It is recommended that 42 vacant posts of Technicians are identified as surplus and should be surrendered from present sanctioned of 799 posts of DLS/Raipur. The 42 posts have been identified as surplus in reference to All India Best Benchmarking of Man Power Productivity Ratio of DLS/PTRU (3.82), East Central Railway with the Man Power Productivity Ratio of DLS/Raipur (4.12) and considering various outsourcing activities existing & proposed at DLS/Raipur.

2. The none-core activities of DLS/Raipur like painting & carpentry work of Locos and maintenance of Road vehicles may be outsourced so that attention on Core-activities can be concentrated more and thereof it would be monetary beneficial
by reducing staff.

SUGGESTIONS:

A Safety Cell may be set up in Shed for monitoring of safety related matters, organizing safety seminar in shed for counseling of staff, checking of safety rules during working, checking of major machines for schedule of testing, checking of safety equipments etc.

CHAPTER-I
1.0 INTRODUCTION:
The study of Diesel Loco Shed, Raipur has been undertaken to review the existing workload,
requirement of staff and optimum utilization of manpower in pursuance with the policy of
Railway Board to achieve Benchmarking figure of Manpower Productivity Ratio first at par
with Indian Railway Average and subsequently the all India Best Benchmarking and
outsourcing of some activities executed by the DLS/Raipur.
The following methodology has been adopted for conducting the study:
(i) Collection of relevant data,
(ii) Examination of records,
(iii) Direct observations regarding working of staff,
(iv) Interaction with officers and staff and
(v) Critical Analysis.
1.1 Diesel Loco Shed (MECHANICAL DEPARTMENT)/Raipur :
Diesel loco shed Raipur is situated near RSD(Raipur Stores Depot) station in Raipur division of SEC Railway under the control of Sr.DME/D/Raipur. It was commissioned in 1993. The staff of Diesel loco shed Raipur normally attend the light schedule, heavy schedule and maintenance of WDM-2, WDM-3A, WDM 3A, WDS-6, WDG4, WDG4D, WDP4, WDG-3A & ZDM4A Diesel locos.

2.2 Maintenance System: The system of preventive maintenance envisages a schedule for maintenance attention at regular specified intervals including replacement of components. It aims to replace the components before they actually fail in service due to ageing, wear and tear, while also endeavouring to obtain maximum life possible for the components. The system also aims at synchronization of attention to all related components so that the manpower and engine-days lost on account of the examination is minimized. However, it is the need of the hour to introduce the concept of predictive maintenance to bring down both cost and as well as down time for maintenance. To achieve this, it is necessary to lay down a list of parameters which are required to be monitored remotely and also during the last shed attention paid to arrive at the decision about next schedule to be given to the loco. Remote monitoring is an essential requirement in achieving this objective. It is recommended that, few locos should be put on trial on the system of predictive maintenance.

Mechanical Section :
Description of maintenance work being carried out under Mechanical Section are as given below:
A. Light Schedule
Trip Schedule: -
Engine Room:-In trip schedule, radiator blow out is done, Lubricating oil strainer is changed, all engine room, expresser Room, radiator room and nose compartment are checked. Checking of leakages in lube oil system fuel oil system & cooling water system lube oil pressure, fuel oil pressure, TSC run down, compressor oil, water level, vacuum oil, bath filter panel, after cooler, crank case, RTTM blower motor belts, cylinder head, exhaust manifold sending bath air impact filter, Universal shaft, Operation of Radiator fan, right angle Gear Box checking for unusual sound & over heating of all engine room items. Checks on cooling water, lube oil, fuel oil, suspension bearing oil and brake power pressure. All Operation in start condition of loco is seen. Under gear: - All safety bracket, equalizing beams, buffers, CBC, center pivot & side pivot cattle guard, roller bearing axle box, all wheels springs & safety chains bogie crank , all vacuum & air hose pipes, rail guard, changing of carbolic filters Brake blocks, gear case, suspension bearing oil, load pad oil, all Nut & bolts tightness, hanger pins, checking done.
Monthly Schedule :-

