NOTESVersion 1.0 of the General Household Survey 2008 was acquired from Statistics South Africa in 2009. A new version of thisdataset was released in 2010. This version (our version 1.1) was reweighted to reflect (a) the findings of the CommunitySurvey 2007 and new HIV/AIDS and mortality data, and (b) the adjusted provincial boundaries that came into effect inDecember 2006.

This version, 1.2 includes the new weights for the GHS 2002-2008 released at the same time as the GHS 2009 (6 May 2010).

Changes made to the GHS 2002-2008 datasets during the reweighting process included the following:

1) Missing values for the demographic variables age, sex or population group were imputed for all historical datasets.

2) The demographic estimates published in 2009 were used for benchmarking all the historical data and the house files wereweighted independently of the person files using estimates of the number of households in South Africa.

3) Provincial boundary adjustments were made to the historical datasets to adjust the historical data to the December 2005geographical boundaries.

Version 1.1 of this dataset was released in 2010 and included new weights for the GHS 2002-2008 released at the same timeas the GHS 2009 (6 May 2010). Reweighting was necessary because of the major revisions that the population estimatesunderwent after the release of the Community Survey 2007 results and updates to the estimates of the impact of HIV/Aidson demographic trends in South Africa..

Version 1.3 of the dataset was downloaded from Statistics South Africa's website on the 27th of January 2015.

Version 1.3 includes the new weights released for the GHS 2002-2011 series released at the same time as the GHS 2012 (22August 2013). Reweighting was necessary in order to maintain the comparability of population estimates used in the GHSbased on figures provided by the 2013 mid-year population estimation model that incorporates the demographic findings ofCensus 2011.

Version 1.3 also includes the following variables which were missing in the earlier version:

"Stratum" - Stratum

The 2008 - 2013 sample was designed to report at Provincial and Metro level (not DC level). However, StatsSA did not takethe absence population estimates at metro level into account when weighting the data and therefore this data is not reliableat Metro level. StatsSA's new master sample used from 2015 onwards will weight down to metro level and the data will beprovided at that level.

Sampling

Sampling Procedure

The sample design for the GHS 2008 was based on a master sample (MS) that was originally designed for the QuarterlyLabour Force Surveys (QLFS) and was used for the first time for the GHS in 2008. This MS is shared by the (QLFS), GeneralHousehold Survey (GHS), Living Conditions Survey (LCS), Domestic Tourism Survey and the Income and Expenditure Surveys(IES).

The MS used a two-stage, stratified design with probability-proportional-to-size (PPS) sampling of PSUs from within strata,and systematic sampling of dwelling units (DUs) from the sampled primary sampling units (PSUs). A self-weighting design atprovincial level was used and MS stratification was divided into two levels. Primary stratification was defined by metropolitanand non-metropolitan geographic area type. During secondary stratification, the Census 2001 data were summarised at PSUlevel. The following variables were used for secondary stratification; household size, education, occupancy status, sex,industry and income. Census enumeration areas (EAs) as delineated for Census 2001 formed the basis of the PSUs. The following additional ruleswere used:

• Where possible, PSU sizes were kept between 100 and 500 dwelling units (DUs);• EAs with fewer than 25 DUs were excluded;• EAs with between 26 and 99 DUs were pooled to form larger PSUs and the criteria used was same settlement type;• Virtual splits were applied to large PSUs: 500 to 999 split into two; 1 000 to 1 499 split into three; and 1 500 plus split intofour PSUs; and• Informal PSUs were segmented.

A Randomised Probability Proportional to Size (RPPS) systematic sample of PSUs was drawn in each stratum, with themeasure of size being the number of households in the PSU. Altogether approximately 3 080 PSUs were selected. In eachselected PSU a systematic sample of dwelling units was drawn. The number of DUs selected per PSU varies from PSU to PSU.and depends on the Inverse Sampling Ratios (ISR) of each PSU

Response Rate

24 293 (77,5% with out-of-scope and 90,15% without out-of-scope) of the 31 346 interviews were successfully completed. Itwas not possible to complete interviews in 8,5% of the sampled dwelling units owing to reasons such as refusals orabsenteeism. An additional 14,0% of all interviews were not conducted for various reasons such as the sampled dwellingunits had become vacant or had changed status (e.g. they were used as shops/small businesses at the time of theenumeration, but were originally listed as dwelling units).

