably is.

n Ask questions and get information fromthe caller. If the call is from a legitimateorganization, the caller should have noproblem answering questions.

n Don’t make hasty decisions. Don’t allowhigh pressure tactics to result inimmediate action. Think things throughbefore giving the caller anything,especially personal information or bankaccounts. Discuss the call with a familymember.

n Never share personal information unlessyou are absolutely sure who is asking forit. Be suspicious of any incoming call orany telephone number that may have beenprovided.

n Never “pay to play.” Winners never haveto provide money up front.

When traffic lights are dark

While traffic signals at many of Fairfield’sbusiest intersections have back-up

systems for powerfailures, motorists arereminded about Ohiolaw as it relates to anintersection where trafficlights are dark from apower outage. Anintersection that has aninoperable signalbecomes an all-way stop,with motorists comingto a complete stop andalternating right of wayfor proceeding throughthe intersection.

Failure to treat a darkend traffic signal as anall-way stop can result in a moving violationcitation.