Under gear & wheel gear section :-Attending the Half yearly, Yearly & Third Yearly scheduled loco, out of course repairs, fuel tank cleaning, felt wicks cleaning & other miscellaneous work .
Heavy Schedule:
Half Yearly Schedule :- Crank Case checking, radiator blow out done, checking of unusual sound & over heating of all engine room items, testing of cooling water, lube oil, fuel oil, suspension bearing oil and brake power pressure check, hot engine done. Cranks of split gear, Nut bolt checking Crank Case gasket checking, D - scaling, Chemical Testing of water at the level of P.H./Nitrate,
minute inspection of oil/water leakage ,Refilling of water as per requirement, checking of Engine cylinder head, air inlet exhorts elbow , checking of clearance of Toped, changing of fuel injector, Right angle gear box oil changing, lubrication of universal shaft & fast coupling, changing of lube oil filter, strainer , fuel oil filter, Relief valve, Regulating valve, Bi-pass valve. After cooler, Water circulating pump, Lube oil pump, lube oil cooler, panel valve, TSC Removed & sent to bench for Overhauling & after overhauling same is fitted, changing of RTTM Blower motor belt & nuts, changing of compressor valve, checking of all safety clamps & brackets, Flexible pipes, Cam shaft, Main bearing, All nut bolts of engine, Engine Blocks. Load box test is done & output noted down. All operation in running condition is checked.
Yearly Schedule :- Crank Case checking, radiator blow out done checking of unusual sound & over heating of all engine room items testing of cooling water, lube oil, fuel oil, suspension bearing oil and brake power pressure check, tappet timing check, hot engine done. 3rd Yearly Schedule :- Crank Case checking, radiator blow out done checking of unusual sound & over heating of all engine room items testing of cooling water, lube oil, fuel oil, suspension bearing oil and brake power pressure check, tappet timing check, hot engine done. Mechanical Bench:
Mechanical Bench comprises of various Sections to compliance the Maintenance
work properly & effectively described as under:
Head Bench:- uncoupling work of head then dipping in chemical and cleaned, nozzle sleeve changing, hydraulic test, bore cleaning & checking, valve set checking,
assembling work, lapping test blow by test testing done. Piston inspection, clearance measurements, uncoupling work of piston then dipping in chemical, cleaning, Zyglow test, checking of connecting rod , hydraulic test & assembling work done.
Compressor Bench:- The Compressor Bench staff attended monthly, Quarterly, Half yearly, yearly & third yearly work .Repairing & overhauling of valves & spare compressor.
Nozzle Bench: - Repairing & overhauling of Nozzle.
Bracket Bench: - Repairing & overhauling of Brackets & power assembly.
TSC Bench: - Repairing & overhauling of Turbo Super Charger.
Heat Exchange Bench,:- Repairing & overhauling of water circulating pumps, Lube oil pumps, Rear Truck Traction Motor blower, after cooler, radiator fan, Lube oil filter tank, Lube oil cooler, Lube oil valve set, fuel Oil valve set & universal shaft .
FIP Bench: - Repairing & overhauling of Fuel Injection Pumps.
Radiator Bench: - Repairing & overhauling of Radiators.
Gasket Bench: - As per requirements, all types of Gasket Cutting & preparing for use in different parts of loco.
Air Brake Bench:- Repairing & overhauling of all types of valves, schedule work of loco in Air brake system & repairing work in monthly, Quarterly, Half yearly, yearly & Third yearly .

2.9.1 Heavy Schedule-HHP Mechanical Section: Basically, this Section carry out the activities related to Heavy Schedule with total deployment of 45 Staff and details of is given as under:
Working Shift Work description
General Shift Total 09 staff (01-SSE, 01-JE & 07 Technicians) have been
deployed to deal with various type of work.
01 SSE woks as overall in charge of the Section and 01 JE does the supervisory and monitoring work carried out by
Technicians.
07 Technicians are utilized in Special repairs, running
repairs, record maintenance and up-keeping of Tools & Spare
Parts.
Shit-A (P-2, 8:00-16:00 Hrs.) Total 18 Staff (01 SSE, 11- Tech. & 06-DC) are working to deal with Power assembly Changing, Initial Testing , Stripping
under 3rd Yearly work and miscellaneous work.

