Republic Act 9003: The Ecological Solid Waste Management Act of 2000
institutes measures to promote a more acceptable system which corresponds to the vision of sustainable development.
aims to merge environmental protection with economic pursuits, recognizing the re-orientation of the community’s view on solid waste, thereby providing schemes for waste minimization, volume reduction, resource recovery utilization and disposal
Ecological Solid Waste Management Act of 2000
Mandatory segregation at source (Section 21 RA 9003)

STATUS 3. Safe Disposal of Residual Wastes
Low compliance to the Ecological Solid Waste Management Act is due to the following:
1. Lack of Funding
2. Social (throw-away mentality, Not-In-My-Backyard syndrome)
THE PROGRAM : GREEN MOVEMENT AGENDA (Memorandum from the President dated December 23, 2008)
The program calls for a holistic, scientific, rights-based manner of managing the resources observing the principle of multi-use, decentralization and devolution and active participation of local government units.
The Zero Basura Action Plan for 2009 calls for the harmonization of various horizontal and vertical local actions on the management of the environment, with special focus on solid waste management, the very basic environmental concern that affects and involves each and everyone…. from the Uplands to the Coastal Areas.

Strategies for Local ActionAccess to Available Technology and
Capacity Building
Strengthen the Operationalization of Materials Recovery Facility/System
Mandatory backyard composting to all LGUs.
Mandatory provision of biogas digester to all wet markets
Provide market for compost and recyclable materials
Promote organic farming using fortified compost
Promote green charcoal technology
***Resource mobilization and technical assistance

Strategies for Local Action
Financial and Enforcement/ Public Advocacy and Social Marketing/Access to Available Technology and Capacity Building
Organize members of the informal sector engaged in recovery of recyclable materials to form a cooperative or association;
Responsibility Centers: LGUs, DSWD, NSWMC
Enforcement Enforce extended producers responsibility through:
Buy-back scheme (waste markets, Recyclable collection event)
Deposit-refund scheme
Bring-your-own-bag (eco-friendly bags) (eg. SM green Bag, Los Banos initiative through use of paper bags)
Provision of incentives (e.g. tax rebate)
Responsibility Centers: Private sector, DTI, DENR, BIR
Strategies for Local Action
Public Advocacy and Social MarketingPromotion of Residual waste management
Adoption of alternative technologies that processes residual wastes to useful products;
Provision of market for products from residual wastes (eg. Linear Parks along Pasig River used concrete products from residual wastes fron the Municipality of Teresa)
Adoption of the co-processing of residual wastes to cement kilns(e.g HOLCIM)
Responsibility centers: LGUs, DOST, DTI, other partners
Strategies for Local Action
Public Advocacy and Social Marketing Continuous Massive IEC
Orientation/forum with representatives of each government agency
Cluster LGU summits/workshops/conferences (1st Quarter) Responsibility Center: DENR, LPP, LCP, LMP, LnB, other
partners

• Responsibility Center: DENR, PIA, other partners
Strategies for Local Action
Public Advocacy and Social Marketing Continuous Mainstreaming of the ESWM in the
Educational system through: Replication of the eco-savers passbook Mandatory establishment of the S-I-G-A (school in a
garden using compost produced in the school)