Weighting

A two-stage theoretical weighting procedure was done on the GHS 2008. In the first stage primary sampling units (PSU) areselected with probability proportional to size (PPS) from the census population.

Because there were undercounts in some PSUs (because households could not be traced or because of refusals to answer),the weight of each such PSU was adjusted upwards by a factor of nHH/n*HH where nHH was the number of householdswhich should have been interviewed and n*HH was the number of households actually reached. Then all household weightswere adjusted upwards by a further factor equal to the estimated population at the time of the GHS 2008 survey divided bythe 1996 Census population estimate, to account for population growth between the 1996 Census (from which the mastersample was drawn) and the date of the survey. These doubly adjusted weights are reported as the household weights in thedata set. The person weights are derived by further adjusting the household weights in order to reproduce the marginaltotals of the estimated population at the time of the 2008 GHS by gender, population group, province and age group. A SASmacro called CALMAR was used for this purpose.

The population estimate was derived by a 'bottom up' (cohort-by-cohort) exponential extrapolation from the 1996 and 2001censuses. Such an estimate is quite reliable for the total population and the gender, population group and provincialsubtotals. It is less reliable for the age distribution. Improved population estimates will become available when StatisticsSouth Africa completes its short-term population projection model. The weights in this and other surveys may be modified in

the light of model estimates.

Data revisions

In May 2010 Statistics SA revised the population model to produce mid-year population estimates during 2008 in the light ofthe findings of the Community Survey 2007 and new HIV/AIDS and mortality data. The new data have been used to adjustthe benchmarking for all previous datasets. Weighting and benchmarking were also adjusted for the provincial boundariesthat came into effect in December 2006. The new weights mean that the data for the GHS 2002 to GHS 2009 are nowcomparable. The General Household Survey 2007 data files (version 1.2) contain the new weights.

As a result of new statistical programs used for weighting, which discards records with unspecified values for thebenchmarking variables, namely age, sex and population group, it became necessary to impute missing values for thesevariables. A combination of logical and hot deck imputation methods were used to impute the demographic variables of thewhole GHS series from 2002-2009.

A new weighting system was also introduced for the household files as part of the revision process. This was based onhousehold estimates that were developed using the headship ratio methodology. The databases of Census 1996, Census2001, Community Survey 2007 and the Labour Force Survey 2003, Labour Force Survey 2005, and Quarterly Labour Force(Quarter 3) of 2009 were used to analyse trends and develop models to predict the number of households for each year. Theweighting system was based on tables for the expected distribution of household heads for specific age categories, perpopulation group and province.

Missing values and unknown values were excluded from totals used as denominators for the calculation of percentages,unless otherwise specified. Frequency values have been rounded off to the nearest thousand. Population totals in all tablesreflect the population and sub-populations as calculated with SAS and rounded off. This will not always correspond exactlywith the sum of the preceding rows because all numbers are rounded off to the nearest thousand.

New weights weights were released for the GHS 2002-2011 on 22 August 2013. Reweighting was necessary in order tomaintain the comparability of population estimates used in the GHS based on figures provided by the 2013 mid-yearpopulation estimation model that incorporates the demographic findings of Census 2011.

Estimates of Sampling Error

Estimation and use of standard errorThe published results of the General Household Survey are based on representative probability samples drawn from theSouth African population, as discussed in the section on sample design. Consequently, all estimates are subject to samplingvariability. This means that the sample estimates may differ from the population figures that would have been produced ifthe entire South African population had been included in the survey. The measure usually used to indicate the probabledifference between a sample estimate and the corresponding population figure is the standard error (SE), which measuresthe extent to which an estimate might have varied by chance because only a sample of the population was included. Thereare two major factors which influence the value of a standard error. The first factor is the sample size. Generally speaking,the larger the sample size, the more precise the estimate and the smaller the standard error. Consequently, in a nationalhousehold survey such as the GHS, one expects more precise estimates at the national level than at the provincial leveldue to the larger sample size involved. The second factor is the variability between households of the parameter of thepopulation being estimated, for example, the number of unemployed persons in the household.