2.9.9 Carpenter Section

Work description
Technician 05 All heavy schedule locos work like seat cover change or seat repair and fitting. Hand rest repairer and change Each loco have four numbers of look out glasses, six numbers of window glasses. If found necessary glasses are changed, cab room flooring uncouple and after schedule refitting has done. All light schedules locos are attend and if found any repairs, have to attend and repair. In shed all carpentry work like packing uncoupling and coupling. Doors of shed are repaired and keep intact. Making notice boards, all diagram boards. Assisting the carpentry works for every section for their modification. Loco cab ceiling uncoupling and after repairs and fitment by electrical staff re-ceiling is done. Attending other shed locomotives and if required all the above works are done. During summer drive, sun risers and sum films fitment. During winter drive, sealing of all the doors and windows are done. During rainy season, arresting of water leakages from window shutters. Attending outstation for trouble shooting like glass broken cases and other cases. All modification done by Medha & Air brake needs floor removal of Loco’s & other completion floor refitting is done. Making Battery wooden foundation for very loco’s after heavy schedule. Making Manometer. Making Lapping machine pharma. Making of wooden stand for working in loco for Air brake staff. Tables, chairs, Almirah’s, Aldrop repairing Door closer, and other Miscellaneous works are done. Due to staff deficiencies only P-II shift is done in this section. After 8 hours duty at least two staff attend Locos in P-III shift.
2.9.10 Heavy Schedule (Electrical): The activity in this section are performed in two shift Shift A(8.00 hrs-16.00 hrs) and
Shift B(16.00 hrs-24.00 hrs) . Following maintenance are carried out at Heavy schedule(Electrical) section:
1. Half Yearly Schedule 2. Yearly Schedule 3. Three-Yearly Schedule
Half Yearly Schedule: - Remove, overhaul and fit back of Electrical rotating equipment, Check with degreasing compound, check insulation resistance, check commutator, Brush holder and connecting cable, Alarm and protective devices, Checking of all cables for loose connections worm or damage, Insulation and connecting strip and Thermostats etc.
Yearly Schedule: - Remove the Engine Speed Controller, Techo generator if necessary. Remove, clean, inspect, Recondition and fit back of Warning Lights, Remove and recondition of Circuit breakers, Switches and Batteries. Remove, clean & check the Speedometer/Speed Recorder. Wiring and cables clean, merger with Insulation tester and record, insulation resistance etc.
~ 33 ~ Work Study Cell, SECR.
Three-Yearly Schedule: Remove, overhaul and fit back of Self starter, Alternator and Lube oil re-priming pump motor. Remove Shut down magnet valve, Idle magnet valve, Low water switch, Lube oil pressure switch and clean and overhaul in benches, check for proper operation & setting. Check insulation resistances & record, check for satisfactory operation and adjust if required of 95 Degree centigrade Temp. switch water, 93 Degree centigrade Temp. switch lube oil and Transmission oil temp. switches. Check condition of wires & cables in channels and cab compartment and renew if necessary.

2.9.11 Light Schedule (Electrical): The activity in this section are performed in three shift Shift A(16.00 hrs-24.00 hrs)
and Shift B(00.00 hrs-08.00 hrs),Shift C(8.00 hrs-16.00 hrs) . Following maintenance are carried out at Light schedule(Electrical) section:
A. Trip-I Schedule (10 Days): The activities carried out during Trip-I schedule are checking of the Alternator, Lube oil pre-priming motor, Techo Generator for unusual sound and temperature. Check operation of Low water switch, Idling magnet valve, OPS, shut down magnet valve, Battery charging ,Half Engine R.P.M., Circuit Breakers & switches, Check condition of carbon brushes & commutator of lube oil pre-priming motor. Check Electrolyte level, intactness of terminal connections for loose or overheating of Batteries.
B.Trip-II Schedule (20 Days): The activities carried out during Trip-II schedule are cleaning and Checking specific gravity of Electrolyte of Batteries, Cleaning of reflectors of head lights and glass of both sides and adjust focus if needed, Checking of loose connection/broken sockets overheating of junction boxes, switches, circuit breakers. Battery knife switch condition to be checked for cable connection and proper closing of contacts. Checking temperature gauges and Techo generator for any loose connections etc.
C.Monthly Schedule (30 Days): In every 30 days following examinations (Including Trip-II) carried out at Diesel loco shed, Raipur. Batteries:- Checking of voltage, cleaning vent plug, applying petroleum jelly to terminals. Check engine speed controller for proper operation & proper Half Eng. RPM, Check condition of relays, pressure switches, tumbler switches, fuses and contacts. Check all electrical circuit for any ground. Check following for slackness of holding fixture (foundation):-Starter, Alternator, Lube oil priming motor. Drive less
Electronic speed Recorder:- Down load the memory, Erase the memory after down loading, check MF glass & operation of PS, DS, UP Bottoms etc., check & correct if required, time, date, loco no., wheel Dia. odometer, speed limit. Drive less Electronic Speedometer: - Set correct wheel dia in control unit. Removed overhauled due items and fitted back checked operation properly. Insulation Resistance checking:-Knife switch & table main key off, Knife switch off & table main key on.
D. Quarterly Schedule (90 Days): - In every 90 days following examinations (Including Monthly schedule) carried out at Diesel loco shed, Raipur:- Check for ground and insulation resistance of all electrical circuit and wiring, Relays check for proper condition. Check electrical rotating equipment, clean with degreasing component and air cure commutator if necessary. Check for proper operation of the

