Federal Transit Administration (FTA) requirements

• FTA regulations and eligibility requirements (FTA Proposed Joint Development Circular and Federal Transit Law Title 49, Chapter 53)

1. Create an economic benefit by enhancing economic development or incorporating private investment

2. Provide a public transportation benefit by either: (a) enhancing the effectiveness of a public transportation project and relating physically and functionally to the public transportation project, or (b) establishing new or enhanced coordination between public transportation and other transportation.

3. Produce revenue and reserve a fair share of that revenue for public transportation

4. Provide that a person occupying space in a facility constructed with FTA funds must pay a fair share of the costs of the facility through rental payments or other means.

Joint DevelopmentNCTD Envisions

– A mixed-use development including subterranean parking, restaurant, retail and/or office use

– Proposal package shall provide each firm’s specific successful experience with mixed-use developments, a financial plan outline and an implementation strategy.

• Preserve Existing Station Building– Building may be relocated/reoriented on site

or converted/re-purposed into retail space.• 75 Underground Parking Spaces

– Evaluation and Ranking– Short-Listing of Proposers (up to four (4))

• Step 2:– Short-Listed Proposers Only– Discussions may include presentations, clarifications,
