On a call, sunny, beautiful Saturday,February 20, rotarian presidents,presidents-elect, club publicrelations chairaen and the District5overnor were inside Santa Rosa JuniorCollege's Eaaett Hall. It was the1988 District Rotary InforaationSeainar and the priisary focus was on anatter of seious concern to R.I.President Charles "Chuck" Keller: Lackof Rotary Knowledge and Lack of PublicAwareness. In his videotaped sessageat the beginning of the seainar,President Keller explained his concernabout Rotary came about as the resultof a poll aaong leaders of the 447Rotary districts. Most of thosequestioned agreed that new aeabershave little knowledqe of this 88-year-old organization. The poll alsoconcluded Rotary club leaders couldbetter serve their meabers if they newaore about Rotary and its purpose.Iven though Rotary is expending greateffort aiding non-rotarian countriessuch as in our Polio Plus Prograa, ourawn qovernsent is suspicious of our•otives.

HAS THE NEW CALIFORNIA SUPREME COURT

MADE A DIFFERENCE?

According to the Bulletin, last week'sguest speaker was to be the everelusive 6ene Tunney. However, lastThursday he had to attend an eaergencyaeeting of the jail "depopulationcosaittee". The audience wasdelighted by his substitute, theDeputy District Attorney, MIKEMULLINS. After a few light-heartedcoaaents about the breakfast he sharedwith us, he hit his sain topic: TheCalifornia Suprese Court. Havingworked in the California courts since1971 and with the District Attorneysince 1981, MIKE MULLINS hasexperienced the "old" court (Byrd,Cruz and Reynoso) and the new SupreieCourt. He know what a difference the"old guard" nade in a auaber ofiaportant death penalty cases and onecould not help noticing that Mike didnot necessarily agree with eany of thedecisions of the Rose Byrd court. Hecited several cases where the evidenceclearly linked the defendant to thecase, yet the Court reversed thedecisions of lower courts because ofcircuastances involved with theinvestigation or prosecution. The oldcourt went out of its way to see thatthe death penalty was not enforced.The new Suprese Court is aakinq a bigdifference, basing their decisions ondecisions of the United States SupremeCourt. Speaking for the aajority ofprosecuting attorneys in the state,Hike is very pleased with what the newCalifornia Supreae Court has done inreconsidering aany of the casesconsidered by the old court and theway they're handling new cases. Thenew California Supreae Court can"restore justice tD California".

Last week Rita Magowan aCPA/Fjnanria1 Planner and talkshow host on 1350 KSRO NEWSTALKRADIO (Tues. 2:30pm) spoke to usabout tlie "advantages" of the newand somewhat complex tax laws.Magowan agrees tiiat there iscomplexity within the "simplifiedtax law". However we, as taxpayers,must be made aware of the importantadvantages these new tax lawsprovide:

1. It is okay to make money onyour investments. To have apossitlve cash flow on realestate.

2. The "best" tax shelterof last year is still the besttax shelter this year - RetirementPlan.

3. There are ALTERNATIVES

CLUB ASSEMBLY

During last week's clubassembly we listened to a reportfrom Jim Hakel on the rehabilitation

of the interview room at Child

Protective Services . Both Jim

and Eric Van Cleave met with the

services director to discuss some

ways to improve the dreary conditionof this room. Apparently this roomis not used soley for children,sosome consideration must be made

in designing the room to fit boththe children and adults using theroom. There has been an alternative

plan introduced by ChildProtective.whereby the interviewroom would be moved to a nearbystaff room, and the staff wouldmove their oEflce to where theinterviewing room was. Before thiscould be iicxompl ishod, the wallin the interview room must beknocked down.

The club attendancefine,introduced in December toimprove Rotary attendance wasdefeated by a narrow margin. Ifput into effect, any member whofailed to makeup a meeting wouldhave to pay $5 to obtain his Rotarybadge .

The final item discussed duringthe club assembly was theconsideration of a new club slogansubmitted by Fred Temps: "Startyour day the Rotary way".

"BUY SONOMA PROGRAM"

In an effort to bring someattention to Sonoma Countyagricultural products, the countyis currently reviewing anagricultural marketing plan. BenStone, a county economic developmentcoordinator spoke to us about thisplan and why it is so vitallyimportant to buy Sonoma Countyproducts. Our county is consideredto be the "breadbasket for theBay area",and over the years therehas been a considerable interest

among Bay area consumers to eatfood that is heal thy,fresh andwholesome. For instance, most fruitbought is either fresh or "freshfrozen" and not canned. However,it is not widely known (or visible)to these consumers that the productsmay come right from our county,simply because there is noidentifiable label that tells us

so. When buying apples at yoursupermarket, chances are you willsee apples from the State ofWashington prominently displayed,and Sonoma County grown applesrarely labeled as such. The CountyBoard of Supervisors are veryinterested in the success of

agriculture and have consultedwith the county's Farm Adviserand Economic Development Boardfor ways to improve Sonoma CountyAgribusiness.

Stone showed how other States

such as New Jersey and Virginiahave already put together aggressiveagricultural marketing strategies.

New Jersey has a highly successfulcampaign entitled "Jersey Fresh",and their theme is incorporatedthroughout their TV, Radio, printand billboard advertising. SomeStates, such as Virginia utilizea catalog service so that otherStates will be able to purchasethe products. Some Sates such asMichigan, incorporate agiculture ./<iwith Tourism and discover that

people actually travel to the Stateto buy agricultural products. Allof these ways could easily bepracticed in our county as a meansof Sonoma County's Agriculturalbusiness..

TheGreater Avenues for Independence,or CAIN Program was developed byCalifornia Human Services and ismandated by the CaliforniaLegislature to help people getoff welfare and back into theworking world.Carroll" Buck" Buckley, a JobDevelopment Coordinator for theCalifornia Human DevelopmentCorporation and Laurie Oltnan,Coordinator for the Sonoma CountyGAIN Contracting Services werehappy to have been given theopportunity to present their programto the Santa Rosa Sunrise RotaryClub last Thursday. Buckley provideda few startling statistics suchas the number of "heads ofhouseholds recieving welfareassistance in Sonoma County isplaced at 5000"! GAIN gives theserecipients "a job to find.a job".Buckley was pleased to report thatover 95% of Sonoma County's welfarerecipients wanted to volunteer 10K CLUBfor the GAIN Program. GAIN needs support in helpingto locate the more than 957„ ofthe "hidden jobs" for theirrecipients. Laurie Oltnan was hiredto promote GAIN throughout thecounty. Her responsibilities includesetting up media interviews withemployers who have hired GAINrecipients. Olman said she is morethan willing to work with anemployer interested in making apublic service announcement aboutGAIN and is happy to assist anyemployer wishing to participatein the GAIN Program.