arranging scrap materials for DS-8 and sent to GSD/R, unloading materials from Truck come from Varanasi, Patiala and other firms and maintaining all registers.

The activities they dealt are all schedule work of undergear like bogie frame overhauling, bogie frame liver repair, bogie frame manual repair, attention of Axle Box and its linear repair, bogie and wheel formation, greasing of suspension tube, brake block changing, ultrasonic testing of axles, bogie run out and truck in during heavy schedules, temporary repairs during light schedule etc.

material, Check the condition of caps, tappet rollers, big end bearing and main bearings, Check oil level of Diesel Engine crank case, Air-compressor, Vacuum exhauster, Behr drum-Transmission and add if required. Trip-I Schedule (10 Days): In every 10 days Trip-I schedule is carried out at Diesel loco Shed, Raipur. It consist of : Open crank case cover & check screen for any foreign material, Check the condition of caps, tappet rollers, big end bearing and main bearings, Check oil level of Diesel Engine crank case, Air-compressor, Vacuum exhauster, Behr drum-Transmission and add if required. Trip-II Schedule (20 Days): In every 20 days following examinations are (Including Trip-I) carried out at Diesel loco shed, Raipur. (a)Diesel Engine- Checking & adjusting of the valve clearance of inlet & exhaust valve, cleaning of Fuel oil secondary filter, Lubricate all the fuel pump racks,
Checking the fuel pump rate delivery per minute and fuel oil pressure. (b) Under Gear – Greasing the perifex coupling & vacuum exhauster pulley & shaft, checking & filling up oil in centre pivot, Lubricating slack adjusters, cleaning car body filters & fit back. (c) Transmission – Remove reservoir slide blocks for inspection & replace, if necessary. Condition of couples to be checked, checking for any unusual sound. (d) Air Brake – Checking the operation & adjusting the pressure in Independent brake valves, Throttle valve, safety valve, no load governor, reducing valve. Overhaul & fit the valves. Clean & fit the filters. Checking the operation of speedometer.
Monthly Schedule:- In every 30 days (Monthly) the examinations are (Including Trip-II) carried out at Diesel loco shed, Raipur are- Change all the injector and record ignition pressure of all cylinders by penny indicator, Fuel oil secondary filters to be renewed and sludge to be drained out, Lube oil filter to be renewed and removed the sludge deposited in the filter housing, Check

that the sealing of leather below connecting air intake filter to air inlet pipe to TSC are tight in order, Check the sliding sleeve of the supercharger between the turbo supercharger and after tightening the cooler, Clean air maze oil bath filter, Blow out radiators with compressed air from opposite direction of normal air flow, Inspect for leaks from all joints and pipes of exhaust manifold, Checking of axle in position visually for cracks. Check the condition of wheels for hollow type, fracture and flat spots, measure wheel dia and record. Grease the cardon shaft and frame gearing. Check the condition of hand brake and adjust if necessary and grease. Remove, clean and fit back transmission oil filter, Filling pump pressure to be checked, adjust if necessary. Overhauled the valves i.e. Horn valve, Horn, Sanding Valve, check valve. Change governor diaphragm. Air Compressor inter cooler fins to be cleaned. Attend repairs booked by the drivers and record
Quarterly Schedule: In every 90 days (Quarterly) the examinations (Including Monthly schedule) carried out at Diesel loco shed, Raipur are: (a)Diesel Engine:- Cleaning Air intake manifold in position. Changing the vacuum exhauster oil, clean
the oil tank and filter. Changing oil of the Turbo super Charger. Checking the condition of the Behr pump coupler. Air compressor oil to be changed. Fuel tank to be checked in position and cleaned after draining oil. Behr drum magnet filter check; clean and fit back. Checking the vent pipe of cooling water circuit. Checking the fuel injection pump timings of all the pumps, if required adjust the same.
(b) Under Gear Drain the oil from centre pivot and check the condition of pivot. Drain oil from Gear boxes and check for foreign material. Dismantle, check and grease or renew the leather bucket of brake cylinder assembly.
(c ) Transmission Checking the condition of Transmission control valve ‘O” ring & spring and fit back. Checking the condition of Behr pump drive shaft.
(d) Air Brake Check the efficiency of Air Compressor. Check the efficiency of vacuum exhauster. Record time required to create vacuum from ‘O’ to 48 cm. Overhaul the double check valves and fit back. Attend repairs booked by the drives and record.
Half –Yearly Schedule: In every 180 days (Half-Yearly) the examinations are (Including Quarterly schedule) carried out at Diesel loco shed, Raipur are as under: (a) Diesel Engine Replace the following with overhauled/New one:- Cylinder Head, After cooler, turbo super charger, fuel injection pump, lube oil heat exchanger, lube oil circulating pump, cooling water circulating pump, vacuum exhauster, Air compressor. Check visually and record the following: - main bearing, Big end bearing, jumper pipe, cam profile. Check visually the condition of the following:- Vulcan coupling, Regiflex coupling, Periflex coupling. Wash the exhaust and air intake way. Decarbonizes piston crown
and liner in position. Clean cylinder liner water jackets. Remove roller tappets for Zyglo testing. Remove rocker arm assemblies, clean, inspect and fit back. Check crank shaft alignment adjust if required. Inspect and check the operation of hand brake.
(b) Under gear Drain out axle gear box oil sample and check for metal particles. Renew the axle gear box oil, grease. Conduct ultrasonic tests on axles. Overhaul brake cylinders and fit back. Check wheels dia, wheel profile, flange thickness and record. Check the tightness of all screws, bolts and nuts. Check cardon shaft knuckle joints for tightness. Examine the bogies for loose fittings, overheating and loss of grease. Check and adjust the clearance of cattle guard from Rail level.

3.0 CRITICAL ANALYSIS & RECOMMENDATIONS:
3.1 The actual staff strength of Diesel Loco Shed/Raipur is 718 against the sanctioned
strength of 799 as on 01.02.2017. The requirement of staff has been assessed based on the present workload, Benchmarking, outsourcing activities, direct observations and discussion held with Supervisors/staff.
Now-a-days it has become very costly to hire manpower, cost of procuring the spares & inventory carryover has become quite high and technological complexities in locos have been increased. Further, with increase in production of locos, holding of locos in existing sheds is likely to go up substantially in the near future. Increased holding of sheds will further widen the gap between available sanction and manpower requirement as per benchmark/yardsticks. Therefore, outsourcing of identified activities in the Diesel Loco Shed as per Maintenance Manual of Diesel Locomotives will be imperative to bridge the
gap and maintain increased holding of the locos. However, many activities have already been outsourced but some other non-core activities can also be outsourced and its impact on manpower saving and financial benefit.
3.2 Assessment of Requirement of staff Section/Activity-wise at DLS/Raipur :-
3.2.1 Assessment of staff requirement for maintenance of Diesel Locos at DLS/R: Applying Benchmarking norms:
In order to achieve uniform sanction strength over IR Railway Board is constantly
pursuing the matter and instructing to achieve the current Indian Railway Average in
connection with the Man power productivity Ratio first and subsequently to achieve the
all India Best Benchmarking. As per Benchmarking Report of June’2016 issued by
Railway Board, All India average man power productivity ratio on deployed staff for
DLS/Raipur is 4.12 & DLS/Patratu where as East Central Railway’s MPROD is 3.82.
DLS/Patratu MPROD has been recognized as All India Best Benchmarking figure.
For achieving the MPROD of DLS/Raipur at par with DLS/Patratu, (East Central
Railway),
Thus, in view of above, the requirement of staff is assessed as under :
Total holding of Loco = 180 (80 HHP Loco + 74 ALCO loco + 21 Shunting loco + 05 NG loco) Requirement of staff as per AIBM = 3.82 men per loco.
Total Staff including Supervisor required for maintenance of 180 locos as per AIBM =
180 x 3.82 = 687
Therefore, the requirement of staff for maintenance of locos at DLS/R as per
AIBM comes to 687.
However, many activities at DLS/R like Mechanized cleaning in Shed, operation & maintenance of ETP are/Incinerator, cleaning of locomotives, overhauling of wood ward governor, overhauling of ABB make TSC Turbochargers, AMC of AC Motor/Spectrometer/Control unit/TCC/LCC/ Screw compressor, supply & filling up sand in locos, welding repair activities, Bogie stripping of locos during heavy schedule, overhauling of Bogie frame of Alco locos have been outsourced and some other activities like overhauling of Traction Motors, overhauling of valves of CCB 1.5 of locos, overhauling of CTRB Bearing, AMC of CNC under floor wheel Lathe Machine under process of outsourcing. During course of work study, it is revealed that some activities like Bogie stripping of locos during heavy schedule, welding repair activities, overhauling of Bogie frame of Alco locos are outsourced in this year and some activities like

overhauling of Traction Motors, overhauling of valves of CCB 1.5 of locos, overhauling of CTRB Bearing, AMC of CNC under floor wheel Lathe Machine are under process of outsourcing. Considering the core & non-core activities of DLS/R, Work study team proposed that some other non-core activities like painting & carpentry work of Locos and maintenance & operation of Road vehicles may be outsourced and staff should be reduced accordingly.
It is a fact that workload of DLS/R has been reduced in view of recently outsourced activities being carried out at DLS/R. In addition, some more activities are in under progress (details given in 2.7) of Outsourcing and some of the non-core activities have also been proposed to outsource, which results in manpower savings. Hence, considering need based requirement, it is recommended that 30 staff should be reduced considerably from the sanctioned strength of DLS/R. Thus, keeping the above facts in view, the requirement of staff for maintenance of Diesel Locos comes to 657 (687 - 30).
3.2.2
Assessment of staff requirement for other activities carried out at DLS/Raipur: (i) Laboratory: At present 19 staff (04 CMS, 05 CMA, 02 Lab Assistant, 07 Tech, 01 DC) are working in Lab. Staff of this section deals with Ultrasonic testing of Axles, failure investigation of Loco components, Magnetic particle testing of Spring, Zyglow testing of all small components of Heavy scheduled locos, Spectrographic analysis of lube oil samples, Quality check of HSD oil, cooling water testing of loco, DM plant operation, Dye-penetrant testing of all big components of locos, testing of Roller Bearing, Backwash of filter unit, sample collection & Report making, laboratory testing works, cleaning of lab apparatus, Record maintenance etc. Artisan staff assist to CMS/CMA in testing process. Out of 19 staff, 01 CMS working as overall in-charge of Lab, 04 staff are deployed in Main Lab, 07 staff deployed for DP lab & Zyglo testing, 02 staff for spectrographic analysis, , 03 staff deployed in Shift Lab and 02 staff in DM plant. During discussion held with CMS(I/c), it is revealed that more CMS/CMA than present no. of CMS/CMA are required for smooth functioning of the Lab. Presently there is 05 vacant post of Lab Assistant. Hence, it is suggested that 05 vacant posts of Lab Assistant may be filled up or surrendered and money value generated from surrendering may be utilised for creation of CMS/CMA. Considering the existing workload, the present deployment of 19 staff in
Lab is justified. (ii) Fueling Point (RCD): At present 16 staff (01 CLI, 01 OS, 04 Clerk, 08 Tech, 02 DC) are working in RCD. Staff
of this section deals with receipt & issue of HSD oil, loco fueling, lorry decanting, accountal of Lube oil & fuel, Fuel transfer, Fuel Trip card entry, cleaning etc. Out of 16 staff, 01 CLI is working as In-charge of RCD, 01 OS deployed for accountal of Lube oil, 01 Clerk for accountal of fuel, 01 Clerk for accountal of SFC & Trip card entry, 01 Clerk taking learning of accountal of fuel, 01 Technician for fuel transfer & decanting of Tank, 01 Tech. for Fuel Trip Card entry and 08 Tech./DC (02 staff x 03 shift =06 + 02 RG/LR = 08) for fuel oil fueling in locos. It is found that 01 OS from Fueling Point will be transferred to Tool Room. Considering the existing workload, the present deployment of 15 staff are
justified to carry out the work of RCD.
(iii) Ancillary section (Millwright):

At present 20 staff are working in Ancillary section. Staff of this section deals with maintenance & operation of Machine & Plants in shed, maintenance & operation of Road vehicles i.e. Truck, Pick-up, Fork Lifters, Crane, and Platform Truck in shed, maintenance & operation of RO plant, supervision of welding work/shed cleaning work/loco cleaning work in shed. It is found that some activities welding work, shed cleaning work, loco cleaning work have been outsourced. Out of 20 staff, 01 SSE is working as In-charge of Ancillary section, 17 staff are deployed in Shift-I and 02 staff in shift-II. Work study team proposed that some non-core activities like maintenance & operation of Road vehicles may be outsourced and staff should be reduced accordingly. Considering the existing workload and outsourcing activities, it is assessed that 15 staff are sufficient to carry out the work of Ancillary section. Hence, 05 staff are found surplus.
(iv) Tool Room: At present 08 staff (01 OS, 06 Tech, 01 DC) are working in Tools Room. Staff of this section deals with receipt & issue of tools & M&P items to sections in the shed and accountal of tools in all shifts. It is found that there are Spl. Tool Room and Sub. Tool Room. Out of 08 staff, 01 OS is working as In-charge of Tool Room, 06 staff are deployed in 3 shifts in Sub. Tool Room and 01 staff deployed in Spl. Tool Room. Considering the existing workload, present 08 staff are justified to carry out the work of Tools Room. (v) Control Room: At present 04 staff (01 staff x 03 shift =03 + 01 RG/LR = 04) are working in Control
Room at DLS/R. Staff of this section deals with coordinating with Diesel Power Controller of concerned Divisions for receipt and dispatch of locos, communicating
with HQ Power Controller, carrying out shunting of locos inside the shed, joint checking of locos with shunter during handing over and taking over of locos,
removal and placement of loco, noting down repairs logged in by LPs, preparing record of incoming and outgoing locos, schedule planning and forecasting, line clear
transaction with RSD, Record maintenance etc.
Considering the existing workload, present 04 staff are justified to carry out the
work of Control Room. (vi) SSE(D) office: At present 09 staff (02 SSE, 04 Technician, 01 Clerk, 01 DC, 01 Peon) are working in SSE(D) office. Staff of this section deals with all shed related work in DLS/R. Out of
05 staff, 01 SSE works as over all In-charge of the Mechanical wing in shed, 01 SSE is deployed as over all In-charge of the Electrical wing in shed, 03 staff for maintaining staff Muster Roll/Leave Register, TA, IOD, all correspondence work, 01 staff for maintaining MV Book, Engineering & Electrical General related work, 01 staff for making & verification of stock item requisitions, work and 02 staff for Dak distribution work, movement of files, photocopy work and other Group D related work. Considering the existing workload, it is assessed that 08 staff are sufficient to carry out the work of SSE (D) office. Hence, 01 staff is found surplus.

(vii) Sr. DME office/DLS (Establishment/General/Pass/Tender Bill/Train /Confidential section): At present 08 staff (03 Ch. OS, 01 OS, 02 Sr. Clerk, 02 Peon) are working in Sr. DME office/DLS (Establishment/General/Pass/Tender Bill/Train /Confidential section). Out of 08 staff, 01 Ch. OS deals with cadre, PNM, posting/transfer, Muster Roll of Supervisors etc., 01 Clerk deals with issuing of Pass/PTO to shed staff & maintenance of records, 01 Ch. OS deals with D&A cases, RTI cases, Imprest cash & Quarter related matter, 01 Clerk deals with all types of Bill related work, 01 OS deals with training of staff & condemnation of locos related matter, 01 Ch. OS deals with confidential section related matter, 01 Peon attached with Establishment section and 01 Peon attached with officers. Considering the existing workload, present 08 staff are justified to carry out the work of Sr. DME office section. (viii) Technical & Planning section:
At present 07 staff (03 SSE, 02 Technician, 02 DC) are working in Technical & Planning section. Out of 07 staff, 03 staff are deployed for Technical work viz. loco failure analysis, preparation of morning power position, preparation of locomotives forecast, MCDO, Handouts, entry of punctuality & reliability reports in RDSO portal, monitoring of loco ineffectiveness, monitoring of shed performance, correspondence work and 04 staff deployed for Planning work viz. preparation of Abstract Estimate, Detail Estimate & Revised Estimate of M&P items, Rolling stock items, works programme, Budget preparation, MCDO preparation, correspondence work etc. Considering the existing workload, it is assessed that existing staff are sufficient to carry out the work of Technical & Planning section. Work study team recommends that 05 Artisan staff should be kept under the administrative control of SSE (I/Charge)/Planning section and they should be utilized for multi-task job within DLS as per requirement. (ix) Material section: At present 08 staff (03 SSE, 01 MCM, 03 Technician, 01 DC) are working in Material Section. Staff of this section deals with procurement of stock/Non-stock items, Indent preparation, material inspection, collection of material from other shed, supply of material to different sections at DLS as per requirement, Imprest items, performance of material, Record maintenance, correspondence work etc. Considering the existing workload, it is assessed that existing staff are sufficient to carry out the work of Material section.
During discussions held with SSEs of different sections, it is revealed that required materials are not supplied timely to the shops which hamper the schedule maintenance work and wastage of manpower. Hence, it is suggested that A Material Cell with staff strength of 01 Supervisor & 02 Artisan staff from staff strength of Material section may be set up in DLS/R for proper material management, chasing & supply of material to concerned shops timely. (x) Tender section: At present 05 staff (02 SSE, 03 Technician) are working in Tender section. Staff of this section deals with Tender related work. Out of 05 staff, 01 SSE works as In-charge of the section, 01 SSE is deployed for Open Tender, Single tender Quotation contract work, 01 Tech. for preparing of proposal, DE, finance compliance, variation & vitiation statements, 01 Tech. for assisting in movement of files, chasing of files at Divisional

offices, 01 Tech. assisting in funding, EMD, PG, submission, legal vetting of POA & EMD, SD release process etc. Considering the existing workload, present 05 staff are justified to carry out the
work of Tender section.
(xi) Trouble Shooting Point: At present average 03 staff (Technician) are deployed at BSP & DRZ for line duty to attend trouble shooting work of Diesel Locos as per requirement.
Considering the existing workload, present 03 staff are justified to carry out the
work of Trouble shooting point.
(xii) Canteen: At present 01 departmental staff and some outsourcing staff are working in Canteen. Staff of this section deals with preparation & serving of breakfast/meal/tea and management of canteen. Activities of cook & Helper are outsourced. Considering the
existing workload, the present deployment of 01 departmental staff in Canteen is justified.
3.3 Summary of calculation of requirement of staff at DLS/Raipur (As per Par No. 3.2.1
& 3.2.2) :
Sanctioned strength = 799 On Roll strength = 718 Staff requirement for maintenance of Locos (As per Para No. 3.2.1) = 657. Staff requirement for other activities carried out in shed (As per Para No. 3.2.2)= 100. Total staff requirement = 657 + 100 = 757.
Thus, Identified Surplus Post = 799 – 757 = 42.

3.5 RECOMMENDATIONS & SUGGESTIONS: On the basis of above observations and critical analysis, the following recommendations and suggestions are made:
3.5.1 It is recommended that 42 vacant posts of Technicians are identified as surplus and should be surrendered from present sanctioned of 799 posts of DLS/Raipur. The 42 posts have been identified as surplus in reference to All India Best Benchmarking of Man Power Productivity Ratio of DLS/PTRU (3.82), East Central Railway with the Man Power Productivity Ratio of DLS/Raipur (4.12) and considering various outsourcing activities proposed and existing at DLS/Raipur.
3.5.2 The none-core activities of DLS/Raipur like painting & carpentry work of Locos and maintenance of Road vehicles may be outsourced so that attention on Core-Activities can be concentrated more and thereof it would be monetary beneficial by reducing staff.
Suggestions:
3.5.3
A Safety Cell may be set up in Shed for monitoring of safety related matters, organizing safety seminar in shed for counselling of staff, checking of safety rules during working, checking of major machines for schedule of testing, checking of safety equipments etc.
3.5.4 Artisan staff should follow safety rules during working and proper counseling should be provided to Artisan/Helper time to time in this connection.
